4:26With consent, I would like for us to come back to proposal number one zero two, reappoints Marshan Wally.
4:33Have consent to come back to 102.
4:3710 as a five, isn't it?
4:45The next item on our agenda is proposal number 107.
4:49Directs the rules and public policy committee to review and prepare a report pertaining to the fiscal impact statement associated with the collective bargaining agreement between the city of Indianapolis, Marion County, and the American Federation of the State, County, Municipal Employees Council 962.
5:06Good evening, President Lewis and members of the committee.
5:09My name is Jake McVay, Deputy Controller from the Office of Finance, Office of Finance and Management, and we'll be presenting on this proposal.
5:18So this proposal fulfills the requirement set by municipal code section 291-610 for the controller to present the fiscal impact for any new union agreement before that agreement becomes effective.
5:33IFD and AFSME local 962 finalized a labor agreement in March of this year.
5:39So once this contract is executed and the council has formally approved this proposal, the negotiated wages will be uh retroactive back to January 1st of 2026.
5:53So the contract will be effective for 36 months beginning January 1st of this year.
6:03This table shows the fiscal increases for each financial component of the agreement from the base year of 2025 for all three years of the contract.
6:13So beginning in 2026, employees will receive an annual increase to base wages of 4%, followed by 3% in 2027 and 2028.
6:25Longevity pay begins the third year of excuse me after three years of service at a rate of half a percent of the deputy fire marshal two position and increases by an additional half percent annually through the 21st uh year of service.
6:46Members with certifications that enhance job performance specified in the contract will also receive an additional pay not to exceed four dollars an hour.
6:57And lastly, positions covered under this contract will qualify for an additional pay based on the level of their education that exceeds the requirements for their position.
7:07So $300 for an associates, $500 for a bachelor's, and $700 for a master's.
7:45Uh include this contract in the 2027 and 2028 budgets.
7:51Um with that uh that concludes my presentation and say this will be the uh last presentation I give for a little while in the union negotiations, um, and I'm happy to answer any questions you may have.
8:08Thank you so much for your presentation.
8:10Questions from counselors, counselor Nilson.
8:14Thank you, President Lewis.
8:18So the can you provide what the approximate delta is from the COLA to what will need to be funded?
8:32So the uh fiscal impact estimate uh for 2026 is about 300,000.
8:41The COLA amounts to about 30,000.
8:45That delta if I can go back here and see.
8:51So the actual salary estimate is 60,000.
8:57So that delta between the COLA and the salary is 30,000.
9:01The additional components we estimate, assuming the uh far end.
9:08So for example, with certification pay, that makes up over half of that estimate at 171,000.
9:15We're assuming that every employee in our in our estimate is qualified up to that additional four dollars an hour.
9:24That does not reflect reality.
9:27Um that range I can give you is 30,000 to the um 240, sorry, 270,000 would be what comes from the supplemental.
9:45So, like we're talking, you know, kind of base, we're looking at about 60 potentially 60K.
9:51Is that is that fair to say?
9:54Okay, that thank you very much.
9:55Thank you, Madam President.
9:56Additional questions, comments?
10:00Madam Council, we do not have to take a vote.
10:03We just accept the report.
10:05Thank you so much for your presentation.
10:08Counselors, we do have uh going back to proposal number 105 reappoints Marshawn Wally to the Indianapolis Commission of African American Mails.
10:17He is attempting to park.
10:21What's your pleasure?
10:22Again, it is a reappointment.
10:25Wally serve as your chair?
10:28Does anybody want to speak on his behalf?
10:34Again, this is a reappointment.
10:37Again, Kenneth Allen, Madam President, Vice Chair of the Indianapolis Commission of African American Mills.
10:42I believe our chair Marshawn Wally is doing an amazing job leading the efforts in hope that you all will reappoint him to continue to work.
10:50Counselors, thank you, uh Mr.
10:53Uh you have uh the the chair of the commission's information in your packet.
10:59Are we comfortable moving this forward?
11:03Thank you, Madam President.
11:04Uh, I was just gonna say, you know, after known uh Marshall's work over the many, many years, he doesn't do anything that's not exceptional.
11:12So I would very much uh move that we do go ahead and um accept his nomination.
11:18Is there a second section?
11:20The motion has been properly moved and second.
11:22Seeing no one in the audience, all those in favor signify by saying aye.
11:26Those opposed, same sign.
11:29Thank you all for being here this evening.
11:32Seeing no other business before this committee, I'll entertain a motion for adjournment.
