Evansville Board of Public Works Meeting – July 2, 2026
The Evansville Board of Public Works met on July 2, 2026, to approve minutes, authorize bid openings and contract amendments, approve a sidewalk waiver and right-of-way permits, and hear public comments. All votes were unanimous.
Consent Calendar
- Minutes Approval: The June 25, 2026, BPW minutes were approved by motion and second, with all members voting in favor.
- Bid Opening Authorization: Approved opening bids for the Bossey Avenue Road Embankment Repairs Project (No. 26-014). Four bids were later received and taken under advisement.
Discussion Items
- Contract Amendment – Aurora Incorporated: Lisa Foster (DMD) requested approval to extend the end date of the ESG 2025 rapid rehousing contract from June 30, 2026, to September 30, 2026. The permanent timeline shift (October 1–September 30) aligns with Aurora’s program cycle. The board approved.
- RFP for IT Services: Vernon Lutz (CIO) requested approval to advertise an RFP for a managed IT services provider covering all city and county enterprise services. The board approved.
- Sidewalk Waiver – Gearhart Major Subdivision: Brian Mundy requested a waiver for sidewalks along the east side of Old Boonville Highway, citing the rural character and lack of pedestrian facilities in the established area. The board approved.
- Right-of-Way Permits: Approved 15 right-of-way permit applications (30-32 through 3044) with standard conditions for traffic control and pavement repairs. One public speaker later confirmed his permit was on that approved list.
Public Comments & Testimony
- Marcus Horton: Expressed concern that his COVID-related court claim and entitlements have not been resolved. He alleged the city is targeting him and that the clerk of courts stepped down without an investigation. Board members directed him to discuss the matter after the meeting, noting it likely involves the court system rather than the board.
Key Outcomes
- All motions passed unanimously (all members voting "aye").
- The four bids for Bossey Avenue Road Embankment Repairs were taken under advisement: Blankenberger Brothers Inc. ($68,014.25), Coberstein Contracting Inc. ($79,581), Dyke Brothers Lumber and Construction Co. Inc. ($53,124), and Jerry Chastain Jr./Chastain Excavating ($58,699).
- Bills and payrolls approved.

Meeting Transcript
Today on July 2nd. Can I get us started with the old business and an approval for the June 25th BPW minutes? Motion to approve. Second. All in favor? Aye. Aye. Next side. Next up, the City of Evansville City Engineers requests approval to open bids for the Bossey Avenue Road Embank Repairs Project Number 26-014. Can I get a motion for approval to open the bids? Motion to approve. Second. All in favor? Aye. Aye. We'll open those bids and we will revisit that. And other business. Thank you. Moving on to new business. The City of Evansville DMD requests approval of an amendment to a contract with Aurora Incorporated to extend an end date of the agreement to September 30th, 26. The original end date was for June 30th, 2026. This is ESG 2025. Aurora is to operate rapid rehousing. IDIS number 5132, 2025-08 ESG. Lisa Foster with DMD. Good afternoon, members of the board. So we will be adjusting the timeline on this contract permanently to start running October 1st through September 30th versus the normal July 1st through September or June 30th, to better fit with their program and how it runs. So this is extending this contract and then ESG funds next year. Then we'll start October 1st. So it just kind of fits their timeline a little bit better. Is this an extension that you're requesting? They are requesting, we are requesting, so it mutually beneficial. Okay. Yeah. So rapid rehousing takes a little while for their claims to process on their end. Okay. Because they're waiting on landlords to submit everything. And so we think by doing this adjustment, it will help them be able to process better on their side. Thank you. Great. Thank you. Any other questions from the board? No. Do we hear a motion for approval? Motion to approve. Second. All in favor? Aye. Thank you. Thank you, Lisa.
