Last but not least, I certainly wish to say thank you to every American citizen in Murphy who voted during early voting by mail and on election day.

I like to talk about the perfect balance.

Imagine a straight line sitting on top of a fulcrum.

On the right on the left-hand side is tyranny, and on the right hand side is anarchy.

And right in the middle is the U.S.

Constitution.

Our founding fathers, when writing the document were inspired by Judeo-Christian values, the tenets of capitalism, and the existing governments at the time.

They created a political foundation that is the perfect balance between individual rights and government.

That's government with a small G.

Remember that.

I say this because I'm opposed to any other form of government, governance, such as communism, socialism, or Islam.

So how do we move forward with our perfect balance?

Well, we must be unapologetic unapologetically American and Texan.

We must choose to defend our Judeo-Christian values, our Western civilization, and our American way of life.

This has been my consistent message for many, many weeks.

Yes, we do welcome all those who wish to become Americans and assimilate into our culture, just as I would be to expect it to assimilate if I moved to a foreign land.

Sixty percent of the electorate provided a mandate to those who govern.

Last week we attended the zoning and planning commission meeting.

Our neighbor at 424 Rocky Glenn Circle wants to put a metal building within five feet of our fence, as opposed to the 10 feet in the ordinance.

The fire marshal requested it be 10 feet, but they approved it 5 to 2.

And I'm not real happy about that.

We don't have fence right now.

We're in the process of selling some property at Canton.

Then we're going to put a fence in.

The fence has fallen down.

And so we just took it down.

And it was before they moved in.

And I told the planning and zoning, we had no idea no interest in putting a fence up.

It's just been a matter of money until now.

We need uh we need to go by the survey.

And we've yet to find a survey in my backyard to see exactly where my property line is.

And during the night, about 9 30 at night, won, won, won.

You know, he doesn't think anything about it, but I do.

You know, and you know, I I really don't have a problem with the cars, but we have an ordinance, and and we're we're not abiding by the order.

Let me read this proclamation.

Uh, whereas in every American community, law enforcement officers are committed to the preservation of life, property, risking their own lives to protect us who who protect us from those who mock the law, providing protection, law and order, and serving the cause of justice.

And whereas law enforcement officers, including members of the Murphy Police Department, accept a profound responsibility and work to uphold our laws, safeguard our rights and freedoms, and serve on the front lines in the fight against crime and terrorism.

And whereas we honor the heroism of our law enforcement officers, especially those who have given their lives so that others might live, asking God's blessings upon the families and friends they leave behind.

Whereas by joint resolution approved October the first, nineteen sixty-two, as amended Congress authorized President Kennedy to proclaim May fifteenth of each year Peace Officer Memorial Day in honor of local, state, and federal officers who have been killed or disabled in the line of duty, further designating the calendar week in which May fifteenth falls on police week and directing that flags be flown at half staff on police officers memorial day, and whereas across the nation, police week is observed with ceremonies including the wearing or displaying of blue ribbons to honor law enforcement officers who have sacrificed their lives in a lot of duty and those who strive to keep us safe.

So now there is Oscott Smith, on behalf of Scott Bradley and the City Council do hereby proclaim May 10th through 16th, 2026 as National Police Week.

Good evening, Marin, Council from the Murphy Police Department.

We are certainly grateful for you recognizing this proclamation.

And we felt it was important to also do something a little different tonight.

You'll see some young men and women that have joined us, and this is our police cadet program, a program designed to educate young men and women to enter into the noble profession of law enforcement.

And they are just as important to hear the emphasis that we place on this noble career.

You can stand in front of us.

Whereas these infrastructures, facilities, and services cannot be provided without the dedicated efforts of public workers, public works professionals.

Engineers, managers, and employees from state and local governments and the private sector who are responsible for rebuilding, improving, and protecting our nation's transportation, water supply, water treatment, and solid waste systems, public meetings, and other structures and facilities essential for our citizens.

And whereas it is in the public interest for the citizens, civic leaders, and children in Murphy to gain knowledge of and maintain a progressive interest and understanding of the importance of public works and public works programs in their communities.

And whereas Public Works connects us all, whether through infrastructure or first responder services, and public works professionals continually enhance the life in the communities they serve.

And whereas the year 2026 marks the 66th annual National Public Works Week, sponsored by the American Public Works Association.

Now therefore, be it resolved that I ordeal on behalf of Scott Bradley, the mayor of the City of Murphy, and on behalf of the entire city council to hereby designate the week of May 15th through 21st, 2026 as National Public Works Week.

I urge the citizens in Murphy to join with representatives of the American Public Works Association and government agencies in activities, events, and ceremonies designed to pay tribute to our public works professionals, engineers, managers, and employees, and to recognize the substantial contributions they make to protecting our nation's health, safety, and quality of life.

Um starting on May 15th, Moonlight Movies is back, and this time it's going adults only.

And lastly, I want to mention that the Murphy Youth Citizens Academy is coming back for the second year.

SB 2024 catalytic converter grant program.

This this resolution is specific to giving us approval to undergo the process of entering into a FY27 grants through the catalytic converter program, which will be specifically used to fund our current flock cameras in use now.

So our city costs will be the 3,000, right?

Annually, and that's coming from the special investigative fund.

And so what are our current theft trends in Murphy for these catalytic converter thefts?

Like do we have like an uprise or an uptick in this, or is this just something that we're just putting in place because we're relying on other cities right now to provide that service for us?

It's a proactive measure.

Our thefts are incredibly low, and we intend to keep them that way.

And then where would the cameras be placed?

They're not moving from the current locations right now.

