Yeah.

0:02

Okay.

0:03

Call this Tuesday, June 16th, 2026 meeting in the Evansville Redevelopment Commission to order.

0:10

First item of business is the approval of the minutes of the May 19 meeting.

0:16

Are there any corrections, comments?

0:21

Can I have a motion?

0:24

I move that we approve the minutes of the May 19 2026 meeting.

0:28

Second.

0:29

We have a motion to approve the minutes as written and a second.

0:32

All those in favor, please signify by saying aye.

0:36

Aye.

0:36

Aye.

0:37

Alright.

0:40

May okay.

0:41

So we're good.

0:42

We're approved.

0:43

Next item is the accounts payable voucher.

0:46

Everybody should have a copy, right?

0:48

Yeah, okay.

0:49

So you can see the items on there.

0:51

Are there questions on any of the items recommended for payment?

0:59

Just one question.

1:00

It's not about for payment or anything.

1:02

With the run down Ernst Berger terms of contract, how long does that last?

1:08

It lasts until it's done.

1:10

I mean, not to be weird, but um we you know it takes as long as it takes.

1:16

Um we don't have a um set time because I didn't want it to be rushed, and there's a lot of heavy coordination with the city engineering and water and sewer and center point and stuff to make sure that you know we get on their schedules if we have to have utility relocates and stuff for the project to come through, and and then we've had um significant slowdown on the um Virginia path extension because of the city not getting that um grant from the city engineer's office.

1:56

Um so we've had to figure out how to kind of rework our work plan of construction so that we were gonna have to incur like two million dollars of extra cost, and I I said if that's gonna be the case, we're gonna cancel the project.

2:12

I was not gonna make this commission do that.

2:15

So I've made everybody go back, all these engineers go back to the drawing board and figure something else out.

2:22

And if if we have to delay the project a year while another grant cycle goes, we may do that.

2:27

So it's kind of all in flux.

2:30

Um, yeah, no, there's no rush on it.

2:34

Thank you.

2:36

Any other questions?

2:39

Okay, could I have a motion?

2:43

Uh move to approve the uh City of Evansville Accounts voucher voucher register.

2:49

I second.

2:50

We have a motion to approve the accounts payable voucher register and a second.

2:55

All those in favor, please signify by saying aye.

2:58

Aye.

2:58

Aye.

2:59

Opposed.

3:00

Okay.

3:01

Is there any new business?

3:05

No new business.

3:06

So I'd like to open a public hearing.

3:09

And public hearing is for the next resolution number 26 ERC 13.

3:15

This is about refunding bonds.

3:17

We're going to use the recommendation is to use the proceeds not to accept exceed 5.3 million to refund some taxable economic development TIFF bonds.

3:30

And uh is there any comment or question, Nick?

3:33

Would you want to or Lana want to add some explanation or context?

3:38

Just the we're gonna re issue bonds in order to pay off the current Evansville Vision bonds.

3:45

Um, and the reason why we're doing that, you might recall, is because we need to release two properties that will be the site of the republic.

3:53

And so in order to get those two properties released from the current bond issue, we need to pay off that current bond issue and then uh with this uh refunding.

4:06

So all this really does is this just says once we issue these new bonds for 5.3 million dollars, we're gonna use those to repay the old bonds.

4:16

Right.

4:17

Okay.

4:17

Any other questions on this?

4:21

Okay, all right.

4:22

So, like to close the public hearing, and we'll move on to a vote.

4:28

Could I have a motion for approval?

4:33

I move that we approve resolution ERC 13.

4:40

Second.

4:41

We have a motion to approve the resolution 26 ERC 13 and a second.

4:45

All those in favor, please signify by saying aye.

4:49

Aye.

4:50

Opposed.

4:51

All right, it is approved.

4:54

I think, Lana, that is the first time I haven't screwed up a public hearing.

5:00

I really do.

5:01

I think 14 years.

5:04

And that's the first one I haven't screwed up.

5:06

I was thinking this Brennan, this meeting is rather flawless.

4:59

This is sleeping here.

4:59

Because I always forget.

5:13

Okay, doesn't it?

5:14

Okay, I just want to make sure we're still recording.

5:15

Yeah.

5:16

Okay.

5:17

Yeah, well.

5:20

They knew I was a screw up before that.

5:22

They didn't need this recording to be their evidence.

5:26

Okay.

5:26

Next item of business is resolution 26 ERC 14.

5:30

Awarding a contract for demolition of 305 through 309 North Main Street.

