All right, I'd like to welcome everybody to the uh City of Evansville Board of Public Safety meeting.

0:11

It's our thirteenth scheduled meeting of the calendar year.

0:14

Before we get started, would you all rise for the Pledge of Allegiance?

0:20

I pledge allegiance to the flag of the United States of America and Kendrick Public for which is why nation under God, indivisible with liberty and justice for all.

0:36

All right.

0:37

First up, we will go to, I believe Todd Early would like to address the board.

0:44

Todd, if you'll give your full name and address for the record.

0:48

Yes, uh Todd Early from Tiki on Main at 524 Main Street.

0:54

Okay.

0:55

Yes, so uh you the board had to ask me to come back in two weeks after the Jeeps on Maine, uh to see if we can continue that for the rest of the summer.

1:06

So I was wanted to ask the board if that can be continued.

1:10

Have you had any incidents or issues?

1:13

I mean, we have not heard of any zero.

1:15

We had zero incidents, uh no calls from the Renaissance.

1:22

So I don't know if you've gotten any contacts from them about the Jeep nights.

1:27

I've not I will say that um I was at Tiki on Friday, and there were um five motorcycles lined on the sidewalk, okay.

1:40

So right next to the door.

1:42

I don't know how we can control that because that's not our basically not our property.

1:49

I mean, we can't they can park two blocks on the sidewalk.

1:53

We can't go over there and tell them they can't park there.

1:55

So I don't know how we can control that.

1:58

Yeah, that's no longer them since now they're just doing jeep nights.

2:02

So um, I think in that scenario, if you see that just call 911, have them go out and issue a citation.

2:08

But you're not telling them they can park on the side.

2:10

Actually, uh we have signs on both sides of our patio that says no parking.

2:16

So uh as far as that goes, that's about it.

2:19

So yeah, they were parked right next to your patio.

2:21

That's but the signs are there.

2:23

The signs are there, it says no parking, and I don't know if we can how much we can police that.

2:31

Yeah, I think in the future, um yeah, if people see it, just call 911.

2:35

So, uh along that line along that line.

2:38

I um when I go down Franklin Street, there's bikes parked on the sidewalk there too.

2:46

And their businesses aren't telling them they can't park there either.

2:50

So I don't know how they can police.

2:52

I don't know how we could do that as well.

2:54

I mean, we can go out there and tell them they can.

2:56

I was gonna mention it to you, but I don't you are I don't think you were there Friday.

2:59

It was a different.

3:00

Not Friday night.

3:03

Captain McQuay, do you have any thoughts on it?

3:06

Uh no, just basically uh what council already addresses if if somebody sees that then if it's not on uh tiki's property, then they just need to call police and I would like to say we'll get right out there and handle it, but depending upon the time of night parking enforcement usually ranks fairly low in uh the things that we have to deal with.

3:30

But we can uh we can try to get our officers to swing through there when they're not actually doing anything and take a look at it.

3:38

Okay.

3:39

Any other questions?

3:40

Well, I'm not sure.

3:42

Oh, so how was your response to Jeep night?

3:45

Well, the first night was we had uh seven Jeeps.

3:48

Okay.

3:53

Okay.

3:54

So uh we're getting there.

3:58

Well, I I will I'm gonna uh move and make a motion to uh approve the continuation, but I'm gonna add this.

4:08

Uh as a member of the board, it's very important that you you make sure that it does not get out of hand and that we don't have people parking where they're not supposed to be parking because uh if we obviously if we have emails or text messages or whatever coming into Curtis, you know, we're gonna have to call you and bring you back in and go back over.

4:31

No, I told I totally understand it.

4:33

I myself are out, I am out there on Main Street to make sure that Jeeps are not parked anywhere on the sidewalks.

4:43

So I'm I'm out there nonstop.

4:44

I'm out there the whole time for three hours to make sure that happens.

4:48

And I have a security guy as well.

4:50

Okay.

4:51

Thank you.

