All right.

0:00

Uh so Mr.

0:00

Salem, there was a little bit that got cut off there.

0:03

So unfortunately, if you don't mind, uh, can we start from the top actually?

0:06

Go all the way back to the beginning.

0:07

Uh, yeah, if you don't mind.

0:08

Okay.

0:09

Feel free to do a paraphrase.

0:11

We're going to start over.

0:12

Okay.

0:12

Roll call.

0:13

All right.

0:14

We need to do roll calls.

0:15

Roll call too?

0:15

Uh, I think we probably got the roll caller.

0:17

Okay.

0:18

Go past it.

0:18

Yeah, we can just start with the on the items of tonight's agenda.

0:21

All right, that's fine.

0:23

All right.

0:23

So as I mentioned earlier, our newest member is not here tonight.

0:28

So we will uh welcome Mr.

0:29

Cummins, who is uh Mr.

0:31

Youngman's pick the next time we have our meeting in September.

0:35

Um and I began with the the first real item on the agenda, which is the review and discussion of the Inspector General's policies and procedures.

0:44

I know Mr.

0:44

Rashka, you have some significant questions, which I think it'd be uh appropriate to pose to Miss Madigan.

0:52

I have some edits.

0:54

And then uh Katie Vernon and Mitch, if you don't mind just taking a look again.

0:59

And if you have edits, you don't need to send me the edits, so you can if you want to.

1:02

I think it's just we ought to decide if all of you have something to say about it, then we probably should have a meeting rather than send stuff to Kelly.

1:11

So just let me know if you have edits, and then um we can try to schedule something maybe in July or August.

1:17

Okay.

1:18

I appreciate if you would do that, let's say by two weeks from tomorrow, June 19th.

1:22

How's that?

1:23

I will be on vacation at the time, but I will have a laptop, I will check it, and then we'll figure out what we do after that.

1:30

Okay.

1:31

Uh our next item is the discussion of the Inspector General's performance evaluation.

1:36

First, I again I want to thank Dennis and Katie for their work on the draft.

1:41

Um I had spoken to Miss Madigan about certain of the metrics, and she had concerns mostly about some of the target numbers and deadlines for the first year.

1:51

Um I know we previously had preliminary discussions about the metrics, but I'll open the floor for the board to discuss any parts of the evaluation you think are important tonight.

2:02

Uh I do think, though, in the end, this is also something that is best done when Miss Madigan is present.

2:08

Since I have some notes on the actual metrics, uh I think Dennis and Katie, you may remember that there were some um deadlines for her, such as having the deputy inspector general within three months of her appointment.

2:20

That has that just happened.

2:22

She just picked a deputy.

2:23

I'll talk about that in a little while.

2:24

But obviously she didn't meet that metric.

2:26

So we would a few things like that to probably Jimmy with when we get a chance to um go over it.

2:34

So uh again, what I would suggest um is maybe we if we're gonna have a meeting on the policies and procedures, maybe we fold this in.

2:41

If not, perhaps we just set this up for some lengthier discussion in the next meeting we have in September.

2:47

Okay?

2:47

As long as it's finalized before December, I think she knows generally what we're gonna be looking at, and uh if we get it finalized before December, we can talk to her about it when her evaluation comes up.

2:58

Yeah, obviously this is my last meeting, so I'm not gonna be around for those future discussions.

3:03

I had some concerns about some of the metrics.

3:06

I think they're unreasonable.

3:07

Okay.

3:08

Um, particularly 3C.

3:11

24 presentations annually.

3:13

Yeah, she had concerns about that too.

3:16

So those are some of the things that I figured I would pass on.

Howard County Inspector General Advisory Board Meeting - June 4, 2026

The Howard County Inspector General Advisory Board met on June 4, 2026, at 6:30 p.m. in a hybrid format. The board discussed and reviewed the Inspector General's policies and procedures, debated performance evaluation metrics, elected officers, received an update on the Maryland Public Information Act (MPIA) access issues, and handled other business including the appointment of a deputy inspector general and the resignation of a board member.

Discussion Items

  • Review and Discussion of Inspector General Policies and Procedures: Board member Dennis Raschka had significant questions. Chair David Salem requested any edits be submitted by June 19, 2026, and a potential meeting in July or August to discuss. No final action was taken.

  • Discussion of Inspector General Performance Evaluation: The board reviewed a draft evaluation. Inspector General Kelly Madigan's concerns were noted, including metric 3C (24 presentations annually) and the requirement to initiate investigations within five days, which board member Steven Quisenberry called unreasonable for a new, one-person office. Quisenberry also questioned metric 6B (percentage of recommendations agreed to), arguing the IG cannot force administration acceptance. Board member Katy Sedney noted that not all important reports involve cost savings (affecting metric 2B). The board agreed to finalize the evaluation before December, likely after a meeting with Madigan. Chair Salem suggested using the first-year evaluation as a basis for future years, given Madigan's limited staff and an influx of over 50 complaints.

  • Elections of Chair and Vice Chair: David Salem was nominated and re-elected as Chair, and Mitchell Stahm as Vice Chair, by unanimous voice vote with no objections. Salem highlighted ongoing work (office space, MPIA issues, performance evaluation) as reasons for continuity.

  • Update on Inspector General Access to Records (MPIA): Chair Salem provided an update on the MPIA conflict. The Inspector General lacks direct access to records classified as mandatory non-disclosable (e.g., personnel records). A legislative fix at the state level is needed. A county council amendment to make the IG a co-custodian of records failed (only Councilwoman Walsh voted in favor). A data use agreement provides some access through custodians but is limited; one record was received with unexplained redactions. Board members expressed concern that the public voted for an IG but her hands are tied. Amanda Myhill (Law Department) and Baltimore County IG Isabel Cummings commented that the fix must come from the state legislature, and encouraged board members to educate residents and contact state delegates before the next session in January 2027.

  • Other Business: Chair Salem announced that Deputy Inspector General Frank Lopez, a former Maryland State Police officer, has accepted a conditional offer and is expected to start mid-June. Madigan is also advertising for criminal investigators. Board member Steven Quisenberry submitted his resignation, effective June 5, 2026. The board thanked him for his contributions and presented a parting gift.

Key Outcomes

  • David Salem and Mitchell Stahm were unanimously re-elected as Chair and Vice Chair, respectively.
  • The board directed that edits to policies and procedures be submitted by June 19, with a possible summer meeting to finalize.
  • The performance evaluation will be discussed further with Inspector General Madigan, with a target to finalize before December 2026.
  • The board will support efforts to amend the Maryland Public Information Act to grant the Inspector General direct access to all county records, including mandatory non-disclosable records.
  • Frank Lopez was announced as the new Deputy Inspector General.
  • Steven Quisenberry's resignation was accepted; the board expressed gratitude for his service.
