1:05

Good evening.

1:12

This authorizes a high intensity activated crosswalk, also known as a hawk signal for the nickel plate trail crossings at 56th Street.

Kessler Boulevard East Drive, 71st Street, and 75th Street, District 3.

1:26

2:13

And if you have questions about uh the four proposals before you this evening, I'd be happy to try to answer them.

2:20

Any comments, questions for my counselors?

2:22

Leader Mowley.

2:23

Uh Madam Chair, question would be to abstain from 213.

2:27

Okay, thank you.

2:28

Any comments, questions?

2:29

Council Roberts?

2:31

Thank you.

2:31

Um, I was just wondering real quick.

2:33

I should probably ask you about this beforehand.

2:35

Um, I know we're getting a bridge over 82nd Street, obviously.

2:38

We've already kind of done some work over the intersection, but that's one that I hear about a ton of people that when they get to 82nd Street going right back because it's so dangerous to cross on the nickel plate.

2:47

I was wondering if that was a consideration for the proposal 212, and if not, why it was not chosen.

2:52

Um so we knew that we were gonna get some funding for the bridge, and so as a temporary measure, we ended up uh crossing people at the signalized intersection on a temporary basis.

3:02

Once that signal is installed or uh the bridge is installed, um, that'll be a much easier way for those that are traveling along the nickel plate trail itself.

3:12

Was there any thought of doing this temporarily until then, or was it just um not not really, not uh for this particular area again?

3:22

I think the the idea of the uh installation of the bridge, I think is beneficial for those utilizing the trail itself.

3:30

Um, but we do recognize there are instances where people do have to cross the street.

3:34

Um I think we've got uh the signal off to the um off to the west.

3:41

Is that new?

3:42

Yeah, um, and then off to the east, um, where we have pedestrian indications where people can in fact cross.

3:48

Right.

3:48

Well, and thank you.

3:49

I uh I just I know it's gonna be two or three years until the bridge is finally fully complete.

3:54

Yeah, I was wondering if maybe we could do that in the interim, but obviously I trust that the engineers there have probably thought about all the different angles and thank you very much.

4:02

Any other comments, questions?

4:04

Um counselor anyone in the public who wishes to speak on proposals number two twelve, two thirteen, two fourteen, or two fifteen, twenty twenty-six.

4:15

Okay, Madam Chair.

4:18

I move that we send proposals number two twelve, two fourteen, and two fifteen to the full council with the due pass recommendation.

4:24

Second, it has been moved and seconded to send proposals number two twelve, two fourteen, two fifteen, twenty twenty-six to the full council to do pass recommendation.

4:33

All those in favor say aye.

4:35

Aye, opposed say nay.

4:37

The ayes have it.

4:38

Thank you.

4:38

And madam chair, second one, please.

4:40

I move that we send proposal number two thirteen to the full council with the due pass recommendation given our colleagues' abstention.

4:48

Thank you.

4:49

It's been moved and seconded to send proposals number two thirteen twenty twenty-six to the full council with the due pass recommendation.

4:55

All those in favor say aye.

4:57

Aye.

4:58

Thank you.

4:59

Opposed, say nay.

5:00

The ayes have it, and we have one abstent abstention.

5:03

Thank you.

5:05

Thank you.

5:05

With consent, I would like to hear proposals number 216, 217, and 218 2026 together.

5:13

Thank you.

5:15

Um these are uh typical uh speed limit reductions that uh is are quite common for you guys to uh approve.

5:22

Uh we will start with proposal number 216 2026.

5:26

This authorizes a speed limit reduction to 25 miles per hour in the area bounded by Sherman Drive, Emerson Avenue, 30th Street, and 34 streets, and that is in District 8.

5:37

Proposal number 217 2026 authorizes a speed limit reduction to 25 miles per hour in the area bounded by Keystone Avenue, Hobart Road, Southern Avenue, and Raymond Street, that is District 19.

5:50

And proposal number 218 2026 authorizes a speed limit reduction to 25 miles per hour in the Autumn Creek and Autumn Creek East subdivisions, and that is District 15.

6:04

Any comments or questions from counselors?

6:09

I have put on your desk a statement from Councilor Allen for proposal number 218.

6:15

I would like to read it for the record for proposal 218 2026, and she is writing to express her strong support for proposal number 218, which authorizes a speed limit reduction to 25 miles per hour in the Autumn Creek and Autumn Creek East subdivision.

6:32

This proposed change is a community focused step that will help improve overall safety for residents, especially children, pedestrians, and families who use neighborhood streets to walk to parks, playgrounds, and common gathering areas.

6:45

Lower speeds reduce the severity of injuries when collisions occur and help drivers remain attentive to people and activity near roadways.

6:52

A 25 mile per hour limit in the subdivision will also support a family-friendly environment and reinforce responsible neighborhood design and traffic management.

7:01

I believe the committee's support will directly contribute contribute to making these communities safer and more welcoming for everyone.

7:07

I respectfully request that the committee approve proposal number 218.

7:11

Thank you for your service, time, and commitment to the city of Indianapolis.

7:14

Sincerely, Council Council Renee Atlin.

7:17

Is there anyone in the public who wishes to speak on proposal number 218?

7:23

Thank you.

