Marion County Community Corrections Advisory Board and Local Justice Reinvestment Advisory Council Meeting - July 16, 2026
The Marion County Community Corrections Advisory Board and Local Justice Reinvestment Advisory Council met on July 16, 2026, chaired by Judge Jeffrey Marshall in the absence of Chair Ms. Duffy. The board approved June meeting minutes, renewed a food service contract for Duvall Residence Center, and discussed state grant funding impacts on community transition programs and the agency budget.
Consent Calendar
- The board unanimously approved the minutes from the June meeting.
Discussion Items
- Contract Renewal for Duvall Residence Center Food Services: Ms. Cantrell presented a one-year renewal of the contract with Trinity for food services at the Duvall Residence Center, expiring September 19, 2027. The new not-to-exceed amount is $1,133,083, representing an increase of $596,775 (transcript states "$596,775,000," likely a verbal error). The increase of 3.5% takes effect September 19, 2026. Current average residency is approximately 160 residents, with capacity up to 250. The contract was approved unanimously.
- Agency Updates and DOC Grant Funding: No formal agency update was provided. However, Judge Marshall inquired about specific DOC grant funding for Community Transition Program (CTP) inmates, noting anecdotal increases in home detention approvals while work release requests are flatlining. Deputy Director Gray (via Mr. Garcia) indicated that CTP funding has been reduced, and the exact amount would be determined by the August meeting. In response to a question about the agency budget (originally requested over $8 million, settled at approximately $5.9 million), it was explained that missing funds, largely salaries, are being shifted to county general funds to offset losses from DOC budget cuts. A detailed budget presentation is scheduled for the August 19th meeting.
Key Outcomes
- Approved the Trinity food services contract for Duvall Residence Center for one year, effective September 19, 2026, with a 3.5% price increase.
- The next meeting is scheduled for August 20, 2026, at noon.
