- Item 6 – Text Amendment to Add Dance Studio and Delivery Service: Staff amendment proposed expanding allowed uses in several districts. Commissioner Overton disclosed prior discussions with staff about a potential user but had no conflict. Motion to approve (with consistency statement) passed unanimously.
- Item 7 – Ordinance to Adopt Title IX for State Law Compliance: Required by N.C. General Statutes Chapter 160D. Motion to approve passed unanimously.

Welcome everyone to the uh reconvening of the May 18th 2021 uh planning and zoning commission meeting. Uh we are coming back from Tuesday night where we heard from the items on the agenda tonight. We will uh discuss those matters and have formal votes on each of the items that remain. So having said that, I'd like to open us up with the invitation if you uh care to join me in prayer. Uh Lord, we uh thank you so much for this day and this beautiful weather we're having. We would ask you, hope you give us a little rain, especially for the farmers that surround our our big city. We'd ask that you take care of us as we make our decisions and you give us the wisdom and discernment to serve not only those that are in district, but also those in a whole uh as we try to make the best decision that served the city of Greenville and its growth and as we progress forward. Also to conclude, Lord, we ask you bless those who are less fortunate than we are and and lift them up in and our prayers and for all that we give you blessings in your precious name we pray. Amen. So let's move right into the first item, which I understand is for our consideration and vote, and that would be item number two, which is a request by Happy Trail Farms LLC to re-zone 7.2 acres located along the eastern right of way of Port Terminal Road and 350 feet more or less uh north of East 10th Street from R6A to R6. And having read that, I'll open it up for discussion amongst our members, or I'll certainly entertain a motion. Is there any discussion that any member would like to have about this particular item? Yes, sir, Mr. Maxwell. Um I'll just like to say that um uh I mean I I understand what the staff has said on this. Uh the zoning um change that's been requested doesn't really uh comport with the uh long range plans as far as the city has laid out in the comprehensive plan. Uh and another thing that concerns me is the um sensitive land that's uh on this location. Um I feel like we've allowed too much construction in areas that have sensitive lands or lands that are subject to flooding and that type thing. So I just feel like uh I know what uh the person who uh spoken in um uh for this motion said that they felt they needed market rate apartments. That may very well be true. It probably is true, but uh I just feel like this is not the appropriate place for that. So um I would like to make a motion to recommend denial of the proposed amendment to advise that it is inconsistent with the comprehensive plan uh to adopt the staff report, which addresses plan consistency and other matters. Mr. Maxwell has made a motion to deny the request. This listed is item two. Is there a second to Mr. Maxwell's motion? Mr. Chair, I'd like to make a subsequent motion uh to approve this request.
