All right, welcome to the City of Evansville Board of Public Safety meeting.

0:11

It is our 11th scheduled meeting of the year.

0:15

And before we get started uh with the full agenda, would you please rise for the Pledge of Allegiance?

0:23

The Pledge of Allegiance.

0:31

One nation under God, indivisible with liberty and justice for all.

0:41

Okay, first up.

0:43

Um, and I welcome everybody here today.

0:46

First up, uh, we are meeting with representative and Todd Early with Tiki on Maine, would like to uh discuss a couple of issues with us.

0:57

If you go ahead and state your name and address for the record, Todd.

1:01

Yes, uh, my name is Todd Early, it's 524 Main Street here in Evansville.

1:07

Um, I don't know why we didn't think about this before.

1:10

Uh I spoke with the uh tenants of the Renaissance, and they're in total agreement with this.

1:18

Is instead of to prevent motorcycle parking for bike nights in front of the Renaissance, just block this block to street on six down to MLK on Main Street where all the bikes can just stay there versus being in front of the Renaissance.

1:43

Okay.

1:45

Um so we're talking about 6th Street will remain open, but turning on to Maine would be blocked.

1:52

Right, turning on to Maine going towards MLK.

1:54

So in front of this street.

1:56

So that whole area would be blocked for the bikes themselves, and the area between 6th and 5th on Maine will stay open to regular traffic and regular parking.

2:07

So basically in front of the four, uh Ford Center.

2:10

Yes.

2:12

And so just to make sure that we understand.

2:14

So I know before we granted all the parking spaces in front of the Ford Center.

2:18

Right.

2:18

So would this now be where I guess the motorcycles could park on the middle of the street?

2:23

Okay.

2:24

So that way they have plenty of parking uh on both sides of the street.

2:29

And would they know to be uh I'm assuming it's from six to nine, like before?

2:34

S yes, everything's the same, just that part would be blocked.

2:37

Gotcha.

2:39

And um any questions?

2:43

I don't think so.

2:45

What about with uh EPD?

2:47

Any issues or concerns about them doing that?

2:51

Um, not that I can think of.

2:54

Uh even if there was a uh Ford Center event, there's normally not parking on that side, so it's not.

3:03

Right, so there are no Ford Center events between the between those times on Mondays.

3:09

Okay.

3:09

So you've done your own.

3:10

That's a good idea.

3:11

So we could uh what we could do.

3:13

I'm assuming you're gonna want us to update the um permit that we gave you.

3:17

So would everything else say the same?

3:19

It would just be the instead of having those, you know, parking spaces, it would be right.

3:23

So no parking spaces at all will be blocked in front of in front of uh Tiki and Renaissance.

3:30

How are you gonna block the street off?

3:32

We'll have barricade.

3:34

Okay, okay.

3:37

Oh yeah, and and they did submit a uh certificate certificate of insurance updated with the new name of the party side.

3:44

I mean, it sounds like everybody from a part all parties involved seem like this is a uh workable situation.

3:52

So if you don't have any other questions, I will move uh we make a motion to uh approve this.

3:59

I second that.

4:00

All in favor say aye.

4:02

Aye.

4:02

Same sign opposed.

4:04

And one thing I do want to mention while you're up here, and I don't know if you guys want um you guys can step in too after I mentioned this.

4:09

I just thought I'd I'd throw it out there.

4:11

So I know that the events technically haven't started.

4:13

The first event's June 15th.

4:15

Um last week after Monday, the board did receive an email from the Renaissance with some questions.

4:22

We kind of deferred and said, like all the issues they they listed, they needed to call 911, report it.

4:28

If they come out and see those things, then it's up to the officers.

4:31

But just want to kind of give you a heads up because I also told them I think when we had all interacted, the thought was maybe have some sort of way that they could contact you or somebody like at the bar first to see if you guys can have one of your off-duty officers try to mitigate or fix whatever the issue is.

4:46

Right.

4:48

We have a group message.

4:50

Perfect.

4:50

Okay.

4:51

But again, we're not this board isn't here to legislate whether you have the event or not.

4:56

Right.

4:56

We're just here to grant you permit for where you part of it.

5:00

Right.

5:01

And I want to work with the Renaissance as much as I can.

5:04

And I want to do everything by the book and I think and make sure that everybody's happy.

5:08

Yeah.

4:59

And still, you know, help us uh you know promote it promote Tiki as well in downtown.

5:14

Yeah, I was more given just sort of giving you a heads up so like next Monday if you want to maybe shoot them a text like, hey, if you guys have any issues, let me know.

5:21

This is the kickoff of the event, we want it to go smooth that way.

5:24

I'm sure it will go fine, but just to kind of mitigate any issues they might have after the uh okay.

5:30

Second item on the agenda.

5:31

Yeah, so I submitted this uh long time ago for the Telgate Revival Reunion and Fundraiser.

