Have the pleasure and privilege of serving as the Vice Chair of the Indianapolis Commission on African American Males, as well as also serving as the chairman of the State Commission of the Social Status of Black Males, which unfortunately our work will come to an end on May 20th as the legislator has moved to consolidate our state commission.

I'm a judge in the um family division here in Marion Superior Court.

I've been on the bench since 1995, and I've served in a number of capacities.

I particularly enjoy professionally the service on the Indianapolis Commission because that we we do good work.

Uh really enjoy my tenure there uh on the on the commission.

Uh, we really been working hard with statistics to understand where we are, uh, particularly from the health perspective of it, and as well as public policy.

It's important that we understand that the big initiative here in the city of Indianapolis through Dr.

Kane and our corporation is mental health.

Mental health for young men and what they're going through is very important.

So we want to continue that effort to gather the data so we can move forward and come with some real solutions dealing with the African American males and males in general uh here in the city of Indianapolis.

Directs the rules and public policy committee to review and prepare a report pertaining to the fiscal impact statement associated with the collective bargaining agreement between the city of Indianapolis, Marion County, and the American Federation of the State, County, Municipal Employees Council 962.

My name is Jake McVay, Deputy Controller from the Office of Finance, Office of Finance and Management, and we'll be presenting on this proposal.

So this proposal fulfills the requirement set by municipal code section 291-610 for the controller to present the fiscal impact for any new union agreement before that agreement becomes effective.

IFD and AFSME local 962 finalized a labor agreement in March of this year.

So once this contract is executed and the council has formally approved this proposal, the negotiated wages will be uh retroactive back to January 1st of 2026.

So the contract will be effective for 36 months beginning January 1st of this year.

This table shows the fiscal increases for each financial component of the agreement from the base year of 2025 for all three years of the contract.

So beginning in 2026, employees will receive an annual increase to base wages of 4%, followed by 3% in 2027 and 2028.

Longevity pay begins the third year of excuse me after three years of service at a rate of half a percent of the deputy fire marshal two position and increases by an additional half percent annually through the 21st uh year of service.

Members with certifications that enhance job performance specified in the contract will also receive an additional pay not to exceed four dollars an hour.

And lastly, positions covered under this contract will qualify for an additional pay based on the level of their education that exceeds the requirements for their position.

So $300 for an associates, $500 for a bachelor's, and $700 for a master's.

Uh include this contract in the 2027 and 2028 budgets.

Um with that uh that concludes my presentation and say this will be the uh last presentation I give for a little while in the union negotiations, um, and I'm happy to answer any questions you may have.

So the uh fiscal impact estimate uh for 2026 is about 300,000.

The additional components we estimate, assuming the uh far end.
