All right, calling RR 493178 CDG Enterprises LLC doing business as Fifth Avenue Grill and Bar at 423 Main Street.
You guys have a great rest of your morning.
All right, buddy.
Appreciate you.
I gotta find this thing, Amy.
Let me see what I send it to you on the Springer Fifth Fifth Avenue.
Let me see real quick.
So we should be noted we do not have a quorum for this board.
However, um we will go ahead and hear it.
And can you send me a please?
We'll go ahead and hear it and then um we'll have to send it to the commission for a vote.
We won't be able to vote on it.
Okay.
Same way we had a appointment for Lawrence and Speedway.
We have one for Beach Grove.
She's unable to make it today, so we're down one.
But uh it won't affect you.
Let's start with who you are in your relationship to the business.
My name's Josh Gooden, owner.
Jeff D's owner.
Okay, 5050.
Yes, sir.
Well, do you know why you're here?
Uh for uh violation on a uh Queen of Hearts game board.
Oh, you go okay.
Um, did you know the the rules and responsibilities?
Uh just we made the game board and then we bought the tickets, and the verbiage says the word or and so when we uh kind of appealed it in essentially, they said kind of oh okay, and then they reduced that fine.
Uh and since then we've just purchased the correct boards from the vendors and stuff.
Let me hang on, just let me look at your file because I'm showing a different violation for you.
I'm not showing anything about the game board.
Thanks, Peter.
Yeah, I don't know where I lost it.
When did you guys receive that violation?
Or was it a violation or was it a warning?
Uh well there was a fine with that, so I don't know.
The only I'm showing one violation for you.
And it involved uh submitting false documents to the commission.
Someone didn't disclose their misdemeanor.
Conviction.
What did you say your names were?
I'm Josh Gooden and Jeff.
These so it would be for you.
Okay.
You don't remember this violation?
No, no, but not the violation, no.
If it was this is back in the uh 2000 or 2017, like 2018 was so yeah, 2018 was the rest, and then 2024 was when they sent the violation to you or issued the violation to you.
Let me see who signed the settlement agreement.
Yeah, you signed the settled and settlement agreement for falsification of records, paid a 250 dollar fine for that.
July 2024.
Is any of this ringing about?
No, I I no, I thought this was for Queen of Arts game board, so I have nothing for the game board.
All right.
Um since then, have you disclosed that conviction on any of your paperwork?
Uh I don't I don't know, ma'am.
Let's look.
So this is what I'm gonna do.
We don't have a quorum anyway, and I'm not showing any evidence that you've submitted the proper documentation for that arrest.
So I'm going to show you continue to August.
I'll have you go give you 30 days to get all proper paperwork submitted to the commission.
Um, and then once you do that, then we'll hear you in August.
Did they need to go down to the other building then?
Um, you will need to get in.
I'll give you my card so we don't waste any more time for the board today, unless you don't know how to go about getting all of that properly documented.
But we our next meeting will be Monday, August 3rd, at 9 30 back here in this room.
Will we receive a notice in the mail of the no?
Your notice is being given to you right now.
And I'll give you a card.
I'll write that on the card for you.
Well, if I just do that, the list of documentation, I can fix it by that's why I'm giving you my card with my email on it.
Email me that we have your email address, um, and then we can get together and have a discussion or email back before we'll get it settled figured out for you.
Thank you.
There you go.
Alright, Peter, all yours.
Moving on to Indianapolis, calling R R 494 3709.
I don't think so.
Similar to I'm with you.
Okay.
Good morning.
Maybe.
I think so.
Oh, how are you?
There's some new reasons for denial.
Oh, cool.
I've got a copy for you.
Oh, this is a copy.
She's got one for you.
Oh.
But there's the new the renewal separate.
Just a couple down here.
Yeah.
They should have fixed them all so we can set more.
I think.
Yeah.
I'm talking about like what they don't have.
Well, we just had.
Yeah.
I'll catch it.
We just had one of those.
Yeah.
You're missing.
You're missing this one.
You have an approved form that's.
I think it's the end of it.
You give me some different tax clearance.
You give me a tax clearance form, and then you gave me a receipt.
But I'm not seeing that form in here.
Oh, I saw that.
Most of them's the case.
It's in here.

We had a bit of an issue for us.
I used to be Indian restaurant, this one is the second one.
Okay.
Do you still have your other license?
The first license?
Yeah.
How long have you had that license?
Uh sixteen years.
How many violations do you have?
Only one.
What was it for?
Uh the license is expired because we uh switched the different like same location but different uh spot.
Okay.
So you're just a paperwork violation?
Yeah, paperwork violations.
All right.
Um what is your policy for checking IDs?
Uh check everybody.
Check everybody.
What happens if one of your employees does not check?
Uh usually they check the office.
What if they don't?
What would you do if they did not?
Then we fired them if you don't check that.
Are your employees uh relatives?
We are all family with this, yeah.
So that's gonna be a challenge, but uh, you know, somebody has to enforce the rules and the policies, and that's you.
We have two, three people basically, me and my wife and some other guys with a small business.
It's a restaurant, I'm sorry.
Uh it's like a carry out on uh uh yeah.
How fast food?
Oh yeah, Andy Wings, okay.
How big is it?
What's the capacity?
It's like a 30 people or 20 people, not more than that.
More carry out than city.
What's the hours?
Eleven to nine thirty.
Seven days a week.
Yeah, seven days a week.
Okay.
Uh are you clear with the rules and responsibilities that come with having this license?
Yes, sir.
All right.
Do we have any further questions?
And you understand you'll have to have an inspection done before your permit can be made active.
Yeah.
Okay.
Okay.
With that, I'll accept the motion.
Motion to approve.
All second.
All those in favor say aye.
Aye.
Good luck, sir.
Thank you, sir.
Calling RR494384L Barragon Inc., address 7515 East Washington Street.
There you go.
That should be okay.
It's just email me.
We'll schedule an appointment.

You're welcome.
One of you can take the application and then the other can have a seat.
Very similar.
Thank you.
All right, we'll have you come back forward, please.
Okay.

So you're missing some documents.
So you're required to have all of these things before we can hear your application here in Indianapolis.
Is this your first alcohol permit?
Okay.
Okay.
Make sure.
Oh, they filmed it.
No, but I do want to know here.
You've been there?

Calling R R 494 3915 recess.

Address 902 E 17th Street.

My favorite subject.
Reset.
Thank you.
I think we could.
That's right.
We also have a letter from a neighbor that's one of the support for.
Okay.
Yeah, I can read that.
So you said you're missing something?
Yeah.
We have all the ones that were subjected.
Okay, so did you get a packet?
That look like this.
Okay.
So this is specific.
I'm going to give it to you on a right on it first.
So I'm going to give this back to you.
Oh, here's this.
So this is specific for Marion County.
There are three additional documents we need in addition to the orange sign.
Posting after David.
Okay.
Um you'll send the notice to the neighbors.
You said you already did that.
Okay.
So you got the list of all the registered.
Yes.
Okay.
We just got one that was no longer.
So when you come back, we're a copy of the letter that you sent them and a list of the names and addresses that you gave to that or that you sent them to.
I need a whole the list of all the names and addresses that it went to.
Um in addition to that, there's a zoning form.
You will fill this out, two pages.
Um you will go to this address and get you need an approval from them.
Okay.
It's their approval that I need back.
Same thing with the tax form.
This is a specific tax form, it's different than what you sent in with your application.
Two pages, their addresses on the second page.
I need their approval, is what you'll bring back with you next month.
Okay.
Okay, so that's a um this is specific for Marion County, and whenever if you go online to do the application process, it's listed on there for Marion County applicants only.
Make sure you can read that.
So our next meeting will be Monday, August 3rd.
There's an email if you have any questions.
You're welcome.
Can you give our letters if you have anything?
You can bring it.
Are you coming back?
Next month.
Yep, just bring it with you.
All right.
One more thing.
Make sure that you leave the orange sign posted, change the date to August 3rd.
Okay.
Calling RR 494 3952.
Tacos, locals, LLC address 8654 East Washington Street.
They did not have a sign posted.
All right, show them continue.
Transfers.
Moving on to transfers.
Calling RR494 3779.
Isolate Enterprises LLC doing business as Greeks on 16th.
Address 1601 Columbia Avenue.
Okay, that's what's up.
I don't I do not need that shop.
Okay.
Okay.
You can have a seat.
Okay.
You counsel.
Yes.
Yes, sir.
All yours.
All right.
Good morning.
My name is Justin Hayes, attorney at Church Churchill and Anshore.
With me is Todd Dorsey, owner and operator of Isley Enterprises doing business as Greeks on 16th.
We're here for a transfer of ownership application for a beer and wine retailer permit for the location at 1601 Columbia Ave, Indianapolis, Indiana 46202.
We did add a carry out a request with our application as well.
So uh we're available to answer any questions the board may have.
Um are you your physically moving locations?
Is that what this is?
Transfer of ownership, sir.
So it's just a paperwork, yeah.
Just paperwork.
Yeah, same location.
Same location, new owners?
Yes.
That's correct.
All right.
Is it your first alcohol beverage permit in the state of Indiana?
So we have a set list of questions we ask all first time petitioners.
Just to answer, I don't know if we can pick it up on the microphone, please.
Did you prepare this application yourself or did someone else prepare it for you?
Uh my attorney prepared it for me.
Did you have a chance to review the application after it was prepared?
Yes.
Were all the answers contained in this application answered in a truthful manner?
Yes.
Is there anything you wish to add to the application?
No.
Are you the only owner of the business?
Uh myself and my wife.
Did you list your wife on the application?
Yes.
Yes, sir.
Alright.
Is there at least 200 feet between your premise and any church or school?
Yes.
Do you understand that an excise officer may enter, inspect, and search your permit premise at any time without a warrant?
Yes.
Are you applying for carry-out privileges?
Yes.
And are you applying for limited separation?
Do we have to ask that anymore?
Yes.
We still do?
Yeah.
Okay.
Are you applying for limited separation?
Are you going to have a separate bar area for 21 and over only?
Okay.
What is your policy for checking IDs?
Uh we check every ID.
For someone that orders a beer.
What happens if someone does not check an ID and serves a minor?
They would be reprimanded and it would go in their personnel file.
Okay.
What what happens with the reper when you get reprimanded?
What what happens?
Um, essentially just writing them up for violation of policy.
Okay.
Well, when would a termination take place?
Probably second violation.
Okay.
And that's a written policy?
Yes.
Okay.
What are your hours of operation?
They vary.
Uh we're up in uh 11 to 9 Thursday, Friday, 11, excuse me, Wednesday, Thursday, 11 to 10, uh, Friday, uh the other days were open for to nine.
What's your capacity?
We currently have seats for 26 people inside, and we have about six picnic tables outside.
Okay.
Our business though is about 97% carry-out and delivery, so very little inside dining.
Okay.
You understand though that you have to do more on premise consumption versus off premise consumption for carry-out?
Yes.
Okay.
Yes.
What uh are you uh any changes to the concept or design of the business?
No.
When someone dines in, is the is the pizza taken to the table by a waiter or a waitress?
Yeah.
Not technically a waiter waitress, but one of our staff members, yes.
Okay.
So it's not served over the counter.
Uh not generally, no.
Okay.
And then just keep in mind that 25 seats is the minimum you have to have to qualify for permit.
So make sure you keep those 26 seats.
You can do more, but you can't do less, and the ones outside don't count towards that number.
Okay, that's good enough.
Thank you.
Any further questions from the board?
Hearing none, do we have a motion?
Most to approve.
Motion to approve all second.
All those in favor say aye.
Aye.
Good luck, guys.
Great, thank you very much.
Yeah.
Thank you.
Calling DL 493 4537, family station LLC doing businesses.
Burroughs management incorporated address 2304 Madison Avenue.
There was no sign posted at this location.
Anyone here from Family Station?
Calling DL 493 4546 bottle shop 49 LLC doing businesses bottle shop address 4901 North College.
Good morning.
Good morning, Nick.
Um, Bradford Riley with me.
I have Mike Bandora who's one of the owners for the bottle shop there on 49th.
Um so he is this is a transfer of ownership, taking over the operations there.
This is the liquor store there at 49th in college.
It's been there since uh a couple decades before I was born.
Um, and uh so just taking over operations there.
Um Mr.
Van Dor does have uh other alcohol licenses.
He's worked with the um the Greeks pizzeria there just next door as well, um for 10 years in that location.
Yeah, so has experience with alcohol.
Um first license or I mean he's ha has experience, but is this his first license?
No, no, he's he's he's uh an owner with the the Greeks Pizzeria.
Great.
So are you already an owner with bottle shop and kind of a change in corporate or are you brand new owner for bottle shop?
Uh brand new owner of the bottle shop.
Okay.
So is this your first liquor store?
Yes.
Okay.
You want to run through the questions then?
Um the Greeks pizza next door, you own that team?
Yes.
Oh, okay.
So he's I see.
So yeah, he has the experience.
We've discussed the the carning policy, it's mandatory for for liquor stores.
So let's you understand that's different than what's required for restaurants, right?
Yeah.
So for carry out for a liquor store, what's the what's the requirement?
The legal requirement for checking IDs for anybody uh 40 or under needs to be courted.
Okay, is that your policy or is your policy to check everyone?
Yep.
That was an oral question.
Oh, sorry, I'm just heard.
Is anybody forty or under?
That's the state law.
Some people have their own policy that say we're gonna check everybody.
And so that was the question.
I understand, yeah.
Yeah, ours has been if you're 40 or under, we're we're work hard on you.
Alright.
What happens if one of your employees does serve a minor?
Uh then we would we would have to you know have a retraining situation there where we're making sure that you know they're complying with what needs to happen, obviously.
How many times would you allow for that to take place?
I think it would be a strike policy where you know, by the if you do a second one, you're certainly gonna be gone.
Okay.
So you have one other app permit in Marion County, you have another one in another county?
Uh uh I own the Greeks Pizzeria at Ball State University, so that's in Delaware County.
Okay, and then obviously the sobro location for the Greeks Pizzeria.
How many violations do you have on your license?
Uh Greek Pizzeria.
Yeah, none.
I've never had an alcohol violation ever in 20 years.
Great.
How many uh employees do you have at the liquor store?
At the liquor store?
Yeah.
Uh do you share them with the pizza spot or just no?
They don't cross poly.
Okay.
I'll just check.
Uh five.
You'll keep and they're imagining their existing employees and you'll just keep them.
I'm sorry, are these all new employees?
Uh no, these are existing.
The existing employees and you bought the business.
Okay.
Can you make a commitment to the board to keep the lights outside in the parking lot and the parking lot changed?
Keep the lights outside on.
Do you have lights outside in your parking lot?
Yeah, we we do that are on.
Wonderful.
Just want to do what we can to keep those on.
It helps a little bit.
All right.
Any uh any further questions?
Hearing none, do we have a motion?
Motion to approve.
Motion to approve.
I'll second.
All those in favor say aye.
Aye.
Aye.
Good luck, sir.
Thank you.
Calling RR494-3953, Fernandes LLC, doing business as Fernando's Mexican and Brazilian.
Address 834 East 64 Street.
It's Nickel's.
I have a power of attorney for this one.
Mr.
Rodriguez is out of town.
Um he is a uh native Brazilian, and so he is out of town to watch the the Brazil match that happened last night out of New York, New Jersey.
So it's probably a little devastated this morning.
But um so he was yes, uh, we have power of attorney.
He does have a number of other permits, he's been before the board a couple of times in the last um two years for for new applications.
Um go ahead.
Sorry.
So this is so this is just a transfer of ownership taking over the um Hilliard James license in Broaderville.
So they were before the board last year to transfer the Lou Malnadis license.
Um in Broadway.
They're moving their existing operation over there to be a little bit of a larger space.
Um they are now also purchasing the license at the previous space, which they were just there operating in our management agreement.
Um to kind of turn that into a chef's table concept, so um still similar operation, same similar menu, but they're actually gonna remove the bar space.
Um it'll be normal hours, but mostly weekend focused for this location for this location.
They how long have they been in this location?
They've been in this location for four or five years, if I remember correctly.
Um I don't believe there's been any violations of this location.
Yeah, there I don't think there is either.
And this is a smaller location.
This is a smaller space.
So this is kind of right at the dead end at Broader Pole, um 64th, and I believe Guilford that kind of dead ends right there.
Um, and so it's a very small um interior space with a little bit of a patio outside.
Um they're gonna renovate it to have a little bit more inside seating because they're getting rid of that bar space, um, turn it into an actual chef's table so the chef will be able to prepare um the the food uh right there in front of the you know anyone who's at that event uh event table uh with regular operations taking place in the rest of the space.
When do they plan to have that concept right?
So they're getting ready to move over, they were planning to move over to the um the old Malnati space uh the last couple of weeks, but with his travel aid for these games, um it's that's been a little bit delayed.
So they do expect within the next I'd say month at the longest to open at the new location.
Um and then by the end of this year, late fall, um, plan to have the the chefs' table concept up and running.
Any further questions?
Hearing none, do we have a motion?
Motion to approve.
I'll second all those in favor say aye.
Aye.
Good luck.
Thank you.