4:52

If uh any other questions, then I'm going to move.

4:55

We make a motion for the continuation of their Jeep nights at Tiki.

5:00

I second that.

5:01

I'll second.

5:02

All in favor, say aye.

5:03

Aye.

5:04

All opposed?

5:04

That's okay.

5:05

Same sign.

5:06

It is approved.

5:07

Okay.

5:08

Continue.

5:08

Okay, thank you.

5:10

I think Todd has some other stuff.

4:59

Okay.

5:13

I have one more uh besides these two that's listed that what's not listed about the September twenty-sixth tailgate revival uh event on Main Street that I had uh amended to increase to the second uh block, so it'll be two blocks of I don't know if you got that schematic I sent.

5:37

If not, we can talk about it next time.

5:39

It's September twenty sixth.

5:41

So uh it it came across a couple weeks ago, and I don't I thought we were gonna talk about it last time you were here.

5:49

Um but basically you can just tell the board what you're wanting to do, and then uh they can decide whether they want to think about it or they want to grant the amendment.

5:59

So, September twenty-sixth, you said September twenty-sixth yes.

6:03

I can be back for the next one.

6:05

She has an approved event for um right now the approved event is closing down the one block of Maine between uh fifth and sixth uh for pedestrian overflow.

6:16

And I believe that you will want to also shut down the block between sixth and Martin Luther King Jr.

6:22

Boulevard, in addition to that.

6:24

So you're asking for an additional road closure uh of that block.

6:28

What day of the week is that?

6:30

It's a Saturday, Saturday, and what is it going on?

6:35

It's the tailgate revival ten year anniversary event.

6:41

And fundraiser.

6:43

For who?

6:44

For tailgate revival oh for the fundraiser?

6:46

Uh actually there's several.

6:48

So there's whoever's associated with tailgate revival.

6:52

Okay.

6:54

I actually do remember this now.

6:55

This is where they talked about the uh they're gonna put up like a stage, right?

6:58

In between, maybe we're towards MLK.

7:01

Um forget if we I know we tabled it.

7:05

Were there was there anything else that you were gonna?

7:07

No, you guys wanted a detailed schematic.

7:10

So I did email that to Curtis.

7:12

Okay.

7:13

I don't remember getting it.

7:15

Okay.

7:16

Ah, you have a copy.

7:17

I I sent it, uh you said you got it, but uh I can I can resend it.

7:22

I'll resend it, Curtis.

7:23

Yeah, I think we need to make sure we look at the schematic and as a board and and other schematic, I'll send it to those guys.

7:31

Okay.

7:32

And uh uh EPD and EFD.

7:34

So I go up there.

7:35

Yeah.

7:36

Perfect.

7:37

Yeah.

7:37

Sorry about that.

7:38

Okay, no, no, no problem.

7:39

And I I did notice that uh under special event permits, Sergeant Nick Win said, we have two Tiki events on there as well.

7:47

Yes, and uh believe it or not, this was actually requested from the Renaissance that I blocked the screen for this event.

7:53

So, really?

7:54

Yes.

7:55

Okay, so uh the first one says Tiki on Main request approval of the their river city classic USIU of V basketball game event and closing fifth and sixth, closing fifth and sixth street.

8:08

Um and then the other one is uh IU versus uh western Kentucky overflow event uh closing Main Street between fifth and sixth.

8:19

So basically the same corridor area.

8:22

Right.

8:22

Now the the one the IU versus uh Western Kentucky is actually on a Sunday, so not a Saturday Sunday.

8:34

It's even better.

8:35

And the reason it's between 10 a.m.

8:37

to 9 p.m.

8:38

for that one is because uh the game actually starts at two, I believe.

8:43

Yeah, I was gonna ask about that.

8:45

I wasn't I should know as an IU fan, but I didn't I didn't know the time.

8:51

Any I think we could vote on those two.

8:54

Uh, I agree.

8:56

You have any questions to follow up with?

8:58

No, and Sergeant, you're okay with.