5:39

So it's uh I don't know if you are familiar with Tellgate Revival.

5:43

They are a band that's look that started here locally, and now what they're doing is play opening for bands for in Nashville, opening for major uh artists, and so they're getting they're getting bigger and bigger, and uh they won, we get the privilege of having them at Tiki for their 10th uh anniversary as a band, and um what's going on is they're gonna bring a stage, and they're getting more and more sponsors with them, and so it's gonna it's ended up being a little bigger than I expected, and um I want to see what my options could be to extend the to the on Main Street to 6th to MOK, all the way from 5th Street to MOK.

6:36

Now that would also possibly mean that I would have to block 6th Street, if that that intersection right there.

6:48

No.

6:49

So I don't know what some options I could have.

6:52

I think before you guys would rule on that, we'd want to take it under advisement and have engineering everybody kind of.

6:58

I think Todd will have to take it under advisement.

7:00

Okay, have some it's just to put together like a map of how you think it would look.

7:04

Are you thinking like the stage would be on MLK and people would be like, No, no, the stage would possibly originally what we we were gonna put the stage on the sixth street side of Maine, not on Sixth Street, but right on Main and Fourth Street, Sixth Street, but uh with all the new sponsors and stuff like that.

7:25

Uh we need one.

7:27

We need to make it we need to make it two blocks.

7:30

Gotcha.

7:31

So we're talking about we're talking about starting at 5th, starting at fifth, coming down main, blocking sixth, right, on down, do MLK, and blocking.

7:43

Right.

7:44

So two blocks.

7:45

Yeah, but that would be just for one day.

7:47

That'd be probably from noon to uh whatever, I think eleven, 10 or 11, to uh to uh go by the noise ordinance.

7:58

Can you s uh Aaron was saying, can you submit something?

8:02

Yes, yeah.

8:04

We can see and discuss with uh EPD and City Engineer and any issues from there.

8:09

Sure, yeah, I'll get that to you.

8:10

I'll get to that.

8:11

And then have you talked to the Renaissance about that?

8:14

We I have I have talked to them.

8:16

They s they asked if uh I would let them know of any street closures in the future, which I have, and so they know about this one.

8:25

I did did have one question.

8:26

Why would Sixth Street need to be closed instead of just leaving that open and running both blocks?

8:33

It doesn't.

8:34

Uh but ideally I think that'd be because uh that would be perfect for where the stage would go.

8:41

Right.

8:42

I understand that the in an ideal world that would be better because then you have people that are that are consuming beverages and maybe not paying attention to traffic moving across the intersection.

8:51

But I was I was just curious if there was some part of the festival that would require that that square footage.

8:57

Not necessarily, but it it's a preferred.

9:00

Okay, so we can so we can get all the vendors in there.

9:05

I got it okay.

9:06

So there'll be vendors as well.

9:08

Vendors and the vendors, yes, yes.

9:12

So if you can put something together and submit it, okay.

9:15

And that gives everybody an opportunity to see and weigh in and and maybe even have discussions with you before we have the opportunity to make a decision.

9:25

We'll just take it under advisement.

9:27

Yeah, I think that's perfect.

9:28

And then do you happen to know September 26th.

9:30

Is that a weekday?

9:32

Saturday, okay.

9:32

Gotcha.

9:33

Yeah, I think starting there and that way, even if we need to, because we might also, if nobody has issues on this board, it might be willing to worth at least sharing it with the mayor's office just to make sure they don't have any, because that'll probably get a bigger attention downtown.

9:46

Okay, so uh we'll do that, and I can't promise that we'll rule on it next meeting, but it we'll get it done before.

9:54

Well, we have some time, yeah.

9:55

So uh I I will move we make a motion to uh take this under advisement.

10:00

Second that motion all in favor say aye, aye.

10:02

Same sign opposed.

10:04

We will take it under advisement.

10:05

Thank you.

10:06

Thank you so much.

10:09

Before we move on to department reports, is there anyone else here that needs to speak with the board?

10:18

Okay.

10:19

Then we will move on to department reports.

10:24

And excuse me, we're gonna ratify our consensus.

10:28

Okay, okay.

10:29

Uh so I move to make a motion that we approve the consensus votes as listed on the agenda.

10:36

I second that.

10:37

All in favor say aye.

10:38

Aye.

10:39

Same sign opposed.

10:41

And it is they are approved.

10:43

Okay, now we're at the department reports, and I know it's been two meetings since we've had a chance to do these.

10:49

So uh police department, Captain John McQuay.

10:53

Uh thank you.

10:54

Uh I've got very uh very little on the agenda, just requesting approval to surplus the following items: an old pencil sharpener, ID cutter, a uh time recorder, and these are just things that have accumulated in our office services department that they're not using anymore.

11:10

Not even a pencil sharpener, I've tried to get rid of all the paper I can possibly get rid of.

11:18

Gotcha.

