Get started.

0:02

Okay.

0:03

All right.

0:03

So apologize for the technical issues, but we are we are moving forward.

0:07

Um, so this presentation team was uh set up today at the request of of your team um to review your new um live manager application.

0:20

So you recently installed uh a new encoder, what we call the Osprey encoders, and so along with that comes a new interface with Live Manager.

0:33

So you you were using Live Manager an application called Live Manager previously to basically record and and capture your meetings, and so we called that application um live manager classic that you've been using for quite some time, but now with this new encoder install, we're having you use an application called Live Manager Web.

0:56

And so with Live Manager Web, it's really cool because you can basically open up the live manager application from anywhere.

1:06

So before you were really restricted to using live manager, basically just on your like your work computers, you had to be basically on the same network as the encoder, otherwise it wouldn't work.

1:21

And so now with this new application, it gives you the flexibility to basically launch live manager from anywhere.

1:29

So you can be at home, you could be at a coffee shop, you could be at a conference, and you can basically just open up and run live manager.

1:39

Now, the way we access live manager um is a little bit different than what you are currently used to.

1:46

So you you previously with Live Manager, you had to basically click on a shortcut on um on a desktop.

1:55

Uh, so it said it was a shortcut that said live manager, you would click on that and it would open up uh the live manager application.

2:03

With this new live manager um application, you're gonna be accessing Live Manager through your media manager site.

2:13

In your media manager site, I'll put this for everyone in the chat window, just so you have it.

2:18

Um, I believe everyone's uh pretty familiar with uh media manager, but um just in case I'm gonna throw that for you in the chat window there.

2:27

But the Howard County.granitKiss.com, that is how you're gonna be accessing your new live manager web program.

2:38

Now, this is um this media manager site is a password protected site, so you do have to have a login to get into this site, um, just for obvious security reasons.

2:51

Um, but this is where you're gonna go to basically launch your new um live manager web application, and so um when you log in to the media manager site, like you're accustomed to, you're gonna see this upcoming events section here, and so your upcoming events is gonna have your meeting scheduled for today, and then about the next uh 30 days, and so what you're gonna do is to open up the live manager application, you're gonna come to where it's uh you're gonna find your meeting, excuse me, you're gonna find your meeting here.

3:35

So I just created a couple of test meetings, and then what you're going to do is you're gonna come over and click on action, and when you click on actions, you're gonna click on the option, which is launch event.

3:50

Okay, and so once we click on the option, which is launch event, that is going to then in turn open up our live manager web interface.

4:02

Okay, so the live manager application got a little bit of a facelift, okay, from what you're uh previously accustomed to.

4:11

So the I would say the interface looks a little bit more, you know, newer and and fresher, right?

4:17

Because we've we've upgraded the application, okay.

4:20

And so this is basically what you're going to be working with to utilize your your videos to record your videos.

4:31

And so when we open up this interface, we have three different quadrants.

4:37

We have a preview of the live stream and the recording showing here.

4:44

We have some metrics for the meeting showing down here.

4:47

So the date and time that the meeting is scheduled for.

4:50

We have our time remaining, which remains the same, okay, from what you're currently accustomed to.

5:00

So we just want to make sure to just like you're you're accustomed to that you don't run out of time.

5:05

It's like kind of like if we were on a game show, we would want to make sure we don't run out of the time.

5:10

Same thing is true here.

5:11

We just want to make sure that we don't let this time expire.

5:15

But if we do find ourselves running short on time, we can add time in 30 minute increments.

5:24

And then over here is your agenda.

5:27

So if you've created a skeleton of your agenda in media manager, you're gonna see that skeleton of the agenda showing here.

5:37

And then over here, um, this is where if you are interested, um, this is where you can take minutes.

5:46

So this gives us here the ability to go in and to actually capture our minutes in real time.

5:54

And when I say capture minutes, what I mean by that is you can take your attendance, your motions, your votes, and record any discussion and action notes.

