The Greenville Planning and Zoning Commission met on May 19, 2026, at 6:00 PM in City Hall Council Chambers. Chair John Collins presided. - Rezoning Request by Sweet Living Capital, Inc. (Item 2): The commission considered a request to rezone 14.2 acres on Charles Boulevard (between Signature Drive and Bluebill Drive) from RA20 (Residential-Agricultural) to R6 (High Density Multi-family). Staff planner Shantae Gouby presented the proposal, noting that under current zoning the site could yield 40–45 single-family lots, while under R6 it could accommodate 185–200 multifamily units. Traffic analysis showed that Charles Boulevard is currently at 98.4% of its design ADT (Level of Service D), and the development would increase traffic by 833 trips, pushing the roadway to 104% of design ADT. However, traffic engineer Rick (last name not given) explained that there is a 10–12% buffer before capacity (Level of Service E) is reached, and that the main congestion issue is at the Fire Tower Road intersection, not the roadway segment. He also noted that the NC Department of Transportation has funded preliminary engineering for a boulevard widening from Fire Tower to Worthington, which would increase capacity to 39,700 ADT, but construction funding and timeline are not yet secured. Commissioner White expressed concern about traffic congestion, recounting a personal experience with an ambulance stuck in traffic. Commissioner Ruby noted that the right-in/right-out design and the future road project provide some reassurance. The commission voted to recommend approval of the rezoning, finding it consistent with the comprehensive plan, and adopted the staff report.

Dear God, thank you for allowing us to live in this great city of Greenville, and thank you for all the wonderful employees that we're able to work and volunteer with. All right. Our next item is approval of the agenda. Uh Shante. I've got my partner in crime, the attorney here. Um, I'm here to ask a bit of a favor of the commission. I became aware at the end of last week that the rezoning that's item number three was not properly advertised, like we always do with all of the cases. Since that was last Friday and we're meeting tonight. Um what we would do is we would move a rezoning like this just to the following month, and we would move it in June. As a matter of practice, City Council never meets in July. So what that means is if we were to move the item to June, it wouldn't go to council till August. So what I'm asking is I spoke to the chair early this morning, and I am asking if it would be possible to hold a special call meeting. I have two dates in mind. You don't have to tell me now, but on the staff side, we're all available. Um the two dates would be June 4th or June 9th, and it would be at 6 o'clock. We can send a doodle poll in the morning if that's easy. Um we need at least five people to have a meeting, and you know, I don't want to have you bring out your phones now and look, but that that is the request. And then what that means is item number three would be pushed to either one of those two dates, or if worse comes to worse, then we'll move it to June. I'll be happy to answer any questions. So procedurally, though, we would remove that item from the agenda tonight. Essentially, that's all you guys need to do before you approve the agenda. And ultimately, you guys will do the poll to figure out the special call meeting.
