2:27

Chairman.

2:28

We'll start with the Indiana LPA projects for the City of Evansville 3rd Street from Court Street to Parrot Street.

2:42

Court Street to Walnut as fate as phase one and walnut to third as phase two.

2:49

The Vanderburgh County projects, Oak Hill Road from Lynch Road to St.

2:53

2:54

Construction activities began on March 9th.

2:57

Oak Hill Road closer closure has been established.

3:01

Working to install the water line from Lynch Road going north and utility relocations are underway.

3:18

The Ward County projects, telephone road from Bell Road to Fuqueway.

3:24

BBI is working on completing subgrade operations between coal mine and Fuqueway.

3:30

Storm is close to being completed on Fuqueway.

3:34

Asphalt, except for the surface, curb and gutter and drives are complete from Bell 2 and including coal mine.

3:45

Twenty-two of the 25 parcels have had offers accepted.

3:50

MOT coordination with the City of Evansville, EndOt, and the hospital is ongoing.

3:56

Utility work plans are being finalized.

3:59

Permit applications are being finalized as stage three plans are at 75% complete.

4:23

Right of way engineering is underway.

4:25

Received approval to submit draft environmental document before having MPPA approval.

4:32

NDOT will check on the status of the MPAA review and approval.

4:38

And then one more for the state of Kentucky projects.

4:44

KY 2183 and KY 1539.

4:49

Current project scope includes purchasing right-of-way to maintain appropriate intersection site distance.

4:57

KYTC design section is working on determining the size of the side distance triangles to develop cost estimates for potential acquisition.

5:07

And I'll turn it over to Rusty for the NDOT updates.

5:12

Thank you.

5:27

So that's moving along.

5:30

Jumping down to R 43248.

5:33

That is a HMA overlay on I-64 east of 41 to east of I-69.

5:42

And that's basically done.

5:44

They're working on some seating near the way in motion that should be completed soon.

5:51

R 44695 is State Road 68.

5:54

It's a small structures and drains construction.

5:58

And that construction is nearing completion.

6:02

Jumping to R 40551.

6:05

That is there in 62 various locations between 61 and the west junction of 161.

6:12

Small structure replacements.

6:15

And those will be closing 762 west of 161 in early June, then moving to uh to the two, excuse me, State Road 261 bridge location starting around the end of August.

6:29

Jumping to B 43972.

6:35

Those are thin deck overlays over on 61 over Carter Trailer Ditch and Cypress Creek.

6:41

Construction has commenced.

6:43

Maintenance of traffic is a single lane closure in each direction.

6:47

Completion estimated to be the end of August.

6:51

The jump down to a bridge replacement.

6:54

It's B 43235 68 over Mill Creek.

6:59

Construction is waiting on school to finish.

7:01

And the contractor plans to start around June 1st on that project.

7:07

Jumping down, I think I'm going to hit one more here.

7:09

Jumping down to R 45152.

7:14

That is the pavement replacement on 62 from Engel to Walbash.

7:19

The St.

7:19

Joe intersection improvement and the Wallbash intersection improvement.

7:32

So that should be cranking up a short order.

7:35

And I think I'm just going to leave it there for now.

7:40

Thank you, Rusty.

7:42

Any questions?

7:45

Moving on.

7:47

New business.

7:48

Aaron, looks like you have the next two.

7:52

All right.

7:53

We'll start with the tip modifications.

7:56

Since the last meeting, we've processed 10 modifications in total.

8:00

Two of those projects were added for pavement striping and guardrail installation on Kentucky 416.

8:07

Five projects were modified by NDOT, including adding a project in Warwick County on I-64 for small structure pipelining.

8:15

For Vandenberg County, we revised the county bridge inspection project by moving all program funding out of fiscal year.

8:22

And then we had two modifications by Mets to revise funding for capital assistance and a fixed route bus.

8:33

Any questions?

8:42

Mr.

