Mr.

3:17

First item of new business is a rezoning item number two ordinance requested by Happy Trails Farms LLC to rezone 0.975 acres located between West Arlington Boulevard and Spring Forest Road from MCG, which is medical general commercial, to MR, which is medical residential, high density multifamily.

3:39

Here from staff, please.

4:07

If you notice this map looks a little strange, and what we've done is is we've taken this little yellow sliver that you see here, which is actually the rezoning area, and we've kind of blown it up in this little inset.

4:18

And that's because this strip of property is literally like 20 feet wide.

4:23

So this is just a small tweak to the zoning lines that is going to move the zoning line for a development that's coming in so that the development and the zoning lines will match.

4:48

This is going to eventually align with the driveway at physicians east, and that's going to be a signalized intersection.

Planning and Zoning Commission Meeting – September 17, 2019

The Greenville Planning and Zoning Commission convened on September 17, 2019, at 6:00 p.m. to consider four rezoning requests, two text amendments, one street name change, and routine minutes approval. All votes were unanimous. The meeting included presentations from staff, brief public comments in support of two rezoning items, and adoption of a friendly amendment to one text amendment.

Consent Calendar

  • Approval of Minutes (August 20, 2019): Motion by Mr. West, seconded by Mr. Joyner, to approve the minutes. All in favor; motion carried unanimously.

Public Comments & Testimony

  • Item 3 (Liberty Freewill Baptist Church rezone): Lynnwood Stroud (Stroud Engineering, representing applicant) and Ron Harrell (commercial real estate broker, on behalf of the church) spoke in support. No opposition.
  • Item 4 (University Medical Park North LLC rezone): Brian Vegundis (representing applicant) spoke in support, explaining the request aligns zoning patterns.
  • No public comments were offered for Items 2, 5, 6, or 7.

Discussion Items

  • Item 2 – Happy Trails Farms LLC Rezone (0.975 acres, West Arlington Boulevard to Spring Forest Road): Staff presented a map showing a narrow 20‑foot‑wide strip proposed to be rezoned from MCG (medical general commercial) to MR (medical residential, high‑density multifamily) to align zoning lines with a forthcoming development. The parcel is not in the floodplain. Staff found the request consistent with the Horizons plan and recommended approval. No commission questions; motion to approve carried unanimously.
  • Item 3 – Liberty Freewill Baptist Church Rezone (18.5428 acres, NC Highway 43 West and MLK Jr. Highway): Staff noted the property, formerly the church site, is zoned RA20 (residential agricultural); the request is for CH (heavy commercial). The rezoning could generate about 2,500 trips per day. A small portion lies in the 100‑year floodplain. Staff found consistency with the land use plan and recommended approval. No commission questions; motion to approve carried unanimously.
  • Item 4 – University Medical Park North LLC Rezone (1.133 acres, Moy Boulevard north of West Fifth Street): Staff explained the request changes zoning from MO (medical office) to CG (general commercial) to match adjacent parcels and a lot line. The site is in the Harris Mill Run watershed (10‑year detention required) and could generate about 1,000 trips per day. Commissioner Overton asked about the reason for the request; the applicant clarified it aims to unify zoning on the lot. Staff recommended approval; motion carried unanimously.
  • Item 5 – Text Amendment: Recording Studio to Digital Broadcast Studio: Staff proposed renaming the use, adding a definition, standards (no living quarters, no transmission tower), and expanding permissible zoning districts. Commissioner Overton asked whether “transmission tower” includes monopoles. Staff accepted a friendly amendment to explicitly prohibit “transmission towers or monopoles.” Motion to approve with that amendment carried unanimously.
  • Item 6 – Text Amendment: Pet Grooming Facility: Commissioner Overton recused himself (motion by Ms. Darden, seconded by Mr. Joyner; approved unanimously). Staff presented a new definition (grooming of four or more animals, no boarding or training), standards (hours 7 a.m.–8 p.m., enclosed grooming areas, no outdoor holding), and permitted uses in multiple commercial districts. Discussion clarified the “four or more” threshold refers to grooming stations, not animals on site. Motion to approve carried unanimously.
  • Item 7 – Street Name Change: Farnville Boulevard to West 10th Street (Memorial Drive to Dickinson Avenue): Staff explained the renaming simplifies directions and follows completion of the 10th Street Connector. No residential properties front the affected segment. Signs and notifications were posted. No public comment. Motion to approve carried unanimously.

Key Outcomes

  • Unanimous approvals on all items (Minutes, Items 2–7).
  • Friendly amendment adopted for Item 5: The definition of prohibited transmission structures now includes “monopoles.”
  • Recusal: Commissioner Overton recused from voting on Item 6.
  • Next steps: The rezoning recommendations will go to City Council; text amendments will take effect upon adoption; street name change to be implemented following the vote.
