0:50With consent, I would like to move to hear proposals number 212, 213, 214, and 215 2026 together.
1:12This authorizes a high intensity activated crosswalk, also known as a hawk signal for the nickel plate trail crossings at 56th Street.
1:20Kessler Boulevard East Drive, 71st Street, and 75th Street, District 3.
1:26Proposal number 213, 2026 authorizes intersection control changes to the IU Medical Center on uh at various locations.
1:36One at 13th Street and Capitol Avenue, uh 13th and Senate, and at 14th and Senate Avenue, that's District 12.
1:44Proposal number 214 2026 authorizes a hawk installation for the Eagle Creek Trail Crossing at Lynnhurst Drive Bridge, which is approximately located at 800 North Lynnhurst Drive, that is District 16.
1:59And proposal number 215 2026 authorizes a hawk signal at the Grassy Creek Connector, uh located approximately at 3500 North German Church Road, and that is District 15.
2:13And if you have questions about uh the four proposals before you this evening, I'd be happy to try to answer them.

2:31Um, I was just wondering real quick.
2:33I should probably ask you about this beforehand.
2:35Um, I know we're getting a bridge over 82nd Street, obviously.
2:38We've already kind of done some work over the intersection, but that's one that I hear about a ton of people that when they get to 82nd Street going right back because it's so dangerous to cross on the nickel plate.
2:47I was wondering if that was a consideration for the proposal 212, and if not, why it was not chosen.
2:52Um so we knew that we were gonna get some funding for the bridge, and so as a temporary measure, we ended up uh crossing people at the signalized intersection on a temporary basis.
3:02Once that signal is installed or uh the bridge is installed, um, that'll be a much easier way for those that are traveling along the nickel plate trail itself.
3:12Was there any thought of doing this temporarily until then, or was it just um not not really, not uh for this particular area again?
3:22I think the the idea of the uh installation of the bridge, I think is beneficial for those utilizing the trail itself.
3:30Um, but we do recognize there are instances where people do have to cross the street.
3:34Um I think we've got uh the signal off to the um off to the west.
3:42Yeah, um, and then off to the east, um, where we have pedestrian indications where people can in fact cross.
3:49I uh I just I know it's gonna be two or three years until the bridge is finally fully complete.
3:54Yeah, I was wondering if maybe we could do that in the interim, but obviously I trust that the engineers there have probably thought about all the different angles and thank you very much.

5:05With consent, I would like to hear proposals number 216, 217, and 218 2026 together.
5:15Um these are uh typical uh speed limit reductions that uh is are quite common for you guys to uh approve.
5:22Uh we will start with proposal number 216 2026.
5:26This authorizes a speed limit reduction to 25 miles per hour in the area bounded by Sherman Drive, Emerson Avenue, 30th Street, and 34 streets, and that is in District 8.
5:37Proposal number 217 2026 authorizes a speed limit reduction to 25 miles per hour in the area bounded by Keystone Avenue, Hobart Road, Southern Avenue, and Raymond Street, that is District 19.
5:50And proposal number 218 2026 authorizes a speed limit reduction to 25 miles per hour in the Autumn Creek and Autumn Creek East subdivisions, and that is District 15.
6:04Any comments or questions from counselors?
6:09I have put on your desk a statement from Councilor Allen for proposal number 218.
6:15I would like to read it for the record for proposal 218 2026, and she is writing to express her strong support for proposal number 218, which authorizes a speed limit reduction to 25 miles per hour in the Autumn Creek and Autumn Creek East subdivision.
6:32This proposed change is a community focused step that will help improve overall safety for residents, especially children, pedestrians, and families who use neighborhood streets to walk to parks, playgrounds, and common gathering areas.
6:45Lower speeds reduce the severity of injuries when collisions occur and help drivers remain attentive to people and activity near roadways.
6:52A 25 mile per hour limit in the subdivision will also support a family-friendly environment and reinforce responsible neighborhood design and traffic management.
7:01I believe the committee's support will directly contribute contribute to making these communities safer and more welcoming for everyone.
7:07I respectfully request that the committee approve proposal number 218.

8:06And proposal number 220, 2026 authorizes intersection controls at the intersection of Harway Court and Thompson Road, District 23.

8:51Lastly, proposal 221 authorizes residential permit parking at 524 and 526 East Ninth Street in District 13.
9:00Yeah, so uh basically this is uh allows us to establish uh resident permit parking for the resident located at 524 and 526 east ninth street.
9:11Um about a year ago ish, uh this body approved residential permit parking for uh the Chatham Arch area.
9:19Uh inadvertently uh happened to miss this uh particular resident.
9:23Uh they'd reached out indicating that um they had no uh off-street parking options and a uh hardship occurs due to the proximity to uh bottle works.
9:35Um the hardship being that there's a lot of people going to bottle works and and people do tend to park uh internal into the uh subdivision there.
9:43So uh it's a good thing that uh when there's there's parking problems we have tools in order to fix that, and also shows that uh there is a a draw uh to that particular development, which is a good thing.
9:55So um we are recommending uh the ability to establish resident permit parking for that particular residence.
10:04And speaking with Councillor Brown, he also indicated that as you said, it was the last resident on this road, and they were also competing with Airbnbs on this street as well.
10:13So it was very challenging for this resident to find parking on on their street.
10:18So he was asking for our support as well.
