So this item was uh not sure what I was researching, but I had found that part of TP Park, which is twelve twelve uh South Garvin was not under the purview of the City Parks Department, which mainly it was the big canopy area that people would have picnics and parties and then the parking lot itself and then the building that the nonprofit uses.

Anyhow, um the rules and regulations of the park like park closing hours and just anything else that's enforced for all the parks would not be in effect for that spot.

So when I let the city know the uh I guess it's the EMSO redevelopment commission, they had offered to just, hey, let's just deed it over to the parks and make it official so that all the rules and regs for the rest of the park can also be used for that part of the park.

Second item is request approval permission to implement winter rates at Fendrick golf course during spring.

Sprigging.

Yeah, it's not a word that's used.

Sprigging is uh basically what you've got to uh you've got some information up there.

Sprigging is basically where you take Bermuda pull plugs, not plugs exactly, but roots system and place them back across the golf course.

So that's the term.

But anyway, you've got the information for where we're at right now.

So the the irrigation project is for the majority of it is completed.

It doesn't mean that uh they're not still going back over and cleaning things up and uh repairing cart paths where they've done stuff like that, but for the most part, the the majority of it at Fendrick is done.

So the next part is from the winter kill from 2024 and 25, which means that uh in we're in like a transition area for for grass for Bermuda versus uh cool weather grass in Bermuda.

Sometimes if it's a bad winter, we've you know it it fails, and then that year it did.

We were hoping that last year it would spread out more than it did, and it did not due to uh believe a little bit of flooding and cool spring that we had last year, and it didn't really do what it needed to.

So with the parks bond, um they approved the ability to sprig a lot of the faraways at Fenderick.

There's a lot more at Fender than there is a McDonald, and way more than there is at Hallford right now on the issues.

So I'm asking that we uh are allowed to lower the price for whatever time frame that I come, you know, it depends on how it how it goes, but hopefully less than a month to lower the rates to winter winter rates so that people still want to come out to the golf course and play, even though it's not gonna be you know, great conditions for a while.

So the springing itself is for the long term combined with the irrigation that we do have now, we should be able to make that work.

Okay, so during this, hopefully less than a month, um, we're asking to lower the rates so that people still want to still want to be out there.

What's the difference in rates just education-wise?

Uh on a weekend it's uh 44 dollars, it's 29 dollars to walk and then 15 for the cart.

So during the winter rates, it would bring it down to 29, 29 dollars to go out and play.

That's 17 to to ride to walk and 12 dollars to ride, 12 dollars extra.

So, both both facets have gotten lowered, the cart rate and the greens fees as well.

Um, at McDonald, I don't foresee it being uh big a footprint and a big issue, so I'd like to keep the rates they are the way they are, but if you give me the opportunity, if it's possible, something happens to where it's way worse than what you know what we're looking at.

I think the playability of the course is gonna be better there, so we're just wanting to leave the rates the way they are, but at Fenderick it's the most popular course in the area pretty well, and the entire back nine is gonna be affected pretty well.

Would you explain what is it going to disrupt the play or something?

So, what happens in sprigging for this is literally you have to kill.

You put herbicide over the affected areas and you get rid of the uh competing grass.

That's what you're supposed to do.

Um I don't think you have to do it to where you kill everything, but you're supposed to get rid of the bad grass.

But when that happens, that's the first part.

And then that's done 12 10 to 12 days in advance, and then these machines come out, and they literally drop sprigs and cut paths in the ground in the ground, and then once that happens, we have to rope it off, and you're literally watering it almost like a rice patty, like four times a day.

So the irrigation project itself should be able to take care of that part of it, but people have to stay off.

So we're talking fairways, almost every fairway on the backside we're trying to affect.

So that's it's gonna be.

So it would disrupt your ability, your playing experience.

Walking out to get your golf ball in every hole or changing a hole from a par four to a par three, possibly.

I just have a general procedural question, and so I'm gonna ask, and I don't know who I'm directing it at when we'll toss it out.

We have these things come before the parks board uh routinely for rate changes, and what we want to do that I think is very operational, and the business is trying to run that.

Is there a reason why they have to come here or on an annual basis?

Could we allow for there to be approvals for stuff to be changed as the managers of these facilities see fit?

Because I know the next two items on the on the agenda are basically the same thing.

Asking permission to do something different with rates for specifics, and I just didn't know if that has to come here every time, or if there's a better way to handle handle these procedurally so that the facilities can manage without asking each each and every time.

Yeah, I know that at least in at least some of the instances it's part of the ordinance where where the specific facilities are governed by the ordinance and they set out you know that it's different than just parks generally.

So certainly Mesker, you know, they have their own procedure that they go through to adjust rates.

Um I'd have to address these things one by one because some of them, like for example, uh Wesselman uh Woods has you know in the nature center, they they are under a management agreement, and I believe that they're required to do that to come before the board as part of that agreement.

