Right, identical or make it like a joint so that then there's just one set of ordinances and people aren't going to separate.

0:08

Well, I guess someone over here is like a 13 pages.

0:11

Or right now the whole time is showing.

0:13

Yeah, I mean that wasn't changed in the county.

0:16

So the county's still showing seven eighths.

0:28

Um Heather.

0:31

It says it's running, but I don't see it on here.

0:35

So I would assume you're okay.

0:40

Okay.

0:40

So we called order the animal control and education commission meeting.

0:46

And Missy, would you take role?

0:49

Yes, Tangela Smith here.

0:52

Tamara Schmidt here.

0:53

Again Garbers.

0:55

Lisa Julicio.

0:57

Kendall Paul, here.

0:59

We have a quorum.

1:00

I always forget to include you.

1:01

I apologize.

1:07

Okay.

1:08

Um and it looks like first we'll go to legal issues and I know that.

1:13

Yeah, again to put it on the record, I'm gonna reach out to uh Ryan Schultz, who's I believe the Vandenberg County point of contact um to start the conversation of updating the Vanderburgh County uh animal control ordinance to kind of align with the most recent changes you guys made.

1:28

Especially I'll point out the hold times is one that we think just logically makes sense to knock that one out.

1:34

I'll propose that I can assist, but I'll kind of try to get a timeline from him on how that would work and how he would want it.

1:41

Maybe the next meeting I can come in here and lay out sort of the the latest changes we did that were approved, and if you guys all we can just kind of go through one at a time.

1:49

If you guys are like, yep, add that one, then I can send that off to Ryan after the next meeting and say here are the things that the commission wants um and then have him, you know, work on that process, get it to the commissioners.

2:01

Sort of my thought.

2:02

Sound good.

2:05

And then I say it was brought to my attention that in the June the June meeting is actually Juneteenth, so the city will be closed, so we won't have a June meeting.

2:17

Oh, yeah.

2:18

Yeah.

2:19

Okay.

2:20

Um maybe we'll maybe what I can do if you guys want to today vote to approve me.

2:27

Kind of doing an outline of the most recent changes that you guys all approve, put through, and I can send that in the email to Ryan, kind of saying here are the latest changes that we've done over the last year, um, and kind of highlight the keys and I'll kind of point out the ones that we think are make the most sense and then kind of let him take it from there.

2:46

If he has any questions, we can I can tell them they can come to the July meeting.

2:50

Um and uh hopefully you know there won't be any questions, but I'll provide an update then um as to whether they agreed with it or if they're gonna have some pushback at the July meeting.

3:00

Duncan.

3:00

Thank you.

3:01

Yes, I think the main thing is that stray hold was something we'd really want to get pretty quickly, and I think that should pass pretty good with them.

3:11

I think that's an easy one too.

3:12

Yes.

3:13

Yeah.

3:13

Thank you.

3:16

So you need us to go ahead and bring that motion.

3:19

Um disapproving legal counsel, uh reaching out to the county legal council to be and share the latest round of updates, um, and start getting the process of updating the Vanderburgh County.

3:30

I make a motion that our legal council meet with the county council and um start the process of up looking to see if we can update the county ordinances to match some of the Sydney ones specifically, looking to see if we can't get the match of the stray hold times, which is the most important right now to look at.

3:49

I'll second that.

3:50

So we're first by Kindle and second by Lisa to have Aaron to represent us and to get those things in line together.

3:59

All those in favor say aye.

4:00

Aye.

4:01

Any opposed nay?

4:03

We agree.

4:11

Do we have any legal issues to bring to Aaron to look into?

4:18

Oh.

4:19

I do want to follow up.

4:20

I know a couple meetings ago you had asked me to one of the other potential amendments to the ordinance was around defining exotic animals and potentially prohibiting them.

4:30

Um I have not heard back yet from the mayor's office.

4:33

I will follow up again to see if I can get some sort of uh their their thought on it before we were to move forward with that because I feel like that's sort of a bigger policy decision that we kind of want to run by them to make sure that they're on board.

4:45

Um so as soon as I hear back, I will bring that to this board so you guys if they say that go ahead and move forward, or they might want to know what we're gonna define it as to see how that would impact things.

