1:57 My name is Luke Trahan, and I am the co-chairman of the Murphy Chamber of Commerce Scholarship Foundation, and I'm here with Steve Dault, who is uh my co-chairman of the Murphy Chamber of Commerce Scholarship Foundation.
2:09 We are very pleased this evening to present to you six amazing youth of Murphy that have been awarded the Murphy Chamber of Commerce Scholarship.
2:18 We review the candidates based on scholastics, work history, community involvement, need, and an essay component as well.
2:29 It is a very competitive process, and each year we are blessed by the business community and the city of Murphy to provide the funds to award each scholarship.
2:39 The recipients this year are as follows.
3:02 So Macy has lived in Murphy her whole life, uh so about 18 years now.
3:09 She attended Wiley High School and will be going to Southeast Missouri State University, where she will be playing soccer while majoring in nursing.
3:17 Her favorite memory in Murphy is playing sports at the PSA or attending Murphy Mays Days with her family and her friends.
3:49 Maha has been in Murphy for all 17 years of her life, attended Plano East High School.
3:55 She'll be attending the University of Texas at Dallas this fall with a major in healthcare studies on a pre-med track.
4:02 Maha's favorite memory in Murphy is rolling down the hill at Murphy Central Park with friends at Sounds of Sundown with the Emerald City Band.

4:31 Sevy is the Daltrahan Wealth Management named scholar for our uh the Murphy Chamber Scholarship.
4:39 He is a resident of Murphy for the last 11 years, graduate of Wiley High School.
4:44 He will attend the University of Texas at Austin and attend intends to study engineering.
4:50 His favorite Murphy memory is participating as a young entrepreneur twice at Murphy Mays Days to raise money for endangered animals.
5:12 They happen to be twins.
5:14 Congratulations, Surrey.
5:18 Suri's lived in Murphy also for 11 years.
5:21 She graduated from Wiley High School.
5:26 In the fall, she will attend Texas AM University to pursue a major in mechanical engineering.

7:07 And do want to say a quick thank you, especially to our Parks and Recreations Department for all their support these many years for the Scholarship Foundation.
7:19 Without their support for Mays Days, these funds would not have been possible to be able to present these awards.

10:07 I am here to say thank you to the people of Murphy and the City Council, but I'm here to especially say thank you to the parks and recreation, because they have done an outstanding job with the Murphy Veterans Tribute.
10:22 First of all, Matt Foster, as a leader for your parks and rec is outstanding.
10:30 And the crew that came and worked last Tuesday.
10:37 Whenever we laid the stones.
10:39 Jared McDonald, Jacob Schenk, did I say that right?
10:46 John Burton, Colton Nations, and David Lovato.
10:50 They were outstanding.
10:51 They worked really hard and it was hot out there, and they did an excellent job.
10:56 And I also wanted to thank North Texas Stonemasons and Water Gardens.

11:03 You all have so much to be proud of, but I just want to say thank you.

