Summary of Proceedings

City Council Regular Meeting - April 24, 2023

The Fayetteville City Council met on Monday, April 24, 2023, at 7:00 PM in the Council Chamber. The meeting included recognitions, a proclamation for Genocide Awareness and Prevention Month, several public hearings, and significant discussions on tax collection agreements, the Community Police Advisory Board report, additional polling locations, and a proposed charter amendment. Votes were taken on all major items.

Consent Calendar

  • Approved meeting minutes from April 3 and April 10, 2023.
  • Approved consent agenda with the exception of Item 7.01 (Interlocal Cooperation Agreement for Tax Collection), which was pulled for separate discussion.

Public Hearings & Testimony

  • AX23-01 (Annexation & Initial Zoning): One speaker registered but did not offer testimony; hearing closed without public comment.
  • SN23-001 (Street Renaming): A representative from the Fayetteville-Saint Avold Friendship Alliance spoke in favor of renaming Walter Street to Saint Avold Avenue, noting the 30th anniversary of the sister city relationship and the existing Avenue de Fayetteville in Saint Avold, France.
  • 2023-2024 HUD Annual Action Plan: No public speakers.

Discussion Items

  • Interlocal Cooperation Agreement for Tax Collection (Item 7.01): Assistant City Manager Jeff Yates presented the agreement, which increases the city's payment to Cumberland County for property tax collection from approximately $285,000 to $820,000 annually. Several council members expressed frustration with the timing and the county's method of calculation, but noted that collecting taxes independently would be more expensive. The council voted to authorize the city manager to execute the agreement.
  • Community Police Advisory Board (CPAB) Annual Report: Reverend Dr. Perkins, board chair, presented the board's first-year activities and goals for the upcoming year. Council members discussed the board's limited public engagement and its lack of attention to police use-of-force data and lawsuits. The report was accepted over opposition from Councilmembers Ingram and McNair.
  • Additional Polling Location: Councilmember Hare moved to add Cliffdale Recreation Center as an early voting site for the November 2023 municipal election, citing high turnout at that location. The motion passed unanimously despite a suggestion to also consider College Lakes Recreation Center.
  • Charter Amendment Discussion: Councilmember Thompson moved to not proceed with changing the city charter to four-year staggered terms. After debate, the motion passed 9–1, with Councilmember Benevente voting no. Councilmembers noted that the public had clearly expressed opposition during the April 10 public hearing.

  • Accepted Community Police Advisory Board Annual Report (vote carried with opposition).
  • Adopted Annexation Ordinance for 1530 Middle River Loop (unanimous).
