Goose Creek City Council Regular Meeting - June 10, 2025
The Goose Creek City Council held its regularly scheduled meeting on Tuesday, June 10, 2025, at 6:00 PM in Council Chambers. Mayor Gregory S. Habib presided. The meeting included public comments, three public hearings on land use ordinances, approvals of a settlement agreement, rental fees, and repairs, as well as a proclamation and the Mayor's report. All votes were unanimous.
Consent Calendar
- Approval of Minutes: The minutes from the May 13 City Council meeting, the May 27 special meeting, and the May 27 workshop were approved unanimously (motion by Councilmember Enos-Sims, second by Mayor Pro Tem Green-Fletcher).
Public Comments & Testimony
- Kevin Patterson, a resident of 446 Indigo Road, expressed safety concerns about a damaged sidewalk in the Fairfax subdivision, non-functioning crosswalk signal buttons at Lowe’s and on Crowfield Boulevard, and a homeowner who drives over the Hiker/Biker trail and parks on it. He noted he had contacted the City and SCDOT without resolution. Mayor Habib stated staff would investigate.
- Jennifer Cyran, a resident of 221 Lindy Creek Road, voiced concerns that proposed annexation and rezoning of properties on Lindy Creek Road would exacerbate flooding and sewer problems on her property. She stated she is downhill from the parcels and has experienced 18 inches of water in her front yard and raw sewage overflow from manholes. She requested the developments not be allowed without a mitigation plan.
- Anthony Rocco, Vice President of Land Acquisitions for Stanley Martin Homes, stated that the parcel being annexed (TMS 244-01-04-023) is already zoned R1 residential, not conservation. He noted that at the City's request, the company agreed to rezone another three-acre parcel from R1 to conservation, resulting in a net increase in conserved open space.

- New Business – Public Hearings:
- a. Annexation of TMS 244-01-04-023 (Lindy Creek Road): Introduction and first reading. After public comment, Councilmember McSwain asked about the location of the three-acre conservation parcel relative to Ms. Cyran's property. Mayor Habib explained that new development must retain stormwater on site, and that flooding typically results from lack of maintenance of stormwater systems, not new development. He committed to share Ms. Cyran's photos with SCDOT. Motion to approve by Councilmember Tekac, second by Councilmember Harmon. Carried unanimously.
- b. Zoning Map Amendment – 200 Lindy Creek Road (TMS 244-01-04-018): From Conservation (C) to Residential Single-Family (RSF). Ms. Cyran reiterated her concerns. Councilmember Enos-Sims noted the agenda packet contains detailed zoning and coding information. Mayor Habib again stated that green space requirements and modern stormwater engineering would likely prevent negative impacts. Motion by Councilmember Enos-Sims, second by Councilmember Cox. Carried unanimously.
- c. Text Amendment to Flexible Review District (FRD) Ordinance: Updating language in Chapter 151, Section Three. No public comments. Motion by Councilmember McSwain, second by Councilmember Tekac. Carried unanimously.
- Administrator's Report:
- Settlement Agreement (All-Star Storage): City Administrator Natalie Zeigler sought approval for a compromise allowing expansion with buffers. Mayor Habib noted it was a compromise after some items the City opposed. Motion by Councilmember McSwain, second by Councilmember Enos-Sims. Carried unanimously.
- Creek Collective Rental Fees: Zeigler presented updated fees with a four-hour weekend time slot. Motion by Councilmember Cox, second by Mayor Pro Tem Green-Fletcher. Carried unanimously.
- Repairs to Fire Station HQ Concrete Pads: Approval of $49,455.17 for repairs, with a five-year warranty. Motion by Councilmember Enos-Sims, second by Councilmember Tekac. Carried unanimously.

Take the wheel. My hand slipped. Good evening, ladies and gentlemen. Thank you very much for being here tonight. We appear to be in something of a mood up here this evening. I don't know what's actually happened. Um I I was in a meeting at uh until five o'clock, and then I had a call, and then I had to take my steel toe boots off and put a new shirt on to come in here to this to the meeting tonight. So that's might be why I'm in a bit of a mood right now. I very much appreciate you all coming tonight. Today is Tuesday, June 10th. This is our regularly scheduled council meeting. Um at this time, Jeff Lapard. No. How do you pronounce it? Yeah, Lippard. Lippard. I was guessing, and I should have from the worship center down Red Bank Road is going to lead us in prayer, and we're gonna follow that with the Pledge of Allegiance. Dear Lord Heavenly Father, thank you so much for giving us the opportunity to be able to gather together here. Lord, thank you for a counsel that's willing to first seek your wisdom to seek your face and your guidance in this meeting before we go forward with it. Father, I thank you so much for that. Lord, I pray that you would give us your wisdom, Father, the same wisdom that you granted Solomon. Lord, I pray that you would give us that wisdom as we discuss things and make decisions that could impact the lives of others here in this great city of Goose Creek. Father, I pray that you would give us that wisdom, Lord, that you would place your blessing on us, that you would be with us, guide us, and protect us as we move forward.
