As you know, um last Friday, January 13th, in my role as the city's director of emergency services, I declared a local state of emergency.

The governor had already done so on behalf of the state on January 4th, and the county's chief of emergency services had done the same on December 31st.

Just by way of background, beginning at the end of December 2022, a series of severe winter storms began pounding California, bringing wind, rain, flooding, and extensive damage to much of the state.

These storms also brought damaging high winds, uh substantial precipitation, and localized flooding in our own city with particularly challenging conditions accelerating from January 4th, 2023 onward.

The storms caused significant damage throughout the city, including to city facilities and required extraordinary responses.

And thank you again to our outstanding city personnel by city employees to protect the public's health and safety.

At the time I declared the state of emergency, it was forecasted that additional and continuing storms related to this series of atmospheric river systems would bring strong winds, heavy rainfall, and localized flooding again to the city for several more days, and we expected more damage, um, more falling debris, down trees, and localized flooding.

Um storm damage is critical to city infrastructure and resources and can present a condition of extreme peril to the public's health and safety.

So I am today asking that you pass and adopt resolution number 10981, a resolution of the city of Folsom ratifying existence of a local emergency.

And once and if you do that, I would further respectfully ask for consensus direction from you to return with an item at your regular city council meeting on Tuesday, January 24th, to rescind that state of emergency.

We are looking at reasonable weather for the next 10 days or so at least, allowing our intrepid city staff to catch up a bit, and I do feel it would be appropriate to rescind on Tuesday if you are in agreement.
