Staff responded that the watershed master plan identifies flood mitigation projects downstream and that wetlands impacts would be examined during future site plan review.
- Item 4 – Zoning Ordinance Text Amendments: The commission considered six minor changes to Title Nine, Chapter 4 of the City Code, including a proposal to reduce the minimum display time for electronic message signs from 60 minutes to 60 seconds. Commissioner Billy Parker asked whether the city would consider a 30-second interval, citing a nearby sign in Winterville that flips every eight seconds. Staff responded that the one-minute recommendation is reasonable and consistent with statewide practices, and that a shorter interval could become a nuisance without broader community input. Commissioner Parker then asked if the sign change (sub-item 5) could be severed from the rest; the chair noted the item must be voted up or down as a whole or continued, but Parker agreed to move forward with the entire package.

Great. Welcome everyone. And uh we're now resuming our meeting from December the 15th, now December the 17th. So we're resuming our meeting tonight in order to consider the items that came before us on December the 15th to debate those items and then to vote on those items. Again, I just remind all our viewers uh watching tonight that the planning and zoning commission is a public body established by the Greenville City Council pursuant to North Island General Statute. The commission makes final decisions on preliminary subdivision plates and makes recommendations to the city council on rezoning text amendments, ETJ extensions, street closing, street name changes involving honorary designations, and comprehensive map plan amendments.
