This is for the Health Department's rent the Wilson and Woods Nature Center for the Fall Fest, which provides pre-to three program clients with education and resources from program staff and other local health organizations.

The cost is $630, and we will be paid for with funds from the foundation for better health grant.

Number one from the sheriff's office is a memorandum of understanding with Heritage Health Solutions Incorporated.

The purpose of this MOU is for heritage to manage medical claims and administrative management services of off-site services provided to inmates in an effort to reduce medical expenses incurred from off-site providers.

Yes, I want to thank uh attorney Ryan Schultz there for his work on this.

Uh the back and forth was tremendous, helping us get this done.

Um and this will hopefully save the county some money by uh what they call bill scrubbing, ensuring that we are paying bills at the appropriate rate, and uh our uh paying at a rate that is appropriate for the services being rendered.

So it's the expert set of eyes on all of our incoming health uh related bills regarding medical services at the jail.

Uh the promise is to uh reduce medical costs associated with operating the medical facility inside the uh jail, commissioners.

But from what I've seen and the folks that have used them, uh it does save quite a bit of money.

Uh yes, there's a uh group of uh an association that represents all the community-based mental health clinics, and they they gave me a statewide award for our work in um improving mental health services inside the jail.

I did a post about I gave the commissioners a shout out.

Um it's in large part because uh you made the opioid settlement dollars available to the sheriff's office, which is how we're able to fund a lot of the programming inside the jail, and so uh it was a truly a team effort, which I'm uh proud to share with you.

And this agreement for the cost is to split 5050 between the county and the veterans coliseum preservation foundation.

We started this process a little over a year ago looking into this property.

I've been working on a long time.

A lot of a lot of the county folks have been involved.

Starting to get things dialed in, but uh roughly we've got 163 residential home sites looking to put uh 240 apartment units in with an additional 30 acres of commercial development uh close uh to the university parkway there.

Everything to your left will represent the residential.

If you see the lake to the north with the uh light green patch that represents the uh multifamily 240 units of apartments, and then the green to the right would represent the commercial lots.

Um it's important to highlight there on the university parkway.

Uh the design plan is not to put a stoplight there, correct?

Um, but yes, we just obviously there's a lot of you know, a lot of people that don't want to see the stoplight out there on the parkway, so we're able to work out with a J turn.

Okay, and I know the uh the Hillsdale uh intersection has been very safe, it's been an effective intersection, so I wouldn't see anything otherwise here.

So yeah, okay, there's a facing plan that uh fifth slide, kind of shows how the belt will come together.

So the yellow and the light green would be phase one, the red is phase two, and the blue is phase three.

I think a lot of people here are familiar with it, but others may not be.

Uh which is the bottom of the property, so that's where our starting point would be for the sewers, and we would have to work the sewers from the west all the way to the east up the hill, and then the water would be coming from University Parkway.

So it's gonna be flowing from the east to the west, which is why we pretty well have to put in the entire main road through the property to get the water and sewer started, and then we can move north and south from there as we sell lots.

Focus is gonna be to build uh a nice uh apartment complex with uh a lot of amenities.

Um, you know, there's just not a lot of new apartment complexes on the west side.

Um we think there's uh a good need for this out now in this area.

Um, you know, just looking back at other properties.

Some of them, you know, really the other newest properties are close to 20 years old on the west side.

So, and um, you know, just trying to make something, you know, with nice amenity swimming pool, um, possibly golf simulator, you know, just try to put some things in that will create a nice place for people to live.

Do you do you foresee a medical one of the hospitals putting up a medical station in that development?

We've had a little bit of contact, but have not made it very far into the conversations.

So if you look to the to the west there, um, you can see the lake, and the idea would be to have the the pool uh kind of overlooking the lake with all the amenities and everything just to kind of create a nice view for the more public space of the facility.

Um I know uh there's gonna be a lot of people excited about you know this development as in an opportunity to live out there and and raise a family and so forth.

I know uh this has probably been a little bit of a learning experience too, so uh, but just appreciate your investment in the county.

Uh Brad Bingham, Barnes and Thornburg uh commissioners.

Uh we're serving as outside bond counsel to the redeveloped commission, and I just wanted to speak a little bit about the process and what's before you today.

As you heard Chip and Ryan say, we've been kind of working on this for over a year to kind of figure out you know, how can the county help uh to again?

There's tremendous cost to develop property, and so it's very common to see various uh public incentives to kind of help offset those costs.

22:15

We looked at a number of different options.

