0:20 This is the 12th scheduled meeting, and uh we'll begin the agenda for June 24th after we stand and but uh legal agents, and which it stands, just as strong, all right.
0:47 First up, we will talk with uh business representatives.
0:52 First up is uh Todd Early.
0:55 Todd, you want to come forward uh state your name and address for the record.
1:01 Yes, my name is Todd Early, uh 524 Main Street with Tiki on Maine.
1:08 Uh I wanted to first of all come to the board and to defend myself on uh bike night.
1:16 It was very successful except for that one incident, and um we uh I did everything that the board had asked me to do, did it to the book.
1:27 I did everything that the Renaissance and one particular person who has done a one-person campaign against me.
1:35 Um everything I did I've done, I do what I want to do is make sure that I am in good standings with this board for future for future events that I want I want to do as well.
1:49 Uh the bike night, of course.
1:51 Uh I'm I won't I don't know if you guys know I did have to cancel that uh because of the issue, and uh the there was also another issue, another bike night somewhere in town the next day or a couple days later.
2:07 And so now because of the safety of my staff and safety of my customers, and to quiet down the renaissance, I've decided to cancel that.
2:20 So what I'm asking the board now, though, is uh keeping that roadblock to have uh a safer uh event a Jeep night, which during the summer, same amount of times, uh, and exact doing the exact same thing beside except having a having motorcycles.
2:42 So, so you're asking you're asking to change it from a bike night to a jeep night.
2:51 Um one of the questions that came up, and and obviously we'll get some some input from those up here, um, was things going on the sidewalk, uh, and I mean is it is is a situation where people are going to drive jeeps up on the sidewalk too?
3:10 Because I think that becomes an issue.
3:13 Well, uh, as I spoke with Curtis about what my assumption was when you blocked the entire street that that I was able to be able to do that, and uh uh Paul Black even told me that, sent me a message saying that, then after that he sent you guys pictures of people on the sidewalk, bikes on the sidewalk when he himself told me that I should be able to do that.
3:39 Uh and my that that was my assumption, so that's what I did.
3:45 Um, if I was just blocking uh parking spots, I understand that I'm not blocking that entire street.
3:55 So I understood that that indicated no bikes on a sidewalk.
4:01 And we promoted that to uh I've brought some support here today.
4:06 Um we promoted that as well initially with the bike nights.
4:12 But uh but no, uh I would not think that they would be parking on the sidewalks.
4:18 These are bigger vehicles.
4:20 And I was gonna defer to engineering.
4:25 One thing that bothers me, and Todd, it's it's nothing against Tiki or the events you try to have.
4:31 I struggle with blocking those streets like that.
4:34 It personally, if something happens and things need to get through, but uh go it up and open it up for some discussion.
4:42 Well, uh barring comments from the engineers on actually putting vehicles on the sidewalk.
4:47 I mean, motorcycles on the sidewalk is not really gonna be a structural issue.
4:52 It's more for us uh a compliance issue.
4:56 So when the permits granted, exactly what they can do needs to be specified in the permit because uh due to these last uh issues, I had uh patrol commanders coming to me asking, okay, what what can they do?
5:10 What do we need to enforce and what we need to stop?
5:13 And and placing motorcycles on the sidewalk wasn't really in the permit, so technically they could have gone out and ticketed the bikes for parking on the sidewalk.
5:22 So we need to make sure that we're we're specific with what we're gonna allow in the permits, yeah.
5:28 And that's what I was gonna add.
5:29 I was gonna say I it didn't really I didn't really think of that when you guys were making the request.
5:33 I sort of just assumed it would be the streets.
5:35 Um but I the other thing I wanted to clarify is I don't know what what you've heard.
5:39 We received a complaint, we responded with you know, well, tell us you know, all this stuff that you said.
5:46 Was there a report filed?
5:48 It sounds like 911 was called, but no report was filed.
5:51 So we're like this we need more evidence than what they provided.
5:55 They sent some photos of some trash that we see after any event, so it wasn't.