12:10 Apparently, many on staff and council choose the ostrich approach to respond to a resident who expresses a concern or requests an explanation.
12:20 I have been I had intended to make this my seventh seventh council meeting in which I am requesting a meeting with each of you to explain the details of the need for the uh storm water fee increase.
12:35 But it is clear that none of you can justify the increase or its approval, as witnessed by refusal to meet with me.
12:45 Please take your heads out of the sand.
12:48 I'm not going away.
12:50 Miss Fitzpatrick Walker, as finance director, why have you ignored my request to provide the basis for of the data inputs given to the consultant for the fee study?
13:01 Adams, as city manager, why haven't you agreed to meet with me?
13:06 Not for an inquisition, but to clarify the need of the fee increase.
13:10 In a recent council meeting, you stated that council should be there to help residents understand to provide transparency.
13:18 I am merely trying to understand the need for the fee increase.
13:22 Can you provide it?
13:24 Miss Abraham, why won't you meet with me and explain the logic behind your approval for the fee increase?
13:30 Smith, why don't you respond to any requests for answers or explanations?
13:36 What reason did you use to determine the store water fee should be increased?
13:41 Miss Butler, you have stated that you would meet me, meet with me twice, only to cancel each time.
13:48 It is disappointing that you cannot find the time to meet.
13:51 Similarly, when I asked you and other council members why some water rates were higher for residential versus commercial use, you stated that you would contact New Gen and get back to me.
14:01 That was over six months ago.
14:04 Were you not able to confer with new gen?
13:59 Altman, you're the only member that agreed to meet and did.
14:11 Was it meeting an inquisition or a cordial discussion in which I presented data to support my concerns?
14:19 During our discussions, I provided several examples of input used for the rate study that were absurd.
14:27 You were going to gather additional information to get back to me.
14:31 I'm still waiting these data and look forward to receiving them.
14:35 Lastly, Mayor Bradley.
14:38 You have stated that my questions have been answered.
14:42 I simply do not like the answers.
14:44 To the contrary, rarely are the responses provided complete or intelligible.
14:49 Can you provide the details that justify the stormwater fee increase?
14:54 Specifically how the inputs were derived and the logic used to estimate each line item of projected expenses.
15:02 You have stated that my comments are only opinions because I do not have all of the facts.
15:07 Please explain how a resident can obtain all of the facts when you, the rest of council, the city manager, the finance director, and others on staff will not provide them.
15:19 I have tried to obtain numerous fracts regarding the input data used for the stormwater fee study along with line item values for revenue and expenses as shown in various fiscal year budgets.
15:33 I have been stonewalled.
15:36 Where is the transparency?
15:38 What is being hidden?
15:41 Here's another example of the lack of transparency.
15:44 I have requested a basis or methodology that was used to determine the inputs of the line item expense drainage improvements several different ways.
15:54 Seeking information as to how the budget estimates from FY23 through FY29 with values of 85K to 160K were determined versus other values.
16:06 Drainage improvements make up 25 to 35% of the stormwater budget.
16:11 Here's a typical response.
16:13 Drainage improvements are not specified.
16:15 This allows drainage improvements that are needed throughout the year to have budget appropriation to proceed without delay.
16:23 This response obviously does not provide the information requested.
16:28 Several other anomalous line item examples exists and requests for explanations have gone unanswered.
16:35 Let's review some of the facts that I have been able to attain.
16:38 These facts clearly demonstrate that the fee increase was not needed and should be rolled back.
16:43 Line item for drainage improvements.
16:46 FY23, budgeted $85,000.
16:50 $21,000 was transferred out, ending budget of $64,000.
16:55 Actual expenses, $13,930.
17:00 FY24, $110,000 budgeted, $100 transferred out, therefore ending budget of 109,900.
17:10 Actual expenses, $4,07.
17:16 FY25, 160,000 budgeted, 26 transferred out, leaving a hundred and twenty hundred and thirty-four thousand actual expenses, five thousand two hundred and sixty dollars.
17:32 FY26, 110,000 budgeted.
17:36 Year to date, halfway through the fiscal year, zero spent.
17:40 The adjustment for the FY25 original budget was 21,000 for the this is I'm sorry, let me go again.
17:48 The adjustment for the FY23 original budget was twenty-one thousand dollars to repair a vacuum truck and overtime.
17:56 Can someone tell me how the repair of a vehicle is a drainage improvement?
18:02 Additionally, there are line items for machinery and equipment and for overtime.
18:07 Why was the drainage improvements line item hit with this budget adjustment?
18:12 Recapping the line item for drainage improvements, budget FY23.
18:17 208, my 85,000 budgeted, actual 14,000.
18:24 FY twenty four, hundred and ten thousand budgeted, four thousand actual.
18:28 FY25, 160,000 versus 5,000 actual.
18:37 And in 26, 110,000 budget, zero spent halfway through the fiscal year.
18:44 Averaging FY23 to FY25 budgeted, there was a hundred and uh eighteen K per year, actual less than 8K.
18:54 118K budgeted versus actual of 8K.
18:59 Stormwater Front FY25 projected a total budgeted expense of 522,000.
19:07 Which would result in a projected loss of 194,000 using the budgeted revenue fees, uh fees and expenses.
19:20 Uh the actual FY25 expense was $349,000.
19:27 That's $522 budgeted, $349 actual, and with a uh three $39,000 in revenue, which should not include the increased fee, leaving a $10,000 shortfall and a budget balance of $173,000, which far exceeds, far exceeds the 20% reserve figure at around 70,000.
19:54 Please return please rerun the numbers in-house using something much closer to actuals and include estimated incremental revenue from new construction since incremental revenue estimates were not used in the right study.
20:07 I'm gonna have to ask you to wrap up just a little bit quickly.

