Summary of Proceedings

Greenville City Council Meeting - October 9, 2025

The Greenville City Council convened on October 9, 2025, at 6:00 PM in City Hall Council Chambers. The meeting included special recognitions, public comments, appointments, three public hearings, and presentations from boards and commissions. All votes were unanimous (5-0) on the consent agenda and public hearings.

Special Recognitions

  • J. H. Rose High School Thespian Society: Recognized for earning superior ratings and a Critic's Choice award at the International Thespian Festival. Council members praised their dedication and skills.
  • Noelia Velazquez: Recognized as Miss Teen All American 2025 for her pageantry achievements, broadcast journalism studies at High Point University, and community service through her platform "Girl Strong by Noe."
  • Danaille Petro: Recognized for earning her Certified Municipal Clerk designation from the International Institute of Municipal Clerks. Council commended her attention to detail and service.

Public Comments & Testimony

  • Jerry McRoy: Criticized four council members for their vote on the "Cap and World Flag" issue, calling it a costly decision. He also expressed concern over $600,000 spent on DEI and equity studies, arguing the money could go toward potholes and signage.
  • Mike Tan: Raised concerns about the Unified Development Ordinance (UDO) – specifically a 50% reduction in required retail parking and lack of neighborhood parks. He called for greater transparency and requested that council address issues before passing the UDO.
  • Montrose Streeter: Thanked the council for their hard work, noting that while he hasn't always agreed with decisions, he appreciates their dedication to citizens.
  • Wade Wilson: Questioned the timing of McRoy's speech close to elections and argued that personal choices (like being anti-vaccine) can infringe on others' well-being, equating it to drunk driving or public nudity.

Discussion Items

  • Public Hearing – Item 5 (Douglas Gomes rezoning): Proposal to rezone 0.422 acres at L.T. Hardee Road and East Tenth Street from RA20 to CG. Planner Chris Kelly presented that the change would increase daily trips by 126 (less than 1% of capacity). Councilmember Blackburn expressed concerns about traffic safety on East Tenth Street, a state road with no current stoplight plans. Councilmember Willis asked about mitigation. The applicant's representative stated plans to combine the lot with an adjacent city-owned lot for a builder studio. The motion to approve passed 5-0.
  • Public Hearing – Item 6 (North State Steel rezoning): Proposal to rezone 0.5532 acres on West Gum Road from RA20 to IU (Unffensive Industry). Staff noted no change in traffic intensity. The property is surrounded by other IU-zoned land owned by North State Steel. No opposition. Motion to approve passed 5-0.
  • Public Hearing – Item 7 (Forbes land use amendment): Request to amend the Future Land Use Map for 0.937 acres on NC 43 North from TNMH to Mixed Use. The property, a former recording studio with petroleum contamination, cannot be used for residential. Councilmember Blackburn voiced concern about commercial creep but acknowledged the property's limitations. Motion to approve passed 5-0.
  • Human Relations Council Presentation: Vice Chair Procopio Serrano presented the annual report, highlighting the strategic plan focused on inclusive community initiatives and fair housing. Key accomplishments included the 52nd Best Irons Award Ceremony, a fair housing seminar, and an inclusive community breakfast on food insecurity. Council expressed support and encouraged further engagement.
  • Youth Council Presentation: Members Christian Blake and Jacob Alston reported on efforts to increase membership and focus on homelessness and mental health. They emphasized leadership development and the importance of helping youth during pivotal stages. Council praised their articulation and direction.
  • Airport Authority Presentation: Dan Mayo and Bill Hopper presented on the economic impact of Pitt-Greenville Airport (234 million in output, 1,275 jobs), capital improvements (7 new hangars, North 24 development plans), and financial challenges. Post-COVID losses are about $1 million annually due to reduced flights (from 5 to 3 daily) and decreased parking revenue. A consultant is working on a sustainability plan. Council members asked about revenue strategies and the SCASD grant for Washington D.C. service.

Key Outcomes

  • Votes: All three rezoning/land use amendment requests (Items 5, 6, 7) were approved unanimously (5-0).
  • Appointments: Tiffany Goblin was appointed to the Recreation and Parks Commission; Natya Brooks and Abigail Leach were appointed to the Sheppard Memorial Library Board (all approved 5-0). Other appointments were continued due to pending confirmations.
  • City Manager's Report: No agenda items for October 20; council approved the consent agenda.
  • Council Comments: Councilmembers made announcements about elections (early voting Oct 16-Nov 1), GUC rate corrections and environmental achievements, community assistance (families housed, youth job placements), and condolences for traffic fatalities. A candidate forum was announced for October 10 at City Hall.