8:43

Chairman, can we add Amy Canterberry to the roll call, please?

8:48

Okay.

8:48

I apologize for being late.

8:58

Oh, you're ready for the next one?

9:00

Okay.

9:00

Alright, so for the amendment, um, this amendment is from KYTC and NDOT for section two, which is the bridge portion of the I 69 ORX project.

9:09

Currently, our TIP lists innovative funding as the funding source for construction.

9:14

Uh so this amendment provides more details on what that funding source is, and um that includes Kentucky National Highway Funds, Kentucky Garvey funds, and federal TIFIA funds that are shared between Indiana and Kentucky.

9:29

Any questions?

9:31

I didn't understand a motion for approval.

9:34

So moved.

9:35

Second.

9:36

All those in favor signified by saying aye.

9:39

Oh, same sign.

9:41

Thank you.

9:45

Carrie, looks like you have the next one.

9:48

Yes.

9:49

In your packet, you have the proposed fiscal year 2027, MPO budget, a trend sheet, and a sheet explaining the changes in budget from the previous year.

10:01

These are the same values that were approved in March for our fiscal year 2027 UPWP amendment.

10:10

So in let's go to the very last page that shows the 10-year trend on here, and usually what our LPAs are most concerned about is the local share.

10:24

So that's the local share for example, City of Evansville, Vandenberg County, Wart County, to receive the federal funds.

10:36

So we have not had an increase since 2024, and we do not plan to have an increase in 2027.

10:47

However, in the future, for maybe 2028, 2029, we will be doing a rebalancing calculation.

11:00

These are the local shares also to match our federal funds.

11:06

So we have to have LPA shares to match those federal funds.

11:11

The federal funds are usually between anywhere between 80% and 100%.

11:33

Depending on what type of projects we're doing, those can fluctuate from different years.

11:40

So for example, this year we have almost $900,000 worth of special projects that we're doing.

11:49

For example, the new State Road 66 project is gonna be 348,000.

11:59

And then the Met COA regional transit project, that's right at 200,000.

12:06

So we try to keep those separate so that you're comparing apples to apples when you're going through here, and then the operating subtotal should remain pretty consistent.

12:19

And then on the second, the next page, um, this is the change from previous years.

12:27

So there's not a lot of changes in here, except for health insurance, which I believe that's been an increase pretty much in the whole industry that has um that has changed.

12:43

And then so there's not a lot in there.

12:48

Subscriptions and dues have increased just a little bit, and that's because we were reclassificating.

12:55

Um we did have a lot of our software subscriptions, such as um our accounting software, our modeling software, some of our um creative cloud software with Adobe, those were all initially in a contractual or the fee for service, and we moved some of them last year.

13:17

Now we're um starting to move all of those so that the fee for services is strictly for legal or a contract.

13:33

And um, we're looking at a three percent cost of living for January 1st, and those are so there's not a lot of changes here, and then the next page up that's our actual um resolution for our budget.

13:57

So the original one is going around the table to be signed.

14:02

Um are there any questions?

14:07

Okay, is it audit list line right?

14:10

Yes, so the audit um two years ago we received an invoice for 26,500 last year it was 24,000.

14:23

So we're hoping we're hoping that Crow is our um auditor again, and it should be around twenty-five thousand.

14:31

So any other questions?

14:35

Entertaining motion for approval.

14:37

Make a motion approve, Mr.

14:38

Chairman.

14:39

Second, all those in favor signify by saying aye.

14:42

Aye, oppose, same sign.

14:48

Other business approval of bills.

14:52

Do we have a motion?

14:57

So, second, all those in favor signify by saying aye.

15:02

Aye.

15:11

All right, there's your upcoming dates.

15:14

Don't be like me.

15:15

I kept saying, well, we can't have a meeting on May the 14th.

15:20

We're already had that meeting, and it dawned on me today as May the 14th.

15:25

So anyway, so there's your days.

15:32

Any questions?

15:34

Not we're adjourned.
