All right.

0:07

Like to welcome everybody to the eighth scheduled meeting of the City of Evansville's Board of Public Safety.

0:14

Before we get started with our agenda, would we please rise for the pledge allegiance?

0:21

I pledge allegiance to the flag of the United States of America.

0:26

And to the Republic for which it stands one nation under God, indivisible, with liberty and justice for all.

0:42

Okay.

0:42

First up, we have the fire department, Deputy Chief Kim Garrett.

0:51

Good afternoon.

0:53

Contrary to the agenda, we only have one uh contract today, and that would be the one for the chaplain and Tyrone Edward Edwards.

1:02

Well, the other others are being tabled.

1:04

Okay.

1:05

Okay.

1:05

So that's that's B on the agenda that we are looking at.

1:10

Yes.

1:10

You so requesting approval of a contract with Tyrone Edwards at the Evansville Fire Department.

1:15

Chaplain.

1:16

Any questions on that?

1:18

No.

1:19

Then uh I have none.

1:21

I will move to make a motion that we uh approve that.

1:24

I will second.

1:25

All in favor say aye.

1:26

Aye.

1:27

It is approved.

1:28

Thank you.

1:28

That was quick work.

1:32

Building commission, Kim Jose.

1:35

Hello, thank you.

1:36

1:53

Wow.

1:53

And these are demolitions.

1:55

Yes.

1:56

1:56

So I will move we make a motion to uh open those bids.

2:51

This is our next set of inner intersections that we have reviewed, and the nighttime flash is just it's outdated.

And to improve safety and efficiency of the intersections, we recommend removing that.

3:03

3:04

Any questions on that?

Any questions?

13:39

No.

13:40

Then I will move.

13:41

We make a motion to approve that.

13:43

I will second.

13:43

All in favor say aye.

13:45

13:45

And that is approved.

13:47

Walnut between 9th and Martin Luther King Boulevard, Friday, September 11th at 1 p.m.

13:54

through September 13th.

13:56

Evansville Raptor Con vendor access to loading docks.

14:01

Unwalnut, did we not have discussions on this in earlier meeting?

14:06

So we this last RaptorCon, we approved last year.

14:11

They came before us and they got with the traffic engineering or the engineers department and they were able to put up the appropriate barricades and traffic detour signs.

14:24

And they were able to, we let them uh shut down that stretch of road.

14:28

And that was when the construction was going on, isn't it?

14:31

I don't know.

14:33

Walnut the it was had just pretty much ended on Walnut to construction.

14:39

Yeah, so all that construction is done.

14:41

Uh I didn't hear any complaints or problems with it uh last year, and basically they're basically doing the exact same thing.

14:48

I didn't hear anything either.

14:49

Um the only recommendation I would make is that you um unless Curtis knows uh make it subject to the same layout as last year since we didn't receive any complaints or anything, um, if that's doable.

15:02

I'm assuming that's how they're planning to do it.

15:05

So subject to the same requirements as last year.

15:07

Yeah, like the same layout they use since it worked.

15:10

It worked well.

15:10

We um I didn't go.

15:12

Oh, there's somebody here that can speak to it.

15:14

Perfect.

15:14

I'm gonna say I'm interrupting.

15:17

Uh no, so we did put the sorry.

15:19

Uh we did put the map in there of the same map that we had approved um from Jennifer last time, so that's okay.

15:24

I just laid that in there in case.

15:26

Um but it's basically the same event, it's just we do it twice a year.

15:29

We do one in March and one in September.

15:31

And what do you do with this?

15:33

Um it's kind of it's hard to explain.

15:35

It's kind of like have you ever heard of Comic Con?

15:37

Yeah.

15:37

It's kind of like that.

15:38

Uh Evansville's version, we bring celebrity guests in and they have like vendors that come and sell stuff and things like that.

15:44

Yeah.

15:45

Okay.

15:46

So we have like vendor we have celebrities from like different movies and stuff that come in and sign autographs for people and take photos with them.

15:51

And uh the road closure in the back is we have about a hundred vendors that load in.

15:56

Um so if not, that road gets super backed up.

15:58

Um when the construction was going on, it was fine, but now that it's not, it's so we're gonna follow the same uh street layout plan and everything.

16:07

Yes.

16:07

And great.

16:10

Then uh Jennifer.

16:12

Yeah, as long as it's the same detour and road closure.

16:15

Yeah, I mean it's a good idea.

16:16

No issues with our department.

16:18

All right, so thank you for coming.

16:20

Thank you.