9:01

All right, and start is sorry to steal some of your thunder, but you want to I guess it might.

9:06

Alright, I move to make a motion that we uh approve both the Tiki on main requests for the uh the US IUE basketball game as well as the IU versus WKU.

9:19

I will second that.

9:20

All in favor?

9:21

Say aye.

9:22

Aye, same sign opposed.

9:24

And then we're tabling the other until we get to the tailgate schematics.

9:28

Yeah.

9:29

Okay.

9:31

Thank you.

9:31

And we'll get those schematics and get something.

9:35

Yeah, Curtis, if you do it, and I'll send it to you, please.

9:38

Oh, sorry.

9:42

All right.

9:43

Let's let's go ahead on the agenda up to departmental reports.

9:46

And first up, we have the Evansville Police Department, Captain John McQuay.

9:51

Good afternoon.

9:52

Uh the Evansville Police Department's requesting approval of the memorandum of understanding between the Evansville Vanderburgh School Corporation and the police department for school resource officers.

10:04

And uh the second memorandum is basically the same.

10:10

No, the second one is uh this is uh a new thing.

10:14

This is a school resource officer for the Catholic diocese.

10:18

Okay.

10:19

So that's separate.

10:20

All right.

10:22

Any questions on the uh memorandum of understanding with EBSC?

10:26

No.

10:27

All right, I move we make a motion to approve that.

10:30

I will second.

10:31

All in favor say aye.

10:32

Aye, same sign opposed.

10:34

That one is approved, and then the next one.

10:36

Thank you very much.

10:38

The second one?

10:39

Uh okay.

10:40

The second one is uh sorry, turn my mic back on there.

10:43

Uh the second one again is uh this is for an annual school resource officer service agreement with the Catholic Diocese of Evansville.

10:51

So one was EBSC, Catholic Diocese is a separate entity.

10:56

And it's is it one resource officer or multiple?

11:00

So this is this is a little bit different from the previous one.

11:03

The previous memorandum with EVSC is actually for Evansville police officers to act as school resource officers.

11:13

Uh the memorandum of understanding with the Catholic Diocese is to that the chief would appoint a position that would act as the school resource officer, but they would not fall under our collective bargaining agreement, they wouldn't fall under all the other uh compensation packages that an Evansville police officer does.

11:35

So they would be a sworn police officer, possibly a retired officer, whoever is applying for the uh the program, they would be licensed as a police officer under the state, but they would not fall under the same bargaining agreement as the rest of the Evansville police officers.

11:53

Interesting, and that's all been uh approved.

11:56

Yep, it's been negotiated approved salaries for the the officers, the hours, 28 hours a week.

12:01

Uh it's through it's just during the school year.

12:04

Um I think it is like uh Kevin McQuay said, primarily for they're looking for retirees, and it's set up so it won't impact their retirement benefits.

12:12

It's a it's a part-time position, so they don't have all the same full-time benefits that uh a full police officer would.

12:19

And just to make sure that is this one officer, these could be multiple.

12:24

Uh currently the agreement is just one okay.

12:26

Uh I don't know what the discussions are for expanding it in the future.

12:31

Any other questions from board members?

12:34

No, all right.

12:35

Uh, thank you for the information.

12:37

I will move we make a motion to approve that for the uh second.

12:42

All in favor say aye.

12:43

Aye.

12:44

Same sign opposed.

12:45

It is approved.

12:46

Thank you.

12:47

Thank you very much.

12:48

Next up we have the continuing growth of the fire department.

12:54

Deputy Chief Kim Garrett.

12:56

Good afternoon.

12:58

Uh first of all, the fire department would like to accept a donation.

13:00

This is not on the agenda, I'm gonna speak this in.

13:02

We would like to accept a donation from our Evanville Firefighters Foundation for uh a germal toolkit, some spare batteries to go along with that, and cutting disc to uh use for that Dremel kit.

13:17

Okay.

13:18

Any questions?

13:19

No, I think it's very generous.

