So first I have proposal number 100 2026 for project SY23008 for the Mickley Avenue detention project.

Uh project description, uh, City of Indianapolis is undertaking drainage improvements focused on addressing infrastructure deficiencies associated with the Neil Ditch corridor.

Uh purpose of the project is to improve drainage efficiency and infrastructure within the project area.

The improvements are intended to address existing drainage limitations, reduce flooding and maintenance issues, and bring facilities into compliance with uh current design standards.

Uh second proposal uh 101 2026 for project stirty zero five four for the West Washington Street Reconstruction Bridge.

Um this is uh the owner is a subsidiary of the CVS Corporation uh location at 5208 West Washington Street 46241 amount is uh 46,900.

Uh this project will reconstruct West Wal, excuse me, reconstruct West West Washington Street uh from Lynn Hurst Drive to Holt Road.

The project will rehabilitate the existing pavement, install ADA compliant multi-use pathways and sidewalks along the roadway, install upgraded traffic signals and equipment, and address drainage concerns along the corridor.

I'm really excited about both both of these projects.

Um of the toughest conversations, phone calls that I ever took was in 2016 when a family's home was being flooded by Neil Ditch, and they were begging me for help.

I think it was roughly around 12, 12:30 p.m.

or a at night.

Um, and we're like, you know, what what can we do?

And I remember going out there and and surveying that with them and others, and that was in part, I think, at least in theory, a lot of folks felt like that that ditch was flooded uh even more with the 464 65 projects that took place years before, and I think added a little bit of watershed on to us.

So I would appreciate your support for this.

It's been a long time coming.

It's probably, I guess, in conjunction with what we've just done with the Built Moore Water or Built Moore Stormwater project a couple years ago, trying to address flooding in this particular neighborhood.

It's an older neighborhood, it's very working class, and uh I'm just excited that we continue to invest in them and to elevate those communities and neighborhoods that frankly in a first class city like ours should have already had decades ago.

Um, since our last committee meeting, we did lose a beloved.

Since our last committee meeting, we did lose a beloved member of not only our DPW family, but our city and someone very special to to us and to to Shay, um, Shay's dad, Tim Joyce, who was a very special member of our public works family.

Um in the time that I knew Tim Joyce, he he loved public works, he loved the city, he loved the residents, he really helped improve our quality of life here.

And every time I talked to him, he just spoke so highly of his family, and he really loves.

So that's why I asked Shay to be here so that we could present her a memorial gift on behalf of our public works committee, just to thank her for the sacrifices that her dad made on behalf of the city.

And I asked the director to be here to say some words as well, and any committee members who would like to say some words on behalf of Tim Joyce.

Thank you, Chair Willman for uh uh giving me this platform and the opportunity to speak about um Tim Joyce, um his impact on not only the the city of Indianapolis, but the DPW family and and the family of this this entire enterprise.

I know uh Tim Joyce uh was a uh a servant leader um throughout his his his life, and um just the last few months that I got the chance to work alongside Tim Joyce was a a very it was a joy for me.

Um I knew every time he got up to speak, he was going to speak positivity to uh the folks and and and he keep he kept it real as well uh with everybody as um when when he spoke.

The uh his job as the deputy director of operations was important because he was one of the big parts of strengthening the relationship that the city of Indianapolis and Aspie Local 725 have today.

Um that the strength of that relationship we have today will not be there without uh Tim Joyce's finger on that.

And um, like I said, you uh councilwoman, you you said it right, and he he loved his family and he loved the city and he loved what he did.

And um we we lost a good man, so uh that's what I had to share.

Um I got to know Tim over the years, and uh you said it really well, and that he always kept it real.

And at times I have uh a reputation for getting a little frustrated and upset and spicy and uh but however with uh with yeah, you're on the different side of that aisle.

Um but with Tim, I could never be angry.

I could never want, you know.

I I'd I I would feel like a horrible human being if I were to even think about raising my voice with him because he spoke so softly but so sternly in a way that you you felt the passion, you you could feel he was just authentic.

That was just the best way to describe him and put it in.

It's just it's just humbling to have known him, and it's sad to know that you know we've lost him and he won't be a part of our presence.

And that's just uh Tim was just a good man, and that's in my experience in life.

If you can leave this world and be told that you were just a good human being is the highest compliment that you could probably have.

Uh Shay, I love your father probably almost 30 years.

Uh I remember his various roles uh throughout uh government.

Well, more importantly, I remember his character, uh strong character, and uh he uh uh was just always real, personable, caring.

I can remember when I was in the battles of trying to get back in this game here.

Uh he was positive whispered in my ear, give me advice, and I never forgot that.

And even when I came back to in in this role, work with him in a city, uh just still giving me more advice.

And uh I always appreciate that.

And uh his memory lives on in your heart, and the love for him and is is strong, and we love you and thankful that you're in the you're in you're in playing and uh uh getting things done here in Naples.

So my heart and thoughts and prayers are with you.

One thing that when Tim passed that I shared with Shay that I think is very impressive, I think we've was conveyed here is one thing about Tim is I never heard a negative word shared about Tim.

And I think that's something that can live on in your heart.

That is something very impressive as you shared.

Um and I hope that that's something that we all can strive for is live your day, where nothing negative is said about you.

And as long as I knew Tim, nothing negative was ever said about him.

Uh he had a lot of great jobs, but I think DPW was his favorite that he ever held, and I miss him a lot.