5:38

Any questions on this?

5:39

Any Lana?

5:40

Why don't you add a little context?

5:44

A few months ago, the commission approved the purchase of 301 to 309 North Main Street.

5:58

So there was one building left at the address is 305-309.

6:04

And it's in pretty rough condition.

6:06

And we bought that property, knowing that we would need to demo it.

6:12

And so the um the roof had collapsed.

6:16

And so the uh code enforcement building commission graciously um did the bidding process for us because it was an emergency raise for a public health and safety with the collapse of that, and we didn't know what else might collapse.

6:35

So they we received um the code enforcement department received only one bid from um STEMly excavating in the amount of um twenty thousand nine hundred dollars, and that's um pretty on target for a demo, a basic demo of a building.

6:54

So that's what we are recommending to award this contract to Stemley.

6:59

Has the city done business with STEMly before?

7:02

I mean, are they?

7:03

They are a longtime partner, they're one of the main three demo contractors for the building commission.

7:10

Okay.

7:11

So we have and they're bonded and all that stuff, so okay.

7:14

All right.

7:15

Any other questions?

7:17

Just I I went down and actually viewed the structure.

7:21

It's it's a structure that definitely needs to come down.

7:24

It's right right on.

7:26

Right on the corner of Maine, right on North Main, and so it's it's a pretty visible location.

7:31

I'm assuming that it could be an easier one for redevelopment once the demolition is done because it's a it's a great location in particular as it relates to the new housing that's been developed near there.

7:42

So it's definitely a hazard for anyone who might illegally decide they want to stay there for a while.

7:49

So, if there are no other questions or comments, could I have a motion?

7:56

Uh I would move to approval for resolution 26 ERC 13.

8:03

Oh, sorry.

8:04

Excuse me.

8:05

Resolution 26 ERC 14.

8:08

Awarding a contract for demolition of three address 305 309 North Main Street.

8:15

I second.

8:16

Okay, we have a motion to approve the resolution, 26 ERC 14 and a second.

8:21

All those in favor, please signify by saying aye.

8:25

Alright, opposed, none opposed.

8:27

All right.

8:28

Motion approved.

8:29

Thank you.

8:30

Last item of business here is resolution 26 ERC 15.

8:35

This authorizes an agreement for services for sprout design and develop signage for the Arts District redevelopment area.

8:46

I think you've all had a chance to read through the resolution and I don't know if you heard the.

8:52

Well, I guess it's shown here on the uh estimate from Sprout Design that it will cover up to seven different event panels.

9:01

So it's kind of multi-use um project on her part where we can use the signage for multiple events that are down there in the Haney's corner area.

9:12

Looks like the cost is 1,440 bucks plus 120 dollars per panel.

9:19

Well, that is the 1400.

9:21

No, it isn't, it's 2,280.

9:23

So you got 120 per panel plus 1440 for the services.

9:26

So total of 2,280 bucks.

9:29

Any question?

9:32

Okay, could I have a motion?

9:39

I move that we approve resolution 26 ERC 15.

9:45

Second.

9:46

We have a motion to approve resolution 26 ERC 15.

9:49

I second.

9:50

All those in favor, please signify by saying aye.

9:53

Aye.

9:53

Aye.

9:54

Opposed.

9:55

All right, well, good.

9:57

Um, I do have a question now, though.

10:00

After Sprout does its work, is there a timetable for producing the signage?

10:06

So we're trying to get this in process by um and have it built and installed for front porch fest.

10:16

Oh.

10:17

So she's gonna be rocking and rolling on the design, Rachel Wombach, and then um, as soon as she gets the design, then we'll go out to bed to the sign companies.

10:29

And it's gonna be a pretty basic sign, probably um like a metal with vinyl overlay because it is somewhat temporary, which is why the design is cost is pretty low, um, because the location that we're gonna put it is right there at Shawnee and Veterans Memorial Parkway, um, where all the uh water and sewer department has been doing all that work, but there are still um phases of work because they're gonna cover the slough, put a they're calling it put a lid on it.

11:05

So that whole corner is gonna be uh under construction in about two years.

11:11

So we didn't want to spend money on a big fancy sign that we had to rip out.

11:16

So we're gonna we've talked to the water and sewer department and all and city engineer and all those people and got everybody's approval, and we're probably gonna fasten something to that handrail.

11:27

So if you ever drive, you'll see that handrail that goes across the slough at for like the sidewalk if people walk there, and then these panel things are gonna we're gonna leave like an open space that they can pop like magnetic panels on it to showcase the different um events that are going on throughout the year.