Some things, as I said, would be a matter of uh ordinance.

I it's not it's not clear to me whether we could standardize that or not, but I'm happy to look into it.

I think I would like to.

I just it's just one of those things to me that seems that we to let allow Kevin to do what he needs to do in certain instances, but I don't want to violate anything, but make things run more efficiently.

It does have an impact on uh with the golf courses, that's a non-reverting fund.

So that money does not go into the general fund.

Um it stays where it is.

And so the parks board needs to, I mean, the part the board and the department benefit from and the course courses obviously benefit from that.

So that's why I think there's probably a closer eye on it from a controller's office standpoint.

Uh and that may be this another source of okay the issue.

If I can add one more thing to the hopefully if things go the way they're supposed to, literally they can be mowing the fairways within two to three weeks.

So if the weather is warm, it needs to be hot.

You never know what June's gonna hit and do this, it's gonna start June the 12th or the 11th, I believe, and then 12th at McDonald's.

But it's possible if it takes like it's supposed to, you're literally looking at less than a month that they can actually get back to where we we can and you know actually raise the rates back up.

Um so if we can um try to encourage more people to come out and experience the fantastic air conditioning that Swander has to offer in the heat.

Um, so with this promotion, any day that the heat index is over a hundred degrees on a Monday, Tuesday, or Thursday, which are daytime sessions during the heat of the day.

Um, we would be able to offer that um for one dollar, then that and that includes skate rental as well.

Um, so we would like to pursue this as our new tenant at um at Swander for their the future ahead.

Uh, this is a change order that encompass encompasses three small uh changes in scope for this project.

One was to remove some additional concrete sidewalk that was missed in the demo plan uh for the project that um will allow us to put a grass safety strip between uh the new trail and Lincoln Avenue without a continuous uh concrete surface into uh Lincoln Avenue.

Uh the second was to uh, oh, and that was one thousand two hundred and ninety-four dollars and ninety-two cents.

Uh the next one was to place additional concrete at Lincoln and Vane Avenue uh to connect the trail to an existing um ADA ramp uh that just is an opportunity to make the new trail completely compliant at that intersection.

And then the last one was or that one was four thousand four hundred and five dollars and ninety-four cents.

The last one is to place flowable fill over the gas line we excavated.

Flowable fill is like a concrete sleeve, basically, uh, so that we can adequately compact the soil over that so that the trail and the set of steps that were built over that will not uh settle and cause and cause problems, so we can really compact that without damaging the gas line.

So that was discovered in just some conversations back and forth uh with uh center point and moving that gas line, and we thought that this was uh a very good thing to do.

The Wesselman Playground restroom is officially open.

So I know we have a lot of excited family members taking their kiddos, and it's been um heavily utilized to this point in a good way.

Just uh some reminders on events.

The first movie in the park is uh May the 29th, and that is Minecraft that will be playing at Van Park again once the sun goes down, usually around 8 p.m., uh Kona Ice will be there, and it should be a good time.

And then update it's pool season, so update on aquatics here.

Howl Mosby Pool and Rochelle Pool will open as scheduled on May the 30th.

Um Lorraine Pool is looking to be delayed a couple of weeks at this point, taking it day by day, but we had the pool liner of that pool replaced, which was incredibly needed, and I don't know that we would have made it through the season without it.

So tackling that deferred maintenance and um as the company went through that project.

There was some crumbling concrete and other things that needed to be addressed.

And kudos to our park maintenance team.

I don't know if Scott's still in the back, but they took on that project, um, they felt they could handle it and uh have worked overtime trying to get the pool up and going and and making those repairs.

So just a little bit of delay in Lorraine, and as soon as I have that opening date, I will communicate that to the board.

Some of you have been able to attend some of the parks events lately, whether that be a sign dedication or a ribbon cutting, whatever it may be, and um we are grateful for you each and every day, and thank you for your support.

So this item was uh not sure what I was researching, but I had found that part of TP Park, which is twelve twelve uh South Garvin was not under the purview of the City Parks Department, which mainly it was the big canopy area that people would have picnics and parties and then the parking lot itself and then the building that the nonprofit uses. Anyhow, um the rules and regulations of the park like park closing hours and just anything else that's enforced for all the parks would not be in effect for that spot. So when I let the city know the uh I guess it's the EMSO redevelopment commission, they had offered to just, hey, let's just deed it over to the parks and make it official so that all the rules and regs for the rest of the park can also be used for that part of the park. Makes sense. Is there a structure on that ground? Okay. It's an old it's it's an old house, but they use it for like a organization. Okay. Mr. President, board of park commissioners. So this property and this area of the property is something that Parks has assisted with maintaining and taking care of, so this is more just a technicality. Um it is our desire to continue to be able to help out the TP Park neighborhood and community one and and assist with those repairs and renovations. And we can't do that until it's official.
