So looking at the month of April, April has gone through a lot of transitions.

You know, number one, there's a lot of warmer weather, and honestly, I don't think I've had the urge to go more outside than now.

And not only that, but work is tending to pile up right now, and we're currently in a season of transition.

With that being said, here's our April Planning Commission.

So with that, the Mary Washington event, this was an event geared towards climate change.

The commissioners truly have to learn about this issue, help contribute to a better environment, and it was an interactive and learning experience for everybody, and promotional value as well.

The commissioners enjoyed a night of fun within the community.

You know, being able to skate at the peninsula skating center was a great experience.

A chance to connect with their peers, like-minded people as well, and spread positivity within the Hampton and Newport News area.

Now looking at data trainings, you know, there was different types of data that we learned about, you know, qualitative, like more like reasonable data, quantitative was like numbers.

One highlight to me that honestly stood out was a presentation made by my co-worker Quinn Heinrich, who had a statistics presentation, two numbers in particular that stood out in this presentation with six seven.

This not only kept the commissioners up and awake, but it also it also made it it also I lost my points, but it also it also helped them to be able to learn more about the presentation as well and how we can apply the numbers moving forward.

Looking at the youth master plan surveys, you know they're continuing to be open to students around Hampton City schools, providing feedback from students as well as updates with adult surveys and upcoming events.

We have our teen town hall connecting with other groups within Hampton to learn more about the youth master plan and clean sweep, which is helping to clean Mother Earth and getting volunteer hours while doing that.

The planning commission of the city of Hampton takes pride in being fair and courteous to all parties in attendance.

It is important that all involved understand how the commission conducts its hearings and how all persons before the commission should conduct themselves.

Individuals other than the applicant or their representative who have signed up to comment on the case will have three minutes to present their comments.

This is a rezoning application by Adrian Mora to rezone approximately 0.09 acres at 4218 Victoria Boulevard.

As indicated, I'll be presenting rezoning application number 26-0121 and use permit number 26-0122 at 4218 Victoria Boulevard.

As indicated, these will be presented and can be acted upon concurrently.09 acres from neighborhood commercial C1 district to multiple dwelling district with proffers for multifamily development and the use permit to allow for a multifamily dwelling.

On the location map, you can see by the red star, this is the general location of the property just west of downtown on Victoria Boulevard.

The property is located at the corner of Victoria Boulevard and Shield Street.

For reference, Kikitan Road and Victoria Boulevard Gateways in the upper left, and directly across Victoria Boulevard is the Hampton Public Library.

The proposal is to renovate and convert the existing building into a multifamily dwelling.

There are four one-bedroom, one-bath apartments proposed, which would range in size from 576 square feet to 621 square feet.

And there are other property improvements associated with the proposal.

As you can see, it has the brick facade in the front, and on the left side is the block and stucco rear portion of the property that is currently being repaired and painted a Williamsburg blue.

This is a concept plan showing the building, which is in yellow, the red brick walkway pavers in orange, red, the green space, and it also depicts the parking spaces available on Shield Street in the one additional one on Victoria Boulevard.

These are the proposed building elevations, and in the proffers, they indicate they will be adding a new front covered porch.

This is an element designed to mirror the existing residential properties along Victoria Boulevard.

In the upper left, this would be the view from Shield Street with the rear unit on the lower floor, the entrance shown there, and the other two elevations.

These are the proposed floor plans.

You have the lower floor with the entrance from the front and the entrance from the side for the two units, and the upper floor would be served by two separate entrances, a stairway, and a landing.

It is currently zoned C1.

You can see adjacent to it are R11 zoning districts, as well as some C2 on the east side of Shield Street.

The future land use map calls for this area to be medium density residential.

This proposable proposal would be consistent with public policies, land use, community development policies, specifically the one on the front here on the top.

I'll mix a housing types and values.

It's also consistent with the Kikatan Road Corridor Master Plan, which calls for redevelopment or reuse of underutilised commercial properties for new residences.

The applicant has proffered conditions, the development standards regarding the setbacks, the enclosed building elevations with the exterior improvements, and the landscape design and materials that would be utilized.

The use permit conditions include adherence to the proffers, securing the appropriate site plan and building permits, the certificate of occupancy, and then the standard compliance nullification and revocation provisions.

A community meeting was held on April 2nd.

Applicant and staff attended.

One member of the public did attend.

He indicated he does not support the application due to the limited on street parking, especially during events such as football games at Darling Stadium, uh funerals across the street, or overflow events at the church or public library.