11:18

Alright, if there are any no questions, I will move we make a motion to approve the surplus of these items for EPD.

11:25

Second that motion.

11:26

All in favor say aye.

11:27

Aye, same side opposed.

11:28

It is approved.

11:30

Next up, Deputy Chief Kim Garrett of the Fire Department.

11:34

Good afternoon.

11:35

Uh first we'd like to request approval to seek bids for roof repair on fire station number one.

11:41

Okay.

11:42

Uh any questions?

11:43

No.

11:44

I move we make a motion to approve the request to seek bids.

11:47

Second that all in favor say aye.

11:49

Aye.

11:50

Same sign opposed.

11:51

That is approved.

11:52

Thank you.

11:53

And uh do you want to step in on this?

11:55

Yeah, so um two weeks ago there was uh not a quorum for the public meeting of the safety board.

12:02

So uh my understanding is there were bids opened um and were taken under advisement at that time.

12:08

So this the fire department just wants to put on the record and ask the board to approve them, taking that or no, I guess today they're they're ready to award the bid to yes, you want me to state who uh because it's gonna be a list.

12:20

Oh, it's because there's it is a list.

12:22

Oh, yeah, you can yeah, go ahead and read them off.

12:24

Okay, uh so I meant to print this.

12:29

Midwest contracting has been awarded renovations to fire station one and fire station three.

12:39

Garmong construction has been awarded renovations to fire station five, station six, station eight, station nine, station fifteen, and station seventeen, okay.

13:00

So they asked for uh approval um from this board to um awarding the bids to those entities for those stations, and then we'll be back in two weeks with the uh agreement for the board to approve and sign.

13:14

Then I will uh go ahead and move to make a motion to approve uh those bids, and second that all in favor say aye.

13:22

Same sign opposed, it is approved.

13:26

Thank you.

13:28

Uh we also have a fairly decent list of items that we would like to surplus that are listed on the very last page, which includes some of fans, uh generators, chargers, K2s or K, yeah, K2 saws, and uh, sorry, K-12s, and some various fitness equipment that is kind of obsolete at this point.

13:52

Okay.

13:53

Any questions on that?

13:54

No.

13:55

Then uh as these surplus items are listed on our agenda.

13:58

I move we make a motion to approve those surplus of those items for uh fire department.

14:04

Second that all in favor say aye.

14:06

Aye, same sign opposed, they are approved.

14:09

Thank you.

13:59

Uh we'd also like request approval of a contract with Dive Rescue International for maintenance of our dive rescue equipment.

14:18

Is this uh somebody of vendor we've used in the past?

14:23

I'm sure it is.

14:23

Okay, okay.

14:25

Yeah, just check.

14:27

All right, I will move we make a motion to approve the contract with dive rescue.

14:31

I second that.

14:32

All in favor say aye.

14:33

Aye, same sign opposed.

14:35

Thank you.

14:36

Approved.

14:37

Thank you, Chief.

14:39

Next up, City Engineering, Jennifer Blankenship.

14:43

Good afternoon.

14:45

Um item A, traffic engineering department is requesting board approval to make Harmony Way from Mount Vernon Avenue to the city limits.

14:53

No parking by replacing the existing restricted hour parking signs with no parking any time signs.

15:01

Um, there was an accident, a car, a parked car was hit.

15:05

EPD asked us to review it.

15:08

The road width is too narrow to meet the minimum standard parking width and uh through lane width.

15:18

So therefore, we need to make it no parking for this time.

15:22

We do have a project out to bid where we will be resurfacing it, and we'll have to put down new striping.

15:30

So at that time, we can if there's a big backlash, we can redo the striping and have parking on one side or whatnot.

15:40

So if if we get approval today, uh they'll immediately start that process of the no parts.

15:47

The no parking.

15:47

Yes.

15:48

Okay.

15:49

Questions?

15:50

No.

15:50

All right.

15:51

I uh move we make a motion to approve this request.

15:54

All in favor say aye.

15:56

Aye.

15:56

Same sign opposed.

15:57

It's approved.

15:59

Item B, City Engineering Department is requesting approval of sidewalk closure on the north side of Lincoln Avenue from Garvin Street to Governor Street due to sidewalk panels being lifted from tree roots.

16:12

There's two uh trees that have uprooted or uplifted the sidewalk panels.

16:17

Um we received a complaint from a wheelchair person who cannot pass through the sidewalk.

16:24

Um we've been to the tree board and are trying to work on a solution without having to take down the tree.

16:31

I'm not sure if that's possible, but for the time being we need to close the sidewalk since it is a trip hazard.

16:38

Okay.

16:39

Questions?

16:40

No.

16:40

All right.

16:41

I will move we make a motion to approve this.

16:43

Second that motion.

16:44

All in favor say aye.

16:45

Aye, same sign opposed.

16:48

Item C traffic engineering department recommends approval of the handicap parking space application for 113 West Missouri Street.