All righty.

I have Aressa Penelosa, she is the owner for 71st pub.
Is this your first alcohol savage permit?
Yes.
Just answer loud enough that we can hear you on the microphones here.
Oh, you're all did you prepare this application yourself or did someone else prepare it for you?
I'll help translate as well.
Um, or si tiene alguien para ayudar safe?
Yes, they had somebody to help it.
Did you have a chance to review the application after it was prepared?
Yes.
Were all the answers contained in this application answered in a truthful manner?
Is there anything that you wish to add to the application?
No, no.
Are you the only owner of the business?
Correct.
Yes.
Okay.
Is there at least 200 feet between your premise and in church or school?
Al menos the 200 pieces.
Do you understand that an excise officer may enter, inspect, and search your permit premise at any time without a warrant?
Abby, so yes.
Are you applying for carry-out privileges?
No.
No.
Are you applying for limited separation?
Yeah, please have it.
It does, it has a bar.
Yes, a small bar area.
A bar area, yes.
Okay, so will you keep that bar area separate or what is the plan to allow miners everywhere?
Um actually we it is gonna be 21 plus is what we do.
The entire thing will be 21 and over.
Yes, yeah.
Okay.
Um remember.
So the is the plan to keep it as as it is now or yes, they were doing some renovations to the space.
Um it had been closed for for a period of time.
So doing some renovations, doing some updates, but planning to keep operations there.
Concept will stay the same.
Okay.
Well, I'm familiar with it, I live out that way, but um ma'am, are you clear on the rules and responsibilities that come with having this license?
But then it's it isn't, yeah.
And do you have a policy for checking IDs?
Um, because it's like, C C C.
Um, la persona se vea más de quaranta años.
Uh-huh.
Okay.
So uh yes, uh train her employees to verify identification if they look like they are under 40 years old.
And then ask what happens if the miner does get served.
Um, well, pues um hablaríamos con él uh entrenaro para que no lo vuelva a ser, pero si vuelve a pasar como otra vez, pues entonces yeah.
Uh no sight trabajando colour.
Yeah.
So if it's uh it would be our strike system.
So if it does happen the first time, um they would speak with the employee, see what happened in the situation, um, and do a retraining with them to make sure that they are are all on the same page, understand the rules, and if it did happen again, it would be an immediate termination.
Wonderful.
Alright, any further questions from the board?
Hearing none, do we have a motion?
Motion approved, motion to approve.
All second, all those in favor say aye.
Aye.
Thank you.

