Discussion Items
Proposals 100-2026 and 101-2026 – Real Estate Purchases for Public Works Projects
- Brian Cavanaugh, General Counsel for the Department of Public Works, presented two parcels for approval per Indiana Code 36-10.5-1-5, which requires City Council approval for purchases exceeding $25,000.
- Proposal 100-2026 (Project SY23008): Purchase of property at 616 South Mickley Avenue (46241) from Clover Leaf Baptist Church for $71,700. The project involves drainage improvements along the Neil Ditch corridor to address flooding, maintenance issues, and bring facilities into compliance with current standards.
- Proposal 101-2026 (Project STY03054): Purchase of property at 5208 West Washington Street (46241) from a CVS subsidiary for $46,900. The project will reconstruct West Washington Street from Lynhurst Drive to Holt Road, including pavement rehabilitation, ADA-compliant multi-use pathways and sidewalks, upgraded traffic signals, and drainage improvements.
- Councilor Jarrett Evans (District 17) expressed strong support for both projects. He recalled a 2016 incident when a family’s home was flooded by Neil Ditch late at night and noted that flooding was exacerbated by the I-465/I-65 projects. He stated the Mickley Avenue detention project is part of the Built Moore Stormwater initiative and emphasized the importance of investing in older, working-class neighborhoods.
- No public comments were made on the proposals.
- Councilor Dan Boots moved to send proposals 100 and 101 to the full council with a “do pass” recommendation. The motion was seconded and passed unanimously by voice vote.
Key Outcomes
- Proposals 100-2026 and 101-2026 were advanced to the full City-County Council with a do pass recommendation.
- The committee held a personal privilege segment to honor Tim Joyce, former Deputy Director of Operations for DPW, who recently passed away. Chairwoman Jones presented a memorial gift to his daughter, Deputy Mayor Shay Joyce. Director Wilson and councilors Jarrett Evans and Ron Gibson shared remarks praising his character, service, and role in strengthening the relationship between the city and AFSCME Local 725. Councilor Evans noted that Tim Joyce “spoke so softly but so sternly” and was “authentic.” Councilor Gibson remarked that he never heard a negative word said about Tim Joyce.
Other Business
- After the memorial, Chairwoman Jones adjourned the meeting.