16:57

The location was reviewed for potential hazards and obstructions to traffic, and none were found.

17:03

Okay, questions?

17:06

All right, I move we make a motion to uh approve this.

17:09

Second that all in favor say aye.

17:10

Aye, aye, same sign opposed.

17:13

It is approved.

17:14

Thank you.

17:15

Thank you.

17:15

Thank you.

17:17

Special event permit, Sergeant Nick Winsit.

17:21

Good afternoon.

17:23

Uh several items here.

17:25

You guys are ready.

17:27

If any of them uh have like the similar, just go ahead with the next one in front.

17:34

We'll take them as we go.

17:36

Okay.

17:36

Um item A, Easter Seals Rehabilitation Center, request approval of the Ritzy's fantasy of lights and bright lights uh closing roadway surrounding Garvin Park area, including Herndon, Reese, Rickard, Reed Street, Don Mattingley Way, and entrance to Garvin Park by Bossy Field.

17:55

Monday, October 19th through January 13th.

17:59

Uh and purposes uh fundraiser for Easter seals and barricades.

18:03

Barricades are requested.

18:05

Any questions?

18:06

No.

18:06

Alright, I move we make a motion to approve this.

18:08

Second that all in favor say aye.

18:11

Aye.

18:11

Aye.

18:11

Same sign opposed.

18:12

It's approved.

18:16

All right, the next two items would be B and C for Haney's Corner uh Arts District.

18:22

Uh the first one is the request of approval for Pride Night, closing portion of Adams Avenue beginning at 58 Adams Avenue, continuing south uh to Southeast 2nd Street, uh second street from the intersection to Jefferson Avenue.

18:35

Uh this first one is June 12th from 4 p.m.

18:37

to 10 p.m.

18:38

purpose to provide music and uh resource spare in conjunction with River City Pride.

18:44

Uh the second one, it's gonna be the same closing, and that purpose is for a music event, and that one's the the next day, 13th from 4 p.m.

18:54

to 10 p.m.

18:56

questions?

18:57

No.

18:58

Our move to make a motion we approve those two items as listed.

19:02

I second that.

19:03

All in favor say aye.

19:05

Aye.

19:05

Same sign opposed, those are approved.

19:09

Excuse me.

19:10

Item D uh Licks Deli and Ice Cream request approval of their licks summer car show closing uh Southeast Fifth Street from Locus Street to Sycamore Street, Saturday, June 27th from 9 a.m.

19:21

to 5 p.m.

19:22

And the purpose is for a car show.

19:24

Okay.

19:26

Is this a new request?

19:28

I thought we've had this before.

19:29

We've had a couple post car shows.

19:32

Okay.

19:33

Yeah.

19:33

Okay, so this is uh one we've had before.

19:36

All right.

19:37

Okay.

19:38

Questions?

19:38

No.

19:39

All right.

19:39

I move we make a motion to approve the licks request.

19:42

Second that all in favor say aye.

19:44

Aye.

19:44

Same sign opposed.

19:46

It's approved.

19:48

Uh item E, and I I know we've done this for years.

19:50

Uh the West Side Net Club is requesting approval of the initiation of the new members eventually closing West Franklin Street from Walbash uh to St.

19:59

Joe on eastbound lanes of the street.

20:02

Uh that's Tuesday, June 16th from 11 a.m.

20:04

to 2 p.m.

20:05

The purpose is to initiate initiation of new members.

20:09

All right.

20:10

Is it already closed?

20:13

So there is a concern with the engineering department with the possible detour for the uh Lloyd Expressway.

20:19

These are the eastbound lanes, so we're not sure that it's gonna interfere with the detour off a Lloyd Expressway because Lloyd Expressway was detouring traffic down the westbound lanes to turn left onto St.

20:33

Joe because the left turn lane on Lloyd Expressway was shut down.

20:37

They could not turn left.

20:38

So they detour them down Franklin, then they turn left on St.

20:42

Joe to get across.

20:43

These are the eastbound lanes.

20:45

We're just gonna verify with I thought I I thought I heard on the right you can't turn off the wood onto St.

20:50

Joe anymore at all right now.

20:52

Well, that's a left-hand term.

20:54

Okay, and that's why they're detouring down the westbound lanes of of that to be able to turn left.

20:59

Okay.

21:00

So we're just gonna verify with the state to make sure what the detour is.

21:05

But I we don't we don't think it'll be a problem, but if there is an issue, we can well I think they're having a car show this weekend, aren't they?

21:12

Yeah, and that's yeah, they've got that implement implemented for that day as well.

21:17

Yeah, and that one we just have a detour for the detour.

21:20

And if there is an issue, that's we can do that again.

21:24

Okay, all right.

21:27

Uh with those questions answered.

21:28

I will move we make a motion to approve last second or after you after Curtis talks to uh with discussion and approval of the turn.