Hello again, guys.
Good morning.
Good morning.
Good morning.
Eve Keller, co-owner of the Sports Broad Indy.
And I am along Goria.
Uh also a partial owner, but I would be the GM of the restaurant.
Wonderful.
Is this your first alcoholic beverage license in the state of Indiana?
It is.
All right, you've seen it.
You've heard it.
I've heard it.
Did you prepare this application yourself or did someone else prepare it for you?
Lisa did.
Did you have a chance to review the application after it was prepared?
I did.
Were all the answers contained in this application answered in a truthful manner?
Yes.
Is there anything you wish to add to the application?
No, sir.
Are you the only owner of the business?
No, sir.
Did you list the other members?
Yes.
Is there at least 200 feet between your premise and a church or school?
Yes.
Do you understand the next ICE officer may enter, inspect, and search your permit premise at any time without a warrant?
Yes, sir.
Are you applying for carryout privileges?
No, sir.
Are you applying for limited separation?
No.
All right.
21 and over?
No.
No.
Family friendly restaurant.
One.
The entire thing.
The entire thing.
Okay.
Do you have a policy for checking IDs?
Yes, we do.
Um the policy is going to be uh from what I did with Cutting Ham Restaurant, what I did with uh Dix Less Resort.
Uh same policy is going to be applied, is that it can only be a government issued ID, and uh no paper um can be uh used, no picture on a phone, nothing, it has to be in present uh in use.
Cannot be expired.
It actually can be expired with paper ID either.
Is it just under 40?
Just if they look under 21, it is every single person.
You have to have the ID.
What happens if a minor gets served?
Um the way we are going to be implementing that is that if uh if it was a it somehow intentional and in some capacity there will be terminated immediately.
Um if it's accidental coaching, we'll be involved with one citation um with written uh warning, and then the second time will be termination immediately.
Um sure we do have the training um obviously uh with if you get an ATC license, you have to go through the two-hour training that is available that you do.
Um additionally, there will be a module that will be a um because we have for our food um that is because we are a franchiser.
Um the food is gonna be national, but as far as the module for ATC will be state mandated.
So we're creating one that will be for each of those different states.
So we will have an additional module for that before the actual get on the floor.
And you'll confirm they've all been all your employees will be trained and keep copies of their well we will have an ETC binder so the athletes will have so like if the next size person comes in, we'll have that ACT binder for them to verify that, and then um that's proof that they went to those classes and the module.
Now on the floor plans, it's showing a bar.
Do you have a physical bar?
Yes.
And you're going to allow, you're you're not putting up any separation to the very new for us.
Yes.
Four days old.
Yeah, there they say it's 12 seats, there's six on each side, and there is no separation.
Okay.
Under 21 is not allowed to sit at the bar.
Correct.
Okay.
Which is going to be your policy.
Correct.
And you understand that in order to qualify for that, you'll have to report your food sales figures.
And you have to do at least a hundred thousand dollars in food sales.
What's the concept?
It's called the sports bra.
Family restaurant.
It's a family-friendly restaurant that will dedicate itself 100% to women's sports on television.
So we're highlighting only women's sports.
We won't play the Pacers or the Super Bowl or anything like that.
Every women's sport will be on our television.
And this is a franchise, right?
This is a franchise out of Portland.
There's only one location in the country right now.
Okay.
They're expanding to five different cities.
Boston just announced their city, Vegas or their location, Maine just announced, and so did Vegas.
So Indianapolis announced at the end of March.
We're at 15 East Maryland.
And I'm sorry.
Did you already say the capacity?
What are your hours of operation?
11 to 11, Wednesday to Sunday.
Wonderful.
And that's what the franchise recommends.
That could flex depending on sporting events and overseas events, things like that.
Are you ready to open?
We are not.
Okay.
When do you plan to open?
We don't have a date yet.
We're waiting on IHPC for the certificate of appropriateness.
We're doing something to the windows that is a historic district.
So we're waiting for permits to begin.
There's not much to do.
This was the Pomodoro Italian restaurant, and it is the official restaurant for the Hampton Inn.
So everything from March 2020 is still in this location.
We just need to make it look like the sports product.
So we'll contact you once the final inspection is ready.
Okay.
Okay.
And she already has your information.
How soon uh before the opening do you need to inspect?
Is there a window?
Well, so typically it takes as long as that's all that the ATC is waiting for, it takes two to three business days for the permit to be made active.
Okay.
I usually schedule a week to two weeks out.
Okay, perfect.
Any further questions from the board?
Hearing none, do we have a motion?

Um a uh gas station that they just built there on Brookville Road.
Um and they have they have begun operations just looking to transfer over this um alcohol permit to kind of round out that operations, but it's a full gas station convenience store um with food operations inside.
Is this your first alcoholic beverage license?
Uh no, the second one.
Second one.
How long have you had your first one?
Uh it's more than 10 years.
How many violations?
No, none?
None.
What's your policy for checking IDs?
Um to check everybody for under 40.
And if it needed like some time, they didn't even look like 40 or more than that.
I checked also another of the plus 42.
And that and then I'll tell you if they imply, make a mistake.
So I give them second chance, like one chance, the next train again, and then for that they keep doing again, then no more.
This is your second permit.
Yeah, is this just your second gas station, or do you own other gas stations?
Oh, yeah, one other gas station.
How many gas stations?
Uh I have like four gas stations.
Four?
Yeah, but only in these two one I have permit for the and one, another one is no.
Okay, but you have tobacco certificates with all of them?
Yes.
Do you have any violations on your tobacco certificate?
Oh, it's a long time ago, maybe more than 10 years, but after that, I never have any for a sale to no.
What was the violation?
Do you remember what the violation was for?
It's uh the ID like like for sending the signature.
Selling cigarettes.
Yeah, it's like more than 10 years ago.
Okay.
The employees, are they existing employees?

Yeah, yeah.

