City employees in today's proceedings are Deputy Code Compliance Director Shannon Elder, Superintendents Oscar Reyes, and Ty Kitchens, Supervisor Kenneth Young and Jason Pittman.
All represent code compliance and present supporting evidence for cases that are heard.
Executive Secretary Jerry Smith reads cases into the official record and coordinates the meeting.
Title Investigators, Avery Timmins, and Sit Lali Vasquez.
Senior Administrative Assistant Stephanie Gonzalez.
All provide administrative support to city staff.
Assistant City Attorney Elizabeth Borders provides information and legal guidance to city staff.
Assistant City Attorney Doreen Walters provides information and legal guidance to the commission.
Code compliance officers are in the front of the council chambers and will assist owners, lienholders, and/or citizens who wish to speak at today's hearing, and they are your liaison with this commission.
There is no interpreter for today's meeting.
The City of Fort Worth Department of Code Compliance has requested a public hearing for this commission to determine whether each structure on the agenda is substandard and/or hazardous to determine whether the owners of the properties on the agenda have allowed the accumulation of debris in violation of the code of the city of Fort Worth and to issue orders directing the owners of the properties to correct these conditions within a specified time frame.
Please note the commission cannot make determinations as to the highest and best use of land, nor can the commission determine whether the existing land use is compatible with adjacent neighborhoods.
These issues should be addressed with the planning and zoning commissions.
The commission can only consider evidence presented for its review if you're requesting more than 90 days to comply with an order.
You should present a written action plan with specific timelines.
A ruling will be made based upon the preponderance of evidence presented by the owners, lienholders, mortgagees, or duly authorized representatives having power of attorney, interested parties, interested groups, and city staff.
The commission will first hear cases where citizens are in attendance to give testimony.
Then in the order the cases appear on today's agenda, the commission will break for a work session at approximately noon.
The following guidelines apply for presentations before the commission.
Any member of the public who addresses the building standards commission through an interpreter shall be given at least twice the amount of time.
This is to ensure that non-English speakers receive the same opportunity to address the commission.
The city staff will present their case, the owner's lienholders and/or mortgages of record will have the opportunity to cross-examine city staff.
The owner's lienholders and/or mortgages of record will present their case.
City staff will have the opportunity to cross-examine the owners, lienholders, and/or mortgages of record.
Interested parties will be given three minutes to present evidence or testimony about the case being presented before the commission.
Groups of five or more individuals are given seven minutes to present evidence or testimony about the case being presented before the commission.
City staff will be allowed to present rebuttal testimony.
The owners' lienholders and/or mortgages of record will be allowed to cross-examine city staff.
The owners, lienholders and/or mortgages of record will be allowed to present rebuttal testimony.
City staff will be allowed to cross-examine the owner's lienholders and/or mortgages of record.
The commissioners may ask questions and request further evidence for clarification as they deem appropriate.

I'm here to present evidence for 2219 Ross Avenue.
The case originated December 16, 2025 by Officer Micheline Burley.
The fire day was December 14, 2025.
Notices were sent out December 16, 2025, February 2nd, 2026, December 31st, 2026, April 7, 2026, and April 23rd, 2026.
There are no active permit.
Structures vacant and secured.
Administrative search warrant was executed on May 4th, 2026.
Notice to appear at today's hearing was mailed and posted on the property on May 1st, 2026.
The structures currently in the substandard and hazardous condition due to exterior siding is peeling and deteriorating.
Interior walls have breaches.
Several windows broken, covered with boards.
Flooring is covered with trash, clothing and debris.
Structure shows signs of vagrant activity.
Several outlets and plugs are missing with disposed wires.
Foundation has cracks and breaches.
The accessory structure is currently in the substandard and hazardous condition due to severe fire damage to interior and exterior.
Roof is charred with breaches.
Flooring is covered with trash and fire debris.
Ceiling joists are charred with signs of structure distress.
Windows are broken and missing.
The structure is disposed to the elements creating the harpers for pest and vectors.
There are other conditions that contribute to the structure being in violation of minimum building standards ordinance, and they can be found on the included structure inspection report.
Officer has spoken with the owner via phone.
There are four public schools, five city parks, and historic stockyards within the mile of this location.
Staff recommends that the building standards commission declare the structure to be substandard and hazardous, that the owner be given 30 days to repair or demolish the structure.
If the owner does not comply with said order, authorize city staff to enter onto the property and cause the demolition of said structure and lean all costs associated with the demolition against the property.

