0:24

0:28

Motion to approve.

0:29

I'll second that.

0:30

All in favor?

0:31

Aye.

0:32

Aye.

0:35

Moving on to new business.

0:38

First up, the City of Evansville Finance requests approval of a contract with Lopardo Energy LLC, a consultant to provide municipal procurement consulting services aimed at strengthening purchasing operations, improving vendor management, increasing efficiency, reducing costs, and supporting long-term procurement strategy.

0:58

Total contract amount is not to exceed 294,750 annually.

1:05

Dashnay Streeter, Director of Purchasing.

1:08

What else can you tell us?

1:09

Good afternoon, members of the board.

1:11

This is a again, it's a consultant agreement.

1:15

Um Leopardo is a firm and they've um proposed different ways that we can essentially save money for the city.

1:22

Um one of their items were a consortium review, um, which is where they'll compare pricing across multiple consortiums to ensure we are receiving the best prices possible.

1:32

And they will also uh review the incumbent consortium vendors just to ensure that we are receiving those discounted pricing.

1:40

Um items that they've identified were office supplies, small tools and equipment, and then contractual services.

1:47

Um they're also looking at uh reverse auctioning, which is a competitive bidding process where vendors compete to offer the lowest price for the product or services being procured.

1:58

Um instead of buyers bidding up prices, they will essentially be bidding down and trying to compete and give the best price possible for the services that we are requesting.

2:09

Um we're looking at that for waste removal, chemicals and oil and fuel.

2:13

Um then last is the RFP and RFQ, which is something we are familiar with.

2:18

Um these are items that um don't require formal bidding process.

2:24

However, we could uh benefit from uh cost savings by entering a price agreement for things like polymers, sludge removal operations, uh plant natural gases, and professional services.

2:37

Outstanding.

2:38

Are is there a range of cost savings that is seen as as likely or like a goal?

2:43

Is there a goal of cost savings or a range of a goal?

2:46

Um yes, and I do not have those figures right in front of me, but it's upwards of $300,000 a year, is what they're saying.

2:52

And um after the first month of getting this implemented, we should start seeing savings.

3:01

I have a question.

3:04

How many years is this?

3:07

Because it says 294,750 annually.

3:10

Is this a one-year?

3:11

Correct.

3:12

Or is it multiple?

3:13

So it is a one-year agreement, and there is the ability upon mutual agreement of the parties to extend if needed.

3:20

Um I don't right now, this is like a trial basis.

3:24

We would like to see um what we can do with this and what purchasing can learn from them and what we can implement into our processes and create how-to's for um the purchasing department's future use uh independently.

3:35

So um I can't say that this is an agreement that we intend to long term, however, um right now we have agreed to a single year.

3:44

Gotcha.

3:45

And then I heard you say 300,000 annual cost savings.

3:50

It looks like a wash because the contract is approximately 300,000, but what you're saying is we're it in in the hypothetical that we do one year with them and identify 300,000 annually, then that savings keeps happening year after year, even though this consulting agreement would zero out and go away.

4:08

That's my understanding.

4:09

And again, um what one of the things I am excited about this consultancy program is um the things that we can learn from them.

4:16

And um I have also one of the things that I inquired about is the ability for me to work hand in hand with them so that I can retain and see how they are doing everything and then get get ideas from them and take those on as well for future use at the department level.

4:30

Super.

4:31

Any other questions from the board?

4:33

4:34

5:01

Funding has been appropriated in the 2026 computer services budget.

5:06

This software expires July 21st, 2026.

5:10

It is critical to renew the software to rem to maintain our cybersecurity protections.

5:15

Cisco only requires payment through an authorized Cisco vendor to continue the service.

5:21

PDT is an authorized Cisco partner and provided the attached quote to renew the services.

5:29

So this request is to authorize the expenditure of the budgeted funds to maintain our EA with Cisco.

5:36

Total cost $963,667.10.

5:42

The city portion of that is 481,833 and 55 cents.

5:56

Put in a lot of tricky words to try to trip you up.

5:59

Good.

5:59

You didn't fall to that.

6:02

So yes, that portion, that amount will also be broken up just to clarify that 480 uh 1,000 will be broken up over a five-year period invoiced in annual amounts of about $105,000 or about 90.