22:18

What was sort of found to be agreeable to both sides would be uh a developer purchase TIFF bond, and the idea is to provide the bond so that the net amount received by the developer is ten million dollars.

We're looking at a par amount of about 10.5 million as the aggregate par.

22:34

But procedurally, we the redevelop commission wanted the board of commissioners, you know, setting policy and kind of setting the overall tone to to sort of sign off on an MOU that kind of as you know that would sketch out like the the overarching uh incentives and kind of the process to go forward.

Uh this would be sort of the step one, but there's a number of different legal steps we have to go through to create uh new separate allocation areas just for this development, authorize the issuance of the bonds, and so the goal is to start today and then get through that by early September, and then bonds could be issued shortly thereafter.

Um again, it's important to note these would be developer purchase bonds, meaning they are the ones buying the bonds themselves, they're taking their own credit risk.

These are non-recourse to the county.

There's no other county resources pledged to these bonds, it's purely TIFF from this development.

So if it doesn't materialize, that is on them, not on the county.

This is a very common tool that's used throughout the state as a way to get to provide you know economic uh incentives.

So with that, I'm happy to answer any questions you may have on the resolution or the MOU.

As Brad mentioned, this was a uh we like a formality, right?

We're setting the uh the vision here, and then uh they would go on to redevelopment after this.

Yeah, I just want to put some perspective.

Like we've been working a year with developers.

This is a site that had failed development from a more than a decade ago.

There's been an investment, uh, huge investment uh for uh the parkway for the sewer system that's been sitting there on which we've been paying debt as ratepayers, and this will uh help move that along.

What wasn't put in the record, which I think is very important, it's a hundred and thirty million dollar project, folks.

130 million dollars.

Also, they received uh incentive that's qualified for the uh state of Indiana Ready2 funds, which we are very we've it's important that we spend those for our region.

That's about 4.5 million dollars.

So you're looking at about 14 million of public incentives for a project that's laid vacant for better than a decade on important development, but that both Ryan and Chip have stated to you for 14 million of uh public inducement, none of which becomes the obligation of the taxpayers.

So it's taken a lot of work.

I want to thank Barnes and Thornberg.

Thank I I know the commissioners have all had meetings on this project, and you probably knew that already, but I think it's important for the public record for that to be put in, and so redevelopment commission will take this up next.

And uh, as Brad said, hopefully we have everything done.

I think they would agree they'd like to have everything done by the end of August.

So, we appreciate your work, and I'd just like to add that it's important to me that our developers are local and live and appreciate the value of their neighbors on the west side.

Uh, have to put that in, but it's hugely important because you care about this, and it's not someone coming in from the outside that doesn't understand our community.

So, uh fellas, thank you for uh for that and for your your investment and your heart.

Uh yeah, this is a project.

Um, the Petersburg Road, uh, one phase of it was has been previously approved.

Um, there were TIFF funds that were applied to that.

Uh that was originally planned to be 100% locally funded.

Uh our engineering department uh has gotten some federal funds uh that can now be used to that uh extent.

So our actual local share is coming down, but again, sort of along with the lines of the process of the last uh vote that you just took.

Um this would be a recommendation to redevelopment that would authorize them uh to in conjunction with the additional federal funds that have come in to uh continue to use TIFF funds to pay for that Petersburg Road uh now expanded project.

Uh but interestingly, because the federal funds are coming in, we're actually using less local funds than before.

Um so uh but again the redevelopment commission uh would like your blessing before they proceed with that uh if if so granted.

Yeah, we have plenty of uh opportunities to use that local fund somewhere else, so that's great news.

Uh this one that I have for you today is located right outside of city limits on the south side of Covert Avenue.

It's on the north side of the Indian Woods PUD there, which is a large like multi-residential development that's been there for quite a while.

It was zoned PUD in 1978.

So the portion of this property that's still PUD was meant for commercial development that never happened.

And then they also zoned another portion to C2 for later thoughts of commercial development.

That also never happened.

And then there's also a little section of R1 in between there that was never messed with.

So all three together, they're going to join them together in a residential subdivision, and they're zoning it to R3.

Basically, for the advantageous setback reduction that you get from R1 or R2 to R3.

And they did do a UDC at the recommendation of the APC that they would keep it to single family or duplex only and not use it for apartment building just because there were neighbors that showed up from the PUD to the south that had concerns about that.

They also asked if they could keep a tree line, but they don't know what their drainage plans are going to look like yet.

So they didn't want to commit to keeping anything along the property lines if they had to use it for a swell or something like that.