My name is Carmen Killins, code enforcement officer for the City of Fort Worth Building Standards Division.
I will present evidence regarding the primary and three accessory structures located at 2121 Miller Avenue.
The case was originated June 6th of 2025 and whenitiated by Jerry and Gonzalez Vargas.
Fire date June 6th of 2025.
The notices was sent down July 21st of 2025, September 3rd of 2025, October 10th of 2025, and April 2nd of 2026.
The structure is vacant and secured by owner.
Inspection was conducted May 1st of 2026 with permission from the owner.
Notice to appear of today's hearing was mailed and posted on the property on May 1st of 2026.
The primary structure is currently in a substandard and hazardous condition due to the structure is out of plum.
Severe fire and smoke damage.
Electrical system meter damage due to the fire.
Ceiling has collapsed with deterioration with visible water damage.
Exterior walls have several breaches exposing to the elements.
Roof shingles, fascia, and soffit are deteriorated and lacks adequate weather protection.
Multiple windows are broken with glass shards remaining.
The flooring has been breached, resulting in exposed ground.
Interior walls are charred due to the fire damage.
The accessory structure one is currently in a substandard in hazardous condition due to the porch roof is out of plum.
The foundation has severe cracks, allowing crawl space.
Exterior walls have multiple breaches and cracks with faulty weather protection.

There are several businesses, three city of Fort Worth Parks, three churches, the Terrant County Courthouse, and a boys and girls club within a radius a mile radius.
Staff recommends that the building standards commission declare that the primary and accessory structures to be substandard and hazardous, that the owner be given 30 days to repair or demolish the structure.
If the owner does not comply with said order, authorize city staff to enter onto the property and cause demolition of said structure and lean all costs associated with the demolition against the property.

Um as of last week, we've got documents saying that the properties back to my mom's name.

The case we originated August 13, 2025.
The case was initiated by William Lowry.
Um notices were sent on August 13, 2025 and April 27th, 2026.
There are no permits on file.
The structure is vacant and secured by owner.
An administrative search warrant was executed on April 3rd 2026 and April 27th, 2026.
Inspection was conducted on May 1st 2026 with the owner's brother present.
Notice to appear at today's hearing was mailed and posted on the property on May 1st 2026.
The primary structure is substandard and hazardous due to the current conditions.
The ceiling is partially collapsed the subflooring is missing in multiple areas.
The windows are broken with remaining glass shards present trash and debris are present throughout the residence creating a harbage for rodents and vectors.
There are other conditions that contribute to the structure being in violation of the building building building minimum building standards ordinance and they can be found included on the included structure inspection report.

We just take a quick glance at that and then I'm just saying oh we're looking at the dates on that can you go back sorry all right we're good thank you did you have any questions of the officer's testimony?

