0:32

All right.

Confirmed.

0:33

0:34

We're going to start on today's agenda.

0:37

Moving on to the approval of the March 11th, 2026.

0:42

Minutes from our commission hearing.

0:46

Do I have any suggestions for edits or changes by the commissioners?

0:52

Hearing none, I would entertain a motion to approve the same.

0:56

So moved.

0:57

Do we have a second?

0:59

Second.

1:00

All those in favor say aye.

1:01

1:07

Thank you.

1:09

Commissioner Richard.

1:11

We're gonna do uh the next line line item on the agenda, which is new business.

1:16

Um the procedure for presentation will be the applicant's presentation, where you present uh all relevant information and support of your application.

1:25

Uh then there will be commission and staff comments.

1:28

Uh then we will allow public comments if any uh and rebuttal if there is public comment with opposition from the applicant.

1:35

Um and then we will move on to our decision.

1:40

Uh the first application before us today is Commission Level Approval 26 HPCOA-02, the Weyland Smith Roof, uh for address 806 Southeast 2nd Street, Evansville, Indiana, 47713.

1:56

Do I have an applicant for presentation today?

1:59

If you could please approach the podium, uh raise your right hand to be sworn in, uh state your name, uh, and if you would please uh hit the button on the microphone there to turn it on.

2:10

The red light means it is on.

2:16

Right.

2:19

Systems on over here.

2:22

You have a red light?

2:23

Yeah, I have a red light.

2:24

Yeah, no problem.

2:24

I've got a red light on myself.

2:31

We have to make sure the podium system is working.

2:35

Ah.

2:37

There we go.

2:40

All right.

2:43

And if you could be sworn in.

2:49

Yes.

2:50

All right.

2:51

Please make your presentation, sir.

2:53

Well, it gave the customer over an 806, an estimate for a roof.

2:57

It has a slate roof on it's probably over a hundred years out.

3:01

Uh slight roofs are very expensive.

3:04

So I recommend it maybe going to the slate line shingle, which I believe we've used in the past in some of these homes, which will get to them where they're still basically kind of forward.

3:17

Okay.

3:24

Uh, all right, well, if that is all, we're gonna move on to commission uh questions and staff comments as well.

3:33

Do I have any questions from the commissioners based upon the application packet and the presentation?

3:39

Can you go over more of the hidden gutter repair that you're doing?

3:45

We'll remove the existing material in there.

3:48

It's been painted.

3:49

Uh we repair all the wooden wood.

3:53

It's bad, and you will put down yellow glue and you put an EPM rubber in it, and then it'll go up underneath the shingles and everything, and we'll put a metal drip edge around the edge.

4:10

I have a question for the uh commission.

4:14

This commission approved placing.

4:18

Oh, I'm sorry, I thought it was on.

4:20

Well, we have two many ones at the same time.

4:25

No, I don't think so.

4:26

You're welcome as mine.

4:29

Thank you.

4:30

I have a uh Commissioner Crouch.

4:32

I have a question for the commission.

4:34

Um, has this commission approved replacement of slate shingles with asphalt shingles in the past?

4:41

Or shingles like is being suggested here?

4:47

Yes.

4:48

Uh we have the slate line in particular, not just not like the three tab or the dimensional, but slate line.

4:56

Thank you.

5:01

Any other questions for the commission?

4:58

Sorry, I do have one question.

5:07

Are there any particular plans for the ridge caps or the valleys?

5:12

We'll put a metal in the valley.

5:14

26 gauge, and then on a ridge cap it'll be a timber text.

5:18

Okay.

5:19

What is timber text?

5:21

Sorry.

5:21

It's like a double thick ridge cap.

5:24

You know, normally you put a sealer ridge on it's only one layer, but timber text is actually too thick, too thick.

5:30

So it gives us the 40 year life span that we need.

5:33

Is that a like a ridge vent, like an asphalt ridge?

5:36

Yeah, I don't know.

5:37

But it's not a vent.

5:39

Okay.

5:44

And um our historic preservation officer, do you have a recommendation or thoughts on this application?

5:50

Uh I feel it's appropriate for the neighborhood.

5:53

I feel it's okay to approve, especially with the cost difference that in this instance this is the slate replacement would be three times the cost of the slate line.

6:02

So the cost uh difference is reasonable to approve.

6:11

And at least from my viewing of the photo provided at the top of the roof as is right now, and the uh circle selection of the weathered brown slate, it does look pretty pretty similar um to what it's replacing.

6:25

So I think we we meet that as well.

6:29

If we don't have any further comments from the commission, I would entertain a motion to approve.

6:34

Um move for approval.

6:36

Do I have a second?

6:37

Second.

6:38

All right.

6:39

We will um Commissioner Crouch, how do you vote?

6:44

Approve.

6:45

Commissioner Huber, how do you approve uh vote?

6:48

Approve.

6:49

Commissioner Richard, how do you vote?

6:52

And I approve as well.

6:54

The application is approved as submitted.