20:13 I am certain the numbers will demonstrate that the fee increase was not needed and should be rolled back.
20:21 Take the correct action for the residents of Murphy.

21:16 I'm a resident of Wiley, Texas, and I am the treasurer of the Juneteenth organization of Wiley, and every year we do a Juneteenth festival in partnership with the City of Wiley and also Wiley PD.
21:31 And so I'm here today to invite all of you to join us on June 13th, Saturday from 10 a.m.
21:39 at Old City Park in Wiley.
21:41 You're welcome to get a booth and just come out and hang with us.
21:45 And then I'm gonna let Miss Butler do some of her thing, and I'll just be the living billboard.
21:54 We're kind of going back to um history and just showcasing some of the fun stuff that's happened in Collin County.

22:05 All right, so I just want to take a moment just to recognize and introduce the Juneteenth organization of Wiley.
22:15 Johnson said, they're celebrating their seventh annual Juneteenth Freedom Celebration on June 13th from 10 to 4.

22:25 At Old City Park, 112 South Ballard Avenue in partnership with the City of Wiley and the police department.
22:33 So the Juneteenth Organization of Wiley is a 501c3 nonprofit organization serving Wiley and the surrounding Colling County community.
22:41 Their mission is to create arts, culture, health, and literacy events that educate residents about the significance of Juneteenth and its unique Texas history while celebrating the diversity that strengthens our community.
22:52 They also work closely with the City of Wiley and local residents to support programs and events that promote inclusion and representation.
22:59 Their story began in 2020 when several local Wiley families led by Jacoby Stewart, gathered in Founders Park for a spontaneous Juneteenth celebration.
23:08 And so what started as a simple gathering around barbecue grills and community fellowship grew into a vision for something greater.
23:15 One year later, that vision became the Juneteenth Organization of Wiley and the city's annual Juneteenth Freedom Celebration.
23:22 Today the organization is made up of dedicated volunteers who generously give their time, talents, and passion to serve the community.
23:28 They are parents, educators, small business owners, retirees, veterans, and public service professionals who are committed to educating, inspiring, and bringing people together through cultural events and celebrations that reflect the growing diversity of Wiley.
23:43 In addition to the annual Juneteenth Freedom Celebration, the organization hosts arts and cultural events throughout the year, creating opportunities for learning, connection, and community engagement.
23:53 So if you're interested in becoming a vendor for the Juneteenth Freedom Celebration, are there still opportunities to still do so?
24:01 So there's still opportunities.
24:03 So it is a fun time.
24:04 I went last year, had an awesome, awesome time.
24:08 We did a lot of dancing, did a lot of celebrating, did a lot of eating.
24:11 So I was very happy to connect there with so many people and actually a lot of people networking that I did there.
24:19 And so the organization also hosts um the other community event.
24:24 So they also include support for the Miss Wiley Juneteenth Scholarship Pageant.
24:28 And first Fridays in Wiley, which will be this Friday coming up, June 5th.
24:34 I will be there with my boots on.
24:37 And they'll be there from 9 to 12 at Tailgators in Wiley.
24:41 And so they'll have uh DJ Kevy Cav and the G Town Soul Line dancers.
24:46 And so guests are encouraged to wear yellow, green, or red and enjoy an evening of music, dancing, and fellowship.
24:54 So please join me in thanking the Juneteenth organization of Wiley for their dedication to preserving history, celebrating culture, and building a stronger, more connected community.