All right what would you like us to know about the property well first um this is this house is was my brother's house and uh 5083 next door to it now street was also his property my brothers lived there for 30 since about 1990 35 years or so something like that he owned 5101 5083 Nell and 4330 Arbor Street which is behind 5101.
It's uh he's lived poverty level for years I've I've uh taken care of him you know financially helping him through all these years he went blind three years ago he's a 70 year old uh army vet and he went um uh when he lost his eyesight he gave away trucks trailers you know to family members and stuff and he told me that uh he owed me so much money he said you can have the houses.
Well, when he did that, I told my brother's other brothers and sisters.
I said, don't tell him, but I said, I'm going to uh sell or demolish or rebuild.
I'm gonna sell the houses.
I'm gonna put the money into an investment uh to take care of him and uh so anyway, so what I wanted to do was right now.
I'm I'm working with uh Stephen Murray and Leon, uh Leon Wilson uh in the planning uh department.
Um between these two properties is a is a right-of-way for the city uh for Arbor Street.
They uh uh one of the gentlemen I talked to called it a paper street.
They have the approaches for it, but the the road was never finished and it was supposed to dead end at the uh entrance of 4330 Arbor Street.
That property is landlocked basically because this piece of land has there's trees on it and stuff like this in the in the city right away.
So I've been working since December with them to try to get this uh property.
They had years ago, they told my brother they would sell it to him at you know, nickel a foot or something like this because it's not doing the city any good, but it would be the only access to get to 4330.
So right now, uh what our plan is is we want to acquire that uh city right away so that we can put a driveway in, uh clear some of the trees and put a driveway in back to uh 4330 Arbor.
And um uh so I'm what my plan is is to tear down both houses, the house on 5101 and 5083 now.
And 5083 now is a double lot, and we want to get that separated because we want to build houses, and we have some of the neighbors that are already wanting to have us build the houses for them because their family uh there's a uh family across the street that has lived there, you know, been friends with my brother, and their son wants to uh uh have us build a house for him there.
So, anyway, we've got plans to do all of this, but right now we're having to go through the 5083 now where my brother actually moved into this house has been vacant for uh some years now, and the thieves have gone in, stolen the copper wiring and tore up the place and all of this stuff, which is why it's such a mess.
So, what my hope is is if if the city would allow us a total of 90 days to get uh this house down, but all we're gonna tear the other house down as well.
But I need time to go through to get any of his uh sentimental stuff and you know things belongings out of the house uh and get those dealt with because then we want to come in and we want to demolish everything at the same time, bring in dumpsters, and I would hope to do that.
I want to do all this within 90 days, so I'm gonna ask the you know the uh code compliance to give us uh 90 days to get all of this uh taken care of.
So your plan is to demolish it, and you can't do it now because you want to do them all together?
Well, it's gonna be a lot more convenient uh for us, and plus um uh right now I'm I'm volunteering, I'm building a house in East Texas.
It kind of it's not a habitat for humanity, but it's that kind of situation.
So I'm gonna be tied up for about the next 30 days out there.
I've been working on it for three months now.
In fact, I just drove in and I left at five this morning driving here to get to this meeting.
So we're trying to get this house completed before the heat of the summer so these people can you know can have it.
So I need about 30 days just to even wrap that up.
At the same time, we're uh trying to go through his stuff to salvage and get anything out of uh we know there's nothing in this house that's that's salvageable, but anyway, so I'm just asking for the 90 days.
I don't think it's gonna take us that much time, but I'd like to ask for that much time just because of everything that's going on, and it would be uh much more cost effective for us to bring in dumpsters and excavator and everything, and just uh tear down haul off all of them.
We're clearing the lots, and then we want to start uh the building process.
Is it any uh issues with financial you have the financial means to get all this?
Oh, yes, yeah, yeah.
The financial stuff is is is taken care of.

One of the big holdups is what from what I understand is because 4330 is a two-thirds acre lot, and uh it's got apartments behind it, and it's got I think it's prairie dog park uh is out in front of it.
Um so this is the only access to it, and um they said that uh they at first they were talking about deeding half of the land or plotting it or deeding it or something, half of it to 5101 and half of it to 50 uh 83 now.
And I told them I said, Well, that won't work because uh we plan to build on the two-thirds acres of 4330.
So we really need it needed to that so that we have access to it, and because we wouldn't be able to sell uh if we don't have access to it.
And they said, Well, the problem is that's gonna possibly cause a flag lot.
I guess it makes it look like a flag pole with a flag at the end, and they I don't think they said so now that's what they're trying to research through and see if how they're gonna be able to do this.
Because they've already told us they're not going to the city is not going to finish the street because it's only going to benefit that one house to do it.
You could demo the the houses, you don't need that to be done before the demo.
Well, uh yeah, it's uh part of it is uh uh yeah, we can demo the house, yes, with without that, but but we're trying to get the whole plan together of what we're going to build and how you know how we're gonna be able to do it.

Well, um we've been waiting on the city to get the approval of this before we started tearing down, and um, so we're we're planning to get started.
Like I said, uh uh I'm and I I build also, I mean I'm a uh you know general contractor, but this is a larger project than you know what I would handle myself, which is why I'm bringing other uh other you know people in to do it and uh I'm volunteering on the project in East Texas.

Ninety days is more comfortable than sixty but I have to be honest I have had a lot of trouble with a like boarding the structure up and trying to keep people off the property's been the biggest problem of all and uh I boarded up they take it down I get it boarded up they get in somehow and I'm gonna have to post I'm gonna have to I think it'd be best for me to be on the property all the time while this is being well I hope be there for quite a while but I really like the park and everything and that part of town and I've been around here for many years off and on.

