Greenville Planning and Zoning Commission Meeting – June 16, 2026

The Greenville Planning and Zoning Commission met on June 16, 2026, at 6:00 PM in City Hall Council Chambers. Chair John Collins called the meeting to order. Proposal: Rezone 17.23 acres near Corey Road and Vicksburg Drive from Pitt County RR (Rural Residential) to CH-CZ (Heavy Commercial Conditional Zoning). Uses limited to: one 28-bay technology-enhanced driving range, two 18-hole miniature golf courses, and a restaurant/cafe as accessory use. Hours of operation: Sunday–Thursday 9 AM–10 PM, Friday–Saturday 9 AM–11 PM. Annexation into the city will be required; if the annexation is not approved by city council (scheduled for August 13, 2026), the rezoning becomes void. Staff Presentation (Shantae Guy): Conditional zoning permanently restricts uses and runs with the land. A community engagement meeting was held April 14, 2026 at Sawyer's Fun Park. The property is adjacent to Boyd Lee Park and has an intervening 13.5-acre parcel under common ownership that could serve as a buffer (but is not included in the request). Under current zoning, the property could generate 136 daily trips; under proposed zoning, 300 daily trips (net increase of 164). Cory Road would operate at 32.5% of design ADT after development. The site is in the Fork Swamp watershed; stormwater detention and nitrogen/phosphorus reduction are required. A portion is in a special flood hazard area, and there may be jurisdictional wetlands. Staff recommended denial due to inconsistency with the comprehensive plan and future land use map designation (residential). Additional considerations: proximity to Cory Ridge subdivision, potential for amplified sound from the semi-enclosed driving range, and required buffer yards (Type E: 6 large trees, 8 small trees, 26 shrubs per 100 linear feet). Public Hearing:
