Greenville Planning & Zoning Commission Meeting – October 19, 2021
The Greenville Planning and Zoning Commission met on Tuesday, October 19, 2021, at 6:00 PM via remote electronic platform. The meeting was called to order by Vice Chair Chris West, who also delivered the invocation. Roll call established a quorum. The commission approved the minutes from the September 21, 2021 meeting unanimously and then considered two new business items, both of which were approved without opposition. The meeting adjourned after brief announcements.
Approval of Minutes
- The minutes from the September 21, 2021 meeting were approved unanimously by roll call vote.
Preliminary Plat – Abigail Trails Phase 1 and 2
- Request: Abigail Trails, LLC sought approval of a preliminary plat for “Abigail Trails Phase 1 and 2,” located along the eastern right-of-way of Frog Level Road, north of Megan Drive, and at the current terminus of Miranda Way (tax parcels 87348 and a portion of 13789). The proposed subdivision consists of 63 lots on 21.73 acres, zoned R6A (allowing two-family development).
- Staff Presentation: Planner Davita Moore presented the location map, aerial view, preliminary plat, floodplain map (no impact), and zoning map. The property is in the Swift Creek watershed and not in a floodway.
- Public Comment: Richie Brown of Australia Engineering, representing the applicant, briefly noted that perimeter swales would control runoff to adjacent properties. No other speakers appeared in favor or opposition.
- Outcome: The commission voted unanimously to approve the preliminary plat.
Text Amendment – Freestanding Sign Surface Area in MUI District
- Request: Elliott Sidewalk Communities proposed amending Title 9, Chapter 4, Section 9-4-232 to allow freestanding signs in the Mixed Use Institutional District (MUI) to have a maximum surface area of 200 square feet (up from the current 125 square feet).
- Staff Presentation: Planner Shonda (speaker) explained that the MUI district was created in 2020 for large-scale mixed-use projects (office, institutional, research, residential, commercial). The only MUI-zoned property in the city is the Millennial Campus project area south of 10th Street. Staff noted that the increase of 75 square feet is acceptable given the large scale and intensity of such projects, and that the amendment is consistent with Goal 4.3 of the Horizons Plan (modernize and diversify the local economy).
- Public Comment: No speakers signed up for or against the amendment.
- Outcome: The commission voted unanimously to recommend approval of the text amendment, finding it consistent with the comprehensive plan, and adopted the staff report.

All right, thank you. I appreciate that. Um, good evening, everyone. This is uh this meeting will now come to order. Uh welcome to the October 19th, 2021 meeting of the City of Greenville Planning and Zoning Commission. My name is Chris West, and I'm the vice chair of this commission. I'd like to start by acknowledging that we are conducting this meeting using a remote electronic platform. I would ask for your patience today as we proceed. There may be slight delays as we transition between speakers, participants, and presentations. First, tonight's meeting will be conducted by simultaneous communication in accordance with the newly enacted statutes in session law 2020-3, which allows for remote meetings during declarations of emergency and additional requirements regarding notice and the opportunity to be heard. Members will hear the item along with the public hearing. Public hearing will be closed. The commission will discuss the items and then vote on the items in question. I think I am actually the one giving the invocation, so I'll for everyone with bow your heads. Dear Lord, thank you for all those in attendance tonight, and also for those who couldn't be here.