16:20

Thank you.

16:21

Sounds like everybody's on the same page then, so I will move.

16:24

We make a motion to approve.

16:26

The Raptor Con.

16:27

I will second.

16:28

All in favor, say aye.

16:30

Aye.

16:30

Aye.

16:30

Same sign opposed.

16:32

Thank you.

16:34

You're approved.

16:38

32 uh 04 Oakland Drive, lane restriction.

16:43

Amherst Manor Manor, Common Area, 528, 618, 626, 716, 813, 916.

16:53

From 430 p.m.

16:54

to 730 p.m.

16:56

The purpose is local community event, get together lane restriction is for food trucks.

17:02

It'll be uh on those dates then.

17:06

Oakland Drive.

17:07

Is that near the library?

17:10

Yeah, actually, I think it's down there behind the harbor.

17:13

Yeah.

17:13

Yeah, they've got a common area down there.

17:15

Yeah, okay.

17:18

I mean, they could just could have just parked the food trucks down.

17:21

Right.

17:22

Sure.

17:22

They wanted to do the right thing.

17:23

Well, that's good.

17:24

Yeah.

17:25

Any other questions?

17:27

Then I'll move.

17:28

We make a motion to approve that request for and the Amherst Manor Common Area.

17:32

And I will second.

17:33

All in favor say aye.

17:35

Aye.

17:35

Same sign opposed.

17:36

It is approved.

17:38

Bob Jones way between second and third street, Allstad Huffman Plumbing.

17:44

Uh when to be decided, installing a water tap.

17:48

So how do we Yeah?

17:49

So they originally wanted to do it last week.

17:51

Okay.

17:52

Which was I said no, you couldn't can't do it last week because we don't have a meeting until then they wanted to do it yesterday.

17:58

I said no.

17:59

I said we have to have it approved.

18:01

I sent them a calendar so they know when our calendar was.

18:03

We have a new gal down there.

18:04

We do a lot of stuff with Allstart.

18:06

Sure.

18:06

Oh, yeah.

18:07

We have a new girl down there, and so she's burning.

18:10

So as soon as we get it approved, I'm gonna get a date, and then I'll put it in the road closure calendar.

18:15

Okay.

18:21

Yeah, like a consensus.

18:22

Yeah.

18:25

Yeah.

18:25

Okay.

18:26

In that situation, yeah.

18:33

If you guys want to, if you guys aren't comfortable and you'd rather do it at a public meeting, uh tell us.

18:38

But yeah, you can do that just to kind of speed those types of things up.

18:42

But something like this, you might want to get feedback from uh traffic engineer too.

18:48

Well, they have to get a right-of-way permit.

18:50

So before they can even come to us, they'll have to put that.

18:54

I just I just don't I I just don't know if I I'm you know want to decide on uh TBD.

19:01

Yeah, and then that we wait till we're gonna do that.

19:03

Yeah, we want to we want to firm.

19:06

Okay.

19:09

So uh just table that.

19:11

House renovation and construction waste.

21:00

So several months.

21:06

Any questions on that or concerns?

21:08

I don't know the area.

21:11

All right.

21:12

I don't I don't see an issue.

21:14

I will move.

21:15

We make a motion to approve that.

21:17

I will second.

21:18

All in favor say aye.

21:19

Aye.

21:19

Aye.

21:20

Same sign opposed.

21:21

It is approved.

21:25

Next up is parking permits.

21:28

And I'm gonna let Curtis grab those.

21:30

Okay, so back was it.

21:34

Uh end of last year, um, Empire Construction came to us and they wanted to park their vehicles on third street from locust to Cherry for construction on a building.

21:44

At the time they couldn't park in that building's parking lot because that's where they're staging all the building materials.

21:51

Uh the street on third street, uh we put bags over the um uh parking signs.

22:00

So basically allowing them to park there without being ticketed.

22:03

So they are asking for an extension.

22:06

That permit uh or that yeah, they the we granted them through uh March 31st, I believe.

22:14

And now they're the construction is taking longer than they thought, so they're asking to extend that to June 31st.

22:21

And this was for the uh Bowen construction that they were doing?

22:24

Do you know?

22:25

It was that building.

22:26

We're working on that new building.

22:27

It's right across from Methodist Church, I think.

22:29

I think it's Bowen Engineering is adding an adjustment.

22:32

And you'll be granted this October 1st of 2025.

22:36

Yeah, the the place that looks like a house.

22:40

The one that kind of looks like a house that's behind the hotel.

