The Greenville Planning and Zoning Commission met on December 17, 2024 at 6:00 PM in City Hall Council Chambers. The meeting was called to order by Chair Alan Brock, followed by an invocation by Carlos White and roll call establishing a quorum. Text Amendment: Camping World – Flagpole and Flag Regulations
- Staff Presentation (Chris Kelly): Summary of current regulations: non-residential flagpoles max 70 ft or max building height, whichever less; non-commercial flag max 216 sq ft (proportional to pole). Applicant requests: increase max pole height to 130 ft, remove district height limit, and allow max flag size of 3,200 sq ft (a 1,381% increase). The amendment is citywide, applying to all 16 non-residential zoning districts. No setback or separation requirements currently. Staff noted the City Council in 2020 created a highway sign overlay district allowing one 130-ft pole with 1,000 sq ft flag and a 60-ft setback, which staff believes is the appropriate framework. Staff recommends denial for inconsistency with the comprehensive plan (Chapter 1: Building Great Places).
- Board Discussion: Commissioners emphasized that the proposed text would set a precedent for every commercial property in the city, raising safety and visual clutter concerns.