Alright, so uh in Jan 31st, uh Jan 21st, uh the court compliance came with the net force uh on the property and uh pretty much gave us over close to 400 violations on the property, about three seventy plus violations on the property.
Uh at that time the property was occupied.
At that time we had many tenants, uh long-term tenants staying on the uh in the property.
Uh the first thing I did was to immediately uh relocate all the tenants and have the property completely empty so that there is no safety concern for any of the tenant on the property.
So as of today, uh we were we were fairly able to do that uh shortly uh before the end of the Feb.
Every tenant was moved away from the property.
We also pulled the permit on a couple of buildings that were required.
Uh the structural change or the exterior door change.
A lot of the violation that city and staff has presented are a cosmetic violations.
Uh crack in the tile, uh people missing, the door missing, uh uh uh handles, uh smoke alarm uh were there uh in every unit.
Every unit during the first inspection, smoke alarm was there, second inspection was done on April 3rd where the violation where we actually did the repair on the property, whatever the cosmetic changes that we could uh the violation came down from 370 plus to 229 violation.
I'm sure they have uh the city has the updated report of that.
The latest inspection was done on May uh May 5th.
Um I think another 80 or so violations were removed from the list.
Um I haven't received the updated uh list from the city, but Miss Lin and a health department both were bare on the property.
We voluntarily shut down the property uh during the first inspection, and then uh like Miss uh Officer Lin said that they have opened up eight units.
The reason the eight units were be able to open is because all the violations were corrected.
So we are steadily making the progress on the property.
We haven't sat down and just set on the property.
We made a constant changes and upgrade to the property.
We have pull necessary permits on the property.
We are still waiting on few structural engineering report to do the permit on a few other buildings.
We are taking one building at a time and opening that up.
Uh we just need some time uh to get everything up to the order.
Possibly about 120 days to have the property uh be uh have no violations on the property, and we will still be closed up until that point until all the resolutions have been done and all the property is up to date.

We had owned the property for about uh June 2010.

There are some structural issues that city have brought up, but for us to validate that we would need a structural engineering report and other things that we have to submit at the development, but that process does take a little bit of time.
Um that's why we need uh additional time to get everything up to the date.
So how many units have people in them right now?
We have zero units.
No, nobody has anybody.

We only have one unit that's over there, which is uh which is a caretaker of the property, but we have shut down the property just so that everything repair is done.
Um we don't intend to uh open up a property until everything is fixed and any questions from commissioners.
So based on these pictures I'm seeing, um, has anything been done since May 5th?
Like I see some windows are boarded up and any exterior things have been done yet?
Yes.
Uh so a lot of s exterior uh repair has been done.
A lot of siding has been changed.
Uh the pictures that you see are a recent picture.
So we have done the painting of the whole uh uh property, we have done all the facelift of the property.
We have changed all the uh uh exterior wood, uh we have changed all the exterior siding, which were cracked.
Uh a lot of windows that were cracked, uh broken, they were all fixed.
Uh that's why they were able to open up eight units.
Um all this is uh newly upgraded uh painting.
We had cock, we have sealed uh it's going too fast.
But for example, this picture there's a hole right there in the gap.
That's a violation because that there don't need to be a space over there.
So we have violations which are which are easy to fix, but some violations does take time.
Um, but yeah, a lot of work has been done on the property.
Uh we went from 370 plus violation to uh under 200 violation in less than two months.
And you've owned this property for 16 years.
Why have you neglected it for this long that you the city had to come and step in to be?
So uh every time the inspection has been done on the property, anything that came on the inspection, we have corrected it right away.
This uh particular uh setting is completely different.
This is a net force that was uh brought to the property where they check every single detail, every single corner.
Uh it's uh it's a 50-year-old property.
I mean, we did the best we could.
Uh it's more than 50 year old property.
This property was built in 1950s.
Uh we have done an extensive renovation and did a brand new uh certificate of occupancy uh back in 2011 uh when we took over the ownership.
We have periodically done the maintenance on the property.
Uh we haven't neglected anything.
I mean, yes, uh a lot of the bad pictures that we see, those are the storage unit uh that we might have not done the work that we needed to do, but the units itself uh is a lot of them 70 to 80% are cosmetic updates that needs to be done on the property more than anything, and we had a long-term tenants in the property staying there for years and years.
Um that might be one of the reasons we did not do enough in the room uh that needed to be done.

We have uh done inside and outside both.
So initially, when the city came and the first step that we took was to every tenant from the property out, and then every room was shut down by the city.
So when the city says that they have opened up eight rooms recently, they are telling you that the inside has been done, everything that they have requested and more.
Um, so that those eight rooms are open, even though it is open by the city, we haven't personally opened those rooms for the tenant.
We would like to keep it closed until the whole property is updated and renovated.