22:43

Uh that's Bowen Engineering, and then now they're adding on a new building on the that's not the like fancy board, right?

22:51

That says I think it says like X10 on the outside of the I don't I don't think so.

22:56

I don't think so.

22:57

But uh it's quite a project.

23:00

Huh.

23:01

So we're we're in we're just approving potentially approving them to go through June to June 31st or through to this through June 31st.

23:14

Thoughts?

23:16

Questions?

23:17

Uh I don't think it's created any issues to this point.

23:22

I haven't heard anything.

23:25

I haven't heard anything.

23:26

I mean, I live down in that area, walk that area a lot, and I I haven't heard any or seen anybody complaining about it.

23:33

So not like they're complaining about Oak Hill.

23:38

Well mate grabbed me right before I came here and said, tell them about Oak Hill.

23:45

They know.

23:48

Something about the turn lane to go north on Oak Hill.

23:52

That's that's a good idea.

23:53

In the event we digress, let's go ahead and approve.

23:56

Let's go ahead and uh I'll move.

23:58

We make a motion to approve this.

24:01

Do I have a sign?

24:02

I'll second.

24:03

All in favor say aye.

24:04

Aye.

24:04

Aye.

24:05

Same sign opposed.

24:06

It is approved.

24:08

The next uh parking permit request we have is for Rivertown construction.

24:12

Uh the requesting April 15th through June 31st.

24:15

They're working on that main street road repair between 4th and 5th Street.

24:19

Uh they're trying to park all their constru work workers in the construction zone, but uh these three vehicles uh won't fit.

24:28

So they're asking for parking permits so they can park nearby so they don't have to move their trucks every two hours to work there.

24:35

Or are they gonna find parking?

24:37

So that I think I asked you before when we just were this is during the work date.

24:42

This is during the work day, Monday through Friday.

24:45

So uh not at night, just during the regular work work hours.

24:50

Because we know where that's located, and we've got condominium uh owners there and Tiki and uh one question I do have on that.

25:00

So I know that the safety board uh is responsible for parking and setting up parking spaces and giving special parking permits.

25:08

You and maybe Curtis, you would know.

25:09

Like on the permit that we issue, is that do we issue one that they can park anywhere within the city in the pay for parking for between 8 a.m.

25:17

and 5 p.m.?

25:18

So that way they couldn't stay there like overnight or something like that.

25:21

The permit doesn't actually specify a time.

25:23

I can specify a time.

25:26

If you guys want to.

25:27

Uh it usually has a job site location of where they are working.

25:31

Uh so if uh the traffic police have to find them, they can actually go and find them at that job site.

25:37

But it usually just gives a general area that they are working in.

25:41

Uh and then it's just usually the downtown area wherever they can find a parking spot.

25:46

Uh now the parking permits uh are not good for Main Street.

25:50

So they cannot park on Main Street.

25:51

They have to park on a side street.

25:54

That's good.

25:54

5th, 6th, something like that.

25:55

So they cannot park on Main Street.

25:57

Okay.

25:58

All right.

26:00

But uh that's a good point, uh, Counselor.

26:02

Uh we should if that does become an issue, it's something that we could look at adding to it.

26:10

So uh if there are no other questions, I will move.

26:13

We make a motion to approve.

26:15

I will second.

26:16

All in favor say aye.

26:17

Aye.

26:17

Aye.

26:18

Same sign opposed.

26:19

It is approved.

26:20

The next we have a gentleman by name of Brent uh Frailix.

26:24

He lives at 619 South Harlan Avenue, an apartment complex there.

26:27

He's got a 2002 Ford four winds.

26:31

It's an RV.

26:32

Uh he is requesting a temporary permit until the end of May.

26:36

Currently he's leasing an apartment and his lease will be up at the end of May.

26:40

And at that time, he will be moving into his RV and relocating to an RV park.

26:45

So he's just asking for a one month and a week permit just to be able to park there.

26:50

I talked with Evansville Police Department, and they said it was not in the way or causing any safety issues.

26:56

So they were okay with it if he had a permit.

26:59

Good.

26:59

Thank you for doing that.

27:01

Yeah.

27:02

Any questions?

27:04

I think the fact that he cons consulted with EPD and they were okay with it.

27:09

So I will approve uh or I will move and make a motion to approve the temporary permit.

27:15

All in favor say aye.

27:16

Aye.

27:17

Same sign opposed.

27:18

It's approved.

27:19

The last parking permit application applications from Pinnacle Contractors requesting for the calendar year of 2026.

27:25

They have four vehicles.