4:55

Obviously, once we do that, we'd have the circus here to kind of get their input too.

5:00

Yeah, I think before I mean I think it's just trying to open a dialogue with them to have that discussion to see you know what that would look like before we're just like okay.

5:09

Hey, let's vote.

5:10

Yeah, you definitely want to you know give them a heads up or have their get feedback on that.

5:14

Yeah, and I don't know if it I mean in that case we could maybe for the July meeting at least have them plan to come to have the conversation with the circus to kind of see if they I mean we haven't heard of any issues the last two years, but at least start that conversation, see if they're moving away from certain animals or would be willing to agree to not bring certain types of animals, um, and that way when we go back to the the mayor's office we could say we've all kind of we've already discussed it with them, they're in agreement that you know like zebras, things like that wouldn't be allowed.

5:44

Yeah to do so.

5:45

Yeah, and that way we can kind of say that we've come up with a framework.

5:48

So um I don't know who would reach out to the does anybody have a contact with the circus.

5:53

Oh, perfect.

5:53

So maybe invite them to come.

5:55

Yeah, I'll be glad to do that because I have contact with them.

6:03

Okay, any other legal issues to seeing none, we'll move to the minutes that are before us.

6:19

We have the April 17th minutes.

6:29

I make a motion to approve the April 17th minutes, a second.

6:35

We have a first by Kendall and second by Tammy to approve the April 17th minutes for the all those in favor say aye.

6:43

Aye.

6:44

Any opposed nay?

6:46

They're approved as written.

6:49

We have April 24th with the dangerous dog hearing.

6:55

I make a motion to approve the April 24th minutes.

6:59

I'll second that.

7:01

We have a first by Kendall and second by Lisa to approve the April 24th dangerous dog hearing minute minutes.

7:07

All those in favor say aye.

7:09

Aye.

7:09

Any opposed nay?

7:11

They're approved as written.

7:15

And we have some permits.

7:18

Yes, we have the uh 1300 East Illinois Street, and this was a revisit from the April meeting.

7:26

Um, and on this, it was regarding the uh inspection by the building department.

7:32

And this did not require one.

7:34

Okay, so um everything else checked out fine, and they do have a plan for removal of the waste.

7:40

Um, and then our ACO officer, you know, said everything was fine.

7:47

Do you want to vote on these separately?

7:49

Okay, do we need to vote on separately individually?

7:52

Yes, okay.

7:53

Um make a motion to approve the poultry permit for Catalina Lopez at 1300 East Illinois.

7:59

I'll say it.

8:00

We have a first by Kendall and second by Leanne for the Catalina Lopez.

8:05

All those in favor say aye.

8:07

Aye.

8:08

Any opposed nay?

8:11

That is approved.

8:12

And our next one is 2161 Jefferson Avenue, and um everything checked out fine.

8:19

Um the distance from the dwelling was correct.

8:21

They're gonna actually take the fertilizer to a farm, and they have uh no roosters on the property and two chickens.

8:30

So um AC Overella said everything checked out fine and seemed to be within code.

8:37

Okay, I'll make a motion to approve the poultry permit for Elena Bledsoe at 2161 Jefferson Avenue.

8:45

I'll second.

8:47

So first by Lisa and second by Tammy to approve Alina Bledsoe.

8:52

All those in favor say aye.

8:54

Aye.

8:55

Any opposed nay?

8:56

It is approved.

8:58

Thank you.

8:58

And then our last one is 908 Tulip Avenue.

9:02

Um they have a the coupe and it was uh within the ordinance for the distance from dwellings.

9:10

They do have removal for the waste, and it looks like they are within the code limits for chickens and no roosters.

9:19

And Officer Nurenburn did the inspection and said everything checked out fine.

9:29

Make a motion to approve the poultry permit for Rex Vance at 908 Tulip Avenue.

9:36

I'll second.

9:37

So we're first by Kendall and second by Tammy for Rex Vance.

9:41

All those in favor say aye.

9:43

Aye aye.

9:44

Any opposed nay?

9:46

That is approved as well.

9:50

We have our animal control monthly report.

9:53

Yes.

9:54

So here's the um the April report.

9:58

And we've actually thanks to the community cat program and then some other uh procedures we set in place to quarantine.