5:58 I mean, there was nothing with this board telling you need you needed to shut it down.
6:02 We heard that you were shutting it down because we thought it got too out of control for you guys that you guys thought it was too much, but it sounds like maybe you're saying that you thought you were doing it because of stuff Renaissance is doing.
6:13 That is a big factor.
6:15 However, the safety not it's not that we couldn't control it, it's uh what happened with the incident.
6:21 I don't know if you guys know, but we had there was a bike organization called Since City came in with their cuts and colors and and uh targeted somebody that was there.
6:34 Oh wow, and uh it lasted less than a minute because our regular bikers that were there said that's not happening here.
6:42 That and so they stopped it, and that was early on, so rest of the night was there was no incidents at all.
6:50 Well, I I appreciate that you're you're prudent enough to see that the potential uh problem that could happen.
6:57 And honestly, the only comment I had when the initial information came in as a member of the board, and I'm only one member of a three-member board, was my concern was to you know the downtown is for everybody, and and there's people gonna be downtown at other restaurants that live down there and come downtown that are not gonna participate in bike night on those Mondays.
7:22 Having said that, uh I I as counselor said it it wasn't an issue that we were ready to shut it down.
7:30 It was trying to find out more information.
7:32 And so if we rotate this over to a Jeep night, I'm interested to know from City Engineering or anyone else, uh, any concerns you would have in blocking that street off with jeeps.
7:48 And it was blocked off with motorbikes as well, but probably not up on the sidewalks, I'm sure.
7:55 But yeah, the city code states no vehicles should park or drive on sidewalks that they're not meant for heavy vehicles, so we would not want them parking or driving on the sidewalks.
8:08 I did not hear that could be.
8:23 I mean, are you gonna have somebody out there valeting these vehicles?
8:27 We'll still have security out there.
8:28 We'll still nothing will change except for jeeps and woo, and we will make sure that there are no Jeeps on the sidewalks.
8:37 Schulteis, the blocking a street, uh it's difficult.
8:43 You know, it's it's it's a lot to ask for.
8:46 But uh what I'm what I'm asking the board is this threat says three hours on a Monday night.
8:52 Uh if it was four hours, five hours, I can understand, you know, and it's on a Monday night where there's no events going on at the Ford Center during these during these 30s days.
9:03 Uh and it's pretty quiet down there on a Monday night, or it was.
9:11 My record uh recommendation to you guys if you approve is maybe approve it for the like the next Monday events or maybe the next two, give you two trial runs, and then you come back and report to the board as to you know what's working, what's not working, if there's anything else, any other support we can provide, we can kind of give feedback if you guys receive any calls or whatever within those two weeks.
9:31 Yeah, I I would that was exactly what was I was going to say.
9:35 If we if we do approve it, it would be on a trial basis.
9:39 Try it for a couple Mondays, see where it's at.
9:48 Uh actually uh Stephanie and her husband have uh apologized to me.
9:55 And have you mentioned the fact that you would be switching it to a Jeep night?
10:00 I did tell them that they had no response to that.
10:03 So I think uh I think this all blew out of proportion for them and and uh they did apologize.
10:13 Except for Paul Black, of course.
10:16 Well, I'm not going to uh belabor it too long.
10:21 We've heard from uh members here and I just know that when the when you put a lot of noisy vehicles or by mostly motorbikes in a confined area, the noise is loud and bounces off and we can say well they knew that when they moved down there, but until you're uh living in a place and you've got those motorbikes revving up and and doing what what they can do, and then you add potential of a group coming in trying to start trouble, that was a problem.
10:52 But Todd, having said that, I will I will under the understanding that we'll try it for a couple Mondays and then uh follow up with some discussion on how things are going and what we've heard and what we haven't heard.
11:07 I will move we make a motion to approve moving it from a bike night to a Jeep night on a trial basis.