Yes.
Alright, go ahead and raise your right hand for me.
Do you solemnly swear from under the penalties for perjury that the answers that you've given on your application or any answers you might give to any questions asked by this board to be the truth, the whole truth, and nothing but the truth?
Yes.
Thank you.
What is your name, sir?
My name is William Pritt.
And your relationship to the business.
Owner.
Okay.
What is new angle?
Yeah, so this is a a new project that Mr.
Pritt's working on.
So Mr.'s um the Metro Harrison license and 45.
45 degrees.
45 degrees, yes.
Um so uh this is just a new project he's working there on Massav.
It's the space, it's kind of county corner to Metro, actually.
Um pretty large building that he's he's taking over and and working on a new concept there because there's gonna be some significant renovations that that he's working on.
What was in there before?
Nothing, it's been vacant since about 2016 or 2017.
Okay.
So we said large space, but do you have any idea what the capacity is?
Two floors.
Um the preliminary renderings are showing like maybe 200 seats on two floors.
Perhaps we'll just use the first floor during the week and the second floor on the weekends.
Um we're gonna hold out probably a little bit of space for an additional tenant of some sort.
Not alcohol related.
Is it live music?
What's it?
No, I don't think I'll do live music.
It's a restaurant or is it a bar?
Uh it'll be both.
We're gonna serve food and beverages, similar to Harrison's or 45.
Okay.
Metro.
How many employees will you have?
That's a good question.
At least 25.
Yeah.
This is all pretty new.
Um, have you thought about a policy for checking IDs?
Of course.
Yeah, that'll be the same policy that we have elsewhere.
Um, actually, Metro's a little bit different animal, but 45 and and Harrison's will have the same policy.
What is that policy?
We check anyone that is under 40.
And then what happens if a miner does get served?
That's a case-by-case basis.
It could be immediate termination, or it could be um some sort of write-up, it just depends on the situation.
What uh what made you want to do this in that space?
Originally, I've been wanting this property for about five years.
Um, in fact, the original the the liquor license I bought for Harrisons that I'm now using at Harrison's was originally supposed to be for this space, which is why I called that license Diagonal Ventures.
Of course, it's on a 90 degree angle, uh, so of course I had to go with new angle for this one.
Um, but yeah, I've been wanting this property for a while.
It just sometimes these deals take a while.
Well, do you plan to have all ages?
I know you said food.
I plan to have all ages now.
I understand that if I change my mind, I'll have to get a variance.
And then are you planning to put in limited separation?
Are you planning to go with the new exemption that just began, or what's the plan?
The plan right now is to put in the limited separation, but that could shift, and if it does, we'll definitely let you know and ask for approvals.
How many violations do you have on your other license?
I have an old violation at 45 from probably about 10 years ago, maybe longer.
What was it for?
It was for uh serving a minor.
Do you know remember what happened?
I mean, how you how you dealt with that?
Yeah, we retrained everyone.
Um actually the individual that was in violation.
We we made her write a whole new training program for it, and then of course, um, gave her a write-up, and we all we all learned a lot during that experience.
What about at Metro?
So I I don't think there was any violation under his own.
There was a violation that occurred just before he took over ownership.
That was that last fake violation.
Okay.
I've owned it since May of 2024.
Okay.
And no issues since you've taken over.
How do you define issues?
Has X Size been in since you've taken over?
Yeah, they have.
Okay.
But no violate they've not issued any violations.
Correct.
And Mr.
Britt is a very active uh owner and manager at that location as well.
He's ready.
Yeah, to you know, check the crowd and and you know kind of uh be an extra layer of of responsibility and ownership there.
Things aren't perfect, but they're much better than they were before, and we it's good.
Metro's a very good place.
And you're an involved owner, which is great.
Having several locations means you can't give all your attention to one location.
So do you have experienced managers for each location?
Yeah, first off, they're all located within I think Harrison's is three blocks away, um, and then 45 and Metro are on the same block, and this is literally Caddy Corner from Metro.
I also live on the same block.
Um, so that helps.
Um, but yes, each location has their own GM assistant or bar manager, kitchen manager, etc.
Any further questions?
Hearing none, do we have a motion?
Well, motion to approve.
I'll second all those in favor say aye.
Aye.
Good luck, sir.
Thank you.

Miss Lee, is this your first alcoholic beverage license in the state of Indiana?
Yes.
Alright.
Did you prepare this application yourself or did someone else prepare it for you?
Nick prepared it.
Did you have a chance to review the application?
Yes.
Were all the answers contained in this application answer in a truthful manner?
Yes.
Is there anything you wish to add to the application?
No.
Are you the only owner of the business?
Yes.
Is there at least 200 feet between your premise and a church or school?
Yes.
Do you understand an excise officer may enter, inspect, and search your permit premise at any time without a warrant?
Yes.
Are you applying for carry-out privileges?
No.
Are you applying for limited separation?
No.
Alright.
So what is this?
Um it is currently operating as like a lounge slash nightclub.
Um have nightlife due brunch.
Plan on doing like live music, um, other things like that, private parties.
Okay.
So you are do you have a relationship with the previous owners for Paradox?
Were you no?
I didn't have a relationship.
No relationship at all.
So you weren't involved prior?
No, no, are you operating right now under a manager's agreement?
I am.
How long have you been doing that?
Uh about 30 days now, 35 days.
Okay.
What is your policy for checking IDs?
Uh everyone gets checked.
Uh I have a scanner at the front door, so the door gentlemen will scan it, and it's still my employees' policy if they think or even feel like someone's underage uh to still be able to card them once they enter the venue.
Okay.
What's uh different under your ownership than the previous ownership?
Um I bring in, I've had almost 16 years of experience, so I would bring in more things of private parties when larger conventions come, such as Gen Con, the firefighters convention, having a relationship to be able to operate and have smaller parties, maybe catering private events and things like that.
Yeah, what about live music?
Live music that's happened one time since I've been there that was already under the previous owner, just grandfathering it in, but it's definitely something that I want to continue to do.
But relationships with promoters, that's um there's one promoter that's working there right now.
He hasn't had any problems.
He does Saturdays.
Um I'm keeping that unless something happens, and that's he understands what's going on.
Um I want to keep everything in-house, that's my goal.
It's a small venue, it's 125 people, so it would kind of cut into my profit if I keep bringing in promoters instead of doing everything in-house myself.
Good.
Um, what about social media?
Do you control all of your own social media accounts, or could a promoter post uh, I mean, take ownership of your social media account?
No, a promoter cannot take ownership right now.
There's one young lady that's been there for quite some time, and um she's running she does a little bit of the running the social media page, but she works there, she's been there about two and a half years.
Good.
Is it uh your staff that uh controls the door when the promoter has it that day?
Or is it the promoter's folks?
It is my staff.
So my staff is in control of the scanning of IDs, my staff is in control of the pat downs, making sure no one comes in with anything that they shouldn't be in vapes, anything along those lines.
How often do you plan to be at the bar?
Uh every day, unless I'm on vacation.
Um I plan on being there.
So this will be your full-time job.
100%, this will be my full-time job.
I do have something that I do part-time.
I work for Hughes Culinary, um, but they're very flexible with my schedule.
I'm I can work during the day.
Um, but once 10 10 30 is uh hits, I'm at that venue, I'm there from open to close.
And no interest in having anyone under 21.
Not a patient, no.
It's just too too too risky.
Not at all.
What what are the hours?
Uh so I'll be open like Thursday through Sunday, and it'll be um about 9 pm to 3 o'clock a.m.
And then there's a brunch on Sunday that starts at noon and runs to four.
Okay.