6:56

Thank you.

6:56

Thank you.

6:59

And you can get with uh Mr.

7:01

Miller after the hearing to get your signed copy.

7:04

Alright, thank you.

7:05

Thank you.

7:07

Something's here to turn off on the right side.

7:17

Yeah, we're gonna start all right after the second.

7:20

All right, I can see if you can get now push the blue stuff.

7:26

This one's front, just the big line.

7:31

It's pushed.

7:37

Technology is great when it works, right?

7:40

Interesting.

7:40

I see that that sounds power's flush.

7:44

Yeah, maybe the light's broken.

7:46

Does it mean make any difference?

7:49

That's on the case.

7:52

But the light's not on.

7:53

Okay.

7:54

Just talking to it.

7:56

Hello.

7:57

It's light's broken.

7:59

It's fine.

8:00

Okay, great.

8:01

Thank you.

8:03

All right.

8:04

Thank you for bearing with us on some technical difficulties.

8:07

We're gonna move on to the next item of new business.

8:10

Commission level approval for 26 HPCOA-03, uh, the knee for 813 Southeast Riverside application.

8:18

Uh if you could please come up to the podium.

8:20

Uh, the same rules apply.

8:21

Please introduce yourself uh for being a sworn in as well.

8:26

You just say your data addresses.

8:28

Okay.

8:28

Lucas New for 610 North Bolton.

8:30

Okay.

8:31

You swear our friendly testimony will give us three metrics all the time.

8:34

I do.

8:37

You may uh begin with your presentation.

8:39

Thank you.

8:40

Awesome.

8:40

So I'm bringing to you guys 813 Southeast Riverside.

8:43

I know this property has been a subject of this board probably for a little while.

8:47

Purchased it at the end of April.

8:49

Um plan to just renovate the property, uh, and then sell it.

8:52

Uh, most glaring issue with this property is of course the exterior facade of it.

8:56

I'm gonna do the facade in two stages, uh, and the only reason for that is because the porch uh has been partially reconstructed by a previous owner.

9:05

Um I'm still working on some details for the finish of the porch reconstruction, like the columns, um, the balustrade, some things like that.

9:14

But the most glaring issue right now is the siding on the front of the house, is in terrible condition.

9:20

And the previous, you might have a previous photo of this property.

9:25

This this property had a two-story brick porch on the front of it for about 80 years or so.

9:30

It was added in the 1920s.

9:32

Previous ownership tore that porch off and was in the process of putting the original porch back on.

9:38

At that point, he actually lost this property to the bank.

9:29

In doing so, he removed two original windows that are on the second story.

9:45

The framed openings are still inside the house on the second floor.

9:48

So my proposition is to put those wood windows back in, but I'm going to put new wood windows in made by Pella.

9:55

They match the original opening size.

9:57

You probably have the Pella window order there in your packet.

10:01

And then I'm going to replace all the siding on the front facade with new cedar siding, which is what's on there currently, but it's in very, very bad shape.

10:10

Lots of rot.

10:12

But the whole front facade is basically rotted on the structure.

10:15

The sides of the house currently are vinyl.

10:17

For now, I'm going to keep those.

10:19

Down the road, I do plan to also put them in that cedar, but for now, just to visually make the house look much nicer.

10:25

I'm going to just do the front facade of it.

10:27

And then later down the road, when we do the porch and stuff, I'll probably do the sides.

10:31

So that's pretty much all I've got.

10:33

And then of course I'm going to paint it.

10:34

I'm going to match the paint that's on that's currently on it.

10:37

There's some peeling paint around the windows.

10:40

You might have those in your packet.

10:41

I'm going to paint the windows the same color that they've been painted, which is a brownish musket brown, I think is a color.

10:47

And then the casing around the door and windows.

10:49

It was originally a green color as evidenced by the pictures.

10:52

I'm just going to repaint that.

10:53

I may not need approval for that, but I wanted to throw it in there.

10:56

So that's it.

10:58

Thank you.

11:00

Questions from the commission?

11:02

Exciting to see these windows clock back in.

11:05

Appreciate this project.

11:06

My question is you're just in details, and our packets never seem to have as much details as I want to see.

11:13

My two biggest questions are siding exposure and window trim.

11:18

You mentioned replacing putting the windows back to the original framed openings.

11:21

That's exactly what we want to see.

11:23

One over one, great.

11:25

No simulated muntains, great.

11:27

But I'm a question about the trim, and and I assume you're keeping the same exposure of siding, you're not increasing it or no, keeping the same.

11:33

I think it's a six-inch exposure right now.

11:35

So we'll do the same.

11:47

And Timothy, you're comfortable field-verifying that and that the exposure is the same.

11:53

Because we don't have we don't have anything on our plans that show that.

11:56

Yeah.

11:58

Yeah.

11:58

Everything, yeah.

11:59

As long as there's everything to put it back the same as it is, yeah.

12:02

You guys can find it too if you want.

12:05

And then uh, what about the window trim?