And then are these like real-time cameras versus after the fact, like how are we covering this, or who actually monitors it?

Okay, so we uh obviously there's been some controversy with the flock program itself.

So I'm going to give you a uh uh a pathway that we have implemented to safeguard us here in the city of Murphy.

Previously, any member that any uh participant in the flock program could have access to our cameras.

We have now limited that to only to the state of Texas.

21:59

So we have significantly reduced any type of potential problems that could result in hacking, if you will, which was one of the uh previous problems.

And we have been very successful with doing that.

Currently, our administrative lieutenant runs a 30-day audit process.

You can't look at our flock cameras if you're a sworn officer unless you have a case number.

You have to have a specific reason to do that.

And that is that is viewed through that 30-day audit.

And we have had absolutely no issues at all with the checks and balances that we have implemented internally versus any type of external issues as well.

Okay, perfect, because I was wondering who was managing, monitoring it, what type of audit were we having, who had access to it.

Okay, and I think something else that's very, very important is our participation in this process where we gain the greatest amount of value is access to the camera systems throughout the state more so than just in our our city.

Okay, and that's incredibly important.

We lose that component should we make the decision to deactivate those cameras.

And there are there any other compliance reporting requirements that we have to abide by?

We actually go above and beyond for for compliance as mentioned in our internal process that we have we have implemented.

And then how often were we relying on other agencies cameras?

That that is a very challenging answer.

Um our crime is low.

We intend to keep it low.

Again, this is another proactive measure that is identified if we look at SafeWise Cities.

Why are we the sixth safest city?

Because we put a lot of significant influence into proactive, proactive measures.

So the answer to your question is I can't give you an answer.

And then um, how will our your success be communicated to the public?

Like metrics, are they gonna see that like on the website of who is like or your inventory of like your performance, reports, transparency of how that program is going?

So to clarify, your question is are we showing the the results of apprehended suspects and or how the the cameras have involved themselves in criminal activity?

So we do an end-of-year report, uh an annual annual report.

And it is my opinion that that is the best place to put that data in analytics.

Consider under act on an ordinance amending the FY26 general and ARPA funds to adjust budgeted transfers and to increase the budget for unanticipated expenses.

This was brought forth to me to try to come up with the funding associated with the reorganization.

The um area where the Chamber of Commerce was.

And so it was using the ARP funds.

The ARP funds are the interest that it was being held in the ARP funds waiting for the project to be finished.

Now that has been closed out.

And so now we're ready to use utilize those funds.

It was originally set as a transfer into 26 for the full amount.

And there had been some discussions with other things we might use those ARP funds for, which will come forward to you with with some future changes and some direction on that as well.

But tonight we wanted to just take the $37,000 from the ARP fund transfers and transfer it to the line item for capital outlay and facilities so that they'd be able to move forward with the $67,000 modification on general on City Hall 41.

We're we're taking money.

They're doing a transfer also from their line item.

So it's coming from facilities and then it's going into the capital outlays, so we'll have it in one particular location.

So it's just not new spending, but just reprioritizing.

And then what specifically are those modifications going to be?

We're so it's hard to get into that.

Facilities is working with a contractor.

This is really if you if you're familiar with that space right now, it's kind of a garage door type style.

So because it will be an interface directly from public to an employee, we need to have a safety glass there.

So those are some of the things, and then new furniture, a different counter, so that they really can use it for a public-facing space.

And then that'll come back to us whenever you guys are ready with.

Item 9A, hold a public hearing and consider and or act on the application of Westwood PS to approve a replat of lot 3A block 1 McQuery Marketplace.

As you just mentioned, this is a public hearing to consider a replat.

This is for the HEB property known as lot 3R1, Block 1, McCree Marketplace.

They're at the south uh west corner of McCurry Road and FM 544.

I believe they'll pull up a copy of the plat.

Uh it's really fairly simple.

It is because it is a replat and removing and uh existing easements around on the site, state law requires that it uh be a public hearing, otherwise this would normally be under your consent within the items.

So on the review summary, item number four says to provide a pedestrian access easement along the western border of the site in conformance with conditions of the approved site plan.

So there's a so hopefully in the next couple of meetings we'll have the development agreement that is between us and HEB uh and it goes into the detail uh about that specific easement, the pedestrian easement.

Uh that was something that was discussed when we were doing the zoning for HB was uh believe that was the desire of council was to try to accommodate that.

It's going to be a little bit of a challenge.

It's not there are places where only six foot foot fits.

So whether we'll actually choose to use that in the future for uh expanding the trial, but that that'll be up to you all.

But yes, that's what that's related to.

Um and once that's all finalized, that development agreement also needs to be in place before we file this flat.

Uh, and approve a change order to increase the approved amount by 69,861 dollars and fifty-one cents.

Total 25% for a total construction cost of 349,307.

So it is it is quite a bit, quite a bit.

And this resolution is just a little bit different than than some you'd see before you for a construction contract, and that it's it's really two-fold.

Uh VM had a very favorable bid of the uh 279,446 and three cents, uh, which we are asking you to approve.

We recommend that you approve that.

However, it also left some room in our budget to um to expand this contract.

Uh by state law, we're allowed to uh expand by up to 25% without taking it back out for bid.

So we're also asking you to consider uh approving a change order that we will add to this, which would uh add about uh I just lost it this I'm sorry.

The uh engineer record BHC has done their due diligence and vetted this uh contractor very heavily to make sure that they could uh to do this work and all their references came back uh exceptional.

Because I think we can narrow that list down and really fix the items that are trip hazards and then come back and and catch the ones that are just you know hold water or have a little bit of a ramp or something on it.
