Evansville Economic Development Commission Meeting – April 22, 2026
The City of Evansville Economic Development Commission convened on April 22, 2026, to elect officers, approve minutes, and consider a proposal to issue taxable economic development tax increment revenue bonds for the Gooden Bowen Evansville LLC project. The commission unanimously approved the project, which involves constructing a mixed-use market-rate apartment complex in the Promenade area.
Election of Officers
- Jenny Jewell was elected President.
- Josh Calhoun was elected Vice President.
- Patrick was elected Secretary.
Minutes Approval
- The minutes from the January 27, 2025 meeting were reviewed and approved as presented.
Public Hearing (Item A)
- The public hearing was called to order regarding the proposed financing of economic development facilities for Gooden Bowen Evansville LLC. No members of the public spoke.
Resolution 26-EE DC-01 (Item B)
- Project Description: Gooden Bowen Evansville LLC will develop two four-story buildings (150–153 units) at Vogel and Crosspoint roads in the Promenade area. The project includes 3,000 square feet of ground‑floor commercial space, a resort‑style pool, fitness center, rooftop patio, and a gateway bridge. It is a market‑rate development, not affordable housing.
- Cost and Financing: Total project cost is $38 million, with $5 million in ready (equity) money. The city will issue taxable economic development revenue bonds, but the debt is not a city obligation. A new tax increment financing (TIF) district will be created specifically for this project; property taxes generated by the project will be remitted to the developer to repay the bonds.
- Jobs: 325 construction jobs will be created, and eight permanent jobs (with an average annual payroll of about $60,000) will be supported after completion.
- Developer Background: Bowen is described as a well‑seasoned developer from Indianapolis with a good reputation and successful projects throughout the state.
Discussion
- Commission members expressed strong support for the project, noting the critical need for housing of all types in Evansville. They praised the addition of more units (20 more than previously proposed) and the right‑sizing of commercial space.
- The timeline: Financing is expected to be finalized within a couple of months, with construction likely beginning in fall 2026. Ready funds must be spent by the end of 2028.
Key Outcomes
- The commission voted unanimously to approve Items A and B (the public hearing and Resolution 26-EE DC-01), authorizing the bond issuance and project.
- No other business was discussed, and the meeting was adjourned.

Yeah, and I would add since for any of the here for that? So I think it's fair for you all to rely on staff as to the accuracy of the purpose of the staff. We we have a um we have a recording, uh we watch the video, uh, we have a tape recorder up there, and we take notes. So when we do the minutes, we're pretty accurate. Now sometimes we do make mistakes, so feel free to always point out something if it wasn't correct. But I think we're pretty accurate most of the time, and we we've read over these again, refreshed our memory, and this is correct. All right. Well, I make a motion to approve the minutes as presented. Second. All in favor? All in favor? Aye.