13:21

DREM.

13:24

Okay, if there's no questions, no concerns.

13:27

I move we make a motion to approve that donation.

13:30

I will second.

13:31

All in favor say aye, aye.

13:32

Same sign opposed as approved.

13:34

Thank you very much.

13:35

Appreciate that.

13:36

Uh next, we would like to request open bids for the fire station uh number one, and I think that's actually a roof project.

13:43

It says renovation, but I believe that's the roof project.

13:46

Yeah, roof renovations, yeah.

13:48

And we have the bids with us.

13:50

Okay, so uh we'll make a move to make a motion to approve the opening of those bids.

13:55

I will second.

13:56

All in favor say aye.

13:57

Aye, same sign opposed.

14:00

All right.

14:01

Uh, and then we also to uh would like for you guys to re-ratify the cop crosswalk contract.

14:06

I believe that was just uh uh approving you've already executed it.

13:59

Yeah, we just made some tweaks to it.

14:14

So I just want to get it ratified.

14:15

Um so if you guys just make a motion approving or ratifying your approval of the crosswalk health agreement, crosswalk health, yes, yes.

14:28

Okay, any other questions before I make the motion, all right.

14:35

I will move we make a motion to ratify those changes to the crosswalk contract.

14:41

All in favor?

14:42

I will second.

14:43

Excuse me.

14:43

All in favor, say aye.

14:45

Aye, same sign opposed.

14:47

That is approved.

14:48

Great, thank you.

14:50

And lastly, we would like to request approval of a sponsorship agreement with Deaconess Hospital.

14:57

Okay, any questions on that?

14:59

That sponsorship, what does that entail?

15:02

Sponsorship of our ambulance.

15:03

Chief, do you want to elaborate a little bit?

15:13

Tony Knight, fire chief.

15:15

So as we began developing the ambulance service for the city of Evansville, uh, we've started working closely with the two hospitals that serve this community, both Deaconess and Ascension.

15:25

Uh Deaconess came to us and requested that we be there that they be our uh supervising entity, so they are our alignment where we they give us basically our medical direction for operations.

15:38

So our medical director is service through Deaconess Hospital.

15:41

They then came to us again with another idea of becoming a sponsoring entity for the ambulance service, which will generate funds for the ambulance service that goes to paying back that startup costs, and in return, their name is placed on the ambulances on the sides of the ambulance.

15:58

So, what if somebody wants to go to ascension?

16:01

We by state law, we are required to take all patients to their hospital of choice.

16:06

Okay, it does not matter what is set on the side of the ambulance.

16:08

Okay, thank you.

16:09

That that's an important answer to that question.

16:12

Yes, any other questions on that?

16:15

No.

16:16

All right.

16:16

Based on the information we've just received, I will move.

16:19

We make a motion to approve the agreement with Deaconess Hospital's sponsorship.

16:24

I will second.

16:25

All in favor say aye.

16:26

Aye.

16:27

Same sign opposed.

16:29

Thank you very much.

16:31

You good?

16:31

Yep, it's a good question.

16:33

Ready for the uh the bids, bid openings?

16:35

Let's just circle them back.

16:37

All right, so this is related to IFB 011-02-2026 related to the EFD Fire Station 1 roof renovations.

16:46

We have two bidders.

16:48

The first is Lehman Roofing, their base bid is $395,000.

16:55

Their unit price is listed as three dollars per square foot.

17:01

The second bidder is Midwest Roofing and Sheet Metal.

17:06

Their base bid is 277, 777, and their unit price is listed at $4.25.

17:18

Interesting.

17:26

Uh lehman roofing.

17:29

Midwest roofing and sheet uh sheet metal.

17:39

God, that's a lot of money.

17:42

Take those under advisement.

17:43

Yeah, we'd like to take those under advisement.

17:45

What was midwest's initial 2777?

17:50

2777.

17:52

At 425, square.

18:03

Are you going to take those under advised?

18:06

Yeah, yeah, yeah.