11:26 I do want to mention uh they can't a lot of people came here to uh uh say about the benefits the bike nights did have.
11:34 Uh last year uh there's a Susan G.
11:38 Coleman organization uh that just last year raised 4,500 just during our bike nights.
11:46 And so they're raising it's not I just want no everybody's talking about what everything that's bad about bike nights.
11:56 Nobody's talking about what's sure.
11:58 Excuse me, I'm getting a little emotional about it, but nobody talks about the goods that's going on.
12:04 And I don't want you to think that we don't think it's good because we have I think as a board, we have respected every effort you've made to do it the right way and and supported you in that, and we do understand the positive aspect of the people who have motorbikes and have groups and and they do raise a lot of money.
12:25 And even had you not chosen to do the cancellation, it would have still been up for discussion because we didn't have anything overly specific that we could have come back and said, you know, we're shutting this down or not giving you the permit.
12:42 We can't you can have people come to your to Tiki on on their motorbike.
12:47 So I don't I don't want you to think that we think that at all or any of the people out there we do not feel that way at all.
12:53 We do not feel that way.
12:55 So uh I will move we make a motion to move it to Jeep night uh under the same schedule uh for the next couple weeks uh on a trial basis and we'll uh circle back and and uh find out how things are going.

13:55 And I'm here today because every year around uh Labor Day, fire departments across the nation go out and they collect for MDA Muscular Dyster Free Association.
13:59 Typically I come every year around this time and uh ask for permission for the fire department to go out and collect in the streets.
14:14 We wear safety vests this year, August 21st through September the 7th.
14:20 We would like to ask for permission to collect for MDA.
14:25 Is that with the boots?
14:26 Yeah, that's the boots.
14:28 Typically we collect at Lincoln and Green River, Covert and Lodge, Morgan and Green River, Stockwell and Vogel, Green River Division, Virginia and Burkhart, 41 and Lincoln, Pollock and Wanbach, First Avenue and Mill, St.
14:45 Joe and Franklin, Franklin and Fulton, Green River and Virginia, Wanbach, and Lincoln.
14:51 Now it's not all of those intersections at the same time.
14:54 It's just whatever's closest to that firehouse.
14:56 They typically go to that location.
14:59 What times are you out?
15:00 Typically, we go out in the uh the busier traffic type of areas around four to five.
15:11 And like I said, we wear a vest.
15:13 Uh we had an unseasonable year last year.
15:17 Uh we actually collected 40,000 and we're number number one in the state.
15:27 Do I I mean we're going to prove it?
15:30 Do we need to get a list of the streets or the locations just for the record?

16:24 First up, we have Captain John McQuay with the police department.
16:29 I'm requesting uh approval of contract with asset systems Inc.
16:33 Uh this is for an asset tracking software package.
16:37 It's a three-year contract paid annually, so it'll allow us to keep track of uh all the stuff that we have for the police department.
16:48 And you said three-year contract?
16:50 Yes, three-year contract, but it's paid annually.
16:56 Is this um company new or is it somebody you've worked with in the past?
17:01 Uh no, they're actually the same company that we've had asset tracking software with for quite some time, but we allowed it to lapse and now we're we're coming back.
17:10 Okay, and of course, previously when we had it, it wasn't a subscription model.
17:15 It was you buy the software and use the software.
17:17 Well, that of course is changed.
17:19 Sunset, and now we have to roll into a subscription model.
17:27 We make a motion to approve uh the contract.

17:38 Next up we have the fire department deputy chief Kim Garrett and the ongoing move uh changeover that's going on.
17:47 And Chief, if you'll just read through the list, uh we'll get those confirmed.
17:54 First, we'd like to request approval of the interlocal agreement with uh city and Perry Township for EMS service.
18:02 Uh next is another approval of fourth agreement to amend uh interlocal agreement between Evans, City of Evansville and Knight Township.
18:11 Request approval for an interlocal agreement for mutual aid between the city of Evansville and St.
18:17 Mary's Health, uh doing business as Ascension St.
18:20 Visit Vincent Work EMS.
18:24 Mutual aid agreement with the city of Evansville Fire Department and Deacon of CMS.
18:30 The next one is a correction to waive Midwest contracts contracting's omission of an RBO pre-qualification letter as a minor irregularity and reaffirm of station one and station three public works contract for Midwest contracting.
18:48 Approving the corresponding public works agreement with Midwest contracting and authorize the board president and secretary to execute same.
19:00 And I want to add I'm gonna add one more on there.
19:02 So I'd also ask you guys approve the interlocal agreement between the city and pigeon township.
19:12 Revising to add in ambulance services.
19:15 I think that was the last thing that uh their legal counsel said they were gonna want to have added, which I think was already in there, but I'm just gonna go.
19:21 If it's not in there, I'll add it.
19:22 But I just want to have that approved as well, and then we'll get them sent to the townships.
19:28 Yeah, we have one more request toward the contracts to Garmong for the uh renovations of stations five, six, eight, nine, fifteen, and seventeen.
19:39 Do we want to also ask to approve the contract?
19:42 That's basically what we're asking for the first one with Midwest, correct?
19:45 To approve that contract.

19:48 Just want to elaborate a little further.
19:49 Um there was just a document left out of their bid package for Midwest, and due to the fact that we have eight buildings that we're we're utilizing instead of giving all eight buildings to one contractor and slowing that down.
19:59 Uh they were the Midwest was the lowest bidder, so we would like to go ahead and waive that irregularity in the bid and go ahead and award them that the fact that they were the lowest bidder and the fact that we need uh the two contractors working on the buildings at the same time if possible.
20:16 I can confirm that that is allowable and that the so the minor regular uh irregularity was a uh basically like a certification, I believe, which we know that they have so they just didn't have the document in the so you're allowed to waive minor things like that.
20:30 Okay, so that's why they were um other than that they were the lowest uh bidder.
20:35 When will these uh the changes happen to these stations?
20:41 Uh once the once the uh contracts are awarded, we will turn them over hopefully this afternoon.
20:47 Um to uh to the contractors, and as soon as they gather the items, they're gonna start working on them, which we have been needing to have done for that.
20:56 Yeah, we've got the I mean we're just gonna have to make the buildings work until then, but the uh the long-term grow in, it's gonna be temporary quarters until until that's done.
21:04 So unfortunately, it's a lot of steps as you know to get this accomplished.
21:08 So we've we've uh this this should be the last step, I believe.
21:11 So everything that we have listed, we've talked through, been through committee and discussed and ready to go.
