15:40 Today is Tuesday, May twelfth, and I will call our meeting to order.
17:39 Passed with fifty-five point two nine percent of the vote.
17:56 Passed with fifty-eight point seven two percent.
18:09 Proposition K, failed with 55.07% of the voters voting against.
18:15 Proposition L failed with 50.65% of the voters voting against.
18:18 Proposition M failed with 57.66% of the vote voting against.
18:37 Proposition N passed with 69.22% of the vote.
18:44 Proposition O passed with 76.49% of the vote.
18:50 Mayor and Council, the certified results show that propositions G, I, J, N, and O were approved by the voters.
19:01 Propositions H K, L, and M were not approved by the voters.
19:09 Next will be the council district 10 special election and two candidates.
19:16 And Chris Jameson with 51.05% of the vote was elected to serve the remaining term for District 10.
19:31 Mayor and Council next will be speakers on the ordinance and resolutions for approving the canvas.
19:40 And then we will take action on each individual item.

19:57 Before the canvassing for the most recent election votes or final determined, let's be clear on one thing.
20:05 This wasn't a win for our city by any means.
20:09 Considering we are 49.3 million dollars in the negative for the physical year 2027 and operating costs.
20:19 This is a reflection once again of a bad governance by way of the mayor, see your city manager, and city council.
20:30 Also, the individual lied on Tuesday, May 5th, 2026 on the budget work session, which when she stated everything was passed by the voters.
20:44 And doesn't reflect the data currently reported by the Terran County Elections Commission.
20:51 I will make it a priority of mine, like I've consistently done to follow every dollar that's allocated from this massive fraudulent bond disguised as improvements for our city.
21:08 If if you feel proud about this fraud that's passed, shame on you.
21:14 In closing, I encourage all who work in various city departments that your positions are under threat by way of the city manager.
21:26 Why else would he require more power and control unless he's been influenced by outside sources or those who are doing or those who are doing things to undermine the city?
21:40 Be mindful of who you're talking to, and don't be afraid of being a whistleblower if you feel your misdeeds, if you feel misdeeds are taking place within your city department.
21:52 And again, um as it relates to this bond, it's only one proposition I support it, and that was proposition D, although it could have been more, should have been more, but I think you all used it as a means to get favorable means for the other propositions passing.
22:08 Um, I was against this bond totally, I will be against future bonds again.
22:14 Um I will ask you, Mayor, as the chair don't know how much longer you're gonna continue on the occupy their seat, but it would be considerate if you all would provide some type of information as to where this money is going because this is the third bond within eight years, Mayor Parker.
22:40 The third bond within eight years, we had a billion dollars plus.
22:44 The two previous bonds didn't do a thing for our city, and no one has anything, if they can show me that they did.
23:19 What I understand is that this is on the agenda.
23:23 It's got a place for us to sign up and speak.
23:26 I guess we have the reason the right to speak if there's something wrong.
23:31 That's what we're here for.
23:32 And this is my complaint.
23:34 I believe the charter and bond should be annulled.
23:39 Unless you have over 12% of the city voting.
23:44 And that is your fault.
23:46 There's only four percent.
23:47 I blame y'all for this.
23:48 Ninety-six percent did not vote in the May's second bond charter or election.
23:54 Like a publication by mayor and city council.
23:57 Now you see this billboard, that's developers.
24:00 They put up a constantly put billboards up bringing people into Fort Worth to sell.
24:06 They want to return on their money and billboards work.
24:09 You don't ever see a billboard up saying mayor and city council wants a pay raise.
24:14 I don't think you'd ever put that up there.
24:16 Now, on your meetings, the top left corner, this is all you put out.
24:20 Little sign says Fort Wharf meeting, you know.
24:24 Neighbors don't know anything because community centers do not have marquees.
24:29 And also, not only you don't want people to know, definitely you don't know.
24:32 I caught the assistant city manager removing my sign on the right that says vote no May the second.
24:38 I've seen a lot of your signs, Mayor Parker, and places like that, and during election day, along with Moon and a lot of other candidates.
24:44 Nothing wrong with that.
24:45 That's just letting people know as a website opposition.
24:48 If you want this to be a fair one, you rehold it, and you let opposition speak too, because this was a scam.
24:54 Just like when we added two more council members, the same thing back then.
24:59 They didn't advertise, they didn't put it on billboards, and that's where you're not doing.
25:03 But builders do, and also these builders sent me four rounds of postcards when they wanted to redo uh, well, like six hundred million dollars into the county convention center.
25:13 They sent out mails and mails that same vote yes, vote yes.
25:17 Council didn't even hold a charter meeting, nothing.
25:20 I only slid it through.
25:21 I only know about it because agent pointed it out.
25:23 That was a good catch.
25:26 You're not transparent, you're not to be trusted.
25:29 I think the whole thing should be done if you want to do it right, and you should put it on billboards and you should have more than 10% before you change anything.