18:07

We'd like to take that under advisement.

18:09

Approving, then taking it under.

18:10

Alright, we will uh we will be taking the they'll be taking the bids under advisement.

18:15

So I move we make a motion to approve the taking the bids and taking them under advisement.

18:21

Thank you very much.

18:21

And I'll let you do that.

18:24

Aye.

18:24

Aye, same sign opposed.

18:26

Thanks.

18:27

It is approved.

18:35

Okay.

18:37

That I believe is it with uh fire department.

18:40

Let's go to building commission.

18:42

Kim Josie.

18:29

Hello.

18:44

Today we're requesting to award demolition bids on the following properties.

18:49

This is subject to final review and sign off by legal.

18:52

413 South Bedford Avenue.

18:55

This is a house and garage at this location.

18:58

620 East Blackford Avenue, a house.

19:01

316 Cass Avenue, a house, 1205 Harriet Street, a house.

19:06

1513 West Missouri Street, a house.

19:09

906 West Oregon Street, a garage only.

19:12

2020 Ravenswood Drive, a house, and 1110 Reed Street, a house.

19:18

Okay, so the bids that we have set in uh on the agenda, they've been accepted.

19:25

At least they're the low bids.

19:28

Yes.

19:29

And then we would before the your group has approved those, we would be approving them.

19:36

Is that what uh so they've they've prepared them, sent them through the process.

19:40

It's gotten a legal.

19:41

I just haven't had a chance to finalize my review.

19:43

So in order to keep this moving, we're just asking that you guys go and approve, subject to legal's final uh sign off, and then I'll sign the calf, and then we'll get it over to Curtis to send a you know uh sign, Ken, and then we'll be good to go.

19:55

I just want to make sure for the record we're we're clear on that.

19:59

Anyone have any questions on these bids before we all right?

20:03

Then I will move we make a motion to approve these subject to final approval of legal.

20:10

And uh I will make that motion.

20:12

I will second.

20:13

All in favor say aye.

20:14

Aye, aye, same sign opposed.

20:17

Is those are approved?

20:20

Thank you.

20:21

Thank you.

20:23

All right, now Sergeant Nick Winsett.

20:25

Sorry, I took a couple away from you, but so I guess we will uh go to uh item C there.

20:34

Um American Legion Post uh three hundred three fifty four request approval of their tri-state line dancers community closing or community closing chestnut from walnut to the American Legion uh post 354.

20:49

This would be Saturday, August 1st from 3 p.m.

20:52

to 8 p.m.

20:53

Uh the purpose is community fundraiser for the post and barricades are requested.

20:58

And what street do they want to close?

21:00

It's it's right there close to where the the American Legion is.

21:05

Um chestnut from walnut to the American Legion post.

21:09

So it's just right there that block where it's at, yeah.

21:12

And I don't know if you know that intersection, it's kind of a it's got a weird looking, yep, yeah.

21:16

Like a wedge?

21:17

Yeah, like a wedge.

21:18

Yeah.

21:19

Is this the first time they've done that?

21:21

This or is it?

21:21

To my knowledge, it is.

21:23

I don't think we've had any.

21:24

I've seen the line dancers.

21:26

They've had stuff there before, I think, but just not this particular type of event.

21:30

And uh they are pending COI.

21:32

So if the board approves, please make it uh conditional on uh receiving a ballot COI.

21:38

Pending C UI.

21:39

Okay.

21:40

Is that the legion where there's trouble sometimes though?

21:44

In the past we've had yeah, some issues.

21:46

I I don't know if we've had anything in a while, but in the past we've had some issues.

21:51

Yeah, that's well, it ends at eight, usually problems arise after that.

22:00

Well, hopefully this will keep it.

22:02

Yeah, all right.

22:04

Any other questions, concerns?

22:07

No.

22:07

Then I will uh move.

22:08

We make a motion to approve the American Legion Post requests pending COI or certificate of insurance.

22:17

Gonna second, all in favor say aye.

