The City of Fort Worth Department of Code Compliance has requested a public hearing for this commission to determine whether each structure on the agenda is substandard and/or hazardous to determine whether the owners of the properties on the agenda have allowed the accumulation of debris in violation of the code of the city of Fort Worth and to issue orders directing the owners of the properties to correct these conditions within a specified time frame.

Please note the commission cannot make determinations as to the highest and best use of the land, nor can the commission determine whether the existing land use is compatible with adjacent neighborhoods.

These issues should be addressed with the planning and zoning commission.

The commission can only consider evidence presented for its review.

If you are requesting more than 90 days to comply with an order, you should present a written action plan with specific timelines.

A ruling will be made based on the preponderance of evidence presented by the owners, lien holders, mortgagees, or duly authorized representatives having power of attorney, interested parties, interested groups, and city staff.

Inspection was conducted on March 4th, 2025 with permission from the owner.

The primary structure is currently in a substandard and hazardous condition due to severe fire and heat damage to the interior and exterior, broken windows with glass shards remaining, the roof structure completely missing from fire damage, facial and sofit chart with breaches, frame siding breached in certain areas, electrical system compromised by fire and heat damage.

Structure is exposed to the elements from missing roof.

There are other conditions that contribute to the structures being in violation of minimum building standards ordinance, and they can be found on the included instruction structure inspection report.

I have spoken with the owner via phone and text to inform me that they are going to rebuild the home.

There are six public schools, four city parks, and two churches within a mile of this location.

Staff recommends that the building standards commission declare the structure to be substandard and hazardous, that the owner be given 30 days to repair or demolish the structure.

I uh I got the ownership of this property and attended my first hearing here in September of 2025.

And at that point in time, y'all were saying demolish or bring it up to code.

And at that time I had a different uh code compliance agent.

Uh I've gotten a new one that I've met, and uh I appreciate his knowledge and and cooperation.

When I was here before, they said, Oh, well, you have to have a plan, and we had a handwritten one, and they gave me 90 days, and that took me to December, and I requested an amendment, and I was gonna have that heard in January.

Well, you know what happened in January.

We had a big ice storm, so that threw everything off.

Um so it was rescheduled to be heard in February, and I had travel plans and I requested a continuance, so that's why we're here today.

Uh in this time, um we have the first thing was to evict the tenant.

There was one in the house and one in an RV in the driveway.

So it took over two months to get that done, and the house was packed with all of his belongings.

Uh, and I mean packed, motorcycles, tools, you name it.

I mean, it was packed.

So we were able to get him out, both of the tenants, the RV removed, and moved, got a storage unit, and moved all of his possessions from the house into storage.

So, as I said, that that took over two months, but that didn't put us at a standstill.

As soon as we were able to get on the property, the trees were trimmed.

You couldn't even see the house from the street.

We trimmed the trees back, got rid of the bushes, the trash, got a big dumpster out there, and started getting rid of stuff.

So we didn't have any downtime.

We were determined to get this moving.

This house has been in my family almost a hundred years.

Uh my family uh took bought that house in 1932, and uh it's been in the family all this time.

My nephew had it, and then as the lien holder, he signed it over to me in lieu of foreclosure.

And uh I had no idea how bad a shape it was in, but as I said, we were determined to bring this house back.

Umce we got everything removed, which took a lot of our 90 days, um, we were able to get in there and see what needed to be done.

We took, we got bids, and what all everybody was saying was, well, you got to get the foundation done.

Okay, I don't have much time left.

I got a contractor, and uh a month and a half later, and about 20,000 spent on that foundation, and I got the foundation done, and I have uh turned in the engineer's report stating that it is good and safe at this point.

And after that, we've had our weather, you know that um we removed all of the floor joist, and I hope I'm saying everything right.

My son is here, Chris Wright is my general contractor, and so he may be able to explain some of this better, but all of the floor joists that were I mean, houses over a hundred years old.

Um, a lot of those had to be removed, and we replaced those, and that is this is homework.

This is a trailer going to Home Depot, getting the materials and and bringing it back and hiring people to help.

Contractors are expensive.

So in this time, we haven't been sitting still.

Uh we've been able to replace all of these floor joists with treated two by sixes, and I have to say they have been very well done.

Uh my son's a little particular, everything has to be just right.

Um so that's been done.

It's ready for, and actually, he's already put down uh part of the subfloor.

So during this time period, he put up temporary walls to support the ceiling joist, those were two by fours.

He's replaced those with two by sixes to give the extra strength to help support the roof, because the really the major part is the roof had collapsed at a certain point, and that you could see from the street, especially once he had trimmed everything back.

So we've been making progress continually, you know, even the weather permitting.

When we got the ice storm, we got a busted pipe, which wet underneath the house, which wasn't good for the foundation.

We've got we've been put on hold until the end of this month so that we could let the house settle for the foundation, and that's instructions from the foundation company.

It's got to settle before they can do the reshim to make sure everything is secure, so when we do siding, when we do any other build, including the roofing, can't be done until the house has settled and we've got the reshem done so that everything is gonna be on a good sturdy foundation.

So in this period of time, uh as of today or last night, um the foundation, the subfloor, the ceiling joist, uh all of these have been done.

Now from the outside, you can't really see that much.

And uh agent Young had come out to do his inspection and uh take some pictures, and when he came in, it was after the big rain, so we've got rain dripping in, you know, where the where the roof is, but we had buckets and stuff, so we were working with it, and the floor was out, we hadn't put the subfloor in yet, so you know he saw it at a bad time.

The uh the engineers report that uh we got after the foundation work was done.

It's uh the plan that uh our designer did shows the layout of the house, and we have we've pretty much gutted it and replaced all of the wood, the load-bearing wall, and there's still more to be done.

Uh course, back when they made those houses, they weren't 16 inches on center.

So they even had I know you guys have seen everything in the foundation up here and beam, the peers were actually pieces of tree trunks, like they took a big log and sliced it up, and they use those to be the peers for the foundation.

And um he's also got the uh the roofing estimate, and uh, and here's another area where if I say, okay, get me a roof, and they say, okay, we'll schedule you in, you know, and it's gonna be costly.