21:42

Okay, so if I have a second on that, second that all in favor say aye.

21:47

Aye, same sign opposed, approved.

21:51

Item F uh Jacobsville Area Community Corps request approval for their Jacobsville grill out event.

21:57

Uh closing uh I think that's supposed to be Bob instead of Bog.

22:01

Bob Greasy Pass between Don Mattingley Way and Reese Avenue.

22:05

Uh Saturday, June 20th from 8 a.m.

22:07

to 2 p.m.

22:08

Uh the purpose is just neighborhood grill out.

22:12

Okay.

22:13

Uh I don't have any questions.

22:14

Any questions on that?

22:15

All right, I will move.

22:16

We make a motion to approve that.

22:18

Second that all in favor say aye.

22:20

Aye.

22:20

Same sign opposed.

22:21

It is approved.

22:23

Item G, Albion Fellows Bacon Center request approval if they're bringing home the bacon event, closing locust street between Southeast MLK and Southeast Ninth Street.

22:33

Uh, Saturday, October 2nd through the 3rd from 6 a.m.

22:36

to 6 p.m.

22:37

The purpose is fundraising community event and barricades are requested.

22:41

Any questions on that?

22:42

No questions.

22:43

Alright, I move we make a motion to approve that as it's listed.

22:46

I second that motion.

22:47

In favor say aye.

22:48

Aye, same sign opposed.

22:50

It's approved.

22:52

Item H, uh Rotary Foundation of Evansville request approval of the twenty s 2026 Rotary Santa run.

22:59

Closing uh starting at the uh ICamp uh Scout Center uh goes down to East Sycamore, South Alvar, East Gum, South Dexter, back to ICamp Scout Scout Center.

23:09

This will be Saturday, December 5th from 6 30 a.m.

23:12

to 12 noon.

23:13

Uh the purposes of fundraiser for the rotary foundation and barricades are requested as well.

23:18

Okay, I have never run in it, but I love watching the Santa's run across.

23:22

So uh they all have the outfits.

23:24

Any questions?

23:25

Uh no.

23:26

I will move.

23:26

We make a motion to approve.

23:28

Second that.

23:29

All in favor say aye.

23:30

Aye.

23:31

And that's approved.

23:32

Same sign.

23:35

Last item, uh W item I.

23:38

Uh WNIN Jazz Festival, uh, state public media request approval for their WNIN jazz festival, closing Main Street from Riverside to 2nd Street with part of 1st Street from Sycamore and Main Street.

23:52

Uh this would be Friday uh July 17th from 4 p.m.

23:56

to 10 p.m.

23:56

10 a.m.

23:57

on July the 19th.

23:59

Okay.

24:00

Oh no, maybe we redo that.

24:01

It starts on 4 p.m.

24:03

on the 17th and goes all the way through 10 a.m.

24:05

on the 19th.

24:06

And the purposes of Jazz Music Fest for all ages of our region and barricades are requested.

24:11

I think they've had this in the past.

24:13

Oh, yes, yeah.

24:14

They've had it for a while.

24:15

Any questions?

24:16

None.

24:16

Okay, I will move.

24:17

We make a motion to approve that as it's listed as well.

24:20

I second that.

24:21

All in favor say aye.

24:22

Aye.

24:22

Aye.

24:23

Same sign opposed.

24:24

It's approved.

24:24

Thank you, Sergeant.

24:26

Thank you.

24:28

Okay, we've got the consent section.

24:31

And I know that Curtis is excited to get in there.

24:36

All right.

24:37

Road closures.

24:38

Request number one is to request is to make Martin Lane, Ren, and Lark Rain off of Taylor Avenue a one-way road for one day only.

24:49

Basically, it's going to be for Saturday on June 20th from 6 a.m.

24:53

to 2 p.m.

24:53

purposes for fundraiser and garage sale.

24:56

City engineers, after talking with them about this, they uh object to this.

25:04

So basically, you're taking a sub uh a community and turning a two-way road into a one-way road.

25:12

Um city barricades would not be sufficient for this.

25:14

You would have to have some serious signage on the outside of the subdivision, but then also all the people on the interior of the subdivision would have to know which way to turn, and I think that it could be um it's just not advisable to try to turn a two-way road that everyone's used to into a one-way road.

25:35

The concern that the citizen came uh Mary Nelson uh came to the board was that the amount of traffic, this is like a secret um, well, I guess it's not gonna be too much of a secret now, uh uh garage sale that's like uh something that's sponsored with a radio show or something like that.

25:52

And so then all these people descend upon this one particular garage sale, and she's worried that was worried that the traffic would be just so insane for this area that's why she was trying to make a she thought the flow would go through the subdivision, but I just don't think after talking with the city engineers that it'll work effectively, and um there would have to be a lot more into it.

26:17

They'd have to get also get insurance and things like that.

26:21

I would recommend to the board after that that this not be considered.

