June 16, 2020 Planning and Zoning Commission Meeting
The Greenville Planning and Zoning Commission met electronically on June 16, 2020 at 11:00 AM (as per system time) to consider several rezoning requests and street closure proposals. Due to the COVID-19 pandemic, the meeting was closed to the public but allowed for electronic participation and email comments. The Commission decided to recess the meeting until June 18, 2020 at 6:00 PM to allow additional public comment and then to vote on the remaining items. Several items were continued to the July 21, 2020 meeting.
Consent Calendar
- The minutes from the May 19 and May 21 meetings were approved unanimously by roll call vote.
Public Comments & Testimony
- Item 7 (CR Development LLC rezoning): Brian Fagundis, representing the applicant, spoke in favor of the request, noting its consistency with the comprehensive plan and that environmental and traffic studies were underway. No opposition speakers signed up.
- Item 8 (Collis and Anne Moore rezoning): Ken Malpus, representing the applicant, explained the request was a "cleanup" to allow a previously submitted site plan to proceed under the correct zoning. No opposition speakers.
- Item 9 (Josh Court closure): Ken Malpus, representing the petitioner, spoke in favor, with no additional comments. No opposition.
- Item 10 (Ridgway Street closure): No speakers in favor or opposition.
Discussion Items
- Items 3, 4, and 5 (Old Business): At the request of Mr. Baldwin, these three items were continued to the July 21, 2020 meeting by unanimous vote.
- Item 6 (Text Amendment): Staff requested a continuance to July 21, 2020 to hold a neighborhood meeting on June 30, 2020 at 5:30 PM in City Council Chambers. The Commission unanimously granted the continuance.
- Item 7 (Rezoning – 71.691 acres at Williams Road and Dickinson Avenue): Staff planner Brad Steward presented the proposal to rezone from RA20 to R6 (residential high density, 64.771 acres) and R6-CA (conservation overlay, 6.980 acres). The site is vacant, located in the Greensmill Run watershed, and would increase traffic by approximately 608 trips per day. Staff recommended approval as the request aligns with the Future Land Use and Character Map. Commissioner Overton disclosed that a broker from his firm represents the developer; the City Attorney noted that recusal is only required if the member would have a direct, substantial, and readily identifiable financial impact. Discussion of recusal was deferred to the June 18 meeting.
- Item 8 (Rezoning – 2.3885 acres at Boy Boulevard and Stansburg Road): Staff planner Brad Steward presented the request to rezone from MS and MCG to MCH (medical heavy commercial). The property includes a former Rite Aid building and a vacant tract. Staff recommended approval due to consistency with the Future Land Use and Character Map. No questions from commissioners.
- Item 9 (Street Closure – Portion of Josh Court): Lisa Kirby, Director of Engineering, presented the request to close a portion of the cul-de-sac to extend the street into an adjoining subdivision. City and GUC have reviewed and request a utility easement. No budgetary impact. Staff recommended approval.
- Item 10 (Street Closure – Portion of Ridgway Street): Lisa Kirby presented the request to close a portion of Ridgway Street from Broad Street to its southern terminus, located behind Gary Sevens Lumber Company. All abutting property owners are the petitioner. City and GUC request a utility easement. No budgetary impact. Staff recommended approval.

- Items 7, 8, 9, and 10 were not voted on; the meeting was recessed until June 18, 2020 at 6:00 PM to allow additional public comments (submitted via email within 24 hours) and then the Commission will discuss and vote on these four items.
- Commissioner Overton's potential conflict of interest on Item 7 will be addressed at the June 18 meeting before voting.

Okay, we are live. All right, good evening to everybody for the June 16th. Planning and zoning commission meetings. In uh compliance with the fourth proclamation entered by our mayor on April the 13th, our meeting will be held by electronic means and closed to the public. Staff has forwarded comments to the commission that were received via email. Speakers that wish to address the commission will be held in queue and will speak in the order they registered with the clerk's office. If a person willfully disrupts the meeting upon direction by myself, the person will be removed from electronic participation, or his or her email may not be read. To our staff and members, to avoid crosstalk, please announce your name and be recognized by the chair to speak. Each member will be polled individually for their vote by roll call and be used to record the votes. If a member does not vote, that vote will be recorded as a vote against the motion. For purposes of hearing our agenda items, we will first hear from staff, and then once we hear from staff and our questions are answered, then we'll hear from the presentation of those in favor of the item. They will have total of 30 minutes, and then the first speaker will have five, and then each person thereafter, three. There are no rebuttal periods. And because uh of having to do this electronically, we're having to do things a little bit differently. Uh we will not vote on the item uh items tonight. Instead, we will hold this meeting open and recess it until Thursday, June 18th at 6 p.m. In their interim, the public has 24 hours to provide additional email comments to the city staff, and they will provide those to us. And then on June the 18th at 6 p.m. We will reconsider the items, discuss them, and then vote upon them. So with that, I'll move to uh the invocation and call upon Mr. Jordan to do so. Everybody bow your heads. Uh dear lord, we uh come before you tonight and ask that you uh bless us with your grace and uh help us uh uh board members, uh other fellow city staffers, uh you know, just take into the the consideration that of the public and try to make these hard decisions um with uh with with the with the best knowledge we can. Uh we ask this in your great name. Uh we ask that you watch over us as a city as our uh as a community and a whole and help uh mend these uh difficult gaps in difficult times.