22:19

Aye.

22:19

Same sign opposed.

22:22

It is approved.

22:23

Thank you.

22:24

Next.

22:25

Next item uh children's museum of Evansville request approval of their CEMO back to school event.

22:31

It's to be closing 5th Street between Locust and Maine.

22:35

It'll be Saturday, August 15th from 7 a.m.

22:37

to 10 p.m.

22:38

Uh the purpose is back to school, back back to school concert.

22:42

22:46

Actually, that I received a CO1 for that.

22:49

So I'll say good.

22:50

CRI is in.

22:53

Any questions on that one?

22:55

No, all right.

22:55

Then I will move.

22:56

We make a motion to approve children's museum.

22:58

And I will second.

22:59

All in favor say aye.

23:00

Aye.

23:01

Aye.

23:01

Same sign opposed.

23:02

24:06

Actually, I want to correct myself.

24:08

Uh Aaron did approve it this morning.

24:10

So COI is approved.

24:12

24:14

And the last one.

24:15

Uh item F, excuse me, six strings on Franklin requests approval of their six strings nineties Beer's tube event.

25:01

Road construction.

25:02

We don't have an engineer.

25:03

It's not here today.

25:04

I just I all I I Googled it and as far as the construction, I really couldn't speak to that.

25:11

I just know that from my point of view looking at it, it's it's it's just in between the buildings.

25:17

It's not gonna be a main or I don't I don't see where it'd be an issue.

25:21

Now again, I can't speak to the construction.

25:24

Because it's not actually on Franklin, okay.

25:28

Yeah, it's right there in between uh Franklin and Michigan.

25:33

Um and I I it's not even the entire block, sounds like a half block, all right.

25:37

So matter of fact, there's an alleyway.

25:40

Yeah, so I I don't think it's gonna be a problem with the construction.

25:44

Any other questions on this?

25:46

No.

25:46

Then uh I will delay it no longer and move.

25:50

We make a motion to approve six strings on Franklin request.

25:53

Oh second.

25:54

All in favor say aye.

25:56

Aye, same sign opposed.

25:58

It is approved.

25:59

26:09

Uh closing requests approval of the following closing lane restriction, one northbound and one southbound lane.

26:16

Fulton, uh in front of Germania Manicor, also the back alley that runs from the Fountain Avenue south to the east-west alleyway behind Germania Manicor.

26:27

That's thirteen August 13th through the 15th for safety of patron of Germania Manicor event.

26:34

I think we've had these requests in the past.

26:36

So it's pending COI, so uh I will move.

26:40

We make a motion to approve Germania Manicor pending the COI.

26:43

I will second.

26:44

All in favor say aye.

26:45

26:46

Same sign opposed.

26:48

And it is approved with the ayes.

26:52

Next up, closing one main street one main street between Riverside and Northwest First Street.

27:00

Santa Mark Corporation, David Armstrong, wind Thursday, July 16th from 8 to 4 p.m.

27:08

27:09

A crane set up to lift roofing materials to roof of building closing lane restriction east.

27:16

That's a typo.

27:17

My uh formatting got messed up.

27:19

It just ends at the uh roof, and I'll explain the other one here in a second.

27:24

Okay.

27:26

And that is uh July 16th from 8 a.m.

27:29

to 4 p.m.

27:30

27:43

Aye, same sign opposed, and it is approved.

27:48

Next up, uh parking spaces.

27:51

Actually, uh this the next one should be C and basically uh they want to close or have a lane restriction east walnut, close to South Fairs Avenue.

28:02

Ublore Tree Service, J Uber, the time between July 10th and July 17th, uh sometime in that time frame, and they'll only gonna restrict traffic for three to four hours.

28:14

They're removing a large dead tree on South Fairs that's overhanging the sidewalk on Walnut Street, and they don't anticipate really um being in the street, but they're afraid that if a limb falls, right, that uh you know it could hit a car or something like that, and this is just an extra safety buffer.