26:26

Jennifer, do you have anything to add to that?

26:28

I think he said it perfect.

26:31

Any questions?

26:33

Well, then um based on this discussion, the information that the board has been given.

26:40

Uh I will move we make a motion to not approve uh but to deny the request for this road closure.

26:52

I second that.

26:53

All in favor say aye.

26:54

Aye.

26:54

Same sign opposed.

26:56

Second item on the agenda is uh locust by the old national bank building, H5 Traffic Safety LLC, Saturday, June 13th from 7 a.m.

27:04

to 4 p.m.

27:05

They need to set up a crane in the middle of locust so they can lift HVAC units on top of the old national bank building.

27:13

And this is all day Saturday, pretty much okay.

27:18

Any questions?

27:19

Will there be a detour?

27:21

Uh I don't know.

27:22

They'll close it at the block.

27:24

So uh I don't know how much traffic that gets on a Saturday morning, to tell you the truth.

27:29

They did with their right-of-way permit, they did submit an MOT plan which has a detour.

27:34

Okay, okay, great.

27:35

It looked decent.

27:36

Okay.

27:36

Thank you.

27:37

That's a good question, and thank you for the answer.

27:40

Alright, based on the information, then I will uh move.

27:43

We make a motion to approve this.

27:45

I second that.

27:45

All in favor say aye.

27:47

Aye.

27:47

Aye.

27:47

Same sign opposed.

27:48

It is approved.

27:50

Next is 8055 South Green River Road.

27:53

Lane restriction northbound lanes bears plumbing.

27:56

Wants to shut down a lane.

27:59

Um, I believe it's the left outside lane, Tuesday, June 16th through the 17th for a water main tap.

28:06

Basically, they have to bore underneath the southbound lanes.

28:10

The water main's in the middle of the street, so they have to connect to the water main in the middle of the street, then bore under the southbound lanes, leaving those open to connect to this property.

28:19

Uh I would ask that the board, if you're going to approve it, to approve it on condition that they come up with a suitable um plan for city engineers' office, so they know what signage and how they're going to shut that lane restriction down.

28:36

So they have not talked with City Engineer, but they have a right-of-way permit.

28:41

Um, the main contractor filed a right-away permit, but for their sub, they have not submitted an adequate MOT plan.

28:49

So we have reached out to them for that information.

28:54

And that's June 16th.

29:03

So if you don't want to hold it up, I would uh approve it subject to the MLT.

29:07

The MLT being submitted and satisfactory to engineering and them reporting it to Curtis.

29:12

The Curtis won't release the permit approval until then.

29:18

That sounds very that sounds like a good plan.

29:21

So I will move we make a motion to approve this on the condition that an MLT plan that is acceptable to the city engineer's office is submitted.

29:31

Uh and that uh Curtis is also involved in getting that information.

29:37

I second that.

29:38

All in favor say aye.

29:39

Aye.

29:39

Aye, same sign opposed, it's approved, based on those conditions.

29:45

Next we have uh they want to close Maxwell Avenue between Harding and Haven Drive, North Haven General Baptist Church, Saturday, July 18th from 10 30 a.m.

29:56

to 2 30 p.m.

29:58

The purpose is purpose is for church and community event, basically a safety buffer, and they do this every year.

30:05

There are no other questions.

30:06

I move we make a motion to uh approve that.

30:09

I second that.

30:09

All in favor say aye.

30:11

Aye, same sign opposed.

30:13

Next we have a Nori, I don't know how to put N O R E A S and A P T I M request approval of the lane restrictions at the following locations for the excavation, excavating and backfilling of the front yards of these properties as part of the EPA Jacobsville neighborhood containment contaminated soil cleanup project.

30:35

Um the locations are 30 311 Southeast 2nd Street, 844 to 846 Washington Avenue, 1012 to 1014 North Fulton Avenue.

30:48

I have one question on that.

30:50

Uh has this is this the first time they've asked for permits because I've seen them shut down First Street already and do a couple yards and nobody knew anything, just all sudden signs in the street.

31:05

Uh actually, on our consensus vote, I believe they requested north 904 North First Avenue and 1207 North First Street uh June 8th and June 19th from 7 a.m.

31:20

to 4 13 4 30 p.m.

31:22

for the exact same thing, excavating and backfilling yards.

31:25

Well, I just want to know because I'm on Southeast First, and and uh I don't think that's it.

31:31

Okay.

31:31

So it looks like we approve in the round.

31:34

But Southeast first?

31:36

That's all I'm I'm unquestioning because yeah, you that it was it was discombobulated that morning.

31:42

But I will uh move we make a motion to approve the request.

31:46

I second that.

31:47

All in favor say aye.

31:48

Aye, same sign opposed, it's approved.

31:51

And lastly, in road closures, the south outside lane of Heidelbach Avenue between Herndon Drive and Maxwell Avenue, Evansville Police Department is requesting to close that lane Monday, June 22nd through June 27th between the hours of 4 p.m.