Yes, but we don't have for every building.
And uh the city has said that uh they needed uh based on their um core violation, they pretty much need that for every building.
So we are working on getting that and getting the plans.

These owners have proven that they do not care about the well-being of anyone, not the neighbors and not the people that stay at this deplorable motel.
During a neighborhood cleanup a couple year two years ago, exactly, and you'll see in one of the pictures a metal fence across uh Mrs.
Brown's backyard where drug addicts used to hide.
I walked with Captain Brent Halford, the perimeter of the property.
He picked up a five-gallon bucket of needles and other drug paraphernalia and sex stuff.
Just nasty, and that's what we did around this property because the owners don't care.
Human trafficking, drug dealers, prostitutions, deaths from overdose and murder, is they only focus on the cash income that this deplorable piece of property provides to them.
To describe it as deplorable, is an immediate resolution with a bulldozer.
They don't need any more time.

This is a case that is not new to any of us.
It may be to y'all, but back in 1998, I moved to Kenwood Court.
That was in September.
In October of 1998, Mr.
Chattel Patel's father, Manjula, which it was owned by the Manjula Corporation, it was bought in 1998, one month after I moved into the neighborhood.
Within 10 years of the ownership of this property under that name, this property went into extreme decline.
This is not unfamiliar to Mr.
Patel because he stood here before this commission in 2009-2010.
At that time, uh council representative uh Carlos Flores was the chair for this commission.
He heard the cases.
At that time, the property was shut down while they redone some of it.
As we are here today, we're seeing the same things go on as what took place back whenever his father owned it.
It was under the Manjula Corporation under him with the RP.
It's all the same people.
It's the same family.
They also own the other motel, the Buena Vista up on Main Street.
They all carry the same behaviors at the time of the original hearings back in 2009, 2010.
The commission told him if he continues to lease the property to the same type of clientele that he did back then.
He's going to continue with the same things over and over.
As I said, wash, rinse, and repeat.

As far as uh the that's and other things are concerned, that is not the part of this hearing, but I'm still gonna mention it at the three weekend lot that has been talked about uh recently, those are right next to the property where there is a bunch of homeless camps uh where a lot of call comes from.
They don't have an address and naturally a lot of times uh in more instance than not, a lot of times the uh property address has been used if there is any issues or violations that happens in the weekend lot.
A lot of time homeless camps had been destroyed by the city.
Um they come, they clear them up, um people go away for a day, and then the next day they are back up uh over there.
None of those lots belongs to us, and uh that's why we have a trial going on with this case um in regards to that matter.
Um as far as the substandard of the property goes, uh clearly it shows from the action that uh the violation came from 370 to uh under 200 violations.
So we are just not sitting on the property constantly.

There are other conditions that contribute to structures being in violation of minimum building standards ordinance, and they can be found in the included structural inspection report.
This property consists of 17 structures containing 108 total units and is located within close proximity to highly sensitive public areas, including 10 public schools, including one directly across the street, three city parks, two government properties, and more than 13 businesses and public gathering places within a two-mile radius.
Property has become a significant and ongoing threat to public health, safety, and welfare due to prolonged negligent criminal activity and failure to ownership to comply with city ordinances.
To date, 74 notices have of violation have been issued, fifty-three citations have been filed, and multiple court appearances have been missed by property owner.
The owner, the owner and property manager have been made aware of all existing violations.
However, the owner has remained unresponsive and has failed to appear in courts regarding regarding the citations issued.
Despite repeated enforcement efforts, there have been no meaningful progress towards the abatement of the violations or securing the property.
The city has already executed four litter abatement actions to clean the property due to hazardous conditions and ongoing neglect.
On April 30th, 2026, code officers conducted inspections of all 17 structures and 31 interior units alongside the property manager who voluntarily gruntarily granted access and accompany officers during the inspection process.
The inspector units were representative of the overall condition and property of the demonstrated widespread systemic deterioration throughout the complex.
The continued continued deterioration of the property is directly linked to prolonged neglect, unsecured buildings, and ongoing trespassing and escalating criminal activity.
The neighborhood peace officer, Officer Tiffany Hayes has provided record and indicate approximately 120 calls of service for this property within the last 12 months alone.
Major incidents include 15 burglaries, one homicide on February 24th, 2026, one cutting stabbing incident on January 23rd, 2026, one shooting, four shot fired calls, 10 disturbance calls, two domestic disturbance calls, 14 ambulance, 14 ambulance assist calls, multiple investigations, and officers' response calls.
In addition, repeat vagrants and trespasses have continually burglarized and ventilated the property, including incidents involving students from Southwest High School directly across the street.
Law enforcement officers continue to observe and remove squatters and vagrants from the complex on a regular basis.
However, due to build buildings and perimeter gates remaining unsecured, unauthorized occupants repeatedly returned shortly after removal.
On April 24th, 2026, the city of Fort Worth secured the vacant and open property under co-compliance board up work order executed by senior officer John Duran.
Staff recommends that the building standards commission declare the structures to be substandard and hazardous, that the owner be given 30 days to repair or demolish the structure if owner does not comply with the set order, authorized city staff to enter onto the property and cause the demolition of said structures and lean all costs associated associated with the demolition against the property.