28:33

But three to four hours, he says is a very conservative or very liberal time estimate.

28:40

He didn't think they'll be over one or two hours, actually.

28:44

Okay.

28:46

Any questions on that?

28:47

No.

28:48

Then I will move.

28:49

We make a motion to approve uh the tree service request.

28:52

I'll second.

28:53

All in favor say aye.

28:54

Aye, same sign, opposed.

28:56

That is approved.

28:58

And then we go to parking spaces between 2 09 and 2 23 Main Street.

29:04

Wednesday, August 12th from 12 p.m.

29:07

to 6 p.m.

29:09

River City Coffee and Goods.

29:12

The purpose parking for two food trucks for 8 1 2 day block party or 8 12 day block party, uh and the 812 812 run club and River City Evansville.

29:29

Two food how many how many parking spaces is that?

29:33

They want to park two food trucks and then have um I think she said that maybe there's another like small trailer that's gonna be selling goods out of it.

29:43

So just the two food trucks and that one other vehicle.

29:47

Um so two, three spaces.

29:49

I don't know how many spaces are between in that block.

29:53

Yeah, there's that's premium parking, yeah.

30:00

Any other questions or concerns on that?

30:02

I don't know.

30:03

I mean, I mean it is a limited time event, so 12 to 6.

30:11

Yeah.

30:13

They'll be out of there and and they'll open up for the evening.

30:16

So I I will uh if there's no other concerns or questions, I move we make a motion to approve that for River City and Goods.

30:24

All in favor say aye.

30:26

30:28

30:49

Uh formally, GIS, yeah.

30:53

So we just need to approve it.

30:55

Yes, verbally by vote.

30:57

Okay, so I'll move to make a motion on this consensus vote for approval.

31:02

I will second.

31:03

I will second.

31:04

All in favor say aye.

31:05

31:06

31:10

32:07

All in favor say aye.

32:08

Aye.

32:09

Same sign opposed.

32:10

They are approved.

32:11

The next is a renewal massage envy or CSO massage at 6501.

32:17

East Lloyd Expressway Suite 16.

32:20

24 employees, 12 tables, zero shower stalls, and all the massage therapists listed in the agenda.

32:28

All have been verified as massage therapists and their licenses are current.

32:33

Evansville Board of Public Safety Meeting - July 8, 2026

The City of Evansville Board of Public Safety held its 13th scheduled meeting of the calendar year on July 8, 2026. The board considered a continuation of a street event, approved multiple special event permits, accepted departmental reports including memorandums of understanding for school resource officers, authorized a donation and bid openings for the fire department, awarded demolition bids, approved several street closures and lane restrictions, and granted massage therapy licenses.