25:44 Uh 6A presentation, capital improvement project.
25:50 Good evening, Mayor, members of council.
25:52 Just give you a brief CIP update.
25:54 It's been uh a little bit a little while since I've been here.
25:59 So we'll uh go through this fairly briefly.
26:01 I've got I kind of reduced this uh presentation down a little bit to take out some of the things that you've seen several times that are already been completed.
26:09 Uh so just moving forward, we've got things that are currently in construction, currently in bidding and contracting or currently in design.
26:18 So starting with the 2025 street panel replacement and the gables road repair.
26:23 Uh that construction is actually complete.
26:25 Uh, we're just uh waiting to issue the final payment, all the closeout documents have been done.
26:29 So we'll be moving that into the uh complete section pretty quick.
26:35 Uh currently in bidding and contracting, we have the FM544 pedestrian bridge.
26:40 As I mentioned the council uh last time, this this project got slowed down a little bit.
26:45 So we're currently uh waiting on a consensus uh from Tex Dot to reject the bids, at which time that'll allow me to come back to y'all uh to actually reject those bids.
26:55 I don't have a time frame on that yet.
26:57 Um I'm again I'm waiting on TechSot.
26:59 East Turner Road and Tall Tree Intersection Improvement.
27:02 We uh have a pre-construction meeting uh this Thursday.
27:05 Uh, anticipate starting construction late June or early July on that, as soon as the notice to proceed is issued, we'll start uh letting the public know about that.
27:15 Same exact thing for the FY 2026 sidewalk repairs.
27:19 Uh we have that meeting scheduled at the same time, and we'll do and we'll start work on that about the same time period as well.
27:26 If there's any any time y'all want to ask a questions, just stop me.
27:30 Uh copper service line replacement, the bids, the second time, second round of bids are scheduled to open uh this Thursday as well.
27:29 So we've got a lot going on this Thursday.
27:41 Still in design, the uh FM 544 Mercury at right turn lane uh project.
27:47 Want to uh visit with y'all about this one just a little bit more.
27:51 Um we're currently waiting on Encore to move some of their utilities once they once we know what they're gonna do, we'll be able to finish our design.
27:59 Uh so we're hoping to advertise that one in uh September of this year.
28:03 The original budget for this project was 650,000.
28:06 Um the most updated estimate comes in at 682 516.
28:11 So we recommend increasing the budget by 32,516 from the MDD to cover the difference.
28:19 Uh that board uh approved the increase at their last meeting on May 21st, and we plan to bring that to y'all in the form of a budget amendment at the next council meeting.
28:30 McMillan Road pavement and drainage.
28:32 Uh that one's moving along.
28:34 Anticipate uh advertising in October of 26.
28:38 Uh cast iron water main replacement again is moving along pretty rapidly.
28:41 Anticipate advertising that one in July of 2026.
28:45 The rodeo elevated storage rehab project.
28:49 Um that design is complete and we're just waiting on the right timing to uh to actually put that one out to bid.
28:55 We want to bid it late this this fiscal year that way we can start construction during the winter when the water water usage is low.
29:04 Um that original project, original budget for that was six hundred and seventy-five thousand dollars.
29:11 The engineering contract was 107,000, which leaves us about 567, 568,000.
29:18 The updated construction estimate on that is 840,000.
29:22 So we are going to recommend an increase in the budget by 272,000 uh just to cover all the things that that actually need to be done on that project.
29:32 And we're recommend we'll be bringing that back to you as a budget amendment at the next meeting as well.
29:37 Um anybody have any questions on any of these projects so far?
29:46 I've got a good please go ahead.
29:48 No, no, go ahead, quick.
29:49 So I have to ask, so what's causing like just related to the to the elevator storage tank at Don Rodeo?
29:58 What's the cop what's the difference?
30:00 Yeah, and in my professional opinion, I think that we didn't originally did not have a good idea of what the true nature of those repairs are gonna be.
30:09 Uh when you actually get inside that tank, we we spent a little bit of money about seven grand to hire a remote operated vehicle to go in and dive and see what the inside of that tank look like, and there's more uh corrosion that was originally thought, and so we need to replace some ladders, replace some hatches.
30:28 Uh there's some point repairs that need to be done.
30:30 Just some things are gonna take more money uh than originally planned.
30:35 Sorry, I don't know.
30:36 Sort of related question.
30:39 Is it corrosion or like calcium buildup?
30:42 It's corrosion, it's it's basically rust.
30:45 Yeah, it's it's true, it's not calcium build-up, it's true, true corrosion.
30:50 Typically on a surface, we're since we're on surface water, we don't typically surface water doesn't typically have a lot of calcium buildup.
30:59 That's typically from groundwater.
31:01 So what you're what we're seeing in there is just is corrosion and oxidation.
31:07 Okay, I don't have any other questions.
31:10 Donald, couple questions, sure.
31:12 Back and I know I've uh I've had this answer before, but I just forget.
31:17 So back up to the East Rental Road Tall Tree intersection.
31:20 I know the anticipate June or July.
31:23 What is the construction time on that?
31:26 That construction project I believe is a hundred and twenty days from start to finish.
31:34 So we're we're gonna be pushing to have that done before school starts.
31:38 I was gonna say that.
31:39 It's gonna be questionable.
31:40 It's gonna be closed, but we're gonna during that pre-con meeting, we're gonna ask them to uh work diligently.
31:47 Uh we may even give them a little bit of leeway on some working hours if we if we feel it's it'll work out for us.
31:54 And for the rot turn weight on uh McCreary, what was the increase over budget on that?
32:01 I think if I remember correctly, the increase it was mainly just because of additional engineering.
32:08 We had to spend a little bit more in engineering, which took took away from some of the budget, mostly because of some of those extra utilities are out there that we have to work around.
32:22 So a few more items, Hawthorne pump station improvements.
32:26 Last time we talked to the we were in the middle of an engineering feasibility study.
32:30 Uh the results show that that installing a variable frequency drive uh on the existing high service pump is is probably our most economical option, but it also showed that it's not needed right now.
32:42 This is something that we can put off a while.
32:44 Uh so we're recommending uh just postponing this project for two or three years at that time, getting some updated data, running the uh the feasibility study again, see where we are.
32:56 Uh so in that case, we're recommending moving the remaining budget of that, which is 80,300 uh in 2018 COs to the water service line replacement project.
33:06 Um, we would we'll be bringing that back to y'all as a budget amendment on the next council meeting as well.
33:12 So this is a project that I feel very confident that uh is doable in the future, but there's no need to do it right now.
33:19 We have plenty of flow, plenty of capacity.
33:22 We're looking good.
33:24 Skyline sanitary sewer rehab, uh engineering design contract approved on the 20th, and anticipate advertising in August of 26, and then the timber sanitary sewer and paving rehab uh design schedule to be completed in November of 26.
33:41 So if you don't have any questions though, I would yes.
33:44 I'm sorry, I have one more question on the elevated pump station.
33:52 Maybe it's not a question, it's just a comment to look to see if there's any water development board funds that might be used to help cover to cover that if we haven't already looked at that.
34:03 Yeah, we can definitely look we can definitely look into that after that.
34:08 So much money, you know, for that one.
34:10 For sure we'll look into it.