On March 9th, 2026, all tenants that were on property received emails from the management told that they were told to vacate no later than March 16th, 2026.

Well we lived in those properties for about 14 years, eight months um this is our first home that we bought together.
We finally we paid it off December of last year.
So it's our first home.
We have three children so we've raised three kids in here.
Um my I'm the sole provider in my family my husband's a stay at home he takes care of his brother who's incapacitated as well as our children.
Um back in 2024 well 2022 I got injured at work and had to have a couple of surgeries and I was out of work for two years.
During that time Dina was junking um on top of taking care of his brother um that as you can see most of the stuff back there is uh car parts a lot of motorcycles dirt bikes four-wheelers uh things of that such that he tries to resell or junk um during the time I was out Dino ended up breaking his back um he had to have back surgery back in twenty twenty four um he didn't I think it was around March or April he um started having issues with that uh or we found out that he finally broke his that his back was broken during that time frame and he had surgery in September of 2024 um during that point that set him back a lot because he was in the hospital in and out for three and a half months and I had to stay home and take care of him during that time because he um got septic and almost died when he came home from the hospital he's been recovering since then he's still recovering today um between my restrictions and not being able to lift and ban and carry um and his restrictions has been limited limited us a lot on trying to get most of the stuff out um I've had rented a U-Haul trailer or two trying to get most of the stuff out um he has had had made some progress again there's a lot more though and I don't during I feel like 30 days is not enough time.
He's been trying to clean it up since um we we've talked to the officer, Coco Mass Officer um and he's made some progress, but there's so much stuff back there.
It's gonna take us a lot more time to get it done.
Um and just financially, I again me being the only one trying, you know, providing for my family.
I um am asking today if y'all can help us like lower the fines or give us more time for that as well.
That does how much time do you need?
If we can get the ninety days um to hopefully I'll get most of this done.
We did have our children help us again.
Uh my our oldest son fractured his foot, so he's no longer can help us.

Despite the city's efforts, the property remains in violation.
There have been 12 inspections by multiple officers in the inception of this case.
One citation was issued prior to the case being sent to nuisance abatement.
An administrative search warrant was not needed.
Oh, it's our correct correction was needed to enter the property.
There have been five contacts with multiple additional attempts to contact the owner, family, or tenants slash occupants.
The nuisance abandonment order was posted at the property on our on March 24th, 2026, and expired on April 3rd, 2026.
The staff recommendation is to appear for today's hearing was mailed and posted on the property on May of $4th, 200 and also order the owner to remove the items as outlined in ordinance 11A-26A 127 and 8 within 30 days from the effective date of the order.

There are other conditions that contribute to the structure being in violation of the minimum building standards ordinance, and they can be found in the included structure inspection report.
There are four parts, two schools, one major thoroughfell, and one apartment complex directly across the street plus several businesses within a mile from the property.
Staff recommends that the building standards commission declare the structure to be substandard and hazardous, that the owner be given 30 days to repair or demolish the structure.
If the owner does not comply with said order, authorize city staff to enter onto the property and cause the demolition of said structure and lean all the costs associated with the demolition against the property.

- Mike Phipps (area resident) testified that he has been familiar with the property since 1998 and that under the same family ownership, the motel went into "extreme decline." He noted that last year three bodies were removed from the property due to overdoses.
- Shetal Patel (representing the owner) argued that many violations are cosmetic, that he has reduced violations from 370+ to under 200, and that he needs 120 days to complete repairs, as structural engineering reports are required for each building.
- 6301 Woodway Drive: Gentry Cotton confirmed that police have logged over 45 criminal offenses on the property in 2024–2025, including a stabbing and a homicide. The property is across from Southwest High School, and students have been observed trespassing and using narcotics on site.