The analysis uh indicates it does further the adaptive policies of the Hampton Community Plan, the Kecater Road Corridor Plan.

It diversifies housing opportunities and it revitalizes the existing building and property.

In conclusion, the applic applicant will have an opportunity to present.

You will have a public hearing, and staff does recommend approval of the rezoning application with seven proffered conditions and recommends approval of the use permit with the six attached conditions.

It will have the brick walkway extending um around to the western side adjacent to the residence over there, and it will have the brick pavers at the rear of the property, and then some landscaping requirements per the site plan requirements.

uh normal rectangle type window similar to the house uh adjacent to the right there will be additional windows uh provided on the brick facade section facing shield street there uh it does have the additional front covered porch it will have the brick walkway extending um around to the western side adjacent to the residence over there and it will have the brick pavers at the rear of the property and then some landscaping requirements per the site plan requirements so I'm sorry to be clear they're gonna put brick pavers where the city sidewalk is there around through to here there are currently brick pavers here and it would come up to there up closer to the building correct okay and then in the front around the side okay um can you go to slide number 10 please so that's the site um that you have what is C2 next to it that is the funeral home gotcha okay and the the dwelling next to it the 4126 Victoria is currently apartments correct it is an upper and lower apartment correct upstairs downstairs the residence that have been converted into essentially a duplex or two two units two and then 40 42 10 is also apartment and how many units do we know that is three three okay and then 4206 is eight units correct is it eight units no two units A and B.

The other apartment units that are across that um segment there do they park I believe they park in the spaces available along the front on Victoria Boulevard and then there is an alleyway right here that provides access to the rear of those properties so I don't know to the extent of the coverage on the lot but there may be an additional space or two available in the back of these properties accessible through the alley this property does not have that because the building occupies most of the property and with the rear storage garage area it comes out pretty much directly to that alleyway.

And you had uh referenced in the presentation that there was a public uh meeting and that there was one person who um opposed the project what was their uh what was their reason for opposing the project they indicated that on street parking can be very difficult to find especially during events uh garling stadium is right over here or if there's a funeral or if there's overflow events the Presbyterian church is over here and I believe that uh gentleman is here in the audience and have signed up to speak during the public hearing so it may be more appropriate to ask him that okay thank you very much all right any other questions for staff thank you Mr.

Randolph and the applicant is here and wishes to speak sir yeah my name is Adrian Mora I bought this property about two years ago and uh just I want to clean it up it's uh really cool property um I know that there's a lot of history uh like you said there's a photography uh place and uh most recently I think it was a dance uh salon as well um I I think that the improvements are gonna make the whole block look way better uh it's been sitting idle for I think maybe two three years approximately um and yeah so I I've done a lot of work already on the outside doing some paver work painting stuff like that just to clean it up there used to be a lot of um just homeless people I guess walking around that area so put some cameras and everything so it's cleaned up uh a little bit and uh yeah I'm excited about this project and hopefully all the information that was provided is gonna be enough to for you guys to approve it thank you thank you Mr.

Mora are there questions for the applicant Martha thank you madam chair um thank you for for your um your application and your interest in in our city um uh what I did not take away from the materials that were provided um um was kind of really what you think these interior what these units are gonna look like inside and if there are any other exterior improvements that you plan outside of the brick pavers that were discussed and the all and the porch piece.

So the the exterior, there's not a whole lot that can be done uh besides putting windows because right now it doesn't have any windows or anything like that.

Uh we're definitely gonna do some landscaping work and the front porch, it's the biggest thing, I think, uh, in order to make it look like the rest of the properties around there.

Right now it's got a huge window, about eight feet long.

Uh so we're gonna put a normal window there, we're gonna do the brick work, and we're gonna do a porch that you know resembles the rest of the block there.

Um the paver work, it's it's also done to kind of uh mimic what's around the area.

Uh that was done on the inner corridor in between the property adjacent to it and the back side of it.

Uh the front and all that stuff, it's only gonna have the concrete sidewalls.

I just wanted to uh make sure that that's clear.

That's an existing concrete sidewalk.

Um, and yeah, with the front porch, painting it, the windows and landscaping.

It's it's all that I can do, I think, uh, in order to, you know, make this property look better.

Uh the interior, uh the finish is going to be, you know, I think under my standards, high grade.

So uh that's kind of what what I'm looking for there.

Uh owned our property for my family has owned that property for many years.

Uh during big events, the problem that I have with this here is parking.

Even though you have it's one bedroom.

If you he's got parking places for four or five people, if you've got four, and they have guests, that's additional parking cars that I that we're dealing with.