12:06

Matching what's there?

12:08

It's gonna be matched, yeah.

12:09

Match what's there.

12:09

So in fact, I'm gonna try to match the wood too.

12:11

I'm gonna try to use poplar, I think is what it is now, so which is a little more expensive, but nice.

12:17

Doesn't get eaten by bugs.

12:19

What's your timeline for the overall rehab?

12:23

Two months.

12:24

Give or take two months, probably.

12:26

The windows are gonna take six weeks to get two months until you're ready to punch it.

12:30

Two months until it's done.

12:31

Oh, no, no, oh, for the whole rehab.

12:33

No, uh end of the year, yeah.

12:35

Because inside it's a 6700 square foot house, it's pretty pretty sizable, so it's gonna take me some time on the inside.

12:43

It's deceivingly large.

12:48

Any other questions for the commission?

12:51

Uh historic preservation officer, what would be your recommendation?

12:55

I recommend to approve.

13:00

Pretty thorough packet.

13:01

Uh this is a great thing to see this happening on a home that needs it.

13:06

Um, sure as an eye store right now.

13:11

I would a motion to approve the application.

13:15

So moved.

13:15

That was second.

13:16

Second.

13:17

All those in favor say aye.

13:19

Aye.

13:20

All those opposed.

13:21

Hearing none.

13:22

Motion passes.

13:23

Uh thank you for your presentation.

13:26

And we will get you the signed copy after the meeting.

13:28

Appreciate you guys.

13:30

We're gonna move on to line item C, these uh updates on staff level approval and historic preservation month uh update.

13:38

Well it's been two months since we've met, so we have quite a it's been two months since we've met, so quite a few uh things that went on in the neighborhood.

13:47

Uh approved a porch repair for 309 Southeast Riverside.

13:51

Uh roof replacement for 815 Southeast 3rd Street.

13:56

Uh adding lights to 100 Mulberry.

13:59

And then a roof for 511 Southeast uh 1st Street.

14:10

And then for Historic Preservation Month, we had a very good month for historic preservation month.

14:17

Uh the tour for the Ewing neighborhood got stormed out.

14:23

Uh so that will be rescheduled for next year.

14:27

Uh some of the highlights uh for the library, they had over a total of 256 people participate in the library events this year.

14:36

Uh the largest tour was Baird Park, uh, that had 43 people attending this year.

14:43

Um the uh 5K run for the wartime museum had a 1,600 or 60 people register for that.

14:55

Uh and then for the open houses uh for the Peters House and Wright's museum, uh they had uh Wright's House had uh 58 people attend, and the Peters House had 32 people attend.

15:14

So the Wright's house had double the people attend from last year.

15:18

So a lot of a lot of uh increases in our attendance from last year.

15:25

Well that's great, and thank you for your harder work and putting that together.

15:29

Um it's really showing.

15:30

I mean, getting people out, um to participate in these events, it's it's just great.

15:36

It's something that I would like to see continue going on moving forward.

15:40

Already working for events for next year.

15:42

Okay, very good.

15:42

Don't know if they'll pan out or not, but some of these take a little more planning than I don't, we'll see.

15:49

All right.

15:50

Anything else, Timothy?

15:51

Um check my notes.

15:58

Oh, and we did have a sale in the neighborhood, 224 Mulberry sold.

16:04

Yeah, okay.

16:04

So Commissioner Richard, did you have something to add?

16:10

Yeah, I just wanted to uh reiterate Timothy's email regarding the virtual camp.

16:19

Um that's coming up June 23rd and 24th.

16:23

So uh in central time that would be uh it's like 12 to 3 on those two days.

16:30

It's free.

16:33

All you have to do is put your name in to register.

16:36

So I would highly encourage our commission members to tune in to that.

16:42

It's you know, I know it's hard to make time for those sorts of things, but I found um the sessions that I attended in previous years really helpful.

16:57

Thank you, thank you.

16:59

Um then we also have the one in October, is that correct?

17:03

Uh yes, and then there's a uh in-person camp training at the state historic preservation conference uh coming up in the fall in Franklin, Indiana.

17:18

All right, I believe that concludes new business.

17:20

Moving on to old business.

17:22

I've got the demolition by neglect ordinance update on the agenda.

17:26

Okay.

17:31

Alright.

17:33

Are we still trying to get in touch with uh at least?

17:38

Sorry, at least forget the title, but Sarah Dower.

17:40

Corporation Council.

17:41

Corporation Council, yes.

17:44

Alright.

17:46

See if I can assist as well on that.

17:50

Um moving on to miscellaneous.

17:53

Do any of the other commissioners have any miscellaneous business to bring up?

17:58

News?

18:00

Alright, hearing none, I would entertain a motion for adjournment.

18:04

So moved.

18:05

I have a second.

18:06

Second.

18:07

All those in favor say aye.

18:08

Aye.

18:09

Aye.

18:09

All those opposed.

18:10

Hearing none, motion passes, and we are adjourned.

18:13

Thank you.
