Morning, everyone.

0:01

Uh, we now have a quorum, I believe, so we will get started with the June 3rd meeting of the office of the board of the Office of Public Health and Safety.

0:09

I'm Andrew Merkley, the director of the Office of Public Health and Safety.

0:13

Abby, can you take the roll?

0:14

Sure.

0:15

Alright, he Williams.

0:18

Present.

0:21

Webster.

0:22

Present.

0:24

Great, thank you.

0:25

First on our agenda this morning is item 060326A, and we'll be hearing from uh Indianapolis Fire Department.

0:42

I'm battalion chief Richard Cook, run the uh quartermaster for the Indianapolis Fire Department.

0:47

I always uh come with show and tell.

0:50

Morning, Chief.

0:50

Thank you.

0:59

So I'm coming before you today to uh seek approval for a contract for both of these um styles of fire gloves that you're uh being able to handle right there.

1:10

The first one is a lion V force, yes.

1:14

Um after an extensive wear trial involving over eight different types of fire gloves, these two styles came out of that committee and uh were chosen to uh be our new offering department wide.

1:28

So uh today I come before you to seek approval.

1:30

The first one will be the Lion V force.

1:33

This will be a two-year contract, not to exceed $200,000.

1:40

Thank you.

1:40

It will be with uh um fire acquisition company LLC formerly Phoenix Outfitters.

1:49

Okay, thank you.

1:50

Uh any questions or comments from the board?

1:54

Chief, what what is the difference between the two two gloves there?

1:58

Um, the things that we try to look for are uh flexibility and hand.

2:06

You would notice if you put those gloves on, one is going to limit your flexibility in your joints.

2:12

One is more padded than the other, which gives you an offering for extrication and those types of things.

2:19

It's usually preferred by a ladder company that does more things that require uh tools, um extrication, those types of things.

2:29

The the V force, the first one we're voting for is more there's more dexterity in your fingers, you're able to feel better, grip things better, handle the fire hose, different things.

2:38

So there's a different offering for the preference of the firefighter.

2:43

Gotcha.

2:43

And are these these gloves similar to what where we're using now?

2:48

Um we were in a uh lion primus glove, which is um similar to the um one on the right, which is the dragon fire glove.

2:58

Okay and the the fire dex glove that we were in is very similar to the V Force.

3:03

Okay.

3:04

Thanks.

3:04

They look almost identical, but they're uh different in a few ways.

3:09

Gotcha.

3:11

I think you already said this, but uh the safety committee recently.

3:15

Correct, yes, yeah.

3:18

Okay, any additional questions, discussion?

3:22

All right.

3:22

Hearing none, I will uh entertain a motion to adopt item 060 326a, so move, second motion has been moved and seconded.

3:34

Any other discussion?

3:35

Hearing none, um I will uh all in favor.

3:41

Excuse me.

3:42

Uh, in favor of adopting.

3:44

Thank you.

3:45

Aye.

3:46

Any opposed?

3:47

Hearing none, the motion is adopted.

3:50

All right, the second glove is the uh Dragonfire glove, which is the glove that is on the right.

3:55

That was the other glove that came out of the wear trial committee that we selected.

4:00

Um it is with a company called Waterway Twin Tier LLC.

4:05

Um, this contract will also be a two-year contract not to exceed 200,000 dollars.

4:14

Any questions or discussion?

4:17

Hearing none, I'll entertain a motion to adopt item 060326b.

4:24

Second, all right.

4:25

Any further discussion?

4:27

Hearing none, all in favor?

4:30

Any opposed?

4:31

Hearing none, the motion is adopted.

4:33

Thank you.

4:34

Thank you.

4:34

Thank you, Chief.

4:36

You guys want to take a guess of what the cost of that is?

4:42

Three other.

4:43

Yes, somewhere around 30.

4:44

No, that's way too high.

4:46

Okay.

4:47

150.

4:48

Still still high.

4:50

But for a fire glove, this one's about 110 a pair.

4:54

This one's a hundred and forty dollars.