27:27

And they do work on the fifth, third bank building.

27:30

I want to say they work on another building downtown.

27:32

But the fifth, third bank building, these four vehicles, they try to park their vehicles in the actual parking lot of the bank, but these four vehicles are too tall or too big.

27:41

And cannot fit.

27:42

Now they won't be downtown all the time, just one vehicle at a time.

27:46

But they just want to have permits for each vehicle.

27:48

So if they have to go some servicing at that location, they'll have a parking permit.

27:52

Okay.

27:53

And it's one vehicle at a time, usually?

27:56

Usually, maybe two, but never all four.

27:59

I just want to make a note on that.

28:01

Any questions on that?

28:02

No.

28:03

I will move.

28:04

We make a motion to approve that request.

28:07

I will second.

28:08

All in favor say aye.

28:09

Aye.

28:10

Same sign opposed, and that is approved.

28:14

And we go to handicapped parking.

28:17

Traffic engineering department recommends approval of the handicapped parking as they were reviewed for potential hazards and obstructions to traffic, and none were found.

28:26

They are listed A B C and D, 210 East Missouri Street, 2516 West Illinois Street, 1207 North Garvin Street, and 1607 Hollywood Avenue.

28:39

I think that we're going to table the 1607 North Hollywood location.

28:45

There is a legal question on that one that we need to be answered by the board attorney.

28:50

All right.

28:50

So it would just be A, B, and C, and then we are going to table 1607 Hollywood.

28:55

Okay.

28:56

So I will list that as tabled for further consideration, and we will go ahead and I'll move to make a motion on 210 East Missouri Street, 2516 West Illinois Street, 1207 North Garvin Street.

29:10

So I'll move to make a motion to approve those.

29:13

I will second.

29:13

All in favor say aye.

29:15

Aye.

29:15

Same sign opposed.

29:17

They are approved.

29:18

Taxi cab driver license uh below have met all requirements set forth by the city for the taxi driver license.

29:26

First one up is David Goldblatt, 1362 Powell Avenue, Dave's Taxi Service.

29:31

And the second one listed under letter B is Robert Dotted?

29:36

Dot it?

29:38

2530 U.S.

29:40

41175.

29:43

Dave's taxi service as well.

29:45

So I'm familiar with Dave's taxi service.

29:47

So anybody have any questions on that?

29:49

No.

29:50

All right, I will move.

29:51

We make a motion to approve those.

29:53

I will second.

29:54

All in favor say aye.

29:56

Aye.

29:56

Aye.

29:56

Same sign opposed.

29:58

Those are approved.

30:00

Before we end, I'm going to go back to my fellow board member who has could has been made aware of some concerns that you were bringing up.

30:08

If you want to go ahead and yeah, um the I guess going uh on Lynch Road from uh Green River to Oak Hill, the right turn lane to go north on Oak Hill.

30:22

Uh they closed, but they put a sign where it was they were already in that lane.

30:29

There was an accident there.

30:31

Um they were already in the turn lane before they saw the sign.

30:35

And so I didn't know if the sign was going to get moved so they have more time.

30:43

Um I can reach out to the contractor to have them review their MOT plan from what I've seen.

30:50

The everything looks pretty standard.

30:53

Okay.

30:53

Um they do have advanced warning signs up for that there's a detour.

30:58

Um, but since this is going to be a very long project and a long closure, so I'll make sure they'll they review that.

31:06

Yeah.

31:06

I I I just somebody stopped me and said, are you going to so I thought I'd bring it up?

31:13

It is a county project.

31:15

Um, but some of their detour routes do extend into the city, obviously.

31:20

Yeah.

31:21

Okay, thank you.

31:23

Okay.

31:24

Um there's no other business.

31:26

Okay, if there is no other business, I will move.

31:29

We make a motion to uh on the request of of the approval of claims.

31:32

I will second.

31:34

All in favor say aye.

31:35

Aye.

31:36

Same sign opposed, those are approved.

31:38

Requesting approval of the minutes from Wednesday, April 8th, 2026.

31:43

I will second.

31:44

All in favor say aye.

31:45

Aye.

31:46

Same sign opposed.

31:47

It is approved.

31:48

And announcements, next meeting is Wednesday, May 13th in the Civic Center, right here in room 301.

31:56

And now I will request move to make a motion to uh approve adjournment.

32:02

I will second.

32:03

All in favor say aye.

32:04

Aye.

32:05

Aye, same sign opposed.

32:07

Meeting is adjourned.

32:10

Thank you.
