Greenville Planning and Zoning Commission Meeting Summary - August 18, 2026

The Greenville Planning and Zoning Commission met on August 18, 2026 at 6:00 PM in City Hall Council Chambers. The future land use map recommends Urban Core; staff found the request consistent with the Horizons plan and recommended approval.
  • Public Comment in Favor: Karan Patel (CN Hotels) spoke in favor, stating they plan a higher-end AC brand hotel with rooftop restaurant, quality jobs, and improved walkability. Under current residential zoning, full build-out (including additional single-family homes) could generate 356 trips; under proposed office zoning (full office development on the whole site) about 556 trips (net increase about 200). No flood hazard or wetlands. Future land use map shows Residential; staff stated that office zoning is the most restrictive non-residential district and is compatible with residential areas, thus consistent with the comprehensive plan. Staff recommended approval.
  • Public Comment in Favor: Byron Aynes (Overton Group) representing MMT Management stated the applicant needs space for a daycare currently serving 175 families in Pitt County (four locations total) and is being relocated. The existing building (10,000 sq ft.) is larger than their current 8,000 sq ft. facility. They are open to subdividing to preserve green space if possible.
  • Public Comment in Opposion:
    • Bill Twine (319 Bay Tree Drive) – objected to commercial use in a residential neighborhood, fearing a domino effect. He noted there is no commercial property between Charles Boulevard and 14th Street. Concerned about the wooded lot behind, drainage issues, and incompatibility. Stated the rezoning would open a can of worms.
    • Hanna Collins (141 Holly w ire) – lives at the dead end backing the property. Supports daycare in existing building but opposes rezoning the entire lot; worried about loss of green space where children play, increased traffic near the school, and safety.
