Greenville Planning and Zoning Commission Meeting – May 17, 2022
The meeting was called to order at 6:00 PM by Chair Kevin Faison. An invocation was given by John Collins, followed by roll call establishing a quorum. The commission approved the minutes from the April 19, 2022 meeting unanimously. The meeting then proceeded through old business, new business, and a text amendment.
Consent Calendar
- Approval of Minutes (April 19, 2022): Approved by a unanimous voice vote (all ayes, no nays).
Public Comments & Testimony
- Item 3 (BFC Allen Road, LLC rezoning): Scott Anderson, representing the applicant, stated the parcel is under common ownership with adjacent 30 acres and the rezoning is to unify zoning for future development. No opposition.
- Item 4 (Greenbrier Realty rezoning): Dwight Bernelson (Rivers & Associates, agent for owner) explained the request is to clean up zoning lines to match lot lines for a single-family plat. No opposition.
- Item 5 (Charles Blvd. 58 Acres, LLC rezoning): Several speakers appeared:
- Clint Cogburn (attorney for applicant/Grover Gaming): Stated the company is locally owned, the rezoning would allow an office headquarters, and that a 50-foot strip along the adjacent residential neighborhood would be deeded to homeowners for additional buffer. He noted a community meeting received positive feedback.
- Jeff Aldridge (Tucker Estates homeowner): Expressed full support, stating the 12 homeowners backing the property are excited about the proposed campus-style office park with significant buffering. He disagreed with past flooding concerns, noting no street flooding during Hurricane Floyd.
- Justin Malarkey (speaker in favor): Praised the thoughtful, inclusive approach and described the concept as a low-impact, postmodern campus with undisturbed wooded areas.
- Jerry Sullivan (resident of Meeting Place): Expressed concerns about increased stormwater runoff (citing a recent upstream development that flooded his backyard) and requested that those impacts be addressed. He was not opposed to the development itself.
- Item 7 (FP Dickinson text amendment): Kim Maupus (representing applicant) explained the amendment would allow a bakery production/storage/shipment facility in CG districts, noting the applicant (a restaurant owner) wants to bake breads for his other locations. No opposition.
Discussion Items
- Item 2 (K Sade Ventures, LLC – rezoning 8.722 acres to MR): Staff presented the request, noting it is consistent with the Horizons plan and the future land use map. The property is partially in a flood hazard area. No public speakers. The commission moved to recommend approval.
- Item 3 (BFC Allen Road, LLC – rezoning 1.542 acres to R6): Staff explained the parcel is landlocked and under common ownership with adjacent R6-zoned land, making it undevelopable alone. The rezoning would align zoning. The commission approved.
- Item 4 (Greenbrier Realty – rezoning 0.238 acres to R9S): Staff described the small parcel as a cleanup to match single-family lot lines. The commission approved.
- Item 5 (Charles Blvd. 58 Acres, LLC – rezoning 48.101 acres to O): Significant discussion occurred. Staff noted the existing split zoning (three single-family districts) and the 50-foot strip excluded from the rezoning to be deeded to neighbors. Commissioner Maxwell expressed concern about changing a large residential area to office, and about stormwater detention effectiveness during back-to-back storms. Commissioner Overton asked about the buffer. The applicant’s team explained the office use is restrictive, the site will have significant buffering (50-foot deeded strip plus 35-foot buffer), and that the development would be a low-impact office campus with preservation of wooded areas. After public testimony, the commission moved to recommend approval.
- Item 6 (Baldwin Design Consultants – preliminary plat “Fire Tower Commercial Park Phase 3”): Staff requested a continuance to the June 21, 2022 meeting because revisions had not been received. Commissioner Overton noted a potential access issue with Victory Lane. The commission voted to continue.
- Item 7 (FP Dickinson – text amendment to Table of Uses): Staff explained that “bakery; production, storage, and shipment facilities” is not currently permitted in CG, and the amendment is appropriate. No public opposition. The commission approved.