Anytime there's an event, funeral home or whatever, they have blocked my driveway many, many times.

They've blocked the emergency in exit and entrance for public safety to the marina, the big fence right there at the gate.

Um his building is excuse me, is a an easement driveway for all the residents on Columbia and part of Victoria.

Well, that's how they get to their garage.

And a lot of times that gets blocked up with traffic and everything.

We're having a lot more people moving around.

And they don't slow down very much.

And we're starting to get young kids in the neighborhood.

Um think it's a safety.

I I think it's too much traffic.

Uh you know, can't be using a church in the library all the time for parking.

I mean, I just don't think that's correct either.

But I think us as homeowners and property owners, we should be able to park in front of our property and in our driveways, not being blocked.

And a lot of times it does happen, and this is going to be more of a situation like that.

And I just uh I'm against it.

You said your family's own your home for quite a few years when the other businesses were operating in that location.

With the funeral home, you get some of the stuff going on.

And the other thing that I'm looking at, if we have a lot of blockage uh and a lot of cars going in there, um that funeral is liable to move.

Because they talked about that before when the traffic has gotten bad.

And that would be um a pretty good revenue loss for the city if that funeral home moves.

Um and that's the other thing that I'm looking at.

You know, I'm looking at securing our neighborhood and and my tenants, uh uh the children in the neighborhood, because they're starting, you know, they're getting a teenage age, and so they're out running around.

And then we have all the rest of the people that the church serves on Wednesdays for food and uh the homeless, which you know we help out with from time to time.

And I just think I I think this is a bad I think it's a bad move.

And that's my opinion.

My question was was there a parking issue when the dance studio or the photography studio was there?

You you spoke about the funeral hall.

But so they didn't drive to the dance studio.

No, they were there was very few cars that was there.

Was they might have two cars there at a time, maybe, and okay, because they normally parked on Victoria Boulevard.

Um there wasn't really any issue with the uh uh photography studio because it just be the photographer and maybe one or co one or two cars.

Now we're looking at four or five cars, possibly eight if they have friends.

Um when the dance studio was there to further explain what she asked.

When the dance studio was there, I don't particularly remember the photography studio, but when the dance studio was there, the children got dropped off, and then the people pulled off and left and came back and picked them up.

So it was a quick in and out.

Um as far as parking for tenants, I think it's it's gonna turn into a problem and it's gonna push more traffic down to the end of the street.

And as you can tell, I mean I'm in scrubs.

I work shift work, that's why I showed up late.

And my my truck has actually been blocked in.

I have a driveway at the end of the street.

I the driveway is beside where the marina is, and people have actually parked there and blocked my truck in.

If they block that driveway, I can't leave.

And when I get ready to go to work, if my driveway is blocked, I can't leave.

And if there's extra parking for people on the other end of the street that takes up the parking for the funeral home and other things, and that funeral home has been there forever, and that end of the street is where they do park.

I mean, they take up that entire end.

I mean, I'm not I'm not trying to kill this business, but at the same time, two businesses right there taking up that entire parking.

I mean, if you let's just say out of four apartments, you have three singles and one you know, and one family that has two cars.

I mean, that's five additional parking spaces that takes up that entire end.

The people that already have apartments there take up the entire part of Victoria.

So I mean that pretty much Shield Street's gone.

And then the people at the funeral home is gonna take up everything further down because by the time that the people on Shield Street Park, there's there's pretty much no more parking left.

And then you know, we're gonna be blocked in to can't go to work.

You know, I may go to work at midnight, I may go to work at three o'clock in the afternoon, and may go to work at eleven o'clock in the day.

I don't I don't know until I get my schedule, and that's once a week.

And you're not permitted to put up a cone.

I tried that once and I got in trouble.

So we're just not allowed to do that.

Um, I know it can be a challenge when you live in a place that has both commercial buildings and public amenities where people like to come.

The church facility on the West End Baptist Church is proposing a daycare with 18 children that are aged two and a half to five years old in two classrooms with two staff members.

Uh the applicant has expressed interest in expanding their daycare in the future to up to 36 children and four staff members making use of an additional three rooms within the church facility.

Um they will construct an outdoor playground that is 81 by 41 feet and enclosed by a six-foot chain link fence, and the property will or the daycare will make use of the existing parking lots that are on the premises that have a total of 62 parking spaces.

We also have um seven toddlers at our church who go to a different church and they are paying 330 dollars a week.

So the church absorbs when they can't pay their light bill, when they can't pay their, you know, we we absorb the cost of them having to pay so much for child care.