10:06

Um we went one whole week and didn't have any cats up for adoption, which is amazing.

10:11

So one cat room was completely empty, and um we are really working hard to get our dogs either out to other rescues, get them adopted.

10:24

We're actually doing some adoption events now to try to make sure that we don't have such full kennel space because it that has been an issue.

10:35

So uh we've also worked out a plan on some things with all the court cases to uh be able to foster some of those out so that they're not taking up half of our kennel space.

10:46

So we are working on things to try to open up some of the Kindle space and not have to eat the nice.

10:54

How are they doing on the bond cost?

10:56

We are working on that.

10:58

Um, as we all know it's way too low.

11:01

Right now we're at 150.

11:03

I went to a best friends conference last week, and theirs were anywhere from 450 to over a thousand dollars per animal.

11:10

So they uh they kind of laugh that ours was wow.

11:13

That's you could just instead of boarding your dog, just take them to animal control.

11:16

That's what we all said too.

11:18

Yeah, so we are still exploring that with uh with our prosecutor uh to see if we can make some changes there because that would that would really help a lot.

11:27

We do seem to be getting a lot more uh animal cruelty and abuse cases, but I think that has a lot to do with the public now knowing who to contact and what to do when they do see, you know, we're telling people if you see something say something, just like with the police department, and then the humane officers on the police department are just amazing to go out on calls with us to you know see what we need to do to get the animals into our facility and get them taken care of.

11:54

So it's uh it's been amazing how everybody's been working together.

12:23

Can you all do this for the more journaling?

12:37

Make a motion to adjourn.

12:40

The second over first by lease.

12:43

We have a first by lease and second by Kendall to adjourn.

12:45

All those in favor say aye.

12:46

Aye, aye.

12:47

Any opposed nay?

12:49

We are adjourned.

12:50

Thank you.

12:52

We have a meeting on the 20th adjournment, as day

Animal Control and Education Commission Meeting Summary - May 15, 2026

The Evansville Animal Control and Education Commission met on May 15, 2026, to discuss legal coordination with the county, approve minutes, issue poultry permits, and review the monthly animal control report.

Legal Issues and County Coordination

  • Aaron, legal counsel, reported on plans to contact Ryan Schultz (Vanderburgh County point of contact) to update the county's animal control ordinance to align with recent city changes, particularly regarding stray hold times.
  • The commission voted unanimously to authorize legal counsel to meet with county counsel to start the process of updating county ordinances, with special priority on matching stray hold times.
  • Discussion was held on defining and prohibiting exotic animals; legal counsel has not yet received feedback from the mayor's office and will follow up. The commission agreed to invite the circus to the July meeting for input before proceeding.

Minutes Approval

  • The minutes from April 17, 2026, were approved as written by unanimous vote.
  • The minutes from the April 24, 2026, dangerous dog hearing were approved as written by unanimous vote.

Poultry Permit Approvals

  • Catalina Lopez – 1300 East Illinois Street: Permit approved after inspection confirmed no building department inspection required, waste removal plan in place, and ACO officer approval. Unanimous vote.
  • Elena Bledsoe – 2161 Jefferson Avenue: Permit approved after inspection confirmed proper distance from dwelling, no roosters, two chickens, and waste removal to a farm. Unanimous vote.
  • Rex Vance – 908 Tulip Avenue: Permit approved after inspection confirmed compliant coop distance, waste removal, and code limits. Unanimous vote.

Monthly Animal Control Report

  • The April 2026 report was presented. Highlights include a full week with no cats available for adoption due to the community cat program and improved quarantine procedures. Efforts are underway to reduce dog kennel overcrowding through adoptions, rescue transfers, and fostering court-case animals.
  • Discussion on bond costs: current bond is $150 per animal, significantly lower than other jurisdictions ($450 to $1,000+). The commission is working with the prosecutor to explore increasing the bond amount.
  • The report noted an increase in animal cruelty and abuse cases, attributed to public awareness campaigns and collaboration with police humane officers.

Key Outcomes

  • Motion passed unanimously to authorize legal counsel to meet with county counsel regarding county ordinance updates (stray hold times priority).
  • Three poultry permits approved unanimously.
  • April 17 and April 24 minutes approved unanimously.