6:16

I think it's actually in the $97,000 range.

Understood.

7:42

Any questions from the board?

7:57

And this is related to Phoenix Apartments.

8:00

Yes.

8:01

We are helping with Hope of Evansville to be able to purchase.

8:04

This is part of their funding that they need to purchase the apartments so that then they can turn it into rehabit and turn it into affordable housing.

8:14

And this is approval of a developer agreement, not the funds to purchase.

8:19

Correct.

The mortgage fee piece of the mortgage piece.

10:19

What we do is we put a mortgage on the property.

10:21

So if the property owner sells before five years is up, then we can go back and collect it.

10:27

Then it's forgiven at a rate of 20% per year at the end of five years.

10:32

It's 100% forgiven.

10:34

Eight units.

12:24

Any questions from the board?

12:26

No.

12:27

I just have a random question for Affordable Housing Trust Fund.

12:30

Is there a cap on what an entity can request?

12:36

Okay, so if it's an entity, my understanding is an entity versus a homeowner.

12:41

An entity it goes through City Council.

12:43

So we can make a you know make a request that they allow us to use those funds going back to Memorial or another corporation.

12:53

House homeowners, normally we try to help as many as we can.

12:58

So it really I think that depends on the circumstances.

13:01

And then the Affordable Housing Trust Board then will look at those applications and kind of go from there.

13:06

Got it.

13:07

Thank you.

Meeting Transcript

We will call this meeting of the Board of Public Works to order. We'll start with the old business. Can I get an approval of the July 9th BPW minutes? Motion to approve. I'll second that. All in favor? Aye. Aye. Moving on to new business. Total contract amount is not to exceed 294,750 annually. Dashnay Streeter, Director of Purchasing. What else can you tell us? Good afternoon, members of the board. This is a again, it's a consultant agreement. Um Leopardo is a firm and they've um proposed different ways that we can essentially save money for the city. Um one of their items were a consortium review, um, which is where they'll compare pricing across multiple consortiums to ensure we are receiving the best prices possible. And they will also uh review the incumbent consortium vendors just to ensure that we are receiving those discounted pricing. Um items that they've identified were office supplies, small tools and equipment, and then contractual services. Um they're also looking at uh reverse auctioning, which is a competitive bidding process where vendors compete to offer the lowest price for the product or services being procured. Um instead of buyers bidding up prices, they will essentially be bidding down and trying to compete and give the best price possible for the services that we are requesting. Um we're looking at that for waste removal, chemicals and oil and fuel. Um then last is the RFP and RFQ, which is something we are familiar with. Um these are items that um don't require formal bidding process. However, we could uh benefit from uh cost savings by entering a price agreement for things like polymers, sludge removal operations, uh plant natural gases, and professional services. Outstanding. Are is there a range of cost savings that is seen as as likely or like a goal? Is there a goal of cost savings or a range of a goal? Um yes, and I do not have those figures right in front of me, but it's upwards of $300,000 a year, is what they're saying. And um after the first month of getting this implemented, we should start seeing savings. I have a question. How many years is this? Because it says 294,750 annually. Is this a one-year? Correct. Or is it multiple? So it is a one-year agreement, and there is the ability upon mutual agreement of the parties to extend if needed. Um I don't right now, this is like a trial basis. We would like to see um what we can do with this and what purchasing can learn from them and what we can implement into our processes and create how-to's for um the purchasing department's future use uh independently. So um I can't say that this is an agreement that we intend to long term, however, um right now we have agreed to a single year. Gotcha. And then I heard you say 300,000 annual cost savings. It looks like a wash because the contract is approximately 300,000, but what you're saying is we're it in in the hypothetical that we do one year with them and identify 300,000 annually, then that savings keeps happening year after year, even though this consulting agreement would zero out and go away. That's my understanding. And again, um what one of the things I am excited about this consultancy program is um the things that we can learn from them. And um I have also one of the things that I inquired about is the ability for me to work hand in hand with them so that I can retain and see how they are doing everything and then get get ideas from them and take those on as well for future use at the department level. Super. Any other questions from the board? No. No.