31:59

and 11 p.m.

32:09

As for the dust bowl event that's happening inside the park and barricades are requested for the city street just outside the park.

32:18

Any questions on that?

32:19

No.

32:19

I will move we make a motion to approve that for EPD.

32:22

I second it.

32:23

All in favor say aye.

32:25

Aye.

32:25

Same sign opposed.

32:27

It is approved.

32:28

Thank you, Curtis.

32:30

Next up is dumpster in the street.

32:33

I'm going to read all three of these dumpsters and then we'll see if we have any questions on any dumpster near corner of 900 Main and Southeast 9th Street.

32:43

The downtown Evansville Improvement District for Friday, June 12th through June 13th for trash from food vendors at International Market.

32:52

Second one is 1769 Judson Street.

32:55

Jake and Hannah Leehelter, Monday, June 11th through June 19th.

33:01

Emptying out a rental property.

33:03

28 East Delaware Avenue dumpster to be placed on Alsace Avenue.

33:11

June 11th through the 15th for property clean out.

33:15

Any question on any of those dumpsters in the street?

33:18

No.

33:19

All right, then I move we make a motion to approve those as they are listed on the agenda.

33:24

I second that.

33:25

All in favor say aye.

33:26

Aye, same sign opposed.

33:28

Those are approved.

33:32

Um parking permit.

33:39

Completely wired.

33:40

James Robert Stol Stolfith Stoleth.

33:44

Work site is in the vault apartments.

33:48

Car is truck is listed, and I don't have a question on that, so I'll move we make a motion to approve that parking permit.

33:57

I second that.

33:58

All in favor say aye.

33:59

Aye.

33:59

Aye.

34:00

Same sign opposed.

34:01

That is approved.

34:03

Second hand merchant.

34:04

The below have met all the requirements set forth by the city of Evansville for a second hand merchant permit.

34:10

The hobby den 5432 East Indiana Street.

34:15

Any concerns or questions on that?

34:17

I do not have any.

34:18

Alright, we will move to make a motion to approve that.

34:21

Second that.

34:22

All in favor say aye.

34:23

And that is approved.

34:25

And then we have two massage therapies.

34:27

All of the below have met the requirements set forth by the city of Evansville for massage therapy clinic operation application again for the record.

34:38

We count on that they have uh the met the requirements, and then we hope that going forward they are doing what they're saying they're gonna be doing, and EPD does follow up to make sure that so.

34:51

First up, we have Renew Spa Tina Brown 3327 North Green River Road, employees one massage tables four, uh massage therapist on duty is Candace Onan.

35:06

The second one is First Avenue Massage, 2806 North First Avenue.

35:11

Number of employees one, massage tables two, shower stalls one, therapists on duty, and I'll leave you.

35:19

I'll not sure if that's the correct pronunciation.

35:22

Best I could do at this point.

35:24

Any questions on those?

35:26

Are these two new?

35:29

The second the first one is new.

35:31

Uh the second one is actually this we we approved an application for the second one at the same location, but they sold it, and so this is the new owner, and so she as a new owner has applied okay for application under her name.

35:50

So she's new on it, okay.

35:51

Any other questions?

35:52

No, then uh based on the information that we have and the agenda is there listed.

35:58

I will move we make a motion to approve the massage therapy.

36:01

Second.

36:02

All in favor say aye, aye, same sign opposed.

36:05

They are approved.

36:08

Do we have any other business or information that we need to discuss or share?

36:14

All right.

36:14

Then I will request approval of claims.

36:17

I'll move to make a motion to approve the claims.

36:19

Second that.

36:20

All in favor say aye.

36:21

Aye.

36:22

Approved.

36:23

Request approval of minutes from Wednesday, May 13th.

36:27

Second that.

36:28

All in favor say aye.

36:29

36:44

I forgot that.

36:45

It'll be June 24th.

36:49

Isn't that what it says?

36:50

That's what you have.

Summary of Proceedings

Evansville Board of Public Safety Meeting - June 10, 2026

The Evansville Board of Public Safety held its 11th scheduled meeting of the year on June 10, 2026, at 1:00 PM in the Civic Center. The board addressed old business, ratified previously approved consensus items, received departmental reports, and approved numerous special event permits, road closures, and other administrative requests.

Old Business

  • Monday Night Bike Night Amendment: Todd Early (Tiki on Main, 524 Main Street) requested amending the Monday Night Bike Night permit to close Main Street from 6th Street to Martin Luther King Jr. Blvd for motorcycle parking, replacing the previously approved parking spaces in front of the Ford Center. The Renaissance tenants agreed. The board unanimously approved the amendment.
  • Tailgate Revival Extension: Todd Early also requested extending the September 26th Tailgate Revival closure to include two blocks of Main Street from 5th Street to MLK Blvd, and possibly closing 6th Street for a stage and vendors. The board took the request under advisement, pending a detailed map and review by the City Engineer and EPD.

