Summary of Proceedings

Greenville City Council Meeting - April 10, 2025

Mayor P.J. Conley called the meeting to order at 6:00 PM. The council recognized two retirees, Eddie Summers (Recreation and Parks) and Eric Deans (Fire/Rescue), for their years of service. No public comments were registered. The council approved several appointments to boards and commissions, held two public hearings, approved a substantial amendment to the 2024 Annual Action Plan, and committed HOME funds for affordable senior housing. A closed session was held at the end of the meeting.

Consent Calendar

  • Appointments to Boards and Commissions: The council unanimously approved the following appointments:
    • Affordable Housing Loan Committee: Reappointed Beal Redding and Robert Kevin Howard; newly appointed Crystal Rowland.
    • Environmental Advisory Commission: Reappointed Dr. Yoshi Newman, Joshua Gardner, and Dr. Robert Shaw.
    • Multimodal Transportation Commission: Appointed Dr. Mona Epps.
    • Board of Adjustment and Historic Preservation Commission appointments were postponed to May 8, 2025.
    • Planning and Zoning Commission: Appointment continued.
    • Youth Council: No appointments.

Discussion Items

  • Public Hearing – Future Land Use Map Amendment (Hillpointe, LLC): The council heard a request to amend the Future Land Use and Character Map for 22 acres near Dickinson Avenue Extension and Allen Road from multiple designations to Mixed Use (MU). City Planner Chris Kelly presented traffic impact analysis showing a net increase of 424 daily trips (212 each on Dickinson Ave and Allen Rd), with both roads below design capacity. Staff and the Planning & Zoning Commission recommended approval. The developer's representative, Amanda Bambreak (Morning Star Law Group), and VP Will Rutherford (Hillpointe) spoke in favor, emphasizing market-rate attainable housing (projected rent $1,575 for a 2-bedroom, $200 below the highest local comps) and commitment to community outreach. Councilmember Foreman noted concerns from neighboring residents about apartment quality and traffic but clarified the vote was only a land use amendment; a future rezoning would require further public engagement. Councilmember Robinson supported the project to increase housing supply and drive down rents. The council voted 6-0 to approve the amendment.

  • Public Hearing – Substantial Amendment to 2024 Annual Action Plan: Community Development Program Manager May Skein presented a request to reallocate $400,000 in program income to support the Home Rehabilitation Program. The amendment was needed to expedite existing rehabs without impacting new construction. No public speakers. The council voted 6-0 to approve the amendment.

  • 2025 HOME Investment Partnership Fund Commitment: Ms. Skein presented staff’s recommendation to award $715,000 in HOME ARP gap financing to Turnberry Trace, a 72-unit senior affordable housing development by Taft Mills Group. The project is shovel-ready, has secured Low-Income Housing Tax Credits, and rents range from $550 to $975. Dustin Mills (Taft Mills) highlighted the project’s proximity to amenities, 10% set-aside for veterans and homeless, and a 30-year affordability restriction. Councilmembers praised the developer’s local roots, amenities (public park, exercise equipment), and commitment to quality. Councilmember Foreman noted this project set a standard for development. The council voted 6-0 to approve the funding commitment.

Key Outcomes

  • Item 4 (Happy Trail Farms rezoning) was continued to the May 8, 2025 meeting at the applicant's request.
  • Closed Session Motion: The council unanimously approved a motion to enter closed session to discuss real property acquisition strategies.
  • Upcoming Events: Councilmember Scully promoted Rose High School's production of Mamma Mia (April 11-12). Councilmember Robinson celebrated 11 new police officers sworn in and reminded of community events.
  • Recognitions: The Council acknowledged staff contributions to Pirates Fest and congratulated retirees and new officers.