37:50 Um, serving the residents of District 10 and prior to redistricting district four on the Fort Worth City Council has been one of the greatest honors of my life.
37:59 As I conclude my service, I do so with deep gratitude, tremendous pride, real optimism for the future of our city.
38:08 When I first ran for this office, I made a commitment to focus on the fundamentals that mattered most to the families and businesses in District 10.
38:16 Safer neighborhoods, better roads, strong public safety, responsible growth, economic opportunity, and above all, a city hall that listens and responds to residents.
38:29 Together, we made meaningful progress in every one of those areas.
38:36 Fort Worth is special because of its people.
38:38 District 10 is filled with hardworking, engaged, community-minded residents who care deeply about their neighborhoods and the future of the city.
38:46 It's been my privilege to advocate for you to fight for your priorities and help shape the next chapter of one of the fastest growing cities in America.
38:55 One of the defining challenges and opportunities of my Tom on Council was growth.
39:01 North Fort Worth has grown at an incredible pace.
39:04 For too long, infrastructure has struggled to keep up.
39:08 So we made it a priority to change that.
39:10 During my time in office, we helped advance more than 281 million in transportation investments and more than 137 million in critical water infrastructure by the city alone.
39:23 Those investments leveraged with hundreds of millions more from Tarrant County Techstone, our federal partners.
39:29 I want to especially thank Lauren Prier and the entire transportation and public works team for their leadership and religious focus on delivering these projects.
39:39 Also want to thank County Commissioner Annie Ramirez for his partnership, help moving critical critical infrastructure forward.
39:47 Today we deliver major improvements across far North Fort Worth from Golden Triangle and Avondale Hasslet, Heritage Trace, Bonds Ranch, and beyond.
39:55 We also advanced major water and sewer capacity projects.
40:15 We also made District 10 a major engine for economic development.
40:19 Together we help support and attract nearly three billion in investment, bringing thousands of jobs and strengthening Fort Worth's future.
40:26 That includes projects including including McMaster Car, ITS Logistics, L Textron, Embrier Ariot, MTU Maintenance, Mercedes Benz Financial Services, MP Materials, Adam Industries, Winstran, and more.
40:43 I want to thank Jessica Rogers and the city's economic development team, along with our partners at the Fort Worth Economic Development Partnership, including Robert Allen and Chelsea Griffith, for their work in bringing these opportunities to Fort Worth.
40:57 I also want to thank Fort Worth Aviation and our partners at Hillwood, whose long-term vision is help make Alliance one of the most successful economic corridors in the country.
41:11 District 10 has become a nationally recognized hub for aviation, logistics manufacturing, and innovation.
41:17 At the same time, we continue pushing for everyday needs residents asked for.
41:22 More grocery options.
41:24 Brought in two new Krogers, and uh we're now bringing in our second HEB.
41:31 More retail, more restaurants, and more services closer to home.
41:36 Public safety remains a top priority throughout my service.
41:40 It's our community grew.
41:41 We work closely with police and fire leadership to ensure services kept pace.
41:46 We supported the North Division Police Substation, expanded resources, and improved operations, helped reduce response times in all categories by more than 10%.
41:58 I specifically thank uh police chief Garcia, former Chief Neil Nokes, Deputy Chief Kanjura, and Commander Gory of North Division, uh our neighborhood police officers and programs like Code Blue for their commitment to keeping our community safe.
42:14 Also want to thank the men and women of Fort Worth Fire and EMS who serve with professionalism and courage every day.
42:22 We also work to ensure that growth is done the right way.
42:25 That means balancing development with strong neighborhoods, infrastructure parks, and quality of life.
42:30 I'm proud of our work on community investments like the Tinsley Track Park, Sandera Springs Library, and the Betsy Price Community Center.
42:38 I wanted to recognize Dave Lewis and the Parks and Recuration Team and Library Director, Dory Clock, her team for their work expanding these community communities across North Fort Worth.
42:51 But none of this happens alone.
42:54 I want to thank Mayor Parker for her leadership and partnership.
42:59 I'm grateful to my colleagues and past and present, especially to the late council member Gina Bivens for her service.

49:43 You showed up every day for our residents, and this district is better because of your work.
