5:00

Nine of y'all earlier.

5:02

Then let's move on to our first case, please.

4:59

Thank you.

5:07

Your first case is HCLC 26-164-966 East Pulaski Street.

5:16

The applicant requests that the Historic and Cultural Landmarks Commission certify that the eligible work undertaken meets the requirements of the City of Fort Worth zoning ordinance and recommend that City Council consider approving the requests for the historic site tax exemption verification.

5:30

The property is located in the Terrell Heights Historic District and was previously considered non-contributing due to the presence of perma stone.

5:38

The applicants removed the permostone and found original sighting underneath that they plan to restore.

5:43

So staff was able to reclassify the property as contributing, which allowed for them to apply for the HSTE.

5:49

The applicants and owner worked closely with staff for the restoration work, and I believe are also pursuing state and federal tax credits.

5:56

We also received two letters of support that were included in your packet.

6:00

Having regard to the foregoing, staff recommend the following that the eligible work undertaken is certified to meet the requirements of the City of Fort Worth zoning ordinance and that the Historic and Cultural Landmarks Commission recommend that City Council consider approving the request for the historic site tax exemption verification for the property located at 966 East Pulaski.

6:19

And on a personal note, these applicants and owner have been really wonderful to work with, and I'm really pleased to bring such a beautiful project to you.

6:27

This concludes the staff report.

6:30

Alright, thank you very much.

6:32

Is there anyone present who would like to speak on this case?

6:39

All right.

6:40

Seeing none, we'll close the public portion of the hearing and commissioners' discussion, or we're open for a motion and a second.

6:52

I'll just say it's a lovely project, and I can't wait to go by and look at it in person.

6:59

I think we should have one of the Smiths on this board for sure.

7:07

I'll make a motion to approve the historic tax exemption at 8696 East Polanski Drive.

7:16

Or street, sorry.

7:18

Second.

7:20

Was that second by Commissioner Tucker?

7:23

I apologize.

7:26

What's happening?

7:28

Okay.

7:29

We have a motion to approve HCLC 26-164 by Commissioner Ketchum and a second by Commissioner Brisendine.

7:38

7:55

7:57

Thank you.

8:01

Thank you very much.

8:03

Alright, let's move on to our next case then.

8:08

Your next case is 1207 Verbena Street, HCLC-26-165.

8:14

The City of Fort Worth Development Services Department and requests a determination as to whether the primary structure located at 1207 Verbena Street can be reasonably rehabilitated.

8:38

A fire that was reported in April on April 23rd, 2026 resulted in the main roof caving in and the back wall also collapsing.

8:47

The structure is considered a Cat 1 substandard and hazardous structure.

8:52

The structure is vacant and was boarded and secured by code compliance in May 2026.

8:57

Overall, the structure is in poor condition.

9:00

When assessed with seven aspects of integrity, staff find that it only meets four of the seven.

9:05

The exterior envelope of the structure shows many signs of considerable damage, including fire and smoke damage throughout the structure, breached and fire damage siding, breached and charred porch ceiling, collapsed roof and collapsed rear wall, fire and smoke damage doors and windows.

9:23

The fire in April 2026 caused extensive interior and substantial exterior damage to the property at 1207 Verbena Street.

9:30

The structure will require substantial repairs to the siding, roof framing, and interior, as well as the replacement of total elements such as missing roof and rear wall.

9:39

The roof remains open and increases damage from the elements to the interior.

9:43

As noted above, based on the additional evidence provided and the extensive damage to the property, there is not enough integrity remaining to convey the property's significance.

9:52

This structure therefore cannot be reasonably rehabilitated to remain as a contributing structure to the city of Fort Worth's historic heritage.

10:00

Staff therefore offer the following motion that it be determined that 1207 Verbena Street cannot be reasonably rehabilitated to remain as a property contributing to the city of Fort Worth's historic heritage.

10:15

This staff report.

10:17

Alright, thank you very much for that report.

10:19

Is there anyone uh in the chamber who would like to speak on this case?

10:26

All right.

10:27

Seeing none, we'll close the public portion of the hearing and commissioners were open for discussion or a motion and a second.

10:36

I'm happy to make a motion that it is determined that 1207 verb in the street cannot be reasonably rehabilitated as a property contributing to the city of Fort Worth historic heritage.

10:47

Commissioner Ketchum.

10:49

Exactly.

10:51

Alright, we have a motion uh by Commissioner Ketchum and a second by Commissioner Tucker and Commissioner Museum on HELC 26-165.

11:07

Thank you, Chair Herring.

11:08

How do you vote?

11:09

Okay.

11:10

Commissioner Malone.

11:11

Commissioner Brisendine.

11:12

Commissioner Ketchum.

11:14

Yay.

11:14

Commissioner Tucker.

11:15

Commissioner Shuffle.

11:17

Commissioner Musy.

11:18

Commissioner Traeger.

11:20

Yeah.

11:20

Commissioner Peoples.

11:22

And Commissioner Haldin.

11:23

Yay.

11:24

Thank you.

11:24
