0:46

Can we adopt minutes if we don't have quorum from last meeting?

0:50

No.

0:50

No, okay.

0:51

And we will also have to table our adoption of minutes from our February meeting.

0:56

So I'm gonna go over our sharp shelter stats for February.

Um reports by ACOs were 212.

1:30

Total bites reported were 50.

1:57

Um, number of hours volunteered were 1,328 at special events was 50, and our doggy day out hours were 85, giving us a total of 1463.

2:12

Our vacancy report, uh, we have hired a deputy director that is now filled.

2:19

We have an administrator, um chief financial officer, manager of operations, volunteer coordinator.

2:26

Our PIO just left Friday was her last day, so that one is actually vacant again.

2:35

Uh placement manager is filled, adoptions team lead is filled, adoption counselors.

2:40

We have six.

2:41

Uh that whole team is complete.

2:44

Rescue coordinator, uh, that his last day was also Friday.

2:48

He is still in the building.

2:49

He's just going to be a animal care tech now.

2:53

Yep.

2:53

So Justin left his spot.

2:56

Uh feline care coordinator, canon enrichment coordinator, and our foster coordinator.

3:01

Foster coordinator has transitioned over to the placement manager.

3:06

So that position is also open.

3:09

Uh IndyCare's coordinator is currently open.

3:13

We have IndyCare Specialists, two of them, and both of those are filled.

3:18

Enforcement forcement manager is filled.

3:21

Um, enforcement supervisors, all three of those are filled.

3:25

I believe in January they were not, um, but they are now filled.

3:30

Customer relations officer, we have one that is filled, and 18 animal control officers were allotted for 23.

3:37

Um, we have four offers out to people right now, so it should only leave one open.

3:43

Uh kennel manager is filled, kennel shift leads.

3:47

We have two kennel technicians, we have 15.

3:49

Uh, total of 17 should be there.

3:52

We're down to 15, and I believe we have an offer out to one already.

3:57

Uh medical manager, medical shift lead, four vet assistants, and four vet assistants too, and we are still searching for a veterinarian.

4:11

Uh our runtime went from let's see, 11.41 hours for February.

4:18

It was 10 hours and 51 minutes, and that's the response time.

4:23

And then just a short quick overview.

4:26

Um, the past eight months from July 1st, 2025 till current date, March.

4:32

Well, actually, this would have been March 15th.

4:34

Um, our income and okes are we have a 28% increase in animal intake and a 27% increase in live outcomes.

4:44

We increased our rescue transfers by 46%.

4:47

Our adoptions have increased by 17%.

4:50

Our length of stay has decreased by 19%, which we're super proud of and hope to continue having that decrease.

5:00

And our live release rate has maintained, um, even with us taking in more animals, um has maintained an 88.83 live release rate.

5:07

Yeah, we're very excited for the new shelter.

5:11

Uh update on that.

5:12

We I was over there Friday.

5:15

Looks amazing.

5:16

It looks like it's done.

5:16

We're ready to move in, but it's not.

5:18

Um, they are currently installing the dog kennels.

5:22

Um, they have one kennel done, most of the others have been started.

5:26

Uh cat cages got delivered last week, so those should be starting to get installed this week, and then it's just a matter of wrapping up the small things, doing the deep cleaning before we come in, um, checking any you know dings on walls that they need to fix, anything like that.

5:40

I start the punch list walkthroughs tomorrow, actually.

5:44

Um, so hopefully we are still on track to be in and operating the first week of May.

5:49

Awesome.

5:50

We're super excited.

5:54

So lots of lots of shifting and vacancies going on.

5:58

Yes.

6:04

You know, kind of what's what's causing that.

6:07

Uh I think some of it, um, the volunteer and foster positions were mainly um money motivated, I will say, um, and getting, but it does allow us to get the right people in the right positions, not that they weren't.

6:20

Um, both of them were fantastic at their positions.

6:22

We are very sad to see Justin leave his.

6:25

Um, Lorenzo, the foster coordinator, will be moving to the placement.

6:29

Um, so he'll still be that position is also over the foster coordinator program.

6:35

So he will still have a big hand in that, which is fantastic.

6:39

Um Kaylee, the original placement manager went back to she went to be the kennel manager.

6:45

She is doing phenomenal.

6:46

So I think it's just a matter of getting people where they really want to be and getting the right people in the right positions.

6:52

Um, other than that, I don't feel like we have too many openings compared to what we used to have.

6:59

Um, the officers, some moved out of state, some went to other positions.

7:03

Um, that's kind of how we've lost four or five of those.

7:06

Um went to the military.

7:09

Yeah, one went to military, and one went to actually, I think be a police officer.

7:14

So yeah.

7:16

Nice.

7:17

I post Angela.

7:19

Yeah, she was our IndyCare's coordinator.

7:23

Yep.

7:24

Yeah.

7:25

All right.

7:27

Sounds like things are trucking along and picking up work.

7:31

There, we're trying.

7:33

We're we're excited.

7:34

We think it's going in a good trend and seeing positive changes, so yeah.

7:39

Good.

7:40

Yeah.

7:41

And any other questions?

7:44

No.

7:45

Okay.

7:45

I think we can adjourn the meeting.

Summary of Proceedings

IACS Board Meeting - March 23, 2026

The Indianapolis Animal Care Services (IACS) board meeting was called to order at 8:30 AM on March 23, 2026, by Director Amanda De Honey Hinkle. Due to lack of quorum, the board tabled two resolutions (0326 and 0426) and could not adopt the minutes from the February meeting. The meeting focused on shelter statistics, volunteer reports, staffing vacancies, and an update on the new shelter construction.

Shelter Statistics & Updates

  • Total intake for February 2026 was 701 animals, with 713 total outcomes and a live release rate of 89.22%.
  • Enforcement statistics: 212 reports by ACOs, 50 total bites reported, 117 summons and citations issued, 63 investigation impounds, and 1,970 officer runs.
  • Volunteer hours: 1,328 at the shelter, 50 at special events, 85 doggy day out hours — total 1,463 hours.
  • Over the past eight months (July 1, 2025 to March 15, 2026), animal intake increased by 28%, live outcomes by 27%, rescue transfers by 46%, adoptions by 17%, and length of stay decreased by 19%. Live release rate maintained at 88.83%.

Staffing & Vacancies

  • Several key positions have been filled: deputy director, placement manager, adoptions team lead, enforcement manager and supervisors, and animal control officers (18 filled out of 23, with four offers out).
  • Vacancies include: administrator, chief financial officer, manager of operations, volunteer coordinator, PIO (just vacated), rescue coordinator (transitioned to animal care tech), feline care coordinator, canine enrichment coordinator, foster coordinator (transitioned to placement manager), IndyCare's coordinator, a veterinarian, and two kennel technician slots.
  • Director noted that departures were often money-motivated or individuals moving to other roles (military, police officer), and the changes help place the right people in appropriate positions.

New Shelter Update

  • Construction appears nearly complete: dog kennels being installed, cat cages delivered for installation this week.
  • Punch list walkthroughs begin tomorrow; target move-in and operation first week of May.

Key Outcomes

  • Resolutions 0326 and 0426 tabled due to lack of quorum.
  • February 2026 minutes not adopted for the same reason.
  • Meeting adjourned after the report and brief discussion.