7:24

Counselor Gibson.

7:25

Thank you, Madam Chair.

7:26

I move that we send proposal number 216, 217, and 218 to the full council for final adoption.

7:34

Second.

7:34

It's been moved and seconded to send proposal number 216, 217, and 218 2026 to the full council with the due pass recommendation.

7:42

All those in favor say aye.

7:44

Aye.

7:44

Those opposed say nay.

7:46

The ayes have it.

7:47

With consent, I would like to move to hear proposals 219 and 220 together.

7:53

Thank you.

7:54

Back to you, Nathan.

7:55

Great.

7:55

Thank you.

7:55

Uh proposal number 219-2026.

7:58

This authorizes the establishment of intersection controls at the intersection of Bonnie Drive and Eddie Lane, District 21.

8:06

And proposal number 220, 2026 authorizes intersection controls at the intersection of Harway Court and Thompson Road, District 23.

8:18

Any questions, comments from councillors?

8:21

Anyone in the public who wishes to speak on proposal number 19 or 2020 2026.

8:29

All right, Councilor Kaho.

8:31

Madam Chair, I move that we send proposals 219 and 220 to the full council with the due pass recommendation.

8:37

Second.

8:37

It has been moved and seconded to send proposal number 219 and 220 to 2026 to the full council with the due pass recommendation.

8:45

All those in favor say aye.

8:46

Aye.

8:47

Opposed say nay.

8:48

The ayes have it.

8:50

Thank you.

8:51

Lastly, proposal 221 authorizes residential permit parking at 524 and 526 East Ninth Street in District 13.

9:00

Yeah, so uh basically this is uh allows us to establish uh resident permit parking for the resident located at 524 and 526 east ninth street.

9:11

Um about a year ago ish, uh this body approved residential permit parking for uh the Chatham Arch area.

9:19

Uh inadvertently uh happened to miss this uh particular resident.

9:23

Uh they'd reached out indicating that um they had no uh off-street parking options and a uh hardship occurs due to the proximity to uh bottle works.

9:35

Um the hardship being that there's a lot of people going to bottle works and and people do tend to park uh internal into the uh subdivision there.

9:43

So uh it's a good thing that uh when there's there's parking problems we have tools in order to fix that, and also shows that uh there is a a draw uh to that particular development, which is a good thing.

9:55

So um we are recommending uh the ability to establish resident permit parking for that particular residence.

10:03

Thank you, Nathan.

10:04

And speaking with Councillor Brown, he also indicated that as you said, it was the last resident on this road, and they were also competing with Airbnbs on this street as well.

10:13

So it was very challenging for this resident to find parking on on their street.

10:18

So he was asking for our support as well.

10:20

So any questions, comments from our colleagues?

10:25

Anyone in the public who was just to speak on proposal number two to one 2026.

10:31

No, okay.

10:32

I would take a motion for a due pass recommendation, madam chair.

10:36

Yes.

10:37

I move we send proposal number two 21-2026 to the full council with a due pass recommendation.

10:42

Okay, thank you.

10:43

It's been moved and seconded to send proposal 221-2026 to the full council with the due pass recommendation.

10:49

All those in favor say aye.

10:51

Aye.

10:51

Aye.

10:51

Opposed say nay.

10:53

The ayes have it.

10:54

Thank you so very much, and I appreciate everyone's time tonight, and I'll accept a motion to adjourn.

11:00

Again, thank you.

11:01

Thank you, everybody.

11:01

Be safe going home, stay cool this week.

Summary of Proceedings

Public Works Committee Meeting - July 16, 2026

The Public Works Committee met on July 16, 2026, under Chairwoman Kristen Jones to consider multiple traffic safety and parking proposals. All items were recommended to the full council with due pass recommendations, with one abstention recorded.

Traffic Safety Proposals (HAWK Signals)

  • Proposals 212, 213, 214, 215 (2026): Authorized high-intensity activated crosswalk (HAWK) signals at several locations. Councilor Roberts questioned why the Nickel Plate Trail crossing at 82nd Street was not included in proposal 212, noting safety concerns and the two-to-three-year timeline for a planned bridge. Staff explained that a temporary signalized crossing and the future bridge were deemed sufficient. Proposal 213 (intersection changes at IU Medical Center) had an abstention from Councilor Mowray. All were approved — 212, 214, and 215 unanimously, and 213 with one abstention.

Speed Limit Reductions

  • Proposals 216, 217, 218 (2026): Authorized speed limit reductions to 25 mph in three areas. A statement from Councilor Allen expressing strong support for proposal 218 (Autumn Creek subdivisions) was read into the record. Approved unanimously.

Intersection Controls

  • Proposals 219 and 220 (2026): Authorized intersection controls at Bonnie Drive/Eddie Lane and Harway Court/Thompson Road. Approved unanimously.

Residential Permit Parking

  • Proposal 221 (2026): Authorized residential permit parking at 524 and 526 East Ninth Street in District 13, addressing a hardship for a resident missed in a previous approval. Councilor Brown indicated support. Approved unanimously.

Key Outcomes

  • All proposals (212–221) received due pass recommendations to the full council. Councilor Mowray abstained on proposal 213. No public testimony was offered. The meeting adjourned.