Uh of the seven children, four of those parents work in the church doing media and uh our Ministry of Music and with our own child care center on staff.

And so that's why we are really, really uh wanting to get this done.

Um, as well, we are members of the mayor's Macedonia call meeting, and we have heard um how much child care is needed in Hampton.

And where we are on Shell Road, we have like the number two area on the city's list of worst streets.

And we want to have a place for people to take children, we want to partner with social services so that they can have a reduced rate and and be able to go to work.

Side of plan prevent uh conflict, improve safety, and guide clear decision making during planning and permitting process.

And at the end, it's all about having a better and safe community.

Why we're amending the city code now, we're amending the section to this section to align with the state code, uh clarify vulgaria, define key terms, and make the process clearer, faster, and easier for citizens to use.

My name is Travis Rash, and I am here to present in an informative capacity information about our fiscal year, federal fiscal year 2026 annual action plan.

The annual action plan governs the way that we intend to use our HUD entitlement dollars that come through the community development block grant and the home investment partnerships program.

The annual action plan is part of our five-year consolidated plan process.

Each year we enact the annual action plan to serve two major purposes.

The first is it serves as a budget to let HUD know how we intend to use this year's allocations, what we intend to use those dollars for.

The second purpose is to make sure that we're aligned with that five-year consolidated plan.

That when that plan was approved in August of 2025, we continue to do what we set out to do in that plan.

This is year two of that five-year plan.

This will run from the city's fiscal years 2026 through 2030.

The annual action plan governs the program year, which starts July 1st of 2026 and runs through June 30th of 2027.

The community development block grant offers us a significant amount of autonomy in how we can use those dollars.

But the home investment partnerships program is part of the Cranston Goods Always Affordable Housing Act of 1990, meaning it is explicitly used for the purpose of affordable housing service provision.

When we use those dollars together, we can leverage them for a larger impact on our residents here in the city of Hampton.

So that's the way we've traditionally used the dollars in the past.

We preserve housing affordability, accessibility, and quality through a number of capacities.

We perform home modifications that include accessibility and weatherization.

We provide homeownership education using these dollars.

We also provide homeownership financial assistance for someone to purchase a home.

We preserve safe quality, decent uh rental housing as well.

We perform code inspections through our rental inspection programs for the renters here in Hampton.

Uh we actually applied for and received a shout-out to my colleague Carol Wilson, who's not in the room with us today, but through Virginia Housing, she received a grant to cover two fair housing events that we put on this month.

So we have additional funding to cover this particular uh expense this year.

Program administration, this generally refers to how we strategically plan to use the funds in the future.

We continue to adapt and refine our processes to continue to use the funds in an effective way.

These are the HUD allocations that we received last year from 2025 to 2026.

We use these funds to initiate the draft of our annual action plan for two very important reasons.

The first is there's regulatory precedent to do so.

HUD recommends using this approach.

It's a great way to get the conversation started and refine as needed.

Second, at the federal level, the community planning and development budget stayed exactly the same from the 2025 to 2026 year.

So we were under the impression that our allocation would be about the same year over year.

Using that, we use these numbers as a draft starting point for our annual action plan, $897,498 is what we received for our community development block grant allocation last year, as well as $40,000 of anticipated program income.

We use this funding for things like housing services to provide housing counseling services, financial counseling, credit counseling for our residents here in Hampton, housing programs, modifications for weatherization and accessibility, code enforcement, and planning and administration.

For home, $489,145, plus that $50,000 amount of program income anticipated.

We use this for homeowner rehabilitation.

That generally might cost just a slash more than it would under the CDBG program because the requirements for the rehabilitation under home are a little bit more involved in terms of making sure all the regulations are correct.

Home buyer assistance, we actually just recently, back in March, had approval of a rather large amendment to previous year's budgets to move hundreds of thousands of dollars to provide additional assistance for home buyers in purchasing their homes.

Community-based housing development organizations, we assist our local community housing development organization, which is Habitat for Humanity here in the city of Hampton to enhance their capacity.

And then finally, home administration, some of those project delivery costs for the actual allocation of home services.

Under the community development block grant, the primary objectives listed on the screen, decent housing.

We meet that in a number of capacities by providing a more suitable living environment for our residents, and then again a suitable living environment addressing certain needs across the board, whether it involves housing or additional community needs, and then there's the option to expand economic opportunity as well under certain conditions.

On top of those programmatic objectives, there are also three national objectives, one of which has to be met by the way we allocate these funds.

Benefiting low and moderate income persons, this is for individuals at 80% of the area median income and below.