34:16 And I've got if you want to see a picture of these, I've got pictures of these as well.

34:25 So this is just a general idea of where it is.
34:29 So we now have that new signal light that's over there.
34:34 When is that going to be turned on?
34:36 Just you know when that textbook right now, that we're out there, uh, uh, they're working through starting process of that, and if we can't okay.
34:50 Okay, they're looking at if they're looking at the the signal timing right now, I would say they'll have it in they'll probably have it we're probably looking through three months.
34:59 Just they'll put it up operational just so people get used to it before they actually actually set it up and go.
35:06 Because as we this area right here is just a troublesome area, like just trying to get out of there.
35:15 And a lot of people, I'm always thinking that there's gonna be a terrible wreck there because people are always turning left when they're not supposed to be turning left in the the lane.
35:26 Um, they're supposed to be going straight, but everybody keeps turning there.
35:31 I know we're going right with this one, but if I don't know if that will help.
35:36 So if you're are you talking about off of Mercury, turning left?

41:51 And we have challenges such as uh individual calling sick, or in our case, right now, with stopping challenges, we're uh we're having to evaluate the management component of sending people to training and then backfilling those those patrol ships.
42:04 So it's certainly going to have an impact on that overtime.
42:07 I think it is important to look at the cost neutral aspect of this because this uh individual we're hiring is certified.
42:15 However, the officer that he would be replacing is at a step three on the compensation plan step program.
42:22 We're not paying that, we're not paying compensation, we're paying benefits.
42:26 So there is cost savings associated with this higher because they're coming in at a cadet level.
42:32 It's really legitimately a step zero uh until they get through training, which they'll move to step one.