Consent Calendar — Ratified

  • The board unanimously approved all items listed under Section B (Items To Be Ratified By Board – Previously Approved Via Consensus Vote), including road closures for Blankenberger Brothers, Bellemeade Bayard Park Neighborhood Association, a dumpster for Core Contractors, Bedford Collab’s Tepe Park Market, parking permits for Perfection HVAC LLC, lane restrictions for the Jacobsville soil cleanup at 904 N First Ave and 1207 N First Ave, and additional days for Shriners Fest (compromise: closure starting Wednesday, May 27 at 6:00 PM).

Department Reports

Police Department – Captain John McQuay

  • Requested and received approval to surplus three items: a Hunt Boston electronic pencil sharpener (tag 03033), an ID card cutter (tag 03218), and a time recorder (tag 0622). Unanimously approved.

Fire Department – Deputy Chief Kim Garrett

  • Roof Repair at Station 1: Approved request to seek bids for repair/replacement of Station 1’s roof.
  • Station Renovations: The board approved awarding renovation bids: Midwest Contracting for Station 1 and Station 3; Garmong Construction for Station 5, Station 6, Station 8, Station 9, Station 15, and Station 17. A formal agreement will be presented at the next meeting.
  • Surplus Items: Approved surplus of fans, generators, chargers, K-12 saws, and obsolete fitness equipment listed at the end of the agenda.
  • Dive Rescue Contract: Approved a contract with Dive Rescue International for maintenance of dive rescue equipment.

City Engineering – Jennifer Blankenship

  • Harmony Way No Parking: Approved making Harmony Way from Mount Vernon Avenue to the city limits “No Parking Anytime” by replacing existing restricted-hour signs. The change was prompted by an accident involving a parked car; the road width is too narrow for parking and through lanes. Resurfacing is planned, and parking striping could be reconsidered later.
  • Sidewalk Closure on Lincoln Avenue: Approved closing the sidewalk on the north side of Lincoln Avenue from Garvin Street to Governor Street due to uplifted panels from tree roots. A wheelchair user complained about the blockage. The Tree Board is seeking solutions to preserve the trees.
  • Handicap Parking Space: Approved the handicap parking space application for 113 West Missouri Street after review found no traffic hazards.

Special Event Permits – Sergeant Nick Winsett

All special event permits were approved unanimously:

Meeting Transcript

All right, welcome to the City of Evansville Board of Public Safety meeting. It is our 11th scheduled meeting of the year. And before we get started uh with the full agenda, would you please rise for the Pledge of Allegiance? The Pledge of Allegiance. One nation under God, indivisible with liberty and justice for all. Okay, first up. Um, and I welcome everybody here today. First up, uh, we are meeting with representative and Todd Early with Tiki on Maine, would like to uh discuss a couple of issues with us. If you go ahead and state your name and address for the record, Todd. Yes, uh, my name is Todd Early, it's 524 Main Street here in Evansville. Um, I don't know why we didn't think about this before. Uh I spoke with the uh tenants of the Renaissance, and they're in total agreement with this. Is instead of to prevent motorcycle parking for bike nights in front of the Renaissance, just block this block to street on six down to MLK on Main Street where all the bikes can just stay there versus being in front of the Renaissance. Okay. Um so we're talking about 6th Street will remain open, but turning on to Maine would be blocked. Right, turning on to Maine going towards MLK. So in front of this street. So that whole area would be blocked for the bikes themselves, and the area between 6th and 5th on Maine will stay open to regular traffic and regular parking. So basically in front of the four, uh Ford Center. Yes. And so just to make sure that we understand. So I know before we granted all the parking spaces in front of the Ford Center. Right. So would this now be where I guess the motorcycles could park on the middle of the street? Okay. So that way they have plenty of parking uh on both sides of the street. And would they know to be uh I'm assuming it's from six to nine, like before? S yes, everything's the same, just that part would be blocked. Gotcha. And um any questions? I don't think so. What about with uh EPD? Any issues or concerns about them doing that? Um, not that I can think of. Uh even if there was a uh Ford Center event, there's normally not parking on that side, so it's not. Right, so there are no Ford Center events between the between those times on Mondays. Okay. So you've done your own. That's a good idea. So we could uh what we could do. I'm assuming you're gonna want us to update the um permit that we gave you. So would everything else say the same? It would just be the instead of having those, you know, parking spaces, it would be right. So no parking spaces at all will be blocked in front of in front of uh Tiki and Renaissance. How are you gonna block the street off? We'll have barricade. Okay, okay. Oh yeah, and and they did submit a uh certificate certificate of insurance updated with the new name of the party side. I mean, it sounds like everybody from a part all parties involved seem like this is a uh workable situation. So if you don't have any other questions, I will move uh we make a motion to uh approve this.
