Good morning, everybody.

0:07

Good morning, everybody.

0:08

It is the 26th of February, just after 10 o'clock in the morning.

0:14

This is a continuation of the evidentiary hearing in the request for rezoning for zoning board case 1130.

0:24

Mr.

0:25

Cornelius, our traffic expert was under direct examination yesterday.

0:33

It's where we left off.

0:34

I'm not sure if you have any further questions, Mr.

0:37

DiCarlo.

0:37

Do you?

0:38

I do have a few.

0:40

Um Mr.

0:41

Cornelius, I'd like to direct your attention.

0:43

So what has been admitted into the record as petitioners exhibit six, the Google map image showing the estimated walking distance to the station itself?

0:51

Oh I give it to you.

1:03

Oh, and Mr.

1:03

Cornelius, I remind you that you continue under oath.

1:07

Yes, thank you.

1:13

Okay, got it.

1:15

And I'm not sure if I could be elevated to um panelists so I could share my screen.

1:20

Madam Hearing Examiner.

1:26

Thank you.

1:38

I think this should be coming up.

1:42

Right.

1:44

So Mr.

1:46

Cornelius, do you recall the questions from the hearing examiner regarding the parking lot for the mark station?

1:52

The Dorsey Mark station.

1:53

Yes, I do.

1:54

Okay.

1:54

And it's the area that I'm circling with my cursor on the screen right now, is that correct?

1:59

That's correct.

2:00

First of all, is there any um what if any vehicular uh connectivity is there to that station to that parking lot?

2:10

That parking lot is only served by the uh interchange with Maryland 100.

2:16

Uh there is no connectivity to Deer Path Road when Maryland 100 was built, it was built uh with federal funds.

2:28

And because that interchange was not going to meet spacing standards, they only agreed to it uh as long as it only served the mark station.

2:38

So uh it only serves the mark station ever since it was built and uh likely it will only ever serve the mark station.

2:46

Okay.

2:47

So uh I I'm gonna interrupt you, I'm sorry.

2:49

And that is with regards to the testimony yesterday.

2:52

Um I forget which witness talked about potential redevelopment of that parking lot.

2:57

What does that do with that access?

2:59

That that was maybe one of the reasons why nothing's ever gone forward, because uh any access to any development, residential development would have to come through Deer Path unless they're able to talk with the federal highways and get them to agree to allow it.

3:17

But that's that's been a sticking point on that whole redevelopment.

3:21

Okay, thank you.

3:23

And then um, Mr.

3:24

Cornelius, there was also Madam Hearing Examiner had questions regarding the location of, I guess the closest MTA bus stops within the area.

3:33

Do you know?

3:34

And I know it's not shown on the screen, but do you know generally where the closest bus stops are?

3:40

I know uh as part of another study in the past, we located all all the bus stops there.

3:46

There are a couple bus stops along uh Route 1 near the Maryland 103 intersection.

3:53

Uh and there's some there's some bus stops uh along Maryland 103, definitely to the west of US one.

4:00

So just for the record, so kind of near where the Wendy's is located here.

4:05

Is that where you're talking?

4:06

Yes.

4:07

Okay.

4:07

And then west would be what direction.

4:10

Correct where my first spot is.

4:12

Where your hand is for to the top left corner of that uh photo.

4:16

Okay.

Zoning Board Case ZB 1130M Continued Hearing - February 26, 2026

The Howard County Hearing Examiner, Joyce Nichols, continued the evidentiary hearing for Zoning Board Case ZB 1130M, a petition by Corridor Square, LLC to reclassify parcels (7253 Washington Boulevard, Elkridge, MD) from the Transit Oriented Development (TOD) Zoning District to the B-2 (Business General) Zoning District with a motor vehicle fueling facility, convenience store, and car wash. The hearing resumed at approximately 10:00 AM on February 26, 2026, following the previous day's proceedings.

Discussion Items

  • Traffic Expert Testimony (Mr. Cornelius): The petitioner’s traffic engineer, Mr. Cornelius, continued under direct examination by Mr. DiCarlo (petitioner’s attorney). Key points included:
    • Dorsey MARC Station Parking Lot Access: The parking lot is served only by the Maryland 100 interchange, with no connectivity to Deer Path Road, due to federal funding restrictions. Redevelopment of the lot has been hindered by access limitations.
    • Bus Stop Locations: The closest MTA bus stops are along Route 1 near the Maryland 103 intersection, on both sides of Route 1. Mr. Cornelius stated the stops are walkable from the subject property, but the existing frontage of Route 1 lacks sidewalks or shoulders, making pedestrian access unsafe. The proposed development includes a shared-use path along Route 1 to improve safety.
    • Walking Distance to Transit: Mr. Cornelius testified that the general guideline for walkability to transit is a quarter mile, up to a half mile. Distances beyond a half mile reduce transit ridership. He noted that the TOD district’s 3,500-foot (approx. 0.66 mile) standard is generous.
  • Cross-Examination by Mr. Zinner (Protestant/Opposition): Mr. Zinner questioned Mr. Cornelius about specific bus stops, routes, and frequency. Mr. Cornelius acknowledged that a bus stop on the east side of Route 1 south of Maryland 103 serves routes to the MARC station (approx. 7 minutes, hourly service). Mr. Zinner suggested that bus access to the station is more convenient than walking, and questioned whether walking 1.5 miles would be safe. Mr. Cornelius replied that safety depends on the route; with sidewalks from future developments, walking could be safe.
  • Redirect Examination by Mr. DiCarlo: Mr. Cornelius reiterated that without development, the Route 1 frontage remains unsafe for pedestrians. He stated that the condition has existed for decades and that the state has no planned improvements.
  • Questioning by Mr. Foreman (Protestant): Mr. Foreman asked about transit-oriented development (TOD) definitions. Mr. Cornelius opined that TOD areas typically reference pedestrian walkability to major rail hubs, not bus stops, and that Howard County’s TOD district focuses on rail. He noted the county’s 3,500-foot walking distance is generous.
  • Hearing Examiner’s Questions: Examiner Nichols asked Mr. Cornelius to interpret the TOD purpose clause phrase “other public transit links.” Mr. Cornelius testified that it likely means major bus terminals, not general bus stops, as otherwise TOD could be applied countywide.
  • Technical Difficulty: Before the next witness (supporters waiting to testify) could be heard, a technical issue with the online broadcast (“Watch Us” page) was identified. A 10-minute break was called to resolve the issue. The hearing adjourned for the break at approximately 11:30 AM.

Key Outcomes

  • No decisions or votes were made. The hearing continued with testimony from the petitioner’s traffic expert. Testimony from supporters was pending after the break. The case remains ongoing.