I've started here a long time.
I don't remember seeing the living room lounge.
Good morning.
Yes.
Maybe.
Maybe.
I can't remember.
We've been here.
Have they?
Yeah.
All right.
Could you identify who you are, please, and your relationship to the business?
Michelle Vials, one of the owners.
Dean Gross owner.
Okay.
Is there another owner that's not here?
No.
Okay.
Do you know why you're here?
Yes, a violation.
What was the violation for?
Um, someone stepped out the back door and took a drink, and um, a customer had uh got mad that her boyfriend bought another girl a shot, so she threw a drink on him, and the officers that we hired on duty ex-I saw it on their body camp.
Saw someone walk out the back, and so our patio is like you go out the back door and then you turn left to our patio.
Well, these this person went straight, and we have a trash can right out the door.
He drank his drink and then set it on top of the trash can and walked off.
Okay.
Anything else?
No.
Okay.
How long have you had your license?
19 years.
How many violations?
Three, three.
What were the other ones for?
The first one was years ago.
Someone was selling DVDs.
A customer walked in and was selling DVDs.
All right.
Got us in trouble.
And then the second one was smoking.
Um outside the back door.
Okay.
So the back door seems to be causing your problems.
Uh are we doing anything differently?
Yeah, the security that was working that night, we hired new ones for allowing the guy at the back door, but they said they was handling the situation that was going on, and he kind of slipped out.
Um, but we do or we are closing the place down as of February.
Oh, really?
Yeah.
Um, the owner has different plans for the building, and he will not sell it.
So you're at least seeing in the landlord's gonna sell it.
Yes.
So we plan on trying to put it in escrow and eventually trying to get a brunch spot or something.
Okay.
No more late nights.
No.
All right.
Well, I mean, as far as violations reports go, this is not the worst we've seen.
Um, just tell us again about that back door.
Uh, what what do you do?
You're doing differently.
You do have security, you have new security.
We have security and we have two officers, but the officers and the security was handling the situation because the girl was going crazy.
The officers typically sit right by the back door.
So they have their cars so people don't come past with alcohol while they were dealing with this girl and he slipped by.
But I will tell you the officer, I mean the excise officer said I use you all as example that you cleaned your place up and all that.
He did tell us that we're doing a great job.
You did have more significant issues in the past.
Last time you were here, we had some more significant issues to discuss 2024, but um yeah, it's been quiet since then.
And we closed early too.
You guys recommended that, so we guys made some changes.
Um, if I remember it's been a while since I've been in there, but the back door is a main entrance, right?
People come in and out.
Yeah.
Are they going out there to smoke or they just they're just when they leave they want to take their drinks?
A lot of times, or like usually the patio's right out the back, so they're allowed to go back there, but we even stopped the alcohol from even going out there because we didn't want to risk it anymore.
Okay, but that guy just so yeah, once they're on the patio, if we don't have someone out there watching them, they could easily take their drink and just leave or yeah, so stopped it.
So we stopped it when we don't have security.
We like tell the girls, tell them they're not allowed to go to the patio at all with the drinks.
But there is two security at the uh back door.
They scan in the IDs and they pat down or check purses, but honestly, they was just busy at the time and they slipped through.
Okay, no.
With that, any further questions?
Hearing none, do we have a motion?
Motion to approve.
I'll second.
All those in favor say aye.
Aye.
Good luck.
Thank you.

