Staff stated the request is consistent with the Horizon Plan and Future Land Use Map and recommended approval.
- Traffic Impact Discussion: Commissioners raised concerns about traffic congestion on Charles Boulevard, particularly with the added vehicles from up to 265 residential units. The current Average Daily Traffic (ADT) on Charles Boulevard is approximately 23,800, operating at Level of Service (LOS) D (design capacity 29,900). The proposed development would add about 2,200 daily trips, a net decrease of 439 trips compared to full office build-out. The city traffic engineer confirmed no traffic impact study would be required, as the volume is below the threshold. At the future access point, the state would likely require a driveway permit, a right-turn lane, and alignment with Exchange Drive, but no immediate plans for a traffic signal exist. The LOS would remain at D, adding roughly 2–3% to the ADT.