4:57

Wow.

4:57

So when I started running the quartermaster uh most eight years ago, our fire glows cost us about $79 a pair.

5:06

Oh, okay.

5:06

That's how much prices are.

5:09

Okay.

5:10

Thank you.

5:11

Do you want the rest of your day?

4:59

You do the same.

5:14

Before we move on to the next item, I failed to uh ask everyone.

5:18

Has I had an opportunity to review last month's meeting?

5:21

Minutes.

5:22

Yes.

5:23

All right.

5:24

Um any edits or discussion to those meeting minutes?

5:27

No.

5:28

Hearing none, I'll entertain a motion to adopt the minutes from last month's meeting.

5:32

So moved.

5:33

Second.

5:35

Motion has been moved and seconded.

5:36

All in favor?

5:37

Aye.

5:38

Any opposed?

5:40

Hearing none.

5:41

The minutes are adopted.

5:44

Okay.

5:44

We will move on to item 060 326C.

5:48

I believe we're hearing from both IFD and the Department of Metropolitan Development.

5:56

Good morning.

6:00

Good morning.

6:01

Good morning.

6:07

Oh, no problem.

6:09

All right.

6:10

Good.

6:11

How are you?

6:14

Oh, do you want to add?

6:20

Do you all mind stating your name and position for the record?

6:24

I'm the vision chief of support services.

6:27

Uh Kevin Holtman.

6:29

Thank you.

6:30

Piers Kirby, the Department of Metropolitan Development, Administrator for Real Estate, and Brownfield Redevelopment.

6:35

Okay, thank you.

6:37

So our purpose here today is uh request the board to uh transfer of a property at 6332 North Westfield Draw, so old station fire house 32.

6:50

Um our goal is to transfer that to DMD for repurposing and uh removing it from IFD's possession where we won't be uh maintaining this maintenance and upkeep and security and giving the city a chance to use it to repurpose it to use it for another option and keep that historical value of the firehouse that we just left uh in the neighborhood in that community.

7:14

So that's what we're looking to do this morning.

7:17

Great.

7:18

Pierce, anything you want to add from DMD's perspective?

7:21

Um yeah, DMD's current plan is to offer the property, likely through a request for proposals.

7:28

Um we haven't written that RFP yet.

7:31

We don't own the property, obviously.

7:33

Um, but what we'll seek to do is define some parameters for the offering.

7:39

Um we know, for example, that it's on the National Register of Historic Places.

7:44

Uh so we would flag that in the RFP and let people know that there's that historic integrity for the property, and that any redevelopment proposal should not propose to compromise that integrity.

7:57

Um I think you know we'll look at the future of land use map.

8:01

We'll look at if it's in a flood zone, any other parameters, um, get a valuation of the property, and then um offer the property for disposition.

8:16

Do you anticipate the city hanging on to the cell tower on the property or the revenue, or would that go with the property?

8:23

Um the cell tower is an interesting uh point regarding the property.

8:28

There is a lease in place until 2032, according to the Office of Finance Management.

8:34

So very likely the tower would stay through that term of the lease, and I believe the cell comp one cell company owns the tower itself as well.

8:46

So the tower goes along with the lease, and then I think there's a company that's co-located on the tower as well.

8:56

Any uh additional discussion or questions?

9:00

Okay, hearing none, I will entertain a motion to adopt item 060 326 C, the transfer of the IFD property station 32 to um from IFD to the Department of Metropolitan Development.

9:17

So moved.

9:18

Second, uh any additional discussion?

9:23

Hearing none.

9:24

Uh all in favor?

9:25

Aye.

9:26

Any opposed?

9:27

Hearing none, the motion is adopted.

9:30

Thank you, gentlemen.

9:31

Thank you very much.

9:32

Thank you.

9:34

All right, that concludes our agenda for today.

9:29

The office of the board of uh the board of the office of public health and safety is adjourned.

9:45

Thank you, guys.

9:46

Thank you.

9:47

Appreciate it.

9:49

Thank you.