11:47

So just kind of dynamic something to help those folks down there.

11:52

Uh the business owners were saying you know they would like a little bit more visibility from veterans memorial for people coming in from out of town.

12:00

Yeah, so that's we we've got a little bit of money in the art system, so this is a good expenditure for that.

12:08

Just go through design review.

12:11

Um, it could it will when or it could whenever the most of the people that are gonna be reviewing it on the front side.

12:19

Well, the ones that aren't designed, yeah.

12:21

Yeah, so yeah.

12:23

Okay, she lives in the district, right?

12:25

That's right.

12:26

That's right.

12:26

That's why we designed the original HCAD.

12:30

Well, not the original summers, but like the redesign.

12:34

I don't know what year that was.

12:36

Yeah, and Will Marquez with with purpose, he did the original sunburst design down there, and then the district has just been carrying that through.

12:45

And uh Rachel, I think did some branding for Evansville brew house, I think is what they said.

12:53

And she does some branding stuff for other businesses down there.

12:56

So she lives down there, and um, you know, everybody knows her, so it was just kind of a natural fit for her to be the designer on this thing.

13:04

I was just looking for that in the chugs.

13:06

Oh, okay, all right.

13:07

When is uh porch fest?

13:11

In August.

13:12

This says they want it done by August 14th.

13:14

Yeah, I think it's in August.

13:16

Then let's see, target date for installation is August 14, so it must be after that.

13:22

Okay, thanks.

13:25

I don't know how long after, but after any other business for the commission?

13:32

No, in that case, this meeting is adjourned.

13:34

Thank you all.

Evansville Redevelopment Commission Meeting - June 16, 2026

The Evansville Redevelopment Commission held a regular meeting on Tuesday, June 16, 2026, at 2:30 PM (CT). The commission approved routine items, held a public hearing on a bond refunding, and awarded contracts for demolition and signage design. All votes were unanimous.

Consent Calendar

  • Minutes of May 19, 2026 Meeting: Approved as written without correction.
  • Accounts Payable Voucher Register: Approved. During discussion, a commissioner asked about the duration of the Ernst Berger engineering contract. Commission staff replied that the contract has no fixed end date due to complex coordination with city departments and utilities, and noted a 2-month delay on the Virginia Path extension caused by a city grant issue. Staff stated they had reworked the work plan to avoid $2 million in extra costs, but a one-year project delay is possible if a new grant cycle is needed.

Public Hearing

  • Resolution 26 ERC 13 – Refunding Bonds: The commission opened a public hearing for a resolution authorizing the issuance of up to $5.3 million in refunding bonds. Staff explained the proceeds will repay current Evansville Vision bonds, allowing the release of two properties that will become the site of The Republic. No public comments were offered. The hearing was closed, and the resolution was approved unanimously.

Discussion & Action Items

  • Resolution 26 ERC 14 – Demolition Contract for 305–309 North Main Street: Staff reported that the commission had previously approved purchase of 301–309 North Main Street. The building at 305–309 had a roof collapse, prompting an emergency bid process through the Code Enforcement Building Commission. Only one bid was received, from STEMly Excavating, in the amount of $20,900. A commissioner noted the structure is a visible hazard and a prime location for redevelopment near new housing. The resolution awarding the contract was approved unanimously.
  • Resolution 26 ERC 15 – Signage Design Agreement with Sprout Design: This resolution authorizes a $2,280 agreement with Sprout Design (Rachel Wombach) to design and develop signage for the Arts District redevelopment area. The cost includes $1,440 for design services and $120 per panel for up to seven event panels (total $2,280). The signage will be installed at Shawnee and Veterans Memorial Parkway, temporarily affixed to a handrail, with magnetic panels for rotating event promotions. Target installation date is August 14, 2026, in time for Front Porch Fest. The resolution was approved unanimously.

Key Outcomes

  • All motions and resolutions were approved unanimously (voice votes with no opposition).
  • Resolution 26 ERC 13 authorizes up to $5.3 million in refunding bonds to release properties for The Republic development.
  • Resolution 26 ERC 14 awards a $20,900 demolition contract to STEMly Excavating for 305–309 North Main Street.
  • Resolution 26 ERC 15 authorizes a $2,280 signage design agreement with Sprout Design, with installation targeted by August 14, 2026.
  • No other new business was brought before the commission; the meeting was adjourned.