We are required per federal regulation to use at least 70% of our dollars for that particular purpose.

Then aiding in the preventions of slum and blight as well, and finally meeting an urgent need.

When we talk about meeting an urgent need, this generally refers to presidentially declared disasters or significant natural disasters that have happened over the last 18 to 24 months.

We don't really have anything like that right now that we're intending to use this money for.

These are the anticipated and draft CDBG activity allocations, housing services, again, those housing counseling pieces, 21 households, 322,936.

Housing programs, those modifications for weatherization and accessibility, approximately nine houses, 232,000, and that amount does include that anticipated $40,000 program income amount.

Planning and administration, $132,000, and finally code enforcement, $250,000.

Again, the primary objective of this program is to expand affordable housing opportunities in various ways, expanding the capacity of our nonprofit community housing development organization partners, and to strengthen our ability as a local government to address the housing needs in our locality.

We do not have any issues generally meeting this match requirement.

Nonprofit participation, 15% of the funds under home are set aside for our community housing development organization to expand their capacity.

Hampton Planning Commission Meeting - April 16, 2026

The Hampton Planning Commission met on April 16, 2026, to consider several land use applications, including a rezoning and use permit for a multifamily conversion, a use permit for a daycare, a use permit for a beauty school, and a code amendment. The commission also received an informational presentation on the CDBG/HOME annual action plan. All actions were recommendations to City Council.

  • Henry Godfrey presented the youth planner report for April, highlighting events such as the Mary Washington climate change event, Skate no hate, data training (qualitative and quantitative), youth master plan surveys, a teen town hall, and a clean sweep volunteer activity. Commissioners had no questions.

Public Hearings & Discussion Items

Rezoning 26-0121 and Use Permit 26-0122 – 4218 Victoria Boulevard

  • Applicant Adrian Mora seeks to rezone 0.09 acres from Neighborhood Commercial (C1) to Multifamily Residential (MD4) with proffers to convert an existing building into four one-bedroom apartments (576–621 sq. ft.). The property is at the corner of Victoria Boulevard and Shield Street, across from Hampton Public Library. Exterior improvements include a front porch, new windows, brick pavers, and landscaping.
  • Public Comment: Thomas Kyle (property owner at 622 Shield Street) and Kim Paulina (tenant at 622 Shield Street) spoke in opposition, citing on-street parking shortages during events at Darling Stadium, the funeral home, church, and library. They reported blocked driveways and safety concerns.
  • Commission Discussion: Commissioners Muggler expressed reservations but felt the project had merit to move forward. Commissioners Brooks and Rogers noted parking concerns could be mitigated. Commissioner Griffith questioned the loss of a neighborhood-serving commercial use.
  • Vote: Motion to recommend approval of the rezoning (with seven proffered conditions) and the use permit (with six conditions) carried 7-0.

Use Permit 26-0117 – West End Baptist Church Daycare (2413 Shell Road)

  • Staff planner Quinn Heinrich presented a use permit to allow a daycare for 18 children (ages 2.5–5) in an existing church, with potential expansion to 36 children. Hours would be 6 a.m. to 6 p.m. Monday–Friday. An outdoor playground (81x41 ft.) would be fenced. Parking lots have 62 spaces. A community meeting on March 17, 2026 had 44 attendees; five spoke in support, none opposed.
  • Applicant: Pastor Bernisa Thomas described the need for affordable childcare, the church's $750,000 renovation, and their efforts to support low-income families.
  • Public Comment: One speaker (identity unclear) began to speak but was cut off by technical difficulties. The transcript then moves to the next item without completing the public hearing or a vote. It is uncertain whether the commission took action on this item later in the meeting.

Thank you for the director's report. We have the youth planner report that will be presented by Henry Godfrey. So looking at the month of April, April has gone through a lot of transitions. You know, number one, there's a lot of warmer weather, and honestly, I don't think I've had the urge to go more outside than now. And not only that, but work is tending to pile up right now, and we're currently in a season of transition. With that being said, here's our April Planning Commission. So with that, the Mary Washington event, this was an event geared towards climate change. The commissioners truly have to learn about this issue, help contribute to a better environment, and it was an interactive and learning experience for everybody, and promotional value as well. Skate no hate. The commissioners enjoyed a night of fun within the community. You know, being able to skate at the peninsula skating center was a great experience. A chance to connect with their peers, like-minded people as well, and spread positivity within the Hampton and Newport News area. Now looking at data trainings, you know, there was different types of data that we learned about, you know, qualitative, like more like reasonable data, quantitative was like numbers.
