Tonight's special meeting of the Greenville City Council is being held to consider a resolution in support proposed amendment to chapter 571 of the 1967 sessions law of the North Carolina General Assembly.

2:15

Chapter 571 of the 1967 sessions law created the Pitt Greenville Airport Authority as an agency of Pitt County and the city in order to maintain and operate the airport.

2:25

As currently written, the sessions law places the Pitt Greenville Airport at a significant competitive disadvantage with other airports in attracting aviation development and attracting personal and business aircraft.

2:36

The airport authority is seeking to amend chapter 571 in order to find alternative sort of revenue sources so as to enhance its financial position.

2:46

During the upcoming North Carolina General Assembly short session, Representative Tim Reeder will be submitting an amendment to chapter 571 on behalf of the Pitt Greenville Airport in order to enhance the airport's ability to attract aviation development and attract personal and business aircraft.

3:02

The Pitt Greenville Airport is seeking a resolution of support of the proposed amendment from Pitt County and the city.

3:22

Thank you, members of the council for one having a special meeting for us and just allowing us to come today to ask for your support of the resolution.

3:34

Our goal is uh as we are continuing to work on the airport, the operations and the future of the airport to make us competitive with other communities in our area that are close by as well as uh putting us in this position where we can recruit higher-end aircraft, which brings in tax dollars, higher end aircraft, also rent hangers and buy fuel, and those are the things that we need to continue to produce revenue for the airport.

3:56

And so your support is important for this, uh as well as for the future of Pitt Greenville Airport.

4:03

Any any questions from Mr.

4:04

Overton?

4:05

No questions, but I would just like to say Michael.

4:07

I know you have put a tremendous amount of time into this project trying to make this happen, and I sincerely appreciate all your hours you put in here because I know it's been a lot of effort you put in personally uh above the automobile being considered to be normal.

4:20

I appreciate your help.

4:21

Sir, thank you.

4:22

Uh there questions, comments.

4:27

I would like to make one comment in addition to the uh changes to enhance the ability to generate more revenues.

4:34

The amendment also would require any uh proposed purchase of property for by the airport by the city or the county state or or local dial or federal dollars to require a public hearing of the public prior to a vote of individual vote of both the city council and the county commissioners of Pitt County.

4:54

All right.

Special Meeting of Greenville City Council - April 20, 2026

This special meeting of the Greenville City Council was called to consider a resolution supporting a proposed amendment to Chapter 571 of the 1967 North Carolina Session Laws, which created the Pitt County-City of Greenville Airport Authority. The meeting began at approximately 7:00 p.m. on April 20, 2026, in City Hall Council Chambers, following a Joint City Council–GUC meeting. Mayor PJ Conley presided.

Public Comments & Testimony

  • No members of the public registered to speak or came forward during the 30-minute public comment period.

Discussion Items

  • City Manager Michael Overton presented the resolution, explaining that the current session law puts the Pitt-Greenville Airport at a competitive disadvantage. The proposed amendment, to be submitted by Representative Tim Reeder during the upcoming North Carolina General Assembly short session, would allow the airport authority to find alternative revenue sources to attract aviation development and personal/business aircraft, generating tax dollars, hangar rentals, and fuel sales.
  • Overton noted that the amendment also includes a new requirement: any proposed purchase of property by the airport using city, county, state, local, or federal dollars would require a public hearing before a vote by both the city council and the Pitt County Board of Commissioners.
  • Councilmember Jones expressed appreciation for Overton's extensive work on the project.

Key Outcomes

  • A motion to approve the resolution was made and seconded. The motion passed (no roll call vote recorded, but all seven council members were present and no opposition expressed). The resolution supports the proposed amendment to Chapter 571 to enhance the airport's financial position and competitiveness.