Correct.
All right.
What's else would happened?
I'm sorry.
Okay.
I found this on the web for where of the violation.
You want to tell us what happened?
Yes, so we had an employee who um sold alcohol to a minor, uh, just a careless act.
Um, she's since been terminated.
Because of that issue?
Because of that concern.
So uh unfortunately, she was made made an example out of that employee.
And then you retrained everybody.
We have retrained everyone.
We have implemented a zero tolerance policy at our location.
If you sell alcohol to anyone, whether they look like me over 50, you will be terminated.
If you don't card.
If you don't call, yeah.
Yes, if you do not call it, you can follow the process.
Um all new hires, even if they're not uh cashiers, have to read and sign that policy.
Uh so we're just, you know, we we've opted for zero tolerance policy and uh we train everyone, even meat department associates.
So everyone knows our stance.
How long have you had your license?
Uh what is it?
Three about three years.
About three years now.
Is this your first violation?
First violation, yes.
Does someone have to, does the clerk have to actually enter a date of birth into the system?
Absolutely.
Okay.
I just read the report, it's interesting.
Cause she it's a because it's a compliance check, and she was asked for date of birth, and when they're asked for date of birth, they have to give their actual date of birth.
They're not allowed to lie.
So she gave her the date of birth, but she made her under 21.
She must not have she went to extra lengths.
Yeah.
Yeah.
Yeah.
So uh you have an opportunity to check those entries.
Absolutely.
So we do daily checks.
I mean, you may call it overkill, but we can look at the monitors, video, and then we check each uh alcohol transaction.
So we're taking a proactive stand.
So if we see someone that does it ahead of time, they no longer work for Andy Fresh Market.
Uh fortunately for us, we haven't had any incidents since then.
Well, I'll take that back.
We had one, which was a month after the initial incident, and she's since left the organization.
Well, so you are a nonprofit now, right?
No, you're not.
Okay.
We are we gone for profit.
Okay.
Yes.
All right.

But if this doesn't say Max Convenience.

Thank you.
Sorry to interrupt the flow, but uh, curious if uh we've been called or are going to be called up I want to keep a restaurant number two L L C uh for a violation.
Do you have your paper?
We have yeah, here you know.
Let me see your hearing of it.
So, sorry.
Make sure maybe I didn't hear you guys call there.
I don't remember.
This is in one of these other cities.
I mean, it's on girls school road.
No, that wouldn't be yours.
I mean it's pretty good.
Yeah, it's pretty good.
Not gear guy, no, sir.
Uh how you pick up what I just tried to say here.
Did you receive a violation?
Uh a while back, but then you don't call me exactly it mid-2023.
Okay.
And did you have you already been here for that violation?
You should have.
Yeah, yeah.
Yeah, so your last one was 2023.
So you will always get a notice in the mail um letting you know when your renewal's been set.
You only need to come if you get a violation during that time frame.
So if if she was here and she appeared on the last one, if she'd got another one, she would have to come today.
But if not, you don't have to come.
Oh, okay.
Okay, have a great month.
Thank you.
May I'm standing up.
Were you here for uh yes?
Okay, come forward.
We'll figure it out.
I just thought we just said it now.
But I'm from Longhorn.
The one in casting it with the shooting.
Do you have that permit number handy?
Yes.
Uh it's um R R 49 to 26970.
Well, wait, let her.
She's the official.
Okay.
We have our permit right here.
292.
I'm gonna have you give me that permit number one more time, please.
R R 49269, 70.
So I'm showing the last violation I'm showing for this location was heard at the last renewal in 2024.
Right, so am I just getting this just to get it?
Um I'm the new manager partner, so okay.
Let me can I see the green slice?
The violation.
When was it issued?
It was issued March 20th.
It was just um so after the shooting, it was determined that the guests never even ate in our restaurant.
It happened all outside, and the bartender that was there, we found out that he had lost his wallet.
He didn't have his Ermail hand.
So we may ever get new permits and everything.
Um, um so they just issued you a warning on this one.
So with a warning, you don't have to appear.
Yes.
So you guys are all set.
All right, thank you.
You're welcome.
Y'all have a good day.
Um have you dealt with um R R 499?
1276.
Uh do you know that what they're doing business at?
It says um rookies, E3 and Pub.
Oh my god.
Are they is it a renewal?
I'm not sure.
176.
One's one two seven six.
One two seven six.
They are a renewal without violation.
Are you wishing to remonstrate against them?
We're not necessarily remonstrating.
I suppose um they are um uh there's two issues there.
Zoned residential, and they are close to a next to a church, okay.
Um so I'm gonna I'm gonna stop you real real quick and we can talk after the meeting, but their renewal without violation, which means they don't have to appear for their renewal.
So if you wish to enter a remonstrance, you may do that, but I will have to continue that and you'll have to come back in August.
So are you wishing to enter a remonstrance?
Because I'll have to let them know so they can appear.
Yes.
Okay, what's your name, sir?
David King, K-I-A-G-D.
Okay, and you're entering a remonstrance against R R four nine nine one two seven six, right?
Well, yes.
Okay.
Well, you have an opportunity to go to zoning before you come back to alcohol board.
I'm not sure that's my job.
So I'll let's we're gonna complete the meeting and then I'll talk to you here in just a minute, okay?
Okay, all right.
Uh I will make a motion to approve all all automatic renewals.
Is there a second?
Second.
All right, those in favor say aye.
Aye.
I make a motion to adjourn.
Is there a second?
Second.
And all those in favor say aye.
Aye.
Aye.
This meeting is over.
Marion County Alcoholic Beverage Board Meeting – July 6, 2026
The Marion County Alcoholic Beverage Board, chaired by Tyler Graves, convened on July 6, 2026, to hear applications for new licenses, transfers, renewals (with and without violations), and remonstrances. The board handled cases from Speedway, Beech Grove, Lawrence, and Indianapolis. A lack of quorum for Beech Grove items meant those would be sent to the commission for a vote.

- Lawrence: Renewals without violation for Indian Lake Country Club, Watami LLC (sushi), and Phi Thai (Faitai Street Food) – approved.
