The Greenville Planning and Zoning Commission met on June 21, 2022 at 6:00 PM in City Hall Council Chambers. The meeting included the approval of previous minutes, four rezoning requests, and two preliminary plat approvals. All agenda items were approved unanimously.

Public Comments & Testimony
- Rezoning on Staton Road (Item 2): Will Clark spoke in favor of rezoning 15.78 acres from IU (Unoffensive Industry) to I (Industry).
- Rezoning on L.T. Hardee Road (Item 3): Landon Weaver (Bill Clark Homes) spoke in favor. Four residents spoke in opposition: Dennis Campbell (1511 L.T. Hardy Rd), Harold Wise (235 Leon Dr), Wanda Smith (L.T. Hardy Rd), and Mike Tart (221 Leon Dr). Concerns included increased traffic, dangerous curves, existing infrastructure strain, noise and light pollution, drainage issues, and a desire to preserve neighborhood character.
- Rezoning on South Square Drive (Item 4) and Fire Tower Commercial Park Phase 3 Plat (Item 5): Mike Baldwin (representing Kotarides and property owners) spoke in favor. No public opposition.
- Cypress Pointe Cluster Subdivision Plat (Item 6): Landon Weaver and Richie Brown (Stroud Engineering) spoke in favor. No public opposition.
Discussion Items
- Rezoning Request by Will Clark (Item 2): Staff reported the 15.78-acre property is in the recommended industrial area with no nearby residential uses. The change from IU to I allows more uses but no anticipated intensity change. The commission approved.
- Rezoning Request by Bill Clark Homes (Item 3): Staff noted the 13.84-acre property could yield 165 multifamily units (R6) versus 45 single-family homes (RA20), with an estimated net increase of 722 trips per day. Commissioners discussed cumulative development in the area and infrastructure concerns, but voted to approve, citing compliance with the comprehensive plan.
- Rezoning Request by Kotarides Development (Item 4): Staff said the 18.849-acre property rezoned from CG to R6 would decrease traffic volume and could yield 225 multifamily units. The commission approved, noting it provides transitional zoning.
- Fire Tower Commercial Park Phase 3 Preliminary Plat (Item 5): Staff presented a plat for 23 commercial lots on 36.161 acres. The original 2004 approval included Faith Lane for connectivity, but it was never built. Mike Baldwin argued that alternative interconnectivity exists via a street stub at South Point. The commission approved the plat as presented.
- Cypress Pointe Cluster Subdivision Phases 1-12 Preliminary Plat (Item 6): Staff presented a plan for 304 single-family lots and 8 non-residential lots on 112.53 acres. Features include rear-entry alleys, an amenity center, and detention ponds. Build-out estimated at eight to nine years. The commission approved.

If you guys will notice, the city attorney is not here, but he is on call in case we need him. Okay, you have all been presented in advance with the minutes from the May 17th, 2022 meeting. Have had an opportunity to read and review the minutes. Are there any questions or corrections? Seeing none. Is there a motion? Motion approved. Second. We have a motion and we have a second. All those in favor say aye. Aye. Any opposed? Okay. Now on to new business. Request by Will Clark to rezone 15.78 acres located along the northern right-of-way of Stanton Road and one 1,000 plus feet east of North Memorial Drive from IU Unoffensive Industry to I Industry. Staff, could you please give your presentation? Did you want to say anything about public hearings or you want to do that after I do my presentation? I'll do it afterwards. Okay, fantastic. These items will all go to the August 18th City Council meeting. So council takes July off. Okay. This property is located in the northeast quadrant of the city. It's located along Staten Road. It's in between Memorial Drive and the Martin Luther King Junior Highway bypass to the north. This is Pantheon and DSM. This is a photograph of the property. So to your left would be Memorial Drive to your right hand side would be to the bypass. This is a survey of the property. It is just a little over 15 and a half acres. This property is located in the Parker's Creek watershed. If stormwater rules apply, it will require tenure detention. It is not located in a special hazard area. Staff does not anticipate a change in intensity of the property, but this rezoning will allow more potential uses. Currently, this property is zoned unoffensive industry. Again, that's a little bit of a step down from the request tonight in front of you, which is industry. Again, this property is not on the edges of the recognized industrial area. And there are no residential uses nearby. Industry is recommended in the area bounded by Memorial Drive, Staten Road, and the bypass.