6:06

So the the application basically gives you the ability to take the minutes as the meeting is happening.

6:13

So as you're as you're having you know, motions and votes on the floor and discussion and things like that, you can capture that all in live manager as the meeting is happening.

6:26

Okay.

6:27

And Kirsten, just to um have a quick question.

6:29

I see um under that that blue little label there, it says um it'll also allow time stamping as well.

6:34

So you can just like timestamp when the vote for you know council resolution six happens, and then you can like go add the votes, things like that.

6:40

Absolutely, yes.

6:42

Very cool.

6:43

Yes.

6:44

Isaiah, are you currently taking um minutes during your meetings, or is that something that you do after the fact?

6:51

Yeah, um, we typically like during legislative sessions, we'll have folks that are kind of like following along, just like getting the votes.

6:56

Um, but typically for those, um, we'll do like our our journal or our minutes.

7:00

Um, usually are like kind of cleaned up and done after the fact.

7:02

So something like this could help to SP in the process, I'm thinking.

7:06

Okay, okay.

7:07

All right.

7:08

Okay.

7:09

Awesome.

7:13

All right.

Howard County Live Manager Web Training Meeting - June 12, 2026

This training session, held on June 12, 2026, at 3:00 PM UTC, introduced Howard County staff to the new Live Manager Web application, which replaces Live Manager Classic following the installation of a new Osprey encoder in the CVG room. The session was led by a Granicus representative (Kirsten) and attended by staff including Isaiah, Michelle, Charity, Trish, Virginia, Roz, and others. The training covered key features for recording meetings, taking minutes in real time, managing agendas, roll calls, motions, votes, and public speakers. Staff also discussed the transition from the old system, template creation, and practical implementation steps.

Discussion Items

  • Live Manager Web Overview: The new application allows remote access to launch and manage meeting recordings from any location via the media manager site (howardcounty.granicus.com), unlike the previous on-network restriction.
  • Real-Time Minutes Features: The interface includes three quadrants: a video preview (with a 30–45 second delay), meeting metrics (time remaining), and an agenda section. Staff can add agenda items on the fly, take attendance, record motions and votes, and manage public speaker times using a stopwatch.
  • Attendee and Speaker Management: Staff can preload attendees (voting and non-voting) and speakers before a meeting. The roll call function marks members as present, absent, or excused, and allows second recordings for late arrivals. Speaker time warnings (yellow at 30 seconds, red at 5 seconds) are internal only, not displayed on the live stream.
  • Motion and Voting: The system records movers, seconders, motion text, and vote outcomes (yes, no, recuse, abstain). It supports multiple motions (e.g., substitute motions) and can calculate pass/fail based on tallies or force a result.
  • Pause and End Functionality: Unlike the prior system, pausing now stops both the live stream and recording, preventing accidental broadcast. The meeting can be ended and an archive generated.
  • HTML Minutes Templates: Granicus has existing templates (e.g., council minutes). Staff noted inconsistencies in past minutes due to varying formats and manual hyperlink removal. The group agreed to create a standardized, ADA-compliant template for all council and board meetings. Staff also requested training on HTML editing for future template adjustments.
  • Integration with Existing Workflows: Staff clarified that the new system does not change current post-meeting timestamping or minute-taking practices, though real-time minutes may be optional. The CVG room encoder was installed May 29, 2026; the Banneker room will transition later.

Key Outcomes

  • Standardized Minutes Template: The group decided to collaborate on a single approved template for all meetings, removing hyperlinks and ensuring consistency. Michelle will send a sample to Granicus for template updates.
  • Future Testing: Staff will conduct internal tests of Live Manager Web before full rollout, focusing on timestamp accuracy and workflow integration.
  • Training Recording: The training session will be recorded and distributed to attendees, and can be posted to an intranet site.
  • Next Steps: Granicus will follow up on creating templates for specific boards (planning, liquor, etc.) and provide guidance on HTML code editing for staff.
