The Metropolitan Development Commission met on October 2, 2024, at 6:00 PM to consider several policy resolutions, a public hearing on a tax abatement filing deadline waiver, a continuance request, and petitions of no appeal. All votes were unanimous except one recusal on a zoning petition. The meeting was chaired by President Dillon.
Consent Calendar
- Approval of Minutes: The minutes from the September 18, 2024 meeting were approved with a 6-0 vote. Commissioner Schumacher recused himself as he was not present at that meeting.
- Five Policy Resolutions (No Public Hearing): The following resolutions were approved unanimously (6-0):
- 2024 R 018: Authorizes DMD to amend a contract for maintenance and operation of city-owned properties through June 2025.
- 2024 R 019: Authorizes DMD to enter a new agreement with the Indianapolis Marion County Building Authority (up to $1,200,000) for maintenance and operation of city-owned properties through 2025.
- 2024 R 021: Amends contract with Stevenson Legal Group for eminent domain legal services, extending by one year to December 31, 2025, and adding $36,950.
- 2024 A 030: Recommends approval of 10-year real property tax abatement at 130 East Washington Street (Council District 12, Center Township).
- 2024 E 030: Waives the 2023 pay 2024 deduction application filing deadline for tax abatement approved by resolution 2020A 039 at 4725 and 4740 Victory Lane (Council District 24, Perry Township).

- Public Hearing on 2024 A 031 (Waiver of Filing Deadline): DMD Compliance Manager Letitia Ramsey presented the resolution, which grants a waiver of the 2023 pay 2024 deduction application filing deadline for property at 4725 and 4740 Victory Lane (Council District 24, Perry Township). A representative from Shear (the applicant) explained that the deadline was missed due to an error in which the assessment was attached with the assessor’s office. No one spoke in opposition. The waiver was approved 6-0.
Discussion Items
- Continuance Request – 2024 A 0002: Staff requested a continuance to the October 16, 2024 MDC hearing for further consideration of comments and questions received during the public comment period. No opposing comments were heard. The commission approved the continuance by a 6-0 vote.
- Petitions of No Appeal: Three petitions were recommended for approval by the hearing examiner:
- 2024 ZON 039: Properties at 3803, 3805, 3919, 4051, 4233 Lafayette Road; 4262, 4266, 4270, 4360 West 38th Street; 4702, 4750, 4825 Century Plaza Road (Pike Township, Council District 5).
- 2024 ZON 062: 1025 Jefferson Avenue (Center Township, Council District 13).
- 2024 ZON 095: 230, 238, and 240 South Pennsylvania Street (Center Township, Council District 18). All three petitions were approved. ZON 039 and ZON 062 passed 6-0; ZON 095 passed 5-0 with Commissioner Dillon recusing himself.

Ladies and gentlemen, let me call to order the October 2nd, 2024 meeting of the Metropolitan Development Commission. We will now come to order. We have a very special guest today. All of the commissioners received their minutes from the September 18th, 2020 24 meeting on Thursday. Are there any additions or deletions to those minutes? Authorizes DMD to enter into an amendment to add time to a contract for maintenance and operation of city-owned properties through June of 2025. 2024 R 019 Metropolitan Development Commission authorizes DMD to enter into a new agreement with the Indianapolis Marion County Building Authority, the authority for an overall not to exceed amount of $1,200,000 maintenance and operation of city-owned properties through 2025. 2024 R021 resolution to amend contract number 19105 between the Department of Metropolitan Development and Stevenson Legal Group for legal services pertaining to imminent domain cases. Amendment will extend contract by one year, thereby ending on December 31st, 2025, and add $36,950 in available funding. Located at 130 East Washington Street, Council District 12, Center Township. Recommend approval of 10 years real property tax abatement. Resolution authorizes a waiver of the 2023 pay 2024 deduction application filing deadlines for the tax abatement approved by resolution 2020A 039 at 4725 and 4740, Victory Lane Council District 24, Perry Township.
