Um, for one thing, the because of this council and other councils, over the years, we have pushed forward for the Mercury Road Corridor to be a number one priority.

I remember the days when it wasn't as much support.

But thanks to this council and previous councils, I'm happy to announce that there's a lot of progress that's going on the Merks and Roll Corridor.

And because those of us that directly uh represent the recorder, um, Councilwoman Jensen, Councilmember Ben Teddy, Benatelli, and Councilmember Ingram.

Um, we will be having a Mercison Roll special projects meeting where all of the projects that's going on within the Mercury that the City of Fairville is involved in, financial assistance that the City of Fairville offers small business owners, along with uh Fairville State University being a part of that presentation.

During the war, they served as fighter pilots, artillery men, combat engineers, signal men, and infantrymen.

But more often than not, their innate skills, courage, and dedication to duty were overlooked or ignored.

Fayetteville City Council Regular Meeting – February 13, 2023

Public Comments & Testimony

Seven speakers addressed the Council:

  • Rick Iwanski urged accountability, transparency, and reform regarding mental health response, citing available grant funding and the HEARTS program data. He quoted Habakkuk to emphasize the need for action.
  • Thureta Chance petitioned for city water and street lights on Moody Street, noting she pays for street lights out of her disability check. She expressed frustration with PWC charges for sewer without water service. The City Manager explained that Moody Street is in an unincorporated "donut hole" requiring a voluntary annexation petition.
  • Brian Mello described a lack of water at his residence since December 6, 2022, due to his landlord turning it off. He reported a cycle of referrals between code enforcement and the health department. The City Manager promised follow-up.
  • Angela Titan Milloy criticized the proposed hiring of a $71,400 assistant for the City Manager, calling it an institutional approach rather than a community-based solution. She advocated for the Office of Community Safety (OCS) and cited the HEARTS program as a model.
  • Jose Cardona proposed a bullet control system using rubber bullets and ballistic signatures to aid crime prevention.
  • Sean McMillan called for the establishment of a civilian-led Office of Community Safety, citing police violence cases and statistics showing FPD is among the most lethal in the state. He urged the Council to follow Greensboro and Durham's example.
  • Christian Mosley questioned the annexation of land without tangible benefits for the black community, mentioning historical land theft and discriminatory covenants. He demanded ownership opportunities for residents.

The only item of business was the appointment of a Public Works Commissioner. Councilmember Benevente nominated Joe Helichek. The vote failed 4–5 (Benevente, McNair, Hondros, Jensen in favor; Colvin, Banks McLaughlin, Dawkins, Hare, Thompson opposed). Councilmember Banks McLaughlin then nominated former Councilmember Ted Mohn. That vote failed 3–6 (Banks McLaughlin, McNair, Jensen in favor; Colvin, Hondros, Benevente, Dawkins, Hare, Thompson opposed). Councilmember Benevente moved to reconsider Helichek; the vote again failed 3–? (only Benevente, McNair, Jensen in favor). Councilmember Hare nominated Christopher Davis; that motion also failed 4–5. No appointment was made before the meeting adjourned.