Discussion Items

  • Todd Early (Tiki on Main) request for continuation of Jeep Nights: Todd Early, representing Tiki on Main at 524 Main Street, requested continuation of Jeep Nights for the rest of the summer after a two-week trial. He reported zero incidents and no calls from the Renaissance during the trial. A board member raised concern about motorcycles parking on the sidewalk near Tiki's patio, despite 'no parking' signs. Early stated he monitors the event and has a security guard. Captain McQuay of EPD noted that if parking violations occur off Tiki's property, citizens should call 911, but parking enforcement is low priority at night. The board approved the continuation with a reminder to keep the event under control.
  • Todd Early request for amendment to Tailgate Revival event: Early requested an amendment to the approved Tailgate Revival event on Saturday, September 26, 2026, to close an additional block of Main Street (between 6th and Martin Luther King Jr. Boulevard) for the ten-year anniversary and fundraiser. The board had previously requested a detailed schematic, which Early said he emailed but the board hadn't seen. The item was tabled until the schematic is received.
  • Tiki on Main event permits (two): Sergeant Nick Winsett presented two Tiki on Main requests: (1) River City Classic USI vs. UIW basketball game event closing 5th and 6th streets, and (2) IU vs. Western Kentucky overflow event closing Main Street between 5th and 6th on a Sunday from 10 a.m. to 9 p.m. (game at 2 p.m.). Both were approved by the board.
  • Evansville Police Department – Memorandums of Understanding: Captain John McQuay presented two MOUs: (1) with Evansville Vanderburgh School Corporation (EVSC) for school resource officers (standard sworn officers), and (2) with the Catholic Diocese of Evansville for a school resource officer position that is a part-time, sworn but not under the collective bargaining agreement, possibly a retiree, for 28 hours per week during the school year. Both were approved.
  • Evansville Fire Department – Donation and Contracts: Deputy Chief Kim Garrett announced a donation from the Evansville Firefighters Foundation for a Dremel toolkit with spare batteries and cutting discs. Approved. The department also requested to open bids for Fire Station 1 roof renovations (IFB 011-02-2026). Two bids were received: Lehman Roofing – base $395,000 with unit price $3/sq ft; Midwest Roofing and Sheet Metal – base $277,777 with unit price $4.25/sq ft. The board took the bids under advisement. Additionally, the board ratified changes to the Crosswalk Health contract and approved a sponsorship agreement with Deaconess Hospital for the ambulance service. Fire Chief Tony Knight clarified that Deaconess provides medical direction and will have its name on ambulances, but by state law patients can still choose Ascension.
  • Building Commission – Demolition Bids: Kim Josie requested approval to award demolition bids for eight properties (houses and a garage) subject to final review by legal. Approved.

Meeting Transcript

All right, I'd like to welcome everybody to the uh City of Evansville Board of Public Safety meeting. It's our thirteenth scheduled meeting of the calendar year. Before we get started, would you all rise for the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and Kendrick Public for which is why nation under God, indivisible with liberty and justice for all. All right. First up, we will go to, I believe Todd Early would like to address the board. Todd, if you'll give your full name and address for the record. Yes, uh Todd Early from Tiki on Main at 524 Main Street. Okay. Yes, so uh you the board had to ask me to come back in two weeks after the Jeeps on Maine, uh to see if we can continue that for the rest of the summer. So I was wanted to ask the board if that can be continued. Have you had any incidents or issues? I mean, we have not heard of any zero. We had zero incidents, uh no calls from the Renaissance. So I don't know if you've gotten any contacts from them about the Jeep nights. I've not I will say that um I was at Tiki on Friday, and there were um five motorcycles lined on the sidewalk, okay. So right next to the door. I don't know how we can control that because that's not our basically not our property. I mean, we can't they can park two blocks on the sidewalk. We can't go over there and tell them they can't park there. So I don't know how we can control that. Yeah, that's no longer them since now they're just doing jeep nights. So um, I think in that scenario, if you see that just call 911, have them go out and issue a citation. But you're not telling them they can park on the side. Actually, uh we have signs on both sides of our patio that says no parking. So uh as far as that goes, that's about it. So yeah, they were parked right next to your patio. That's but the signs are there. The signs are there, it says no parking, and I don't know if we can how much we can police that. Yeah, I think in the future, um yeah, if people see it, just call 911. So, uh along that line along that line. I um when I go down Franklin Street, there's bikes parked on the sidewalk there too. And their businesses aren't telling them they can't park there either. So I don't know how they can police. I don't know how we could do that as well. I mean, we can go out there and tell them they can. I was gonna mention it to you, but I don't you are I don't think you were there Friday. It was a different. Not Friday night. Captain McQuay, do you have any thoughts on it? Uh no, just basically uh what council already addresses if if somebody sees that then if it's not on uh tiki's property, then they just need to call police and I would like to say we'll get right out there and handle it, but depending upon the time of night parking enforcement usually ranks fairly low in uh the things that we have to deal with. But we can uh we can try to get our officers to swing through there when they're not actually doing anything and take a look at it. Okay. Any other questions? Well, I'm not sure. Oh, so how was your response to Jeep night? Well, the first night was we had uh seven Jeeps. Okay. Okay. So uh we're getting there.
